former massachusetts governor mitt romney came in first by over one point over bachmann. businessman herman cain came in third. tara mergener is in washington. good morning to you. >> bachmann is kicking off in her campaign in familiar territory and on the heels of encouraging news. michele bachmann is hoping her hometown roots will help steer her to the white house. >> everything i needed to know i learned in iowa. >> reporter: this morning the minnesota congresswoman officially kicks off her campaign for the republican presidential nomination with a rally in waterloo, iowa, her birthplace. "the des moines register" released a poll showing her neck in neck with former massachusetts governor mitt romney among likely caucus goers. >> you may have heard there's a straw poll coming up in august. that's not a small deal. that's a big deal.

>> reporter: analysts say bachmann's bid is a critical test to see how far the tea party movement can go. the congresswoman is running on promises to cut spending, shrink the government and repeal president obama's health care overhaul. >> this is the obama deficit, obama debt, due to obama spending. >> reporter: sunday the mother of five continued blaming the president for the country's economic woes, but she also came under fire for comments she made about him in 2008. >> would you wish you had put it a different way when you said he had anti-american views? >> oh, sure. there's a lot of things i wish i would have said differently, of course. >> reporter: bachmann will get her chance to chart a new path starting today. after iowa she heads to new hampshire and south carolina, terrell, also some key states. >> tara mergener in washington for us this morning, tara, as always thank you. to the wildfires now in the southwest. one is threatening the los alamos national laboratory. it's where the first nuclear weapons were developed. the fast-moving fire forced los alamos to close.

meanwhile, authorities have gained the upper hand on three major fires in arizona. the los alamos fire started sunday about 12 miles from that lab. it's grown to 3,500 acres. some evacuations have been ordered. in arizona the giant wallow fire near the new mexico border is nearly 80% contained. federal officials say flooding from the missouri river poses no new threat to two nuclear power plants in nebraska. the cooper plant south of omaha remains dry but the four calhoun nuclear station by omaha is surrounded by water. a berm protecting the calhoun plant has collapsed. an off site power supply is providing electricity. the head of the nuclear regulatory agency visited the plant yesterday. >> all the plants in the u.s. have been designed to deal with what we think are the largest historic possible floods and this plant is designed to deal with a flood at a much higher level than we're seeing right now.

>> the cooper plant remains dry and authorities expect the barriers to hold. to the devastating flooding in north dakota now. the flooding in minot looks like it's peaked. more than 4,000 homes have been damaged or destroyed. jamie yuccas of our minneapolis station wcco reports. >> reporter: despite losing their home to floodwaters, josh hawkins and his wife angela consider themselves fortunate to have somewhere to stay. >> we kind of figure we'll be here until at least september, october maybe depending. >> we have no idea how long we're going to be here, so. >> reporter: angela is two weeks from delivering their second child. >> our family is safe, the baby will have a place to go when he or she is born. ♪ we are waiting >> reporter: their pastor, andy perry is also displaced after his home went under water. >> going through this has been worth it because it is drawing

us closer together and reminded us of what is truly valuable. >> reporter: the river is flowing fiercely at six feet above major flood stage through the neighborhoods in minot. people who evacuated their homes can't get close enough to see how bad the damage is and it could be weeks before the river drops to a level that allows them access. over at minot's municipal auditorium the red cross shelter, some of the 11,000 evacuees have fewer choices. >> here we are until we find a place to stay for a while and then decide what we're going to do. >> reporter: as for the levee system, protecting the city of minot, we witnessed firsthand as the army corps had to patch a steady leak on the wall just beyond this bridge. while it's sunny right now, any rain could weaken those walls, making their job a lot harder. jamie yuccas for cbs news, minot, north dakota. federal prison officials decided to forcibly medicate the suspect in the tucson shooting rampage with anti-psychotic drugs. jared loughner has been declared

mentally incompetent and a danger to himself. loughner pleaded not guilty to the shootings that killed six people and injured 13 others, including congresswoman gabrielle giffords. about two dozen children and adults were injured sunday, their school bus collided with a car and overturned on a highway in central pennsylvania. they were on their way to a summer church camp. nobody was seriously hurt. police say it's too early in the investigation to see if charges will be filed. five passengers remain unaccounted for after friday's crash between a truck and an amtrak train in nevada. police say some may have walked away without checking in with police. six people including the truck driver were killed. safety records show the trucking company had a poor safety record. in the world of public security, the public seeking hacker group lulzsec says it's time to say bon vie yanlg.

gas prices have shifted into reverse. according to aaa, the nationwide average for a gallon of self-serve regular about $3.58. this is about a dime cheaper than two weeks ago. prices are expected to keep on dropping especially after the white house tapped the strategic petroleum reserve last week. analysts are thinking prices could fall another 50 cents a gallon or more. today the supreme court takes on sales of violent video games to children. specifically, the court's going to address the constitutionality of banning the sale or rental of ultraviolent games to kids. california wants to ban the sale to anyone under 18 but federal judges have ruled that violates the first amendment. lots at stake for the industry with more than 46 million u.s. homes having a video game system. at the movies, "cars 2" cruised past the competition. the animated sequel from pixar won the box office race. ticket sales were $68 million, this is the 12th time that pixar

bachmann, a tea party favorite, officially kicks off her presidential nomination in iowa. bachmann came in close second in a poll in iowa. president obama meets with leaders of the senate to talk about the confrontation over raising the debt limit, facing an august 2nd deadline to work out a deal. the latest round of talks have run into a brick wall. whit johnson reports. >> reporter: when democrats proposed cuttings in popular tax breaks for wealthier americans and corporations last week, republicans left the bargaining table. >> throwing more tax revenue into the mix is simply not going to produce a desirable result, but it won't pass. >> reporter: bipartisan talks to increase the nation's debt limit have hit a wall. >> we're not going to let the middle class carry the whole burden. we will sacrifice but they must be in on the deal. >> reporter: the deal is a package to reduce the deficit worth roughly $2.5 trillion in exchange for an increase in the debt ceiling. without it, come august 2nd, the u.s. government could be unable to pay its bills for the first
