miscalculation, house speaker john boehner facing a republican revolt, after his debt ceiling plan comes up short. border incursion, tense moments as dozens of mexican soldiers cross over into texas. and deadly landslides. at least 17 people are killed after torrential rains pound south korea. captioning funded by cbs >> good morning, everybody. thanks for joining us. i'm betty nguyen. >> it is back to the drawing board for speaker of the house john boehner. the debt debate has boehner not only knocking heads with the white house but with members of his own party and now he's been forced to put off a vote on a plan to raise the debt limit.

danielle knottingham is in washington with details. danielle, what is this all about? >> reporter: we're starting over again. right now everyone is upset with john boehner. they say the cuts in his package for raising the debt limit are not as advertised so he's getting heat from conservatives on capitol hill. democrats are declaring his legislation won't get through the senate, so house speaker john boehner is starting from square one. lawmakers will have to wait another day to vote on house speaker john boehner's debt ceiling plan. house members were supposed to take up the measure today, but boehner is scrambling to rewrite it after budget officials determined the proposal would not cut $1.2 trillion from the deficit as promised. >> we think there are real problems with this plan. >> reporter: the delay could give boehner more time to rally votes. some in his own party are demanding deeper cuts, but the plan still faces a dead end in the senate. >> democrats will not vote for it. democrats will not vote for it. democrats will not vote for it. >> reporter: the white house says president obama will veto

boehner's plan if it reaches his desk. instead the president is leaning towards senate majority leader harry reid's proposal. >> i think the president made clear that the option that the majority leader put forward was a better option than the speaker of the house put forward. >> reporter: reid's plan would raise the debt ceiling enough to keep the government going through 2013, but neither proposal includes tax increases, something president obama said he wants. >> it does not contain within it up front revenues, and guess what? that's a compromise. >> reporter: with an august 2nd deadline looming, lawmakers aren't just up against the clock. >> i will give him that message. thanks for calling in. >> reporter: following president obama's plea monday night, americans have been jamming the phone lines on capitol hill, urging congress to get the job done. so it will be a busy day here on capitol hill. john boehner's office is going to try to rally support for his new rewritten legislation, and

his office says this time, they promise to make sure the spending cuts exceed the amount they want to raise the debt limit, betty. >> want to get that math right. danielle knottingham in washington, thank you. on the "cbs moneywatch," growing nervousness over the risk of a downgraded u.s. credit rating. ashley morrison is here in new york with that and so much more. good morning, ashley. >> good morning to you, betty. asian markets wallowed this morning. japan's nikkei closed down 0.5% and hong kong's hang seng was slightly lower. the debt gridlock in washington pulled stocks on wall street lower once again. the dow fell 91 points yesterday while the nasdaq slipped almost 3. the debt debate that's paralyzed washington has increased the likelihood of an unprecedented downgrade of the u.s. credit rating. a managing director of the credit rating agency standard & poor's said there is

a 50% possibility of a downgrade. standard & poor's executives will testify before congress today. billionaire investor george sorros is closing his fund to outside investors. it will be managed for only his family. the money accounts for nearly all of the $26 billion fund. the largest county in alabama, jefferson county, is on the verge now of filing for bankruptcy. it would be the largest municipal bankruptcy ever in the united states. the county is $3 billion in debt linked to a corruption plagued sewer rehabilitation project. a vote on filing for bankruptcy could come as early as tomorrow. betty, here's a bottle of wine that could bankrupt just about anybody. check it out, the most expensive bottle of white wine ever sold, a bottle of 1811 chateau du'kim a french wine left over from the days of napoleon. it was bought at auction.

the man plans to drink it in 2017 and it cost him $123,000. betty? >> with that kind of money you have to wait to drink it? >> i couldn't wait. i have no patience. >> that must be some kind of celebration. ashley morrison in new york thank you. now to a border incursion. u.s. officials are calling it inadvertent. 33 mexican soldiers crossed the u.s. border without authorization yesterday afternoon. they drove over the donna rio bravo bridge about 15 miles southeast of mcallen, texas. there was no gunfire or injuries reported but it's not exactly clear what the mexican soldiers were doing. >> i can tell you that they were conducting their work that they do as military and somehow they lost sight of the boundary line and entered u.s. territory. >> the mexican army says their soldiers were on patrol and once they were on the bridge they had to continue because the turnaround was on the american side. the u.s. is warning americans traveling abroad. the state department said on tuesday al qaeda and terror groups are still planning

attacks in retaliation for the death of osama bin laden back in may. the u.s. is also warning americans to avoid demonstrations in the arab world because they could turn violent. a house committee begins the third in a series of hearings on the radicalization of american muslims. congressman peter king leads the investigation. he says more than 40 americans have joined an al qaeda linked organization in somalia. king has been criticized for unfairly targeting muslims. a second top official in afghanistan has been assassinated. a suicide bomber killed the mayor of kandahar in his office today. officials say he hid the explosive in his turban. two weeks ago a security guard killed the powerful half brother of president hamid karzai. and back in this country, residents in parts of massachusetts and connecticut are cleaning up this morning following a series of strong storms. heavy rain with wind gusts as high as 60 miles per hour battered the area on tuesday.

hundreds of trees and power poles were brought down, cutting electricity to thousands. one person was killed and several homes damaged. >> it took out our living room, our kitchen, bedroom, a deck and a swimming pool. >> deadly tornadoes struck the same area last month, causing millions of dollars in damage. oregon congressman david wu is resigning over allegations he had an unwanted sexual encounter with an 18-year-old woman. wu says the encounter was consensual but will leave office after the resolution of a debt ceiling issue. he is the second democrat in the last six weeks to resign following a sex scandal. bob schieffer has a preview of tonight's "cbs evening news." >> america's fighting men and women come home to a hero's welcome, but they also come home to a tough economy and for many, more than a year later, jobs are still hard to find and prospects are slim. we'll take a look at the growing problem of unemployment among america's veterans.

what? bundling and saving made easy. now, that's progressive. call or click today. in south korea, rescuers were able to save people after a deadly landslide northeast of seoul took place. at least 13 people died as heavy rains caused flooding that covered a resort hotel with mud. one child is still missing, six others were killed in a second landslide in seoul. a diplomat from north korea is in new york today to try to restart talks on disarmament. 58 years ago today an armistice to end the war was signed. now the north koreans are asking for a peace treaty to officially end that war. they say it would help end the deadlock over north korea's nuclear ambition. just three survivors are recovering this morning after a plane crash in morocco.

at least 78 people were killed when the military transport plane slammed into a mountain in bad weather. there was thick fog when the aircraft crashed with 81 people aboard. the crash is morocco's worst known air disaster since 1973. another scare this morning in oslo, norway. police sealed off part of the city's central train station to investigate an abandoned suitcase. meanwhile the lawyer for the gunman who confessed to killing 68 people questioned his client's sanity. elizabeth palmer reports. >> he believes, he believes that he is in a war. >> reporter: attorney geir lippestad did his best to plain the inexplicable, why his client anders behring breivik, massacred 76 people. >> he said it was necessary to start a war here in europe and as well as the western world. he's sorry it was necessary but it was necessary. >> reporter: necessary, breivik argues in his online manifesto

to trigger a war against muslims and immigration. >> this whole case has indicated he's insane. >> reporter: breivik's murderous rampage last friday was aimed squarely at the liberal values of norway's ruling labor party. he bombed the government offices then high on drugs to keep himself strong and awake he drove to the island of utoya and gunned down scores of the party's best and brightest. breivik was cold his lawyer said and asked how many people he'd killed, though lippestad didn't tell him. >> he says he is part of an international organization. he said there are several cells throughout the western world. >> reporter: police are now investigating those claims. breivik meanwhile is in jail in solitary confinement, unable to see how norwegians reacted to the worst atrocity on their soil since world war ii with compassion and commitment to the democratic values he hoped to

degrees. dallas is a sunny 104, and l.a. sunny and 80 degrees. time now for a check of the national forecast. the latest satellite picture shows a few clouds lingering over new england. the gulf coast is dealing with storms, heavy thunderstorms can also be found in the southwest and northern plains and the west coast has a stretch of clear skies. later today, temperatures will once again be in the 100s in the southern plains. scattered thunderstorms can be found along the gulf coast as well as in the northern plains where heavy rain, hail and flash flooding could cause some damage. in sports the pirates and braves play a double header in one game. the game went 19 innings and lasted 6 hours 39 minutes and ended on a horrible call. julio lugo looks like he's clearly tagged out at home but the ump calls him safe. the braves beat the pirates 4-3. a great play in

philadelphia. the phillies' chase utley tags one deep off of center, rounds the bases, the relay comes in strong to the plate but he dives head first around the tag, check it out, for an in-the-park homer. look at that. phillies beat the giants 7-2. and the world swimming championships in shanghai, well michael phelps came up short again. in the final of the men's 200 freestyle he took the silver medal after being nipped at the finish by fellow teammate ryan lachey. phelps will try again for gold tonight in the 200 butterfly. we have sad news to report. one of the most innovative freestyle skiers died. jeret peterson created the hurricane, a dramatic move involving high flying twists and turns. last year he son a silver medal at the vancouver olympics. police say peterson committed suicide. he was just 29 years old. when we return, another look at this morning's top stories.

all right, so happy meals will soon be a little healthier. after being blamed for helping cause childhood obesity mcdonald's is changing its popular kids meal. but will children be happy about it? michelle miller reports. >> reporter: mcdonald's is putting the happy meal on a diet but some of its biggest fans are not thrilled. why not? >> i don't like happy. >> reporter: parents might be. starting in september, apples and a smaller serving of french fries will be standard fare in every happy meal. right now happy meals average 503 calories. the new meal cuts that 20% to about 400 calories. >> we've actually been looking at this and testing it in various formats over the last two years. we think now is absolutely the right time to do it. >> crisscross! ♪ >> reporter: happy meals are a key part of mcdonald's marketing to kids. accounting for 8% of total sales. consumer groups have long criticized the chain for using

toys that come with meals as a way to hook children on what it calls unhealthy food. san francisco banned fast food meals that included toys unless the meals met certain nutritional guidelines. >> i'm all for it, so when they do get it, they're getting less calories than they should. >> reporter: consumer surveys almost always say customers want healthier food choices but studies have also shown when it comes to voting with their wallets, it's often a different matter. ryan elbelle of new york university studied the city's mandatory posting of calorie counts on menus but found it had little impact on eating habits. >> people report liking this information, but we're not seeing at a population level that people are using it in a way that's going to transform obesity thus far. >> reporter: mcdonalds will transform its menu cutting salt 15% by 2015. the new happy meals with the apple slices will be in all 14,000 restaurants by next spring. michelle miller, cbs news, new york.

it's getting just batty in austin, texas. i want you to take a look at this. about 1 million bats are coming out earlier than ever to hunt for bugs. officials say the drought is forcing them to change their eating habits. i used to live in austin. it's quite a sight. then there's this, a thief tried to make a quick withdrawal from an atm in louisiana. security camera video shows him smashing through the wall of a store with a backhoe but he couldn't get the cash out of the machine, so he left without taking anything. and the butter sculptures are drawing big crowds at the ohio state fair. in a tradition that started over 100 years ago, a cow and calf carved from butter are hugely popular. this year there's a sculpture of an astronaut in the space shuttle. now that is impressive.

a georgia mother won't go to jail for the death of her son. earlier this month, raquel nelson was found guilty of vehicular homicide. her 4-year-old son was killed when they were jaywalking last year. instead she's been sentenced to community service. in an effort to save money the u.s. postal service may close thousands of post offices around the country. one of them could be the colonial post office founded by benjamin franklin in 1775, before there was even a united states. byron pitts reports. >> reporter: in madison township, ohio, folks have been losing jobs and local landmarks, symbols of the town's vibrancy. first it was kmart, then the gm plant and now the lincoln post office. bill hartnet has been a resident for 36 years.

>> doggone it, this is one more thing that is being taken away. >> reporter: the postal service's response, "we had no other choice." the lincoln post office was one of nearly 26,000 nationwide. 80% of all post offices not turning a profit. today postmaster general patrick donahoe announced a new strategy an effort to partner with local businesses to offer postal service. >> the convenience is a key thing because as we move to work with providers, they're open seven days a week, 12, 14 hours a day, great for our customers to come in and mail and ship with us through that way. >> reporter: donahoe has urged congress to drop saturday delivery and reduce payments for future retirees' health benefits. if not economists warn in the next five years taxpayers could face a $100 billion bailout. do you ever worry one day the post office will just go the way

of the horse and buggy in this country? >> well we'll deliver 170 billion plus pieces of mail this year. i don't think it's going to go away any time in the near future. >> reporter: back in madison township, ohio, bill hartnet doesn't underestimate the value of having a local post office. >> i think it's important for people to kind of say this is an asset. it puts business in our community. it brings dollars into our community. >> can you see now? >> reporter: business owner jessica little knows that well. she's feeling the ripple effects of the post office closing next door. for years she's depended on the extra business it brought to her barbershop. >> if i lose a lot of business, i could go. what else can go? what else is going to go? >> reporter: with so many small businesses across the country barely hanging on, the opportunity to incorporate as a new village post office could be the only way to stay open. byron pitts, madison township, ohio. coming up a little bit later
