[ laughter ] >> it's how we start our day. my first thought was, when am i going to nap? >> you want to enjoy the sunshine. we haven't had much heat like this but these temperatures are going to get very hot into the

afternoon. we could be looking at triple digits towards the latter part of the day. if not, it's going to be very, very close. outside today, you have clear skies already. by the afternoon, about 88 degrees in san francisco. 90 in oakland. 98 in san jose. and flirting with 100 degrees in concord at 99. so just when will we cool down? we'll talk about that coming up in just a couple of minutes. right now let's check traffic with elizabeth. >> thank you, lawrence. you mentioned that developing story in oakland a house fire there. we also have breaking news out of san jose, a frat house fire. streets are blocked in the stretch of downtown san jose. so if you are commuting south 11th street near east san fernando street watch out, streets are blocked. fire crews are on scene now. i know our news crews will bring more information on that in the next few minutes. in the meantime, it is a "spare the air" day so you are encouraged to use mass transit. unfortunately, it is not free. but bart systemwide the good news is it is on time. that's your traffic and

weather. back to you. >> thank you. 4:31 now. a developing story in the east bay. a large victorian home goes up in flames. >> right now, crews are still on the scene. kristy seifkin is in oakland where firefighters did have some safety concerns. good morning to you, kristy. >> reporter: good morning. yes, the fire has been contained now and put out but it was burning starting around 1:30 this morning and we have a resident in the building who was there when the fire broke out. what happened? >> we heard my uncle and stuff yelling out, fire. and then we started running down. so we -- before we got out of the room, the flames destroyed everything, bust the window and really get out there from the house. yeah. >> reporter: so you had to escape from all those flames. how long have you been out here outside the building? >> since 1:30. >> reporter: wow. and how are you feeling right now wondering what the state of

your home is like? >> i don't know. i got nothing to say about that. >> reporter: yeah. well, we're definitely going to watch crews over the next several hours as they continue to investigate what happened here. the fire actually went from the first story to the second story and i talked to the chief earlier who said due to the type of structure, the flames went through the attic and while they have contained the fire, they are certainly continuing to work at the remains. you can see the flames from earlier footage, entirely engulfing the building and you can smell the smoke. the fire department said they will be on scene until about 8 a.m. trying to figure out what happened. back to you. >> kristy, some impressive and dangerous looking flames. were there any firefighters injured in this? >> reporter: no. no firefighters were injured and the families as well, two families living in the home on the first and second level were able to evacuate safely and they are sitting here on the

steps of a church right next door to the victorian home. >> thank you, kristy seifkin in oakland today. and as we mentioned off the top that breaking news in downtown san jose right now crews battling a three-alarm fire there along san jose state university's fraternity row. investigators believe the fire began in a laundry room early this morning at the kappa sigma fraternity on south 11th street. it's believed that everyone got out safely and the flames are limited to just that one building. we also have a developing story in oakland right now. police are involved in a standoff with an armed man in a house on cairo street since 10:30 last night. witnesses called police to report a man with a gun. we do have a crew heading to the scene. we'll have a live report with the latest coming up at 5 a.m. police are hunting for suspects in a deadly shooting in oakland on the 800 block of 32nd street last night. by the time police got there,

several victims were already inside their cars and on the way to two different hospitals. one person died. three others were wounded. police are still trying to figure out what started that shooting. time now is 4:35. the prime suspect in the bryan stow beating case is staying in jail for at least another 10 months. the parole commissioner in l.a. said yesterday giovanni ramirez violated his parole for having access to a firearm. police say they found a gun at his apartment when they arrested him in connection with the attack on bryan stow. his lawyer says they are going to fight those weapons charges. ramirez has not been charged in stow's beating just yet. stow remains in critical condition at san francisco general. bay area coffeehouses that look more like a gentleman's club. a san jose city council member is getting complaints about coffee shops in her community. madison nguyen says angry wives often send her videos from

coffee shops with scantily clad waitresses including cafe quinn in san jose where cell phone video shows one employee wearing very little. nguyen says it's nothing new at vietnamese cafes in the city. >> the issue that these coffee shops are open to the public, young children can go into these coffee shops and ask for coffee, they can sit there at the shop enjoying a cup of coffee with girls walking around either semi naked or completely naked and i think that's a problem. >> san jose police say full nudity is against the law but with the rising murder rate and officers being laid off, naked waitresses, it's just not a high priority. >> it's a choice between sending people out to do gang suppression or sending them into some of these coffee shops, which could be a labor- intensive operation if it's undercover, we're probably going to lean towards violent crime. >> we talked with some neighboring business owners who do not like the x-rated coffee shops. also, some of the customers who say if you don't like it, don't

go there. you could have a tough time trying to catch a cab in san francisco today. taxi drivers plan to strike from noon until 2 p.m. cabbies are going to be gathering near city hall to protest being charged with a new 5% fee every time a passenger pays with a credit card. >> if they don't listen to us, we have to make them listen to us. we have to do something. >> drivers are also upset about electronic tracking systems inside cabs. the city transit spokesman says that he doesn't expect customers to be hit very hard by this protest. he says it was set at a time when demand for cabs is typically at its lowest point. the private car service is trying to use this as an opportunity to connect with new customers. uver is typically much more expensive than a regular cab. today the company is cutting its fares in half for people who are left without a ride. state lawmakers could find out as soon as today whether they are getting paid since the governor veto the budget it's

up to the state controller now to decide whether to cut those checks as part of a new law that docks lawmakers' pay for every day the budget is late. at issue, whether the budget, the legislature approved last week is a balanced budget but the state controller may not have any choice if you would certify it even if it's full of gimmicks. state lawmakers stand to lose $500 a day, money they won't get back, either. pg&e has known for 18 years about recordkeeping problems with its gas pipeline safety records according to an internal document. in 1993, a memo pg&e records manager said in the future it would be difficult for the utility to defend its failure to find safety records. congressman jackie speier says the memo's author, whose job was eliminated, recently went to her with that information. meanwhile, pg&e will have to shell out $26 million for safety violations involving another pipeline explosion.

this one killed a man in sacramento county in 2008. state official announced that pg&e has agreed to the fine, which still needs approval in the public utilities commission. it would be the second largest fine ever levied against a california utility. it's the first day of summer in the bay area and starting out on a dirty note. >> that's right. it's a "spare the air" day, the first one declared for the 2011 hot weather season. the bay area air quality management district issued the alert because of poor air quality thanks to the high temperatures that we're experiencing as well as some other weather conditions. people are urged to use public transportation today and try to avoid pollution-causing activities like barbecuing and using those gas-powered garden tools. >> it was a little hot yesterday but it certainly felt great. >> it did. >> it was nice. if you like that you will like today even more. >> i guess so. we haven't had many days like that. it's looking fantastic. sunshine all the way to the

coastline. we are starting out very warm for the bay area. it is 68 degrees right now in san jose. 64 in livermore. 66 in concord. you get the idea. some very mild temperatures to begin with and these numbers are going to be heating up in a hurry, some places near triple digits. 100 in livermore, 99 in concord and fairfield, 98 san jose, even 75 at the coast in pacifica. just some gorgeous weather towards the beaches today if you make it out there. these hot temperatures cooling off a tad as we head in toward tomorrow. more significant cooling though as we'll see fog and low clouds really hurricane toward thursday and friday. that is drastically going to cool down your temperatures as we head in toward the weekend. in fact, we'll continue to cool things right on in through saturday and sunday. but these next couple of days, very hot outside, elizabeth. >> yeah, you cranked that up. didn't you say 99 yesterday? now we are up to 102.

i like it makes me feel like we're in san diego. everything looks good out there now. we have some roadwork though in the eastbound lanes of 92 from the toll plaza to clawiter road. caltrans warning you about highway workers. roadwork typically wraps up between 5:00 and 6:00 so watch out for that. westbound 92, only 13 minutes out of hayward towards foster city and the peninsula. bay bridge looks great as well no metering lights, really no delay right now heading into the city. we'll let you know when that changes but yeah, as frank mentioned, it is a "spare the air" day so mass transit isn't free but you are encouraged to use t -- you are encouraged to use it. bart, ace, muni metro and caltrain is all on time off to a great start. let's check the benicia bridge. headlights making their way towards martinez. everything is quiet all the way down southbound 680 and westbound lanes of 4 look great

welcome back. 4:44 on this monday morning. it looks like like a standoff which started last night around 10:30 in oakland is coming to an end. we have a reporter on the scene who is telling us that police have just started to pack up and they have started to move out. now, what we have learned is that there was an armed man inside a house on cairo street in oakland. he had been inside since 10:30 and witnesses had been telling police that that man had a gun but it looks like it's over. this is on cairo street in oakland. two east bay women at the heart of the biggest sex discrimination lawsuit in u.s. history have vowed to keep fighting. the u.s. supreme court ruled yesterday that more than 1.5 million women cannot file a class action lawsuit against wal-mart. six plaintiffs say the retailer gave men more money and bet brother motions than women. justices found no convincing

proof. >> wal-mart's policy supports diversity. that's what's so wrong and crazy about the plaintiffs' case. >> individually we don't have the resources to be up against some of the greatest corporations. >> the decision means the plaintiffs will have to sue on their own. a group supporting the lawsuit plans to protest the court's decision this morning here in san francisco stanford university is delaying a final approval of a $5 billion hospital expansion project. palo alto city council approved the bulk of the proposal a couple of weeks ago and was scheduled to vote on related issues last night but the university decided postpone the votes to clear up some issues with some parents whose kids attend a nearby daycare facility. frontier airlines is investigating what happened to james morris. he was kicked off a frontier flight because of a disability. he was paralyzed in a snowboarding accident five years ago and he can't keep himself upright in a chair.

that had not been a problem on previous flights for him but when he tried to fly home from dallas to denver on sunday, the pilot said no. he said it wasn't safe for morris to fly. >> felt humiliated. >> we just can't understand why this particular pilot was not going to allow john to fly. >> morris was removed from his scheduled flight but frontier put him on the next flight and that pilot did not object. time now is 4:47. president obama making a major announcement about our troops in afghanistan. >> and a new candidate jumps into the presidential race. the job that could actually hurt his chances. >> and a tornado strong enough to wipe trains 60 the tracks. amazing video is caught -- trains off the tracks. amazing video caught on tape. we'll show it to you. >> and the most graphic warning to smokers yet. the drastic changes coming to cigarette labels. >> if you are leaving the bay

northwestern russia. 44 people are dead after a passenger plane crashed and burst into flames in northwestern russia. the airplane went down in foggy conditions last night on a highway near the destination airport. eight people did manage to survive the disaster. no reports of anyone on the ground injured or killed. russian investigators say high intensity airport lights may have failed shortly before the crash. tomorrow, president obama plans to outline a plan for drawing down the number of u.s. troops in afghanistan. he is expected to announce that

troop reductions will start in july and that a broader u.s. withdrawal will proceed after the next several years. the president and nato want to give afghans control of their own security in 2014. michelle obama are in pretoria, south africa, along with her two children. today she will meet with the wife of the president of south africa and with the wife of the former president nelson mandela during a week-long trip to the continent. the first lady is primarily focusing on youth leadership and education. another republican in the list of potential presidential challenger. jon huntsman plans to enter the 2012 race for the gop presidential nomination. today's announcement comes weeks after he left his job as president obama's ambassador to china. huntsman will deliver his speech at liberty state park in new jersey. that's the where ronald reagan

announced his candidacy in 1980. we have some amazing video of a tornado caught on tape. >> oh, my god, that thing is incredible! >> there go the train cars. >> that's in york county, nebraska. several freight train cars were blown off the tracks when that tornado blew through. the cars were parked at the time. surprisingly, nobody was hurt but at least one home and a number of outbuildings were damaged or destroyed in the massive tornado. wow. did you see those cars right up close? i would have been putting that into reverse in a hurry. hey, folks, if you are heading outside, today, no threat of rainfall. as a matter of fact, we are looking at another scorcher outside in many parts of the bay area. temperatures if you are heading out the door 60s, even some 70s right now, very mild to warm outside. 50s and 60s inside the bay, clear skies all the way to the coastline.

by the afternoon, 90s and triple digits a real possibility inland today even inside the bay 80s and 90s again warm to hot, as well. at the coast, another beach day, temperatures there mainly into the 70s. high pressure continues overhead, of course, the air getting stagnant underneath -- underneath, thus, the "spare the air." as it moves east, temperatures come down but still well above average, almost 20 degrees above the average in san francisco today. 88 today. 17 degrees above the average in san diego at 98 degrees. it's hot all around the bay area. temperatures going to be running very hot in the afternoon into morgan hill. try to stay cool if you can. 98 degrees into san jose. 96 in santa clara. 95 in fremont. out at the beach, 72 degrees in half moon bay and 75 degrees

the expected high for pacifica today. check the triple digits. it's going to be hot in the east bay. 101 in pleasanton. 98 dublin. 102 brentwood. the north bay not escaping the heat except at the coastline, 70s at the beaches but lots of 90s toward many of the interior valleys. keep something cool to drink and put the sunscreen on today as the uv radiation is high. looks like by tomorrow maybe we cool slightly. thursday and friday we'll see extensive cooling around the bay area when those temperatures start to come down. of course that means a return to some low clouds and fog making their way back into the bay area as we head into the weekend, as well. all right. let's get a look at traffic with elizabeth. >> hot temperatures are bringing us a "spare the air"

day. bart systemwide all on time with at least 25, 30 trains on schedule. bart, ace, muni metro and caltrain all on time. to the roads now, the south bay looks good. no major roadwork projects that i'm seeing out there. and all green on our live traffic sensors. and there is live look at traffic coming out of downtown san jose on 280. very quiet. as we have been talking about in our news reports, there is this fire in downtown san jose. seems like it's east of the san jose state university campus a frat house fire, lanes blocked on south 11th and east fender street. fire crews out there, avoid the area because lanes and roads are blocked. san mateo bridge, everything is getting by fine in the commute direction of westbound 92. you will find lanes blocked in the eastbound lanes of 92 towards hayward from the toll plaza to clawiter road. caltrans is letting you know

cramming. but now the sec is cracking down on third party companies and phone carriers that impose those nasty little fees. regulators are considering a proposal that would prevent phone companies from cramming a phone bill. just last week the fcc fined four companies for more than $11 million. we always get that. you ever read your phone bill and wonder -- >> i have a lot of inquiries when i look at that thing. >> i just stopped looking at it. just pay the darn thing. today prince william is 29 and he is celebrating at work. >> the newlywed prince is also a helicopter search and rescue pilot. he is in the royal air force and is going to be on duty at a base on an island off the coast of wales. he will be traveling to the u.s. and canada next month on his first overseas trip as a married man. catching a cab could be tricky in one bay area city today. the special deal one car company is offering to help you get around.
