dublin. >> reporter: irish police and army say they originally discovered what they called a viable explosive device in the luggage compartment of a bus that was heading into dublin from the west of ireland. this is discovered overnight on the evening before the queen's scheduled arrival here. later this morning, an irish army spokesman is saying that the device was in fact a hoax. it is very likely irish security forces will be chasing around dublin and both north and south of ireland on bomb scares through today because there has been an unprecedented amount of security laid on for the queen's visit and tensions are extremely heightened on both sides of the irish divide, and, indeed, on mainland britain. this is the first visit by a british monarch to the irish republic. the last time one was here, they came as king of ireland, george

v, but in 1911. this is a visit 100 years in the making and people are extremely nervous about it. mark phillips, cbs news, dublin. in other news, the head of the international monetary fund will remain behind bars until at least friday when his next court appearance is scheduled. yesterday lawyers for dominique strauss-kahn said he feels innocent of charges that he raped a hotel maid, implying that the encounter was no forced. and there are also other sexual attacks. strauss-kahn is being held at the infamous reikers island jail. meanwhile, the i fair has thrown a monkey wrench to finance. the man charged with securing financial security across the world will spend another few days in a new york city jail cell. the judge denied bail for dominique strauss-kahn.

the international monetary chief is accused of sexually assaulting a maid at his hotel in times square. the judge called him a flight risk. >> i hear you were at jfk airport about to board a flight, that raises some concern. >> the 62-year-old french citizen was on an air france flight about to take off for paris when police took him into custody. police say preliminary forensic evidence supports the maid's version of what happened in strauss-kahn's suite. she also picked him out of the lineup. >> he sexual assaulted her and attempted to rape her. when he was unsuccessful, he forced her to perform oral sex on him. >> strauss-kahn faces several sexual assault charges including attempted rape, abuse, and unlawful imprisonment. a french journalist accuses strauss-kahn of attacking her in 2002. her lawyer says her mother talked her out of reporting the assault. strauss-kahn's attorneys say

he's innocent. >> his principle intention is to try to clear his name and re-establish his good name. >> reporter: the imf announced it will monitor development in the case. his next court appearance is friday. cbs news, new york. there's been another apparent nato air strike in libya's capital. the libyan government says two buildings were hit early this morning in tripoli, police headquarters and another ministry building. up and down the mississippi river this morning, residents and an army of lookouts including prison inmates are keeping close watch on the levee holding back record-setting flood waters. more water is being diverted by engineers who opened two major spillways flooding thousands of acres in an effort to save major cities. the coast guard closed 15 miles of the mississippi near natchez. the flood crest is expected to reach morgan city, louisiana today. randall pinkston reports. >> reporter: empty homes line the streets of butte larose,

louisiana. most have packed up and left now that a massive flood is headed this way. james o'brian is one of the last to leave. >> one more truckload. i'll be ready to say good-bye. i don't think my trailer will be here when i get back. >> the army corps of engineers is diverting even more water from the swollen mississippi river into the morganza spillway. the flooding will cover a massive area in the next ten days and could reach 20 feet in some places. the government is flooding communities in the spillway to spare cities like baton rouge and new orleans. but that doesn't make it easier for jane solar who's live in this home for more than 60 years. >> they're not going to let the cities drown, they're going to drown us poor people. >> here in butte larose, they the national guard set up a roadblock to restrict access to the community. major flooding has not yet reached this area. but officials don't want people who were evacuated to return during the emergency. floods have ravished towns up and down the mississippi for two weeks.

during his trip to memphis, tennessee, president obama met with some of the flood victims in the area. the morganza spillway goes south into the heart of cajun country. >> do what you do. pray the lord it don't come up higher than three or four feet. i'm protected up to about four feet. >> reporter: people plan to return, they just hope they have a home to return to. randall pinkston, cbs news, butte larose, louisiana. now to politics -- the race for the white house instead of heating up seems to be cooling down. two top republican contenders have pulled out. and for other candidates, the big money is coming in, tara mergener, good morning, tara. good morning, betty. yeah. they're going to need that money because this is going to be a very expensive race, a race mike huckabee and donald trump will not be running. the race for the republican presidential nomination is down another contender. >> i will not be running for president as much as i would like to. >> after months of flirting with

a bid, donald trump announced monday he's sticking with the world of business. while the billionaire insisted he could have beaten president obama, analysts say his departure won't make much difference. >> i don't think it changes how people think because i don't think anybody believed he would get in the race. >> trump is the second to bow out in a few days, former arkansas governor mike huckabee joined the sidelines over the weekend. for those planning to make a run for the white house, the focus now is on raising votes and cash. some political observers expect next year's election to cost a staggering $3 billion. >> thanks for your help. >> reporter: former massachusetts governor mitt romney worked the phones at a las vegas fundraiser monday. with the help of hundreds of volunteers, he raised more than $10 million. >> and that's why i'm going to need you. >> in dc, president obama attended two fundraisers to try to fire up his supporters. >> don't let people tell you we

in washington state, a black bear was spotted up in a tree behind an apartment building on monday. wildlife officials surrounded the large tree, shot it with tranquilizer darts. they used a modified parachute to catch the 200-pound bear when it fell. it was uninjured and is being released back to the wild. the most famous donkey since shrek. after 37 days and help from a group of loyal marines, smoke is on the way to omaha where it will be part of the wounded warrior family support organization. don daylor from wcbs has the story. for the marines stationed there and the iraqi citizens trying to stay alive and rebuild a nation, fallujah, iraq in 2008
