turns ugly after a mother asked someone to shoot a passenger who criticiz criticiediiticized disciplining criticiz criticiediiticized disciplining child. captioning funded by cbs >> welcome to "the early show," i'm jeff glor joined by -- >> nancy cordes. >> breaking news from afghanistan, a terrible crash this morning, we're just learning more details about it. afghanistan's president says that 31 u.s. troops, special operations soldiers have died. cbs news correspondent charlie dagata is in london with the latest. charlie good morning to you. >> yes, we just had that announcement this morning from hamid karzai.

31 u.s. forces and seven afghan soldiers killed, one of the deadliest attacks. a nato chicago nook helicopter crashed in an anti-attack mission in kabul. the fighters shot down the helicopter with a rocket-propelled grenade. the chicago nook was carrying u.s. and afghan forces in the wardak region during an operation against a suspected taliban compound that started shortly after midnight. the chopper was struck, crashed in a valley. the deadly attack comes amid rising violence in afghanistan that happened in the tanji valley, region known for taliban activity. nighttime strikes are one of the most successful ways u.s. forces have to battle taliban hideouts but one of the most riskiest. >> charlie dagata reporting that

31 u.s. soldiers died after a helicopter crash in afghanistan. the stunning news of the u.s. loadising its top notch crt rating. standard & poor's determined the deal did not go enough to reduce the nation's debt limit. >> reporter: government officials telling us the white house fundamentally disagrees with the decision but the damage has been done and one source admits nobody really knows what the true impact will be. america's gold plated credit rating is no longer king of the hill. standard & poor's knocked it down from a aa rating to aa plus.

ahead of the announcement friday night, president obama met with treasury secretary timothy geithner before taking off for the weekend. the president said such an event would inflict pain across the board. >> a lower credit rating would have higher interest ratings on mortgages, car loans and credit cards. >> americans have complained all along that washington can't get anything done. in a statement the agency said "the political brinksmanship of recent months highlights what we see as america's governance and policy making becoming less stable and less predictable." the buzzer beating deal this week to raise the debt ceiling s&p argued provides limited debt reduction. they remain unconvinced it will lead to strong reforms in the tax entitlement program like

social security and medicare. the announcement came on the same day the unemployment rate ticked down from 9. % to 9.1%, signs of an economy still struggling. >> the bottom line is this, we still have a long way to go and a lot of work to do. >> reporter: s&p says it's issuing the u.s. a negative outlook, which basically means if washington can't prove itself fiscally responsible, another downgrade could be on the way. jeff? >> whit johnson at the white house this morning, thank you very much. joining us for a closer look at what the credit downgrade might mean, lee gallagher of "fortune" magazine and market strategist kelly evans good morning to you. this seems rather political. so is it more political or more economic? >> you could say that. there's so much politics behind this. politics in the sense that the main reason s&p did this is because of our inability to get things done.

literally the wording in the press release when they issued the downgrade was our ability to make policy has been weakened, so this is not about us not being able to pay our debt. the u.s. will always be able to pay our debt. we can print money. it's not about that. it's this brinksmanship that led us to a point where we can't get anything done and had this impact on our credit rating. >> kelly, our credit rate something below that of lichtenstein's. does this surprise a lot of you? >> s&p said this telegraph is coming, if we don't get a $4 trillion deficit reduction we'll probably go ahead with the downgrade regarding of whether the debt ceiling is raised. people on wall street have more or less known this is coming. this is just one of three credit ratings. this is important for retail investors to keep in mind. while we might see disruption to

money market funds we'll get more wad news money, it's not expected to have necessarily a long-term effect and remember rates on u.s. government debt which are supposed to be the big thing where we see this play out has been sinking rapidly over the last couple of weeks. we're paying 2.5% for ten years, hardly a sign people are expecting those costs to suddenly sky rocket. >> s&p acknowledged there was a $2 trillion mistake in this and the treasury said there's a problem here, we're going to do this anyway? >> in the category, truth is stranger than fiction. that was unbelievable, especially during financial crisis, the ratings agency all three missed everything. they were issuing top tier ratings to mortgage-backed securities, this could also be a gambit to redeem themselves, but kelly makes a great point this is only s&p, acting alone, these downgrades have a lot more heft if all three do it at once.

>> any indication this comes from fitch or moody's? >> they laid out their principles, so it will be interesting to see if moody's or fitch, to say we see a reason to lower. s&p has been the most aggressive on this all along. it's interesting s&p is almost trying to say it's not political. we're going to resist that pressure to washington. >> not at all. >> really maintain what we see fit here in terms of the credit rating but in so doing, it still looks political. >> of course. >> we're now on par with the ratings, you still have france and germany and other countries with a aaa rating who can't print their own money. >> regardless of whether it is political or more economic it takes a while to earn the ratings back once you lose the aaa. >> we're aaa plus so the expectation was just aa so it's better than expected.

whatever the mechanics are the pure psychological effect of this, after the two days in the market with thursday's 500-point drop, friday's wild ride, things are prone to skittishness. >> kelly, looking ahead to monday what happens? >> monday more bad news from s&p as they downgrade fannie, freddie, that sort of thing. we will see some impact on markets. investors can't say what it's going to be, i expect it a short term move. look back to other countries, japan, australia, that have lost their aaa rating and hasn't been a game charger. you could argue this is telling us something we already know. >> but licthtenstein -- >> you're pretty competitive with lichtenstein. govern rick perry is coming under fire for a prayer rally he plans to hold in houston. karen brown is there with the

latest. >> reporter: good morning to you. governor perry invited all 49 governors to his prayer rally and only one, governor brownback of kansas said he would attend. event organizers says it remains unclear as to whether he will be here. for those opposed to this event, for them it's a clear violation of the separation of church and state. >> to pray and fast, like jesus did. >> reporter: governor rick perry hasn't even announced he'll run for president and already courting the evangelical base. he's hosting a huge christian rally to pray for the nation. >> but the economy in trouble, communities in crisis, and people adrift in a sea of moral relativi relativism. >> reporter: the event, called "the response" is creating a fervor of controversy. pastor ernest turney signed a letter of opposition. >> the response in saying only

its theology -- >> reporter: on friday the aclu organized an interfaith protest at a local church. perry's event is sponsored by the american family association which holds strong anti-gay policies and controversial pastor john hagee will speak. spokesperson eric burse? why would the governor want to share the stage with controversial figures? >> there's controversy in the eye of all americans. what we can do despite our days greelts come together and pray. >> reporter: the stadium seats 75,000 and only about 8,000 tickets have been sold. however the event could give perry a boost among republicans in next week's iowa straw poll. >> a conservative with proven leadership in tough times. >> reporter: a state where perry is already running ads, with the fiscal credentials of a strong texas economy, political experts

say if perry can connect with the political right he could be the savior the republican party is looking for. karen brown, cbs news, houston. those who have followed governor perry for quite some time say he has an extremely strategic politician, so listen to this, one-quarter of the national electorate are white evangelical christians. >> karen brown, thank you. joining us from houston as well as wayne slater, from "the dallas morning news" good morning to you. thanks for being with us. >> good morning. >> this event is called "the response" and the speakers are a motley crew which has caused most of the controversy. do you think it's fair governor perry is getting a lot of flack for this? >> it's his event. he's conceived of it, convening it. the people associated with it in one way or other, many have exotic religious views so it's perfectly fair to attribute some

of this to rick perry. on the other hand, he said rightly, he doesn't share the same religious views of everybody associated with this and that everybody can agree, he says, on the commitment of prayer, at least almost everybody. >> now i know that his office in the wake of all this controversy has been trying to figure out exactly how much involvement he's going to have in this prayer meeting today. could it be that we hardly hear from him at all? >> almost. almost hardly hear from him. the original plan as i understand it was that governor perry was going to have a much bigger role in this event. i think there were concerns it would look like a political prop that he was using religion for a political reason. he's expected to announce for president probably in about two weeks, but as you said, all this controversy over some of the exotic positions, the unorthodox and out of the mainstream position of these associates means that perry will likely take the stage about 11:20, 11:30 today, will say briefly a few things, have a prayer, read a scripture and that's it. >> right, i believe one of the

people sharing the stage with him today called oprah winfrey a "pastor of the harlett of babylon. some say he should be focus on the fiscally conservative credentials rather than social. do you feel he's focusing on a social credential he already locked up? >> it is one he needs. the white conservative protestant evangelical born again christians in iowa and south carolina represent in those caucus and primary states 60% of the early votes so he wants to focus on these so he gets these votes from someone, popular in the party, michele bachmann. he's saying i'm one of you, the christian conservatives, who will be crucial. then he believes he can focus on the economic issues and that's

what the race is ultimately about, the primary. if he becomes the nominee that's exactly what he'll focus on in the general. >> wayne slater the "dallas morning news" thanks for joining us. >> great to be with you. >> much heavy rain is expected in charlotte, north carolina, after six inches fell on friday, creating flash floods, leaving one person dead, another is missing. tom rousey of wb tv has more. >> reporter: a series of pounding thunderstorms, sparking flash flooding and overpouring storm drains turned charlottes creeks and streets into dangerous rivers friday afternoon. >> we're evacuating people, water is rising and we may not be able to get back to them. >> reporter: people headed to safety, however they could, with the water rising six inches in just six hours. one woman abandoned her car and had to be fished from the fast-moving waters by rescue

workers. she was safe but others were not so fortunate. two alleged robbers fleeing with stolen property from the burlington coat factory attempted to dodge the police by jumping into a nearby stream. one of them drowned in the rising water and the other is missing, according to police. the rain was so severe, officials closed southbound interstate 85 at one point. motorists throughout the city found navigation by car near impossible. >> this is crazy. i couldn't believe we have water everywhere. >> this house is empty. >> reporter: overnight some residents remained in shelters, unable to return to their homes for now. >> tom, thank you very much. and more weather now, right? >> that's right, lonnie quinn? >> nancy, jeff, good morning to you. let's get to the weather headlines. you just heard about the situation in charlotte and unfortunately, there will be more rain in that area, you don't need anymore, more is on the way today. north dakota, i got to tell you,

almost the entire state under some kind of a flood alert and the texas count continues. what does that mean? i'm talking 100-degree days in a row, dallas, texas, so far this year, 35 in a row. your record 42, and then you go over to waco, texas, so far 37, the record is 42. by this time next week, no relief in sight. waco will have set a new record and the heat continues up into portions of missouri, feels like temperature is about 115, if not hotter. that's a quick look at the national picture. here's a closer look at the weather for your weekend. all right, everybody, wherever you are, make it a great saturday. jeff, nancy, a side note for you

they're accused of shooting at police and robbing a bank with assault weapons. investigators fear the crime spree could be the start of a violent mission across the south. mark strassmann reports. >> reporter: investigators describe a one-family crime wave, three suspects armed, dangerous and siblings. >> i would consider these three individuals as extremely armed and dangerous. >> reporter: electronic billboards show the dortree siblings, ryan, 21, stanley, 26 and sister grace, 29. all have previous criminal records. investigators say the crime wave began in florida on monday when ryan dortree snapped off his ankle bracelet and stole his girlfriend's car. the trio fired over 20 rounds at a florida police officer during a high-speed chase. his car was hit but the officer wasn't injured. at noon tuesday they entered this bank in valdosta, georgia. >> the people are bold to do

such a thing in broad daylight. >> reporter: surveillance cameras show the suspects wearing masks. they fired at the ceiling and demanded a bag of money. >> they jumped over the teller line or teller counter and i was able -- was able to get away with cash. >> reporter: the mother received a text cash. "at some point we all have to die." police are worried the sibling suspects are carrying an arsenal of weapons and won't go peacefully. the fbi is conducting tests of gun points found in a tampa international airport bathroom. mark strassmann, cbs news, atlanta. in japan a moment of silence marks the 66th anniversary of the bombing of hiroshima. a bell was rung at exactly 8:15, the time the atomic bomb was dropped. the mayor of the city and japan's prime minister placed wreaths at the site. during the ceremony the prime

minister called for japan to reduce its reliance on nuclear power. more than 150,000 people were killed in the bombing and its aftermath. now here's nancy. >> elaine, thank you. if you were worried that congress didn't have a prayer of saving the country from default this week you may have needed more faith. among the first acts of congress in 179 was the establishment of chaplains for the house and senate. as we notice this week, the deadline was drawing closer and they were growing increasingly troubled by the inaction on capitol hill. senate chaplain barry black first began calling out his congressional flock. >> let us pray. >> reporter: a week before the debt deadline. >> lord, as our nation faces the potentially catastrophic, inspire our lawmakers. >> reporter: as gridlock reigned, his daily prayers grew increasingly urgent. chaplain black says he was

merely reflecting the nation's concern. >> we're getting people faxing us prayers they wanted us to pray. >> reporter: he thought his congregation of 100 u.s. senators needed some divine intervention. clearly you were getting nervous. >> well, i was hoping that i could help people to get nervous. >> this is when i was sworn in. >> reporter: his counterpart in the house of representatives, chaplain patrick conroy, was getting nervous, too, as he watched the thee atrics on the floor. it was like watching my parents fight, like no, don't disagree, no. >> reporter: when they did strike a deal hours before the deadline -- >> we can see the beginnings of a rainbow after the storm. >> reporter: the bible says gracious words are like a honeycomb, sweetness to the soul and health to the body, a tough lesson to teach in a place where

welcome back to "the early show," everyone. nancy cordes along with jeff glor here. we are following quite a bit of news here this morning. a slight rebound on wall street yesterday, the dow finished up one day after plummeting 500 points. word after the downgrade of the nation's credit rating, possibly more volatility on the way. the question is how do you protect your retirement fund. we have ideas on what you might want to do with your 401(k). >> it can be one of the toughest decision a parent makes, with ento give their child more independence, whether it's crossing street, walking home. it all ended tragically for one

little boy in new york. we have advice for parents on how to know when your child is old enough to do some of these things on their own. >> very important questions in light of what's happened in new york. >> exactly. we begin with the trial of four people in a shooting with a bus. >> it's like a scene from the wild west, only this has a modern twist, all caught by surveillance camera and prosecutors say it started with a slap. this was the shocking video shown in a philadelphia courtroom thursday. according to prosecutors on june 18th, this woman, penny chapman, seen here in the surveillance video, boarded a north philadelphia bus with her young son. chapman began spanking her son for running through the aisle, when a male rider intervened, saying he would report her to child services. we then see chapman make a phone call and minutes later two gunmen in white shirts are

outside the bus. investigators say she called the suspects to come and shoot the man who threatened her. after chapman exits through the back door a third suspect holds the doors open as the two gunmen begin shooting. some passengers scramble to the front of the bus piling on top of each other for cover. during the chaos, an 80-year-old woman stands frozen in place. >> you see her very clearly because she doesn't actually realize what's going on. >> reporter: just in the knick of time the woman ducks as a bullet shoots through the window barely missing her head. miraculously no one was harmed but all three men and chapman are facing charges in the shooting. >> just an unbelievable story. nancy? >> elaine thank you so much. joining us now is morgan modell-modez, assistant district attorney for the city of philadelphia.

>> good morning, nancy. >> how is it no one was hurt here? could it be the suspects were more interested in scaring people than actually wounding them? >> i really think one of the main reasons people weren't hurt was the actions of the bus driver and luckily the quick thinking of the passengers. the video shows one shot does actually get off before the back doors close but by then the driver of the bus takes off, full speed ahead towards temple hospital and the passengers had the wherewithal to separate quickly to the front and back. as you mentioned the woman in the middle of the bus, she ducks just in the knick of time. i believe it appears she might hear the first shot that comes through the door, ducks under the seats and the two shots come above her head. >> right, you can see that other woman with the little child so clearly ducking herself. what can you tell us about the suspects and penny chapman, the woman. are they all related? >> penny chapman is, she had her

son on the bus. one of the individuals, the first individual you see on the video who enters the back door to get her off the bus, that is her child's uncle. his brother is the father of that child. the two gunmen, we have information that they are cousins of angel lacourt, the individual that got on the bus. there is a third individual who has not been arrested also on the scene who is also a cousin. the pattersons and mr. lacourt are cousins and mr. lacourt is the uncle of penny's child. >> what kinds of charges are they facing? >> they're, each defendant facing one count of attempted murder and related charges, assault, firearms charges on the intended target lafennis picket, in the fiphillies shirt and ten

other charges for each passenger in the bus and the 4-year-old, another passenger on the bus. >> the little boy at the center of this, the little boy spanked, is he okay? >> we are not sure. they were arrested after the incident, not on the scene, so we believe the child is with family, but we're going to be doing some investigation to determine where he is and making sure that he is safe. >> obviously this video so so shocking. have you ever seen anything like this before? does this happen more frequently but we happen to have this incredible video, because i know they just installed this surveillance system on this bus recently? >> there are shootings, people hear about them in the news in philadelphia but it's rare that an entire bus full of passengers is shot up. this is an absolutely who ahorr scene. we are lucky that seta has a fabulous surveillance scene. you can hear the things and you

can picture it when you hear it but when you see it, it takes it to a whole new level. >> was it difficult for the officers to make the arrest in this case? >> not too difficult. we have an officer that was contacted. he's officer joe goodwin, been an officer for about 15 years, in the 26th district, which is where this occurred. he's very familiar with people in that neighborhood, has very good contacts, and was able to ascertain some names and information and then after seeing the video, he was able to actually identify them. some people turned themselves in and others arrested either at their home or on the street. >> morgan, thank you so much for joining us this morning. >> thank you so much for having us. >> sure thing. here's lonnie with another check of the weather. >> you betcha. that was nuts! i have good news for all of you in the northwest, it's going to be a banner day, low humidity, beautiful temperatures

see those listed and wonder what they're getting into. >> you're right to mention age and risk tolerance. if you're 25, you lose some now and have time to make up for it. 55, you have to watch what you're doing. you can adjust that, once you adjust it, you have to stick with it for 30 days. >> funds adjust based on your age, you pay a little more in commission but you say gold is in, what does that mean? >> people are hearing gold, record highs although it sells off at the end of the week. you probably don't have the option of adding gold to your 401(k) portfolio unless you have a brokerage clause and precious metals tend to be defensive so that might be a way to offset any stock exposure. >> short versus long maturity on bonds. >> this is a biggie. people take away one thing on the bond front which tends to be a good place to park your money when you want to be conservative. a short term bondñr has less

'important to assess those things. are they getting turned around easily, only you know what their daily sort of mechanisms are for problem solving. >> it's also important to focus on their environment. what should parents be thinking about. >> this is the environment you can control, the sidewalks in the neighborhood, too many shortcuts that take your child

out of plain view, traffic patterns, crossing guards, other families that are walking. it's important that you assess a lot of that before making a decision. >> another big question people have, when is it okay to leave my child at home by themselves. you say parents should evaluate their child's independence and responsibility levels. >> all of the little things you feel you nag about constantly, homework, chores, picking up after themselves, coming home on time, they show patterns of responsibility and accountability that they understand consequences of their decisions, all of those boil up to big decisions like independence. >> you've got a bunch of tips about what to do if you think your child might be ready to walk alone or stay home alone. first of all, discuss stranger dangers. >> it's a term we don't like but such a reality. just refresh, are they allowed to talk to strangers. i guess not. what is the framework for that? no grownups should be asking a child for directions. that is a good rule. if you upset someone by not being responsive, that's okay.

i'd rather risk that. >> planned check-in times. >> they are important. my niece and nephew get home they have to login with skype cam, quick phone call or text to let them know they got in the house. >> refresh safety skills, cpr? >> cpl if there's a younger sibling in the home and the o older is responsible. fire hydrant, different areas of the house off limits because it's not safe, is there a pool, no friends over, so a lot of the things that keep them safe and maybe in certain areas of the house alone, that could be a safety mechanism as well. >> establish ground rules for walking or being at home in. >> for being at home but also many for walking as well, stay the course we agreed on but for being home, are there internet privileges, friends in the home, are you allowed to make certain phone calls, do you need to check in several times? those are important and again all show responsibility for the child. >> final tip and i think this is interesting and important, do trial runs.

ethicist. you send your questions on facebook and twitter about summer ethical questions. we have a ton of questions, first one from jane, a colleague at work is collecting money for a shower gift. the gift is for an employee i'm not friends with. do i still have to contribute so co-workers don't bad-mouth me? >> one way to think about this, the ten bucks you're being asked to kick in isn't just a contribution to this one person's gift, it's a contribution to the sense of community at the office, that's something that can work both ways. right now you're the one being asked to pay in, next time you might be the beneficiary. from a purely selfish standpoint you might want to say yes but there isn't an ethical obligation. >> you can think about it as a favor to yourself. molly writes, we know sunscreen is important, what do you do if you head to the beach alone or with a young child? is it okay to ask someone at the

cl cl clemens explains. >> thomas was enjoying a summer, but that changed with an e-mail from out of the blue. >> i'm in disbelief kind of but it happened to me. >> what was happening began over a year before. thomas was on an annual fishing vacation with his family off the coast of central oregon when he found this odd shaped bottle. he was inspired to scribble a note, slip it inside and toss it into the sea. the bottle began a 2,000 mile journey, riding the ocean currents from winchester bay to the shores of hawaii's big island. that's where 9-year-old trinity valesteros found it floating in a tide pool. her father helped her open it and together they read "my name is thomas and i live in oregon. i'm 10-year-old this week. i'm salmon fishing deep in the ocean. i would like to hear from you. please write back." trinity responded by e-mail.

>> fresh mussels go in there. >> these mussels they don't take very long. >> no, the best thing about this dish is you're looking at about three or four minutes from start to finish. >> okay. >> you can have time with your family, have time to enjoy the weather, time to do whatever you want. so they're in there heating up, a bit of white wine. >> white wine goes in not long after the mussels go in there. >> that's going to steam them up. you know they're cooked when they're open looking fresh and plump. that's a minute or two. the sauce. >> tell me about the sauce. >> this is easy, almost like a dump sauce, dump everything in the pot, bring it up to a boil. your kind of sauce. >> we like that a lot. the mussels are just about done. >> they're on their way. once they're open, beautiful. >> that looks so good. amazing.
