keeping those temperatures very cool. 60 as a high in san francisco today. 65 for oakland. san jose topping out at 73. plenty of sunshine there. concord at 74. full forecast coming up. but now let's go to gianna with a look at traffic. >> good morning. we have some road construction throughout the bay. in the south bay especially northbound 85 from 101 almaden expressway they have a road closure there until 5:00. rest of the bay area problem- free. i'll have more details coming right up. but first back to you guys. >> thank you. a teenager is in critical condition after she was swept away from a north bay beach. the 17-year-old girl was rescued from the ocean. a rip current pulled her away from tennessee valley beach on the marin county coast. the tide was coming in as rescue workers hurried to hoist the girl off the beach. this happened around 6:00 last night. a good samaritan got her out. she was unconscious by the time rescue workers got to her. the rising tide had stranded the three behind a large rock. they got into trouble when they

tried to get back to the main beach. >> it got so late with the high tide. when they tried to walk back, they didn't time it enough and the wave came in and just swept them out. and that's basically what happened. they didn't have time to get back around to the other side. >> the our two teenagers were also lifted off the beach by helicopter. they are reportedly in stable condition at marin general hospital. university of california regents are set to vote today on another tuition increase. the 9.6% hike would go into effect this fall and would be in addition to an 8% increase already approved. protests are expected outside today's meeting in san francisco. uc officials say the increases are necessary to make up for reduced funding from the state. california state university students face similar one-two punch this fall after csu trustees approved a second tuition hike on tuesday. washington politicians will meet again today to try to find

a solution to raise the nation's debt ceiling after talks ended abruptly yesterday. republicans and democrats are still grappling on how to resolve a looming $134 billion budget shortfall by august 2. negotiations ended suddenly yesterday when president obama declared, quote, enough is enough, and stormed out. republicans have proposed a temporary one month debt increase while the white house is determined to get a long- term solution. if washington misses the deadline our state has a backup plan. without an agreement, the feds could default on loan obligations and shortchange states on healthcare and education funding. treasurer bill lockyer says the state is preparing to borrow as much as $5 billion in short- term loans in order to cover the state's operating expenses. if a deal to raise the debt ceiling isn't met by august 2 the federal government could default on its loans for the first time ever. but how would a government debt

crisis affect the average american? where our wallets would be hit the hardest. >> reporter: why has default been the dirtiest word in washington's debt ceiling debate? it would be a first-of-its-kind financial event for the u.s. but one expert offers this analogy. >> it would be like if you had a car and took all the oil out of the engine. that would basically be the equivalent of what would happen to the financial system. >> reporter: economists projected defaults would hit the wallets, bank accounts, the checkbooks of nearly every american. market turmoil could sink the value of 401(k)s and retirement investments and the u.s. dollar, too, potentially adding a premium to anything on store shelves that's imported. >> there would be higher prices across the board. it would be more difficult to get loans for individuals, for small businesses. >> reporter: mortgages would be virtually out of reach slowing down an already sluggish housing market. >> there wouldn't be any liquidity what that means for consumers is interest rates

skyrocket. you wouldn't be able to borrow money. >> reporter: higher interest rates would make loans for everything from cars to college educations more expensive. >> that's going to add up over time and it's going to affect people's mortgage rates. it's going to affect our credit card rates. it's going to affect everything that they pay that's any kind of loan. >> reporter: and the government would face tough decisions about who to pay with its cash flow including checks for social security and military pay, all part of the worst-case scenario many hope to avoid. in washington, i'm karin caifa. california legislators want to introduce a new a new. caylee's law would make it a crime to quickly report a disappearance or death of a child. they are seeking this after the casey anthony case. the bill would make it a felony not to report a missing child within 48 hours or the child's death within two hours. there are similar bills pending in at least 17 other states. oakland police say they have a man in custody in

connection with the shooting death of a high school senior. michael heartsman-anthony of oakland was arrested last week although police didn't say so until yesterday. he is suspected in the murder of a boy who was weeks away from high school graduation. they worked with oakland public schools police to get information leading to the arrest. >> our relationship-building is working and also, again, people were, you know, no one wants to live in a community that's ridden with crime. we're committed to getting those things done. >> police say the suspect and victim knew each other and believe the shooting was connected to a prior dispute between the two. in other headlines, a study finds the first block of turk street is the most violent place in san francisco.

that study found the tenderloin [ indiscernible ] checked police statistics over 168 days. the authors blame a decline in policing in the area and a liquor store. prosecutors don't plan to seek the death penalty against the man accused of killing two employees at a shop on san francisco's fisherman's wharf. that decision was announced yesterday at a court hearing for a man who worked in a neighboring business. wu has pleaded not guilty to the january killings. the defense contends he is mentally ill. the man suspected of stealing a picasso sketch from a san francisco art gallery also apparently has an eye for expensive wine. mark lugo the man arrested last week for the art heist was also charged with theft in his native new jersey back in april. his loot that time, three bottles of wine worth about $2,000 each. just like the picasso theft, he was caught on camera at an upscale market.

his court date in that case and -- he has a warrant out for his arrest in new jersey. let's check our weather as the weekend approaches. starting to look better, right? >> absolutely. a little more sunshine in some places today but the real warmup that everybody is waiting for isn't until this weekend. once again, cool temperatures today and seeing more cloud cover. we are not seeing those clouds stretch as far inland as we did yesterday. so more clearing there earlier on. and temperatures outside right now mild in the 50s. 53 for san francisco. 56 in vallejo. same story for livermore. 55 for both fairfield and concord. and highs today pretty much the same as you saw yesterday on the cool side. 76 is the high in fairfield. 71 for livermore. oakland a cool 65. definitely cool in the city at 60 in pacifica, only making it to 57 today. over to gianna with the roads. >> we are going to start off in san jose. i'm going to show you a map of guadalupe parkway. we are getting word of an

emergency road closure on the alma off-ramp. this is due to a sinkhole, 30 by 30, according to caltrans and chp. the right lane is completely shut down and they are not sure when it will re-open. they are saying noon at the earliest. so again, guadalupe parkway, the alma off-ramp, where the sinkhole is. they have the right lane completely closed. we'll keep you updated on that. we have a photographer heading to the scene to get live pictures. roadwork also northbound 85 between 101 and almaden expressway. that in effect at least for the next 10, 15 minutes. you might see a few delays there. elsewhere, the rest of the south bay not bad at all. 880 near 237, no delay. bay bridge problem-free, metering lights off, no delays across the span into san francisco. that's a look at traffic. back to you. >> thank you. it is harry potter's last stand. it could be his biggest box office haul ever. there are more victims out there, including a girl whose case was well publicized more the man who helped put the garridos behind bars believes there are more victims out there including a girl whose case was well publicized more than 20 years ago. 9-year-old michaela garret was snatched outside a hayward market in 1988. el dorado d.a. verne pearson believes the garridos targeted other young girls including garret. >> it is inescapable that there are numerous additional victims of phil and nancy but in particular phil. >> pearson sees garrido as a master manipulator and believes that the convict is at least as intelligent as most of the psychiatrists and psychologists who have assessed him. the d.a. also says that garrido is probably just as knowledgeable about their testing procedures as the doctors that he faced. san jose state university will have such a big freshman class this semester that there is a scramble to find places for them to live.

in fact, more than 200 students may have to live at nearby hotels this fall semester. now, contributing to the problem is a new policy at san jose state university. incoming freshman who live more than 30 miles from campus are required to live on campus. now, there isn't enough room for everyone. >> san jose state is very fortunate in that we'll be welcoming 4,000 freshmen in fall 2011 but these a huge increase from 2 ,700 in the year previous. that means we have a ton of demand for housing and not enough supply. >> the university is trying to rent rooms from business class hotels near vta light rail lines so students can commute to campus. >> doesn't sound so bad. >> stay at a hotel? maid service? >> yeah. >> room service. >> free breakfast in the morning. why do you want to go to college? try tweeting your answer in 140 characters or less. >> the mba program at the

moon. he congratulated all the people who have traveled into space as part of nasa's space shuttle program. a potential gop white house hopeful is named in a new lawsuit. an atheist group is challenging governor perry's in an upcoming christian prayer rally. the freedom from religion foundation wants the court to declare perry's connection to the event unconstitutional. their attorneys say governor perry from texas is making a government endorsements of religion by participating in this event. perry's office says the governor still looks forward to it. and sarah palin says she will announce her intentions for the white house by early september. the former republican vice- presidential candidate has made public appearances in battleground states but hasn't said if she plans to run for president. she thinks she could beat president obama. today former first lady betty ford will be buried next to her husband in grand rapids, michigan. today hundreds of people filed

past her casket at the gerald ford presidential museum. betty ford died friday at the age of 93 and is being remembered for her treatment center that helped nearly 100,000 people cope with addiction. everybody starting to get used to this cool weather, these overcast skies. today a little bit more of the same, although change is on the way. but for this morning, a partly cloudy start inland. same for the bay. and you may see drizzle at the coast but knows as much as yesterday. cloudy there as well and temperatures right now on the cool side sitting in the 50s. by this afternoon, warming up but once again, keeping those temperatures well below average for where we should be in july. inland locations only to the mid-70s around the bay cooler in the 60s. seeing some cloud cover there this afternoon a little bit of sunshine peeking through at the coast going to continue to see overcast conditions and breezy. now, you can see cloud cover outside right now not stretching as far inland as we saw yesterday although continuing to see some clouds along the bay shores and at the coast so that accounts for that

cloudy start that we're seeing this morning and this low that's hanging around is keeping us cool keeping fog in the picture and breezy conditions and that will be followed by another low before we actually see that high pressure system build in and see warmer weather. so those temperatures today like i said on the cool side. 72 for cupertino. 69 for los altos and for mountain view. 71 for milpitas. cool in daly city only to 55 there today. over to the east bay we go. 65 is the high in oakland. 72 for walnut creek. antioch and brentwood to 76 today. so creeping closer to the 80s but not hitting any of those today. 70 for san anselmo, 74 novato. 76 in fairfield. 68 in benicia. so extended forecast showing continuing with this cooling through the end of the workweek and then to the weekend a gradual cooling begins -- excuse me, warmup begins and warmer next week. so by the middle of next week, that's when we are finally seeing those numbers that are where we should be this time

year mid- to high 80s by the mention every middle of the next week. gianna has the traffic. >> we head back to san jose where we are dealing with a 30- foot by 30-foot sinkhole on guadalupe parkway parkway. highway 87 southbound closed between 280 and alma avenue mostly affecting the alma avenue on-ramp but the right lane is closed southbound 87 to 280 alma off-ramp, as well. closed until noon or later. right now not a lot of delays, early for the morning commute but later on that could change so if you are going to be in the area, use 101 or 17 to get around the problems. the rest of the south bay though problem-free. here's a live look at 280 through downtown san jose with no delays in that area. elsewhere as you head to the bay bridge this morning, not a bad drive at all. in fact, metering lights are o you're still looking good into san francisco. no there's across the lower deck into oakland. you might see some construction around forest. life look at the golden gate

bridge, problem-free, not too bad. it's been hazy the last couple of days but this looks good. southbound 101 out of marin county no problem. other bridges no delays. san mateo bridge, traffic looks good in both directions. 13 minutes between 880 hayward towards 101 in foster city. if you are taking the peninsula at all today, so far so good this morning. no delays heading to sfo. 63 miles per hour on the northbound side of 101 heading out of burlingame into millbrae and san bruno. east bay also looking good. no accidents to report if you are heading westbound 80 from the carquinez bridge to the maze. easy 18 minutes all through the altamont pass, off to a good start, 15 minutes westbound 580 from the altamont pass to 680 and mass transit no delays. bart, ace, muni metro and caltrain all on time. remember kcbs, our radio partners, at 740-am and 106.9- fm. that's traffic. back to you. >> thank you. amazon plans to sell its own tablet computer by october.
