credit rating companies slams the u.s. over its downed politics. that caps a volatile day on wall street, ending the worst week in more than two years. kerry editor explains what this means for american consumers. >> reporter: standard and poor's made good on its warning. downgraded from aaa to a+. it could mean higher interest rates on everything from mortgages to credit cards. the down grade means u.s. treasures once seen as the safest investments in the world are now rated lower than bonds issued by countries including the u.k., germany or france. a treasury department source sells cbs news the decision to down grade is flawed. the news came after a wild ride on wall street.

the dow finished 61 points higher after a better than expected july jobs report. >> 117,000 jobs is nothing to pop champagne corks over. >> reporter: investors are also worried about debt problems in europe. leaders there have called an emergency meeting because italy and spain may need massive bailouts to avoid defaulting on their debts. president obama acknowledged these are tough times. >> we will get through any. things will get better. >> the will in washington to spend doesn't appear to be there. we have to find some kind of magic bullet. >> reporter: they hope the federal reserve board will take steps to jump start the economy when it meets next tuesday. >> the down grading of the united states credit rating is provoking reaction, but not surprise here in the bay area. >> there's nothing surprising here. the headline i read said standard and poor's blames the

republicans. i wouldn't have thought they'd blame anyone. >> economists estimate there's a 1 in 3 chance the country could slip back into a recession. s&p says another down grade is possible within a year to 18 months. 31 american service members were killed overnight in a helicopter crash in afghanistan. the death toll was announced by afghan president hameed karzai. the chopper apparently was shot down. the special operations troops on a chinook helicopter that went down in a volatile area near the capital kabul. seven afghan soldiers also died. the coast guard is on alert today looking for a missing boater from the bay area. 62-year-old krista krazno deafs deafski's family hasn't been able to reach him. coast guard vessels up and down

the state. other boaters are asked to look for him as well. a family vacation turned into a nightmare in philadelphia. a hit-and-run driver slammed into a 9-year-old boy, leaving a giant scheme. mission and new montgomery streets in the city. the driver of the toyota, 21-year-old andrew vargas was stopped in hayward and arrested. the victim, ryan white, is in critical condition. >> i just hope he's okay. such a nice family. hate to see anything bad happen to them. i hope they're already. >> reporter: were this big phillies fans? >> oh yeah, they were big phillies fans. >> doctors say white should make a full recovery. the suspect is charged with hit-and-run, driving under the influence and possession of an open container. honda is recalling about 1.5

million cars to reduce the possibility of damage to automatic transmissions. the recall affected ford cylinder accords made from 2005 to 2010. also included our crvs from 2007 to 2010 and elements from 2005 to 2008. the company wants to install updated software. it says otherwise there can be damage when a driver shifts too quickly, such as in mud or snow. a plane forced to make an emergency landing in long beach. the jet blue flight started in salt lake city with 152 people on board. the pilots reported break and fuel issues and ngyen had to circle over the ocean to burn off some of that fuel. fortunately, the plane made a perfect landing and no one was hurt. the plane is now being inspected. and amazing new video from a deadly twister in missouri. joplin residents are still

rebuilding homes and business from the may 22nd tornado. this surveillance video shows the destruction to the city's high school from all the angles. students will start classes at a mall on august 17th. ignition and liftoff of the atlas 5 with juno on a trek to jupiter. >> reporter: nasa's mission to jupiter underway. the solar powered robotic explorer named juno launched yesterday. hoping it will answer key questions about the formation of the solar system. they chose jupiter for exploration, because they believe it has material leftover from its creation 5 billion years ago. three lego figures are hitching a ride to jupiter. nasa added the lego likenesses onto the satellite. the trip should last five years.

ballet lovers in the south bay may have to wait until december to catch a performance. the ballet is facing budget problems, that means, for the first time in decades, it's unlikely the curtains will rise this fall. contract negotiations between ballet san jose and the dancer's union have also been on hold since june. living above a san francisco

hookah lounge has become a lot less smokey. allen martin takes a closer look at the debate between public culture and public health. >> three people are going to get laid off and we're going to lose another business. >> reporter: the dream hookah lounge is one of a dozen and a half establishments recent lead ordee d after they were found to be in violation of the city and states laws of indoor smoking. >> we're going to sell all our merchandise and give it up, i guess. >> people are being exposed to second hand smoke. >> reporter: the city says the law is pretty clear. a business can only allow indoor smoking if no food or beverages are consumed in the same space, even if brought in from the outside. and the business must be entirely owner-operated. the smoking lounge also has to be inside a commercial building. >> a loft hookah lounges are located in mixed use buildings.

contains permanent residents, apartment buildings or condos. these residents are being exposed to secondhand smoke. i get calls from people who are concerned about smoke caused from people with children, calls from pregnant ladies, calls from people with respiratory problems, even people with cancer. >> reporter: for many, smoking hookah is a tradition that some say is more popular than ever. >> 30 years ago, elderly people in the community would smoke hookah for like half an hour in the evening. in the last ten or fifteen years, it's become common in the younger generation. younger people are smoking hookah more. >> they're flocking to lounges to smoke tobacco flavored with fruit and molasses. >> smoking hookah, it's ethnic,

like traditions for the middle eastern. >> why not cigar bars? >> there's an exemption even in the local ordinance and there's an exemption in the state law. the local organization is to be in a commercial building, which means there are only businesses above them or they're the only business in the building. they applied for an exemption and those businesses were inspected. >> reporter: several hookah lounge owners are appealing to the city to let them reopen their businesses. if that doesn't work, some say they'll sue. allen martin, cbs 5. we are looking at a cold start to our weekend. cbs 5's roberta gonzalez explains when and where we can see sun in today's pinpoint forecast. >> well, good morning, everybody, very gray, drizzly

start to our weekend. the first weekend of august, temperatures for the most part, averaging slightly below normal. blame it on this right here. very deep marine layer. overnight about 2,000 feet deep. the clouds want to retreat back to the bay, towards the lunch hour, partial clearing. around the immediate sea shore, we're not going to see much clearing at all. temperatures will be aversely affected. here are the headlines for this saturday. starting out very gray, by the afternoon hours, we'll have the sunshine, bayside, to our inland areas to the north east and south. by the evening hours, the clouds begin to push back in around the san mateo area, as well as san bruno and work their way inland. overall, it looks like we have this area of low pressure, well to the north of the bay area. computer models want to eject it to the north and east. if it does so, we'll begin to see this high pressure begin to flex its muscles and see a little more warming. until then, the drizzle this

growing up in front of screens. smartphones, gaming devices, to the ever-present computer screen. our kids seem mesmerized by them. according to a recent kaiser family foundation study, kids as young as 8, spend on average, 7.5 hours per day consuming media. and kids in minority groups, african-americans, hispanics and asians are spending 4.5 hours more a day with media than other kids are. neither of these stats is surprising. in over the summer months, media use can easily increase beyond those levels. just as kids learn not to eat too much candy, they must learn how to manage their media diets. while it helps to start when your kids are young, it's never too late to set limits. teach your kids how to recognize when enough is enough. here are a few simple tips for that. first, set an example yourself. do you hand your kid a

smartphone in restaurants? keep the tv on during dinner? or check your e-mail or cell phone constantly? it'll be harder to teach your kids how to balance media usage and set proper limits, if they don't see you doing the same thing. you are their key role model. second, be very clear about limits. parents can help kids develop media self-control by working with them to create a clear schedule that incorporates all of the things they need to do in a day. make sure that homework, hobbies, playing outside and good learning games come first. you may want to schedule some basic down time. that's very important. many childhood development experts say it's good for kids to simply be idle and maybe even be bored. pure relaxation, those moments allow for introspection and the development of self-awareness and learning how to be alone and relaxed is critical. finally, as a parent, get involved with your kid's media

new skate park. east palo alto kids will soon be shredding the ramps at a brand new skate park. city officials broke ground for a 5,000 square foot skateboarding center in bell street park. work has already started and the park should be completed in about three weeks. funding for the project came from the city's hotel tax. professional skateboarder tony hawk also kicked in some money. in sports, the giants are still in first place, but just barely. they suffered a lopsided loss to the phillies last night, punctuated by a benches clearing brawl. >> reporter: we'll begin with

good news. arizona lost to the dodgers last night. the giants remain half a game up in the nl west. jonathan sanchez making his first start in over a month. giving up five runs and 4-and-2/3 innings, including two homers in the fourth. ramon ramirez drilled shane victorino with a fast ball. the flying hawaiian wasn't too happy. he starts towards the mound. both benches clear. victorino breaks through, hitting coach bam newland. the phillies win the game 2-2. 3-hit game for only the second time this season. the as pounded out, 14 hits. beat the as. the raiders signed former giants tight end kevin boss to a four-year deal. boss caught 16 touchdowns the last three seasons. tiger woods shot a 1/71 at the

report that showed employers added more jobs than expected, following thursday's drop of more than 500 points. the dow went every which way but sideways. in the end, it was up slightly. what does the credit down grade really mean? robert lyles looks into that. >> reporter: there was once a shot heard round the world, that's been co-opted to the financial shock waves surfaced to be felt around the world. if the markets close, standard and poor's made the historic announcement that the united states aaa rating must be downgraded to aa+. >> the first thing they could have done is raise the debt ceiling in a timely manner so much of this debate had been avoided to begin with. >> reporter: s&p crunched the numbers of the recently approved debt ceiling, tabulated the u.s. needs 4 trillion in savings.

the white house says it's mistaken math. on bay area streets-- >> nothing surprising here. the headline i read says standard and poor's is blaming the republicans. i wouldn't have thought they'd blame anyone. >> reporter: he may be surprised to hear the u.s. now has a credit rating lower than germany, united kingdom and canada. that's because investment experts expect the down grade to be extremely damaging. warning, pension funds that carry mandates of aaa rated holdings will be forced to several government issues and that could trigger a surge in yields as prices plummet. >> the knee jerk reaction is the absolute worst thing we could do. with that, we'll just start a fire. economists at wells fargo securities estimate there's a 1 in 3 chance the country could slip back into a recession. the federal reserve may take

steps to prop up the struggling u.s. economy when the board meets tuesday. s&p says another credit down grade is possible within a year to 18 months. just about the same time s&p downgraded the debt, corporate accountability, the government is focused too much on helping big businesses like the banks at the expense of poor americans. a family vacation has turned into a nightmare for a family from philadelphia. a hit-and-run driver slammed into a 9-year-old boy after leaving a giants game. it happened thursday night at mission and new montgomery streets in the city. the driver hit several other cars as he took off. the victim, ryan white, is in critical condition. the driver of the toyota, 21-year-old andrew vargas was stopped in hayward and arrested.

>> the suspect did flee the scene but was caught and detained. he was can over the legal limit at that point. >> reporter: the suspect is a recent graduate at california state university, east bay. he majored in political science and was president of the model un club. he's now charged with hit-and-run, driving under the influence and possession of an open container. the coast guard is on alert today looking for a missing boater from the bay area. 62-year-old christov krazn christov krazno jetski. other boaters are being asked to look out for the man. 31 american service members killed in a plane crash.

an official in washington says the chopper apparently was shot down. the special operations troops were on a snooki -- chinook helicopter. passengers had to use an emergency slide to get off an american airlines plane in chicago. this is cell phone video from outside the plane after the evacuation. none of the 220 people who were on board were seriously hurt. well, complaints from a man who couldn't get vegetarian meals while in jail has warren county reviewing its policy. dave mcdonald is a long time resident and business owner, milvaly. he was jailed recently on suspicion of controlled substances. the substances weren't illegal

ignition and liftoff of the atlas 5 with juno on a trek to jupiter. a planetary piece of the puzzle. nasa's mission on jupiter underway now. juno launched yesterday. scientists hoping it will answer some of the key questions about the formation of the solar system. they chose jupiter for exploration because they believe it holds material leftover from the sun's creation 5 billion years ago. three lego figures are hitching a ride to jupiter. nasa added the lego likenesses of galileo, jupiter and juno on the satellite. this week's jefferson award winner is a living example that big change is possible for people who have made bad choices in the past. as kate kelly reports, one south bay woman has worked hard to be a role model in a tough environment. >> what about you? what are you working on?

>> reporter: shirley lamar's life has come full circle. >> are you good at math? excellent. >> reporter: 22 years ago, she would have been wearing an orange jump suit at the jail, instead she comes to work here to help run an in custody recovery program, called choices. >> every day i walk through that door with this thing on here, i prove to them you don't have to be in orange. >> you want to tell me what you were worked up about last night. >> shirley said she did it all, drugs, crime, she left that environment of abuse behind when she turned her life around. >> don't lie, don't cheat, don't steal. it's on the wall downstairs. give a damn about somebody else. >> reporter: that's what she's teaching inmates in the choices program. based on the street formula, shirley started as a counselor

with choices 17 years ago. >> you guys are making things complicated for no reason. >> reporter: she helps run the program where county inmates receive counseling, mentoring and a healthy dose of shirley's tough love. >> you gotta walk away, shut up. i know the dark side and the light side. i show you both pieces and i demand that you pick the right side. >> reporter: i heard shelly before i saw shelly. this woman served time before shirley helped her pick the right side. >> she empowered me to know that change was possible. >> reporter: roslyn is just one of many success stories. >> we've seen some of the changes where we don't have this many revolving door inmates coming back, once they've been

two guys, dave and mitch, buddies since high school who magically trade lives. initially the film felt a little stupid because quite frankly it is. the change-up is also tragic, but is riddled with many, many laughs. the strong supporting cast make this a must-see film. the film works on so many levels. the change-up is a delightful, grass is always greener with something for the guys and gals. this film isn't for the kids. i do recommend it. next up: foodies, stand by your bed. the biggest food event in the bay area calendar is underway in san francisco. it's sf chefs 2011. the grand tasting event, all day today, saturday and tomorrow, sunday, in union square. among the highlights, an iron chef type cookoff.

college. >> okay, and this comes from really your personal experience and also your sister's who we happened to see on our own channel. tell me about that and her involvement. >> terry von is my sister. she actually founded the foundation back in 1997 when she became an actress. she wanted to remain connected to the community where we came from. hunters point here in san francisco, where we grew up. she wanted to do something that kept her connected to the youth here in our community and she started with just taking a group of girls out to dinner and from that, the foundation grew into a mentoring program where we provide life skills for teenaged girls and we expanded our program to boys also. >> it was focusing on houston, on teenaged girls, now you've decided to include teenage boys, why the mix now? >> people would always say to us "the boys also need something."

so we finally said, you know what, they're right. we wanted to start it in a way where we can really provide something unique, so we started with a group of foster boys in contra costa county where we provided life skills training for them to transition successfully out of the foster care system. >> you call them life skills workshops, tell me specifically what do they do? >> we do things like financial planning, career planning, violence presentation, mental health awareness, body image, i mean, it's just a range. we focus a lot on health and teenage obesity. all kinds of things to just make the kids develop into prosperous young men and women. >> so let's talk about next week's angel award. okay, so obviously there are still tickets available. >> absolutely. >> if any of us want to still participate and help, we can come. >> absolutely, tickets are available on our website.
