partly sunny skies. oakland 65, san jose and concord sunshine and low 70s. gianna has a look at traffic. >> good morning. we have an accident on the southbound side of 101 just as you come out of the waldo tunnel approaching the golden gate bridge. it was blocking lanes but chp says they just moved it out of the road and you can see on this live look at the golden gate bridge that traffic is moving okay. we'll have a look at the san mateo bridge coming up plus all the carmageddon going on. right now, back to you guys. >> thank you. surveillance cameras have gone up in one bay area neighborhood and they will record everyone walking on the sidewalk and driving down the street. it is happening in the fruitvale neighborhood in oakland this afternoon. the first one is at the restaurant where the 58-year- old owner jesus campos was gunned down in april. there was a camera pointed in the wrong direction during the killing. the police chief promised

action back in april. >> we are going to inundate that area in the future to make sure residents are safe and kept safe. >> 30 cameras will be used to watch streets in the fruitvale area. the city owns them all at a total price of $70,000. oakland is losing dozens more employees under the city's new budget. the "oakland tribune" reports 56 city workers are losing their jobs this month and there are more cuts coming. the police department loses 48 positions next year, two firehouses will be closed daily starting next summer and pay for elected officials is being cut by 15%. friends and family of a missing nursing student will continue their search for her tomorrow morning. michelle le was last seen may 27 in hayward leaving for a break at kaiser permanente medical center. police have reason to believe she was murdered. so far there was no sign of a body and no suspects.

a public memorial service will be held today for the santa rosa teen who died last weekend from alcohol-related causes. 14-year-old takeimi rao was an "a" student about to start high school. she and three friends drank vodka and soda last night and she was found dead in her bedroom the following morning. the service is at 2 p.m. at saint eugene's cathedral in santa rosa. this fall, hundreds of thousands of uc students will have to dig deeper into their pockets to pay for a college education. demonstrators dressed in disney costumes to protest yesterday's vote. put regents said they had no choice if you would approve a 9.6% increase. that's on top of an 8% increase already approved. now undergrads will have to pay more than $12,000 a year just for tuition. that's 18% higher than last year. a new california law is expected to make it easier to pay for college for undocumented immigrants. 8130 passed the state senate yesterday and the governor is

expected to sign it. it lets students who pay in- state tuition collect privately funded scholarships even if they are in the country illegally. a group estimates there are now 25,000 students who are illegal. >> for a lot of the students, it's going to mean graduating versus not graduating. >> this is my situatio. i did not ask for it. i love california. it's the only home i have ever known. [ crying ] >> and i hope people can understand that. >> a student told us that once the law goes into effect she will be able to attend san jose state or uc-merced. she has already been accepted to both. immigrant rights activists are pressuring the san jose police chief chris moore upset about his decision to get help from two agents from the u.s. immigration and customs enforcement. the two agents specialize in dealing with gangs. chief moore says their role

will be limited to gang investigations and will not randomly seek out illegal immigrants. critics will hold a press conference later this morning to explain immigrants' distrust of i.c.e. and the consequences of the new program. public schools will now be required to cover the contributions of the gay community in social studies courses. it makes california the first state in the union to require this curriculum. governor brown issued a statement saying, quote, history should be honest. the bill's author state senator mark leno says teaching gay history in schools will teach students to be more accepting of gays and lesbians. it will take several years to determine what the lesson plans will be. california has suspended textbook updates until the 2015- ' 16 academic year because of budget constraints. we are expecting another update from president obama on the debt ceiling negotiations this morning. republicans and democrats remain divided on how to reduce the deficit and time is running

out. joel brown reports from washington. >> reporter: president obama wants to know in the next 24 hours if a deal is possible. no formal negotiations are scheduled. but congressional leaders will talk to members of their own parties about the latest proposals. this after five straight days of meetings between republicans and democrats couldn't produce an agreement and both sides are blaming the other. >> i'm willing to compromise. but what we haven't seen is any willingness on the part of some congressional leaders to budge an inch. >> the administration our democrat colleagues still are not serious about cutting spending. >> reporter: the stalemate in washington has wall street looking at possibly downgrading the u.s. government's credit and bond rating because if a deal isn't reached soon the government may not be able to pay its bills on august 2. some economists believe that could lead to a financial crisis. >> we are running out of the time. the eyes of the world are on us.

>> reporter: both sides insist they want to avoid default and with negotiations down to the wire, members from both parties are scrambling for a backup plan. senate leaders mitch mcconnell and harry reid are working on plan b to give the president enhanced authority to raise the debt ceiling as a last resort. >> it's not a great solution for the republicans but if it avoids default they feel like it might be worth it. >> reporter: the parties are split on how to bring down the deficit. democrats want tax increases, republicans want more spending cuts. the white house may know by the end of the day if the two sides can settle their differences. joel brown, cbs 5, washington. >> a deal would have to be made within the next week to give congress time to pass legislation and get it to the president's desk before august 2. cbs' scott pelley will have a special report on the debt ceiling negotiations at 8 a.m. our time. the fbi is now investigating robert murdoch's news corp. it's looking into allegations that reporters from murdoch's

british tabloid "news of the world" sought to hack into the phones of 9/11 victims. the paper was shut down with allegations of phone hacking in england. federal investigators are looking into a collision between two planes at boston's logan international airport. it happened yesterday evening. the wing of a delta boeing 767 clipped the tail of a smaller plane that provides regional service to delta. both planes were on the taxiway and were preparing to fly out at the time. >> it looked awfully close and it clipped it. the tip of the wing just sheared right off. i think the whole tail section or like the tail fin came off of the other plane. >> some people were freaking out but, you know, it was -- everybody was pretty calm overall. >> i travel a lot. life goes on. nobody got hurt. it's an inconvenience. we're staying at the seaport hotel. i'll go have a nice drink and call it a night. >> one passenger was treated

for neck pain. all others were put on other planes. the two aircraft involved in the crash are removed for service for inspections. okay. it is the weekend. it is officially here. i have to say, though, yesterday the sunshine came out after a while. i thought one spot in spot -- i found one spot in san francisco and soaked it in. kristy seifkin has the forecast. >> there is sun out there. it's not toasty yet but it is sunny. we'll see more sun this afternoon and already seeing some clear spots in the bay area right now. you can see here north bay clear for the most part, parts of the east bay as well although cloud cover along the bay and coast. temperatures outside right now consistent no matter where you are. 52 in san rafael, 56 vallejo and 56 in concord. livermore 56 and 57 for redwood city. high temperatures going to be similar to yesterday. still below average. 57 in fairfield, 56 for oakland. 67 in fremont and 69 in redwood city. so seven-day forecast showing that warmup that i have been

promising you guys is on the way. slight warming into this weekend and then we start to see the warmup for next weekend hitting those 90s by midweek next week. that's your forecast. over to gianna with a look at traffic. >> we have had a handful of accidents already this morning. another one reported on 19th avenue northbound at highway 1. the good news is i just checked with chp and that has been cleared out of lanes over to the side of the road. so traffic should be moving well through there. this earlier one golden gate bridge near the waldo tunnel is clear. and if you are taking the golden gate bridge, no delays. also the san mateo bridge problem-free. all right. let's talk about carmageddon. this is a big story all week throughout california. the 405, here's a live look at the 405 near ventura boulevard in los angeles. they are shutting down the 405 for 10 miles this weekend starting tonight at 7:00. it will not re-open until monday. so obviously things are going to be very congested in l.a. but, of course, this is the height of summer season, a huge thoroughfare for people traveling in and out of town. what that means in the bay

troubleshoot a computer glitch before bedtime. now, they are scheduled to talk to president obama this afternoon and we'll have a live report from nasa ames in just about 20 minutes from now. another entry in the u.s. music streaming business. >> the swedish company spotify made its service available in america. it's been popular in europe. they have access to more than 15 million songs for free as long as they listen to ads. people who pay $10 a month can skip the ads. google's stock jumped 10% in after-hours trading on a better-than-expected earnings report. the number one internet search engine earned $2.5 billion in the 2nd quarter. it easily beat wall street estimates. it was up 36% from the same quarter last year. google cofounder larry page replaced eric schmitt as ceo at the start of the quarter. it is wi-fi time on light rail in the south bay.

the valley transportation authority has finished testing the internet service. now vta is making free wi-fi available on all of its light rail trains. the "mercury news" reports that it is the first mass transit system in the world with an all 4-g wireless network. vta plans to add wi-fi to its express buses in the next few months. well, that final harry potter film now out in theaters. >> that's right. it started midnight last night. it is the 8th film in a series over the past 10 years if you can believe it. some people waited since before dawn yesterday to see that first show at midnight. the scene outside the santa clara theater was not exactly the same as the session at hogwarts. but it did serve as a graduation of sorts for many fans. >> i started when i was 11, exactly when harry potter started. i was the tv generation and ended up being the book generation by the end of it. it's just one of those worlds that you never want to leave. million dollars worth of coke and meth. check out all th an east bay drug raid uncovered a million dollars worth of coke and meth. check out all the drugs, money and weapons police collected in amedure street near riverside avenue in san pablo. richmond police got a search warrant for the spot and another one after officers on a stakeout saw a drug transaction go down. officers chased the alleged buyer who investigators say drove off and tossed a kilo of cocaine out the window. in all, seven were arrested, including a suspected big-time dealer who police have been watching. a nasty collision sent a car plowing into a house. the crash involved three cars and a motorcycle at clayton street and twin peaks boulevard in san francisco. one of the cars landed upside-

down on top of another car. there was at least one critical injury. the man accused of stealing a picasso drawing will be back in court today. now police say they found another stolen picasso in his new jersey apartment. the "chronicle" reports the police raid netted about half a million dollars in stolen art. the newly found picasso belonged to a new york hotel. mark lulu lugo is also accused of stealing expensive wine. casey anthony is set to be released from custody in florida on sunday. she was acquitted this month on charges that she killed her 2- year-old daughter. but she was convicted of lying to law enforcement in the high- profile case. even though anthony has served her time, her legal problems are not over. two people have filed lawsuits against her in connection with the case. the balloon that a boy supposedly floated but really didn't back in colorado after

an auction. a man from aurora has paid about $2,500 after making the winning bid online. the money will go toward earthquake and tsunami relief in japan. the couple involved in the 2009 incident moved to florida after it turned out their 6-year-old was never inside the balloon. we're not dealing with drizzle this morning but we are dealing with cloud cover like we have seen in the past few days. partly cloudy start inland, although clear in some spots. around the bay low clouds and cloudy at the coast temperatures in the 50s right now. around the bay cooler only to the mid-60s today. breezy conditions there, as well. a little bit of sunshine peeking through at the coast, though remaining overcast and breezy. some clearing inland right now into the north bay and inland. around the bay shores and at the coast, though, still seeing clouds push in keeping temperatures outside right now

consistent in those 50s. so that low still keeping us cool today just like we have seen the past few days but this high here is gradually going to build in so all that warm weather we have seen elsewhere, we'll get some of it although not quite as warm in other parts of the country. so your highs for today still sticking in the mid-70s in the warmest locations. looking at a high of 66 in union city, 69 milpitas, 71 for san jose. oakland 65. 72 walnut creek today, 76 for brentwood, 70 livermore and 69 for danville and dublin today. cool at stinson beach only 56 degrees. 68 for san rafael, 70 in benicia, 75 in fairfield and 71 as a high today in sonoma. so really starting to see a gradual warming as we make our way into the weekend, and then the real warmup starts as we make our way into next workweek. so you can see monday and tuesday, creeping up into the mid- to high 80s. by wednesday and thursday, finally flirting with 90 if not breaking it and we should see

plenty of sunshine. gianna has traffic. >> we started off with a couple of accidents but right now everything is clear and back to friday light. live to 580/680 in pleasanton. as you approach the dublin interchange, headlights going westbound. it's a busy portion of the freeway. but so far, so good, speeds looking good through there. travel times this morning for the east bay, 580 westbound from the altamont pass to 680, only 16 minutes. right now 80 looking good as well from the carquinez bridge to the maze. and no delays along 880. south bay also checking in problem-free. lots of green on our sensors, looking good in downtown san jose just a few cars out there on the road. kind of dark still. both directions of the san mateo bridge also problem-free. right now about 13 minutes to go between 880 and 101. we still have roadwork to contend with. the connector from 880 to 92 is closed, that should wrap up in a few minutes for roadwork. no troubles on the golden gate
