>> i am. a little about the of fog and cloud cover out there this morning. a little bit of fog and cloud cover, dense in some places. this afternoon, plenty of sunshine, into the low 90s inland again today. seeing some 60s and 70s around the bay, cooler there and cool at the coast. so stay inland if you are looking for the warmth. >> things look great. no major traffic problems. mass transit is on time. deal with a quick bridge check. san mateo bridge nice and light. friday light on this friday morning towards the peninsula. we'll have more traffic update throughout the morning. in the meantime, back to you. an east bay shooting victim clinging to life this morning. anne makovec is in oakland, where police are still work on a motive for an overnight shooting. anne joins us now. >> reporter: no motive, no suspects at this time. that man at last word was in critical condition, life- threatening injuries, after being shot in the chest.

and if he do end up passing away, that would be oakland's 59th homicide so far this year. that number just keeps climbing. take a look at the scene. this happened just before 10:00 last night at 19th avenue near adeline in west oakland. the man shot in the chest. he was in his 20s. police originally thought this might have been an attempted robbery but they haven't said for sure. the only clues they have is that two men were seen leaving from the scene. so obviously, a lot more pieces of this puzzle to put together. but when it comes to unsolved homicides, oakland is no stranger to that, either. and we have seen a lot of cuts in the police force as well so again they have their work cut out for them. frank. >> anne makovec live in oakland this morning, thank you. house republicans meet this morning to decide on their next move in this debt ceiling debate. house speaker john boehner will try again to get enough support for his plan.

he was forced to postpone yesterday's scheduled vote after he failed to round up enough votes. some tea party members are demanding deeper budget cuts than proposed in boehner's plan. >> i simply cannot raise the debt ceiling if we are not going to fundamentally change the way we do business. >> we are going to keep working this thing until we find a way to pay the nation's bills and live within our means. >> house minority leader nancy pelosi blames the gop for the holdup. in a statement, pelosi says, "republicans have taken us to the brink of economic chaos." the delay must end now so we can focus on the american people's top priorities, creating jobs and growing the economy." the discovery of two bodies in a home near los gatos is being investigated as a possible murder-suicide. sheriff's deputies called wednesday evening to a home or santa clara street in santa clara county.

no identities or potential motive. but they were possibly ed dow and his son. in san francisco they have recovered the westchester a seattle man allegedly used in a gun battle with an officer in the bayview. the neighbor led them to the pistol police say belonged to kenneth harding. police particular tests show this is the gun that killed harding but they don't know if it was suicide or an accident. heroin a stun gun and drug and gang paraphernalia, that's what watsonville police found in a home during a gang and drug investigation. a 32-year-old man is facing weapons and drug charges. and 22-year-old marlin uribe is being held on drug charges. there is a marijuana grow site near where gunmen shot out

a police officer this week. the officer was patrolling on foot near the upper san leandro reservoir monday night when two people opened fire at him. he was not hurt but he called in for help. crews have been searching the area since then looking for marijuana grow sites. investigators have not confirmed that the site they found is related to the shooting. vallejo schools are among the latest victims of thieves who steal copper and then cash it in with recyclers. copper has been stolen from 7 schools in the vallejo city unified school district for over the last few weeks. franklin middle school was hit four times including twice this week. there is only so much authorities can do to prevent the thieves. >> police are doing what they can do based on having an entire community to deal with but again it comes down community watch. >> the direct is counting on people in the community to keep an eye on the school and report

suspicious activity. the next decision gay marriage in california is expected shortly after labor day. the california supreme court plans a hearing september 6 on whether sponsors of proposition 8 have legal standing in the case. legal standing would allow them to argue before a federal appeals court in favor of the ban on same-sex marriage. state officials have refused to challenge last year's federal court ruling against prop 8. a proposal to ban male circumcision in san francisco has been removed from the november ballot. a judge ruled that under state law local jurisdictions have no right to regulate doctors. the proposed measure would have made the procedure a misdemeanor punishable with a fine and jail time. supporters of the ban say they will appeal. well, today an independent panel is expected to adopt the final maps for redistricting near california. the new maps are likely to benefit democrats in congress and the legislature because of changing demographics here in the state.

but it is not clear whether democrats can gain the two- thirds majority they need in sacramento to pass tax increases. california redistricting commission will vote on the new maps today. all across the bay area, streets are getting a makeover and you might see some of them getting smaller part of a trend toward encouraging more walking and biking and less driving and speeding. san jose has converted 15 blocks of saint james street from one way to two-way traffic to slow down the cars. they plan the same on six other streets to increase bike lanes. >> if you built it, they will come and you create more bike lanes and safe community spaces for people to bike and walk, you definitely get more people to do that. >> it's a trend in other cities n santa clara, prune ridge avenue is down from four lanes to two with new bike lanes there. on valencia street in san francisco, the lights are timed to accommodate the speed of bikes instead of cars.

seasonal in the low 90s inland. seeing temperatures mid-60s to low 70s around the bay shores where we'll also see some lingering clouds into the afternoon. and at the coastline temperatures cooler, going to be in the 60s there and those clouds are hanging tight into the hours a little later on today. extended forecast, looking good for your weekend. we will start to see some more clouds build in at the coast but temperatures going down a few degrees. next week, slightly cooler. we're not talking about a big change but dropping down a few degrees inland. good news is, though, seeing mostly sunny skies so nice weather over the next several days. >> it is friday light out there. we love friday, we usually get to say it is friday light and today is no exception so far. it's still early. not quite 5:00. let's show you live traffic cameras. milpitas, this is right there near the 880/237 interchange. you can see coming around that bend traffic still moving fine. out towards san jose in fact your drive time 15 minutes -- well, this is 880 through

private first ma an army private is in jail this morning accused of plotting an attack at fort hood. private first class naser abdo has been awol from kentucky. he was arrested in texas tuesday after showing up at a store to buy six pounds of gun powder. the store clerk called police. >> first red flag is when he asked cathy for smokeless powder. if you don't know what it is, why would you buy six pounds of it? >> abdo was tracked to a motel where police found weapons including a .40-caliber semi- automatic handgun and more than 100 rounds of ammunition. abdo is a muslim who was

granted conscientious objector status this year. in 200913 people died in a mass shooting at fort hood. in san francisco a mother saw her baby tumble into the street when a man grabbed the infant stroller and then threw it to the ground. the mother told medic the attack happened on new montgomery street yesterday. officers say the man was noticeably agitated and was hassling others, as well. the baby taken to the hospital as a precaution. police arrested the man while he was trying to get on a muni bus blocks away. clorox is helping the oakland police department wits communications problem in a big way. the oakland-based company is donating $50,000 all for new laptop computers for the city's police cars. right now oakland pd has only six working laptops. the computers will help officers in the field, who continue to have problems with their radio system failures. santa cruz is the first police department in the country to use a cutting edge experimental computer program. it's called the predictive policing program t keeps track

of every, single step round the clock no matter how small it is and then uses the information to predict criminals' patterns to predict it. the program crunches the data and then comes up with a map of the probability day of the week and general location where crimes are more likely to happen. >> you owe it to the community to do things like this. you can't constantly say you just need more staff or you need more money or you need more whatever it may be. >> the model is the work of santa clara university math professor george moeller who uses the same thing that seismologists use to predict earthquake aftershocks. >> that's amazing. >> if we were going to map it, we probably wouldn't be doing this. 4:45. why more pregnant women and new mothers are being sent to the emergency room, coming up. >> and the city has a color for every occasion but why is san francisco now feeling blue? >> it's not even august but

department has released 5,000 tiny insects in the delta in a private program in order to control water hyacinths. the letter have seven billion people -- the earth will have seven billion people by the end of the year. that's according to an article in "science" magazine. most of the world's population growth is happening in developing country. those countries will have more problems providing enough food, water, housing and energy. the global population has increased by about a billion in just the past 12 years. 4:49 now. tropical storm don is moving towards the texas coast. the storm system is now in the gulf of mexico and is expected to make landfall sometime tonight or early tomorrow morning. and it could actually bring relief to drought-stricken areas there. forecasters do not expect don to reach hurricane strength. and here in the bay area, we're actually going to see some beautiful weather. temperatures this afternoon are going to be simple floor what we saw yesterday. this morning, though, we are dealing with a little bit of

cloud cover, some patchy fog at the coast today. inland spots partly cloudy and at the bay low clouds there, as well. temperatures sitting in the 50s for the most part. by this afternoon, warming up nicely. temperatures in the 80s and some low 90s in those inland spots, plenty of sunshine there. at the bay temperatures cooler, mid-60s to low 70s, mostly sunny conditions. at the coastline, though, low clouds all afternoon. that will keep temperatures cooler in the high 50s, low 60s there. so right now high pressure still in the picture. that's keeping temperatures about seasonal. we do have a slight chance of seeing some rain and some thunderstorms in the tahoe area looking at a 30% chance. but we shouldn't see any wet weather here in the bay area. hot temperatures in northern california today. 105 for redding. 103 for fresno. also breaking that 100 mark in ukiah. cooler in eureka at 64. once again seeing chances of some showers and also seeing some thunderstorms in lake tahoe. highs for today look like this.

84 for million pete's. 38 santa clara. cooler in mountain view at 79. seam story for los altos. daly city significantly cooler at 59 degrees. seeing those low 90s inland. 49 for antioch and for brentwood. 89 pleasant hill, 77 hayward and 71 in alameda. san francisco seasonal at 67. napa 83. fairfield breaking 90. forecast looking good over the next couple of days. you can see a little bit of cloud cover building in particularly at the coastline. definitely going to see more high clouds there and then a slight cooling for the start of your next workweek but we're only talking about a few degrees here so dropping down the high 80s in the warmest spots but plenty of sunshine in store over the next several days. great weekend ahead. let's go over to elizabeth now with a look at traffic. >> thank you. we'll start off with a economic in marin. we took some calls from the kcbs phone force overnight telling us they there were one-

hour delays for this stretch of roadwork from novato into san rafael. this is an ongoing roadwork project but obviously it is causing' lot of slower traffic, slower speeds out there. northbound and southbound 101 we're talking about as you make your way past highway 37. they are doing some repaving and again, they should be wrapping up roadwork in the southbound lanes in the commute direction by hopefully 5:00. northbound 101 should be wrapping up by 6:00. so we'll continue to watch that. down towards the golden gate bridge, itself it looks great through the waldo grade all the way into san francisco. speaking of san francisco, we have something going on later on this evening. critical mass, that's right, kicks off 6:15 over at justin herman plaza. so watch out for the bicycle riders as you commute home. bay bridge. all your approaches so far look good. across the upper deck traffic light. there was some roadwork on the oakland side of the span

contributes to stroke risk. good news for breast cancer patients. a new study in the journal "lancet" finds women with the most common type of breast cancer who take the drug tamoxifen for five years reduce the long- term chances of diving. researchers followed more than 20,000 patients with early breast cancer and found women on the drug improve their chances of survival by a third. johnson & johnson is reducing the recommended maximum daily dosage of extra strength tylenol in an effort to lower the risk of accidental overdose. the drug company says labels on bottles sold in the u.s. will now list the maximum daily dose at six pills or 3,000 milligrams, down from eight pills or 4,000 milligrams a day. the debt deadlock continues to worry investors in a big way. the dow was down yesterday 62 points. nasdaq up by 1, snapping a four- day losing streak. and starbucks served up better-than-expected sales and
