republicans who say it violates u.s. law. we will take you to libertyya's capital "early" this friday morning, june 17th, 2011. captioning funded by cbs good friday morning. welcome to a live west coast update of "the early show" it. i'm erica hill. >> i'm chris wragge. a security alert outside the pentagon today. one person is under arrest. police are searching the area. after finding a suspicious vehicle. cbs news national security correspondent david martin is at the pentagon with the very latest for us this morning. david, good morning. >> reporter: good morning. a spokesman for the fbi has just said that no explosive devices were found after this incident this morning here at the pentagon, which shut down morning rush hour traffic for hours. here is what happened. a man carrying a backpack was

spotted overnight in arlington national cemetery which is closed after dark. when police approached him, he fled. he was arrested and both his backpack and his vehicle have now been searched and, according to the fbi, neither contained any explosives. however, there was a still unidentified material in the backpack which has now been taken to a lab for analysis. the person is described as being in his 20s. he is still in custody and being questioned. but, so far, he has not been charged with any crime. arlington national cemetery has just been reopened to tourists. so, right now the bottom line is massive traffic jam, no explosives. >> david, any idea what they are learning from questioning the suspect at this time if they are learning anything? >> reporter: well, they say that at first he was uncooperative and refused to answer questions. then after he had been in custody for a while, because he

was picked up at about 1:30 this morning. after he had been in custody for a while, he led them to his vehicle, but beyond that we do not know what he has told police. >> they are not disclosing nationality or anything of that nature yet, are they? >> reporter: no. >> okay. david martin for us at the pentagon, thank you very much. we turn to the fallout from the anthony weiner scandal. the democratic congressman from brooklyn announcing he will sign thursday ten days after admitting to sending lewd photos and messages to women. nancy cordes is on capitol hill with the very latest. >> reporter: good morning. congressman weiner finally acknowledged yesterday this scandal was not going to blow over as far as his democratic colleagues were concerned. there were simply too many e-mails, too many photos and too many women. >> today, i am announcing my resignation from congress. >> reporter: congressman weiner's attempts to weather a storm of his own making came to an end thursday.

three weeks after he accidentally sent and intimate photo of himself to 45,000 followers on twitter. >> i had hoped to be able to continue the work that the citizens of my district elected me to do to fight for the middle class and those struggling to make it. unfortunately, the distraction that i have created has made that impossible. >> reporter: no tears like last week. no questions allowed either. just a five-minute statement in which he apologized, again to his constituents. >> i got into politics to give the voice to many who simply did not have one. now i'll be looking for other ways to contribute my talents. >> reporter: weiner's wife huma pregnant with their first child was seen entering in their queens apartment but does not accompany him to his resignation speech in brooklyn which was interrupted several times by hecklers. over his 13 years in congress, weiner developed a reputation as outspoken and ambitious.

>> if you believe it's the wrong thing, you vote no! >> reporter: no small feat in an organization filled with exteroverts. some constituents doubts this marks the ends of public life for the 46-year-old democrat. >> his personal life as far as can i see, stop doing what he was supposed to do take care of the people. >> reporter: on capitol hill no one is celebrating, but democrats did seem thankful that the scandal overshadowing their agenda appears to be drawing to a close. >> i'm sure there will be a sense of relief. i don't feel any relief. i feel saddened today for he and his family. >> reporter: there will be a special election in weiner's district to fill out the reminder of his term. it's a heavily democratic district, so there is a good chance the party will be able to hold on to that seat. >> nancy cordes on capitol hill this morning, thanks. joining us here in the studio is democratic party strategist robert sims. we talked to you a couple times throughout the prolonged three-week ordeal. >> right. >> there was so much pressure on congressman weiner to step down for almost weeks now.

he kept saying i'm waiting for my wife to get home. she came home as we know. does it seem that she was, in fact, the final voice who said to him it is time? >> you know, no one can speculate and a lot of political pundits and operatives are trying to speculate what transpired but no one can speculate on their relationship and dialogue. it is appropriate. huma abedin is a friend and is entitled to her opinion. what i i think brought us to this moment was the constant drum beat of more and more news stories coming out. finally, just the other day, a porn star was lecturing the congressman on integrity and actually showing more credibility. when that happens, it's time to go. >> then it's really time to go. >> yeah. >> was this the right way, as a strategy gift, would you have advised him to hold a press conference which turned into a circus at some point. >> for 20 years they will be teaching in crisis communications the anthony weiner store in business schools

throughout america. took private jets to washington when they asked for a government bailout. from the beginning of the story to the final press conference it was a grotesque situation and the press conference when you have a press conference in new york on a sex scandal, i mean, you're guaranteed to have a hecklers and howard stern wanna bes there and a couple of drag queens show up and he had a circus. it should have been done with statement. in fact, from the beginning from his lying to the press and berating to the media for not believing his lies this has been an exercise and complete confidence. >> would he still be in congress? >> i can't say. i can tell you if he had told the truth from the beginning he would have had a chance to ride this out and a chance to somehow retain some credibility and some trust. but when he lied from the beginning, and not just to the media, but to his colleagues, to his constituents to his supporters, he lost all trust and credibility going forward

and that really did him in. >> been a lot of talk about the hypocrisy here. senator vitter's name has been thrown around the past three weeks. is there a little bit of hypocrisy with this situation? >> when it comes to these stories a lot of hypocrisy on both sides of the story. the senator from louisiana got caught in a prosecution scandal. senator vitter stayed but why not weiner? likewise, when i hear, you know the republican party talk about family values and then just treat it as politics when their family value leaders get caught in sex scandal, that just speaks to just -- it just speaks to their own hypocrisy as well. >> only 30 seconds left. i want to get your quick thoughts on it. presidential candidate mitt romney trying to make a little bit of a joke. democrats have seized on what he said. here is a quick listen. >> i'm also unemployed.

a legal deadline this weekend. on the front lines in libya, nato carried out more air strikes this morning but that government is not backing down. cbs news correspondent allen pizzey is tripoli, libya's capital, with the lasttest on this. >> reporter: it's four months since the revolt since colonel moammar ga dafdhafigadhafi. he is thinking time may be on his side. more than 4-- while the regime claims many of the targets including this one said to be a hotel were civilian, no evidence of widespread civilian casualties and the regime spouts defiance at every bomb site. >> it will not be achieved in this country. >> reporter: the prime minister told a press conference the regime is following the discussions closely a reference over the debate over the wars power act.

the deadline is this weekend and the feeling here is that things are working to libya's advantage. the rebels have gained ground on three fronts but show little sign of being able to knock the gates of tripoli any time soon. libyans have made noises about being willing to hold elections but no one is taking that seriously and a russian envoy was told made it clear the demands for gadhafi's departure is a red line that won't be crossed. gadhafi seems to be working on the consumption he has more stamina than nato and set by doubts how well the coalition will hold up and by its own admission is running sort of fire power. gadhafi gadhafi's if enemies don't triumph, i haven't lost. it's difficult to measure who is winning and who is losing here chris. >> allen pizzey thank you. closer look at the other stories we are following for you on this friday morning. betty nguyen is in this morning for jeff glor. nice to have you here. >> nice to see you both.

good morning to you. a new government in greece this morning as leaders fight to prevent the country from defaulting on its loans. a new finance minister was sworn in today, along with new ministers of foreign affairs and labor. tough spending cuts and tax increases sparked weeks of massive labor strikes and riots. berlin this morning, german chance letter angel merkel and french president nicolas sarkozy are trying to reach a quick agreement on a second bailout for greece. they insist any deal should include the involvement of private bondholders. new details about arrest of former imf head dominique strauss-kahn who is accused of attempted rape in new york. he apparently tried to use the law to get out of trouble. according to just released court documents, strauss-kahn told police i have diplomatic immunity. can i speak with someone from the french conconsulate. what is this about? he was arrested may 14th and serving house arrest in

manhattan. colton harrison been moore is supposed to plead guilty admitting he is the barefoot bandit. he was arrested last july and charged with stealing boats and cars. he got his nickname because he wasn't wearing shoes during some of his escapes. this morning giffords starts her six-hour rehab sessions as and outpatient. yesterday her bus mark kelly spoke about her living in their houston home. kelly says it's an important milestone in her recovery. >> it's great to have her here and it's great for her to be out of the hospital. you know, it's a long time for anybody to be in a hospital bed and a hospital room. >> giffords will also have around the clock medical care at home. now here is chris. betty, thank you so much. there may be a glimmer of

hope in the slumping housing market. new figures hoeshow housing permits went up in may. cbs news business correspondent rebecca jarvis is here to break down the numbers for us. housing starts and permits are both up. a good sign? >> it is a good sign. home instruction in may jumped 3.5%. that is the good news the headline. the trouble is a lot of that new home construction was in the apartment sector. if it's in the apartment secretarior it's not increasing the value of our homes which is stuck in the doldrums. the same thing stuck in the numbers on permits to build new homes and what comes before a new home is allowed to be built, up 7.8% but again mostly rentals so you will not see a big uptick as far as the value of your home goes because of these numbers. >> some of the numbers we have shown the last couple of months is the jobs numbers. you need such and such jobs to get the unemployment rate down.

what would make for healthy housing market? >> right now building 560,000 homes in this country per year. 1.it million is what would account for a healthy housing market. half of what we are doing -- rarge half of what you would get in the future is what we are doing right now. >> what effect would it have on jobs? >> the effect on jobs is actually more significant than the effect on home prices, because every time a new home is built in this country, it creates about three new jobs for an entire year and 90,000 dollars in new tax revenue. so that is the good news. while not great numbers for the housing market but good numbers as far as the job markets and construction workers are concerned. >> how does it relate to housing prices? >> we still see housing prices the next year going down and what the analysts are projecting and seeing housing prices coming back but the middle of next year. >> they are weighing on the market and baglog banks are

>> reporter: good morning to you. there is no written law for forbidding women from driving in saudi arabia. instead a religious order. that was enough to put one woman in jail and now others are taking that risk to press for their rights. it's an active defiance that would have been unthinkable even a few months ago. shortly after midnight the first video appeared online of a saudi woman driving herself through the streets of the capital riyadh. a woman's right to drive, like so many rights taken for granted in the united states is forbidden under the saudi kingdom's oppressive rule but emboldened by the recent uprising, women in saudi arabia are being encouraged today to take the wheel. >> the technique they use, it's much similar to what they did in these countries, you know, to use the facebook and put data to us people to go out. >> reporter: the women to drive campaign challenges saudi women to drive their kids to school or drive themselves to work instead of having to rely on a male

driver. the most recent campaign to defy a ban on women drivers began with the eight rest 32-year-old who posted a video last month showing her driving around by herself. she was locked up for ten days and only let go after reportedly agreeing not to do it again or talk about it. but her actions inspired internet campaigns in support from around the globe, including calls from the u.s. for saudi women to take the wheel and put their foot on the gas. >> i believe that driving is a freedom that all human beings should have. so join me and honk for the saudi women's driving initiative. >> reporter: now there are no calls for mass demonstrations but the women are hoping their road to rebellion may lead to other changes in a country where they are not allowed to vote and have to ask a male guardian for permission to take a child or travel. ahead the war on drugs.

utter failure. >> president obama and his entire administration agree that the war on drugs is not a useful metaphor. but the other thing that they all agree on is that there are tools available to reduce, not eliminate, we can't cure drug use, but we can do far better. >> reporter: unillinois couple knows the true costs of this war. cbs news correspondent dean reynolds that family's haunting store yooi. >> reporter: david and gail katz are aware how short on victory the war has fallen. today they can speak of their son daniel own in the past tense. >> he just was the joy of our life. >> reporter: daniel was 25 when he died four years ago this week. killed by a mixture of cocaine and the prescription painkiller oxycontin. the end of a long road filled with rehabs and relapses.

president obama gets a lot of grief from washington house speaker john boehner. this week they've been trading jabs. tomorrow the speaker and the president meet in a different setting on the golf course. cbs news senior white house correspondent bill plante has a preview. good morning. >> reporter: good morning. there are a lot of issues that divide the president and the speaker, the war powers act, the threat to cut off funding for u.s. operations in libya, the debt u.s. ceiling. those aren't likely to get settled on the golf course tomorrow but maybe that round of golf will help. >> it's fair for everyone here to assume that they will discuss all the, in a general way some of the business out there that they have between them including the deficit reduction talks. >> reporter: 18 holes of golf will bring the two men together in a way that's very different from their usual dealings. here's how boehner put it on "60 minutes." >> playing golf with someone is a great way to really get to

the pentagon has been taken into custody. a short time ago a spokesman for the u.s. park police says a man was found overnight in arlington national cemetery which is closed to visitors after dark. police then found his car parked in some bushes near a pentagon parking lot. so right now, police are sweeping the entire area looking for suspicious packages. but the spokesman for the park police said he knew of no reports that any had been found yet. a backpack was found in the car. that backpack has been destroyed. and now police are trying to determine whether it contained any weapons or explosive devices. while this has all been going on, all the roads that go past the pentagon into washington, d.c., have been closed down creating a massive morning traffic jam. >> one can only imagine especially at this time of day. are any more details at this point being offered on this

what a good way to spend a friday morning, right? i've got to ask you about the album, the reviews tremendous so far. "rolling stone" said you're probably the most powerful singer "american idol" introduced to the world.
