president obama, congressional leaders from both parties finally hammered out a deal yesterday one they think can win votes from lawmakers in the house and senate. let's get more now jay dow in washington, good morning to you. >> good morning to you, terrell. there's no getting around the fact these debt negotiations were messy. neither side got everything they wanted and you could argue that's the sign of an effective compromise. lawmakers from both sides are faced with the challenge of convincing their members this deal doesn't stray too far from their core principles. congress could vote today on a plan to raise the debt ceiling and pull the nation back from the brink of default. >> i want to urge members of both parties to do the right thing and support this deal with your votes. >> reporter: president obama and congressional leaders announced the historic agreement sunday night after months of contentious debate and back door wrangling. >> it will allow us to pay our bills and reduce the deficit in

a responsible way. >> it would raise the debt ceiling by $2.4 trillion to get the government through 2012 and trim the debt deficit by $3 trillion and $1 trillion now and the rest a bipartisan committee would determine. the plan does not include the tax increases president obama had wanted. house speaker john boehner backed the proposal in a conference call to republican lawmakers last night. both senate leaders endorsed the plan as well. >> there is now a framework to review that will ensure significant cuts in washington spending. >> to pass this settlement we'll need the support of democrats and republicans in both the house and senate. there is no way either party in either chamber can do this alone. >> reporter: while political observers say senate passage is likely, the proposal's fate appears less certain in the house. >> we all may not be able to support it or none of us may be able to support it. we'll wait and see. >> reporter: for a debate that's gone down to the wire the outcome could come down to just a few votes. both democrats and republicans

scored a victory in the sense that the already nervous financial markets are reacting favorably. the nikkei index rose nearly 2% this morning and the dollar rose in other asian markets. both houses of congress are expected to vote today on the debt plan compromise. >> jay dow in washington good to see you this morning. thank you so much. the "cbs moneywatch" word of the debt limit deal gave stocks in asia a big boost as jay just mentioned. ashley morrison is here good morning to you. >> good morning to you terrell. that's right. stocks in asia jumped on news of the debt deal here in u.s. japan's nikkei up 1.3, hong kong's hang seng rose 1.4%. this morning u.s. stocks look to open up strongly, dow future up 1.5%. last week wall street's worst week in a year, five straight days for the week, the dow was down 537 points while the nasdaq lost 102.

even if congress goes along with the deal to avoid a u.s. default there is still a chance at least one credit agency will lower america's credit rating. with their aaa rating, treasury bonds have long been the world's most trusted investment but standard & poor's warned of a possible downgrade and could make a decision this week. the proposed budget agreement will likely mean wide ranging cuts in aid to states affecting everything from the head start school readiness program to meals on wheels and worker training initiatives along with funding for transit agencies and education grants. british banking company hsbc is reportedly cutting 10,000 jobs in order to reduce costs. the "new york times" is reporting the british banking company will make the announcement today. the cuts represent 3% of its workforce. hsbc is also selling 195 of its retail bank branches in this country.

terrell, blue smurfs and old west aliens ruled at the box office this weekend. the sky sci-fi western "cowboys and aliens" and "the smurfs" opened in a tie, both movies bringing in "36.2 million. says there's hope they will be released. in syria, government tanks and troops are in control of the rebellious city of hama. it happened in an attack sunday said to have killed scores of people. president obama and european leaders are denouncing the crackdown launched five months ago by syrian president bashar al assad. whit johnson has more. [ gunfire ] >> reporter: the echoing crackle of gunfire sparked panic and horror in the streets of hama. human rights groups estimate the syrian government's latest offensive killed at least 80 people in raids across the country, bringing the total death toll to an estimated 1,600 since the uprising began four months ago. lately hama has evolved into the new epicenter of opposition to president bashar al assad. weekly protests here have drawn crowds in the hundreds of thousands but were no match for syrian tanks, what appeared to be a preemptive strike ahead of the islamic holy month of ramadan.

despite questions about his health. he faces several charges, among the charges conspiring to kill among 800 protesters, that led to his overthrow five months ago. north korea said today it's ready to resume talks without preconditions. the foreign ministry said the country is preparing to carry out a 2005 agreement in exchange for trade. one of mexico's most notorious druglords is in custody this morning, captured after a shoot-out in the northern city of chihuahua. officials say he's to blame for the deaths of up to 1,500 people in mexico's ongoing drug wars. hattie kaufmann has his story. >> reporter: even by the standards of mexico's vicious drug war it was a shocking attack. last july in the city of juarez, paramedics rushed to save the life of a policeman who has been shot when a car bomb claims their lives as well.

the policeman was a decoy. mexican authorities paraded the alleged mastermind before cameras, jose antonio acosta hernandez, known as el diego was arrested friday after a shoot-out with police in the northern city of chihuahua. on twitter president philippe calderon described the arrest as a maximum blow to the juarez cartel. >> this is a tactical removal of an individual that is very capable of killing and killing at a very frenzied pace. >> reporter: the reputed enforcer for the juarez cartel led a gang of hitmen and corrupt cops, allegedly ordered 1,500 killings. the juarez and cenloa drug gangs are fighting a ruthless battle for control of lucrative smuggling routes to the u.s. more than 3,000 people were killed last year in juarez alone, among them 15 teenagers massacred at a party, el diego is believed responsible. in addition to the charges he faces in mexico,

let's go to arizona here this morning, another big dust storm rolled through phoenix overnight as the skies got darker the dust made it tough to see just about anything in the city. even with all of the dust, rain and lightning hit parts of the area. in new hampshire almost a week since selena cass vanished. the fbi and local authorities are searching for the missing 11-year-old missing girl. sunday divers checked a pond near her home. selena was last seen in her bedroom playing on her computer last monday night. she was gone by the next morning. for the first time on sunday the girl's father spoke out to ask for her return. >> whenever you're ready to come home, selena, daddy will be here waiting for you. >> the fbi is offering a $25,000 reward for information in the case and the neighbor added $5,000 to that. now to the legendary d.b. cooper, criminal the fbi has been hunting for 40 years. the ht has a credible lead, the man who called himself d.b. cooper hijacked an airliner over washington state in november

on the on the "cbs morning news," here's a look at today's weather. the heat dome over the plains is spreading north again with heat index readings likely to top 100 from texas to south dakota, powerful storms could hit the northeast during the evening commute. here's another look at this morning's top stories, president obama and congressional leaders agreed on a deal to raise the federal debt ceiling by enough to keep the treasury going through next year's elections but it is now just one day to the default deadline in the house and senate both must pass the bill and send it to the white house for the president's signature.

those votes are expected today. as usual this time of year conditions in southern california are perfect for beachgoers but where people go, trash remains and it takes a real leader to get things cleaned up. bill whitaker reports. >> reporter: the beauty of santa monica beach attracts more than 6 million visitors a year who leave mind -- >> a ton of stuff. >> reporter: millions of pieces of ugly trash. writer sarah bayles was so disgusted, she was literally compelled to take action. she cleaned up this stretch of beach between two lifeguard stands each day, 20 minutes a day, over 365 days, photographing and weighing castaway debris and waste washed from storm drains miles away. two-thirds of the way toward her goal and sarah already has collected 800 pounds of garbage, just in this 200 yard stretch of beach here in santa monica. she soon learned she wasn't just

by now it's no secret that recent college graduates are facing a very tough job market. the federal government says the unemployment rate for young adults is 14%, more than half a million students have defaulted on their student loans since 2008 and bankruptcy is not the answer. john blackstone reports. >> reporter: felicia cooks always believed a college degree would mean a better future but at 30, faced with $80,000 in student loan debt, the future is hard to think about. >> i actually currently make almost exactly what i made before i had my degree. i definitely some days feel going back to school ruined my

life. >> reporter: today, two-thirds of all students graduate in debt. the average debt is $24,000, but thousands begin their adult lives more than $100,000 in debt. >> some people say it's like graduating when you already have a mortgage but you don't have a house. >> reporter: but the real shock comes with the repayment terms, like many students, cook signed up for two kinds of loans, one federal, one private, but at the time she admits she didn't understand the distinction. today, her $40,000 federal loan offers flexible options. cooks pays $160 a month but the private loan of the same amount came with expensive nonnegotiable terms costing her $800 a month. add the interest, cooks will be paying $100,000, almost three times the original loan. >> private student loans are much more like a credit card or subprime mortgage. they have variable rates and come with almost no consumer protections.

>> for cooks, keeping up with payments during a complicated pregnancy became too much to handle. >> to get those harassing phone calls and it made me feel like i was a deadbeat. >> reporter: cooks was advised to file for bankruptcy, bad idea, under the bankruptcy law student loans cannot be discharged, unlike a mortgage, credit card or even gambling debt. that education debt stays with you for life. >> it stays with you for life. i prided myself as being financial life. >> reporter: cooks testified before the house judiciary committee to repeal the law which prevents people from discharging private student loan debt. >> it was irresponsible on my part wholeheartedly for not reading the fine print. >> reporter: for many that fine print will cast a big shadow for a long time. john blackstone, cbs news, los angeles. coming up later on "the early show" full coverage of what's hoped to be the end game of the debt limit crisis. erica hill is in washington and
