shutdown its mass transit system. homes are boarded up all over the police. store shelves are empty and hundreds of thousands of people are heading out of harm's way. as hurricane irene zeros about on the u.s. coast. people on the highways are trying to get out. karen brown is live in kill devil hills, north carolina, with more on the potential for the catastrophe. our dead. * nsert cracked >> reporter: well, it is really starting to pick up here thin outer banks. the rain is coming in behind me here off of the ocean. it is so strong, it stings when it hits you. they are having problems? land. they are under a tornado watch here in north carolina. one town believes that are tornado has already touched down. a roof of a car dealership ripped off. this is going to by a very long night. hurricane irene's outer bands are already whipping up the sea off of north carolina. the storm may linger over the

state for 12 to 14 hours. gugovernor perdue is saying that hurricane irene will weakening around sunrise. >> this is still a large and powerful storm. >> reporter: 180,000 people have fled dare county alone with good reason. some sections of the outer banks are only as wide as a couple of football field. hurricane irene could force a wall of water and split the outer banks in half. >> i refunded five nights. >> reporter: 82-year-old dylan's motel guests have fled, but he is going to stick it out. >> it happens, it happens. >> reporter: dippen is the kind of person that authorities worry about. >> we will not be able to get to her. >> reporter: hurricane irene is moving slower than normal. there is more time to wreak havoc. even on businesses like this one. fema teams are already in petition in a number of states after a group of red cros

volunteers were dispatched to north carolina on friday. they have medical backgrounds and will deployed to the area with the greatest need. >> we hope that somebody will be there for us. >> reporter: now, a matter of watching and waiting. karen brown, cbs news, north carolina. we have lightning and thunder. and again, the tornado watches, again a few miles inland. now, authorities are so concerned about the people who have stayed here. they have blackhawk helicopters at the ready. the search and rescue teams ready to move in when this storm moves out. in the next couple of hours we're going to see things kind of get down to the wire here. the biggest part of the storm will move in. reporting live in north carolina, karen brown, back to you. >> yeah. karenic back here in san fransisco, just curious, the people that you had, who, who

you talked to there, we have ignored the evacuation orders. we saw what happened in katrina. did you -- they give you a reason why they didn't want to go? >> you know, there is a couple of reasons. younger kids here sort of decided to stay, they thought they could handle it. there are people who have done this many, many times and business owners wanted to stay open to take care of the emergency crews and the fema folks and the insurance adjustors that will be coming in after the storm. they want this area to get back up and running as quickly as possible. many of them have stayed, but authorities are very, very concerned about them. one of the lifeguards here told me that he believes that 80% of the population did evacuate. that is a big deal here. most of the time they can

handle it. >> all right. karen brown in kill devil hills. get out of the rain. thanks. well, hurricane irene is not due in new york until sunday, but the evacuation there is already underway. this is how the big apple is preparing for the big storm. >> reporter: some of the first new yorkers to be evacuated were elderly patients at this coney island nursing home. told to pack a single bag and being loaded into a van. >> we don't want to get flooded out. >> i just pray to god everything works out. >> reporter: long time administrator, howard small has not seen a day like this in 39 years. >> this has never been acted or used in practice. >> reporter: five major hospitals were evacuationed. many patients headed to the 91 emergency facilities. evacuation centers and shelters open this afternoon. >> if you want to be safe.

now is the time. >> the mayor ordered the first evacuation of low lying areas in all five burrows. an estimated 250,000 people about to be displaced in places like coney island, brooklyn and queens. >> nobody is going to get fined and go to jail, but if you don't follow this, people might die. >> reporter: it is so serious, new yorkers known for their toughness are being shaken by hurricane irene's potential. stores running out of water, food, batteries. >> very nervous. a lot of work after this trying to get back. >> reporter: mayor bloomberg joked this might be a good time to visit the long-lost cousin overnight, but the fact is, this city is not fooling around in any way, shape or form. dozens of flights leaving so east coast airpo well, hurricane irene is causing travel headaches around the country. dozens of flights leaving sfo

for the east coast have been canceled. that has created long lines at the airport today. passengers who managed to get on flights are glad that they can get to their destinations early enough to prepare for the storm. >> pretty scary. i have gone through katrina and new york, one gloria, that was a long time ago. >> planning on staying inside and stay safe and warm. >> all five new york area airlines will be closed to arriving flights at noon tomorrow. airlines have been allowing passengers to change their tickets for free. their terrorized san jose for months. now, we have how long these guys they will be locked up. >> reporter: ken, members of the gang will be going to prison for the rest of their

lives. the crime spree was so extensive to read the list took an hour and a half. this has finally come to an end. >> it has been four years since his son was gunned down in cold blood. there has always been pain, now anger. >> they got life, but you wam addeath sentence? >> yes. because they're not -- they -- because -- they killed my son. >> reporter: back in 2005, a lock smith on this street in south san jose. gang members demanded his wife and phone, when he refused they shot him 12 times. this was the last of the crime spree. injuring eight people and left four dead. police cracked down and arrested a dozen gang members. after a trial that started at the beginning of the year.

four men were convicted and the rest made plea deals and got decades in prison. the da is hoping this clears the way. >> in order for there to be safe in communities for counselors and social workers to come in and try to keep kids getting involved in gangs. you sometimes need to remove gang members. >> she was 33 and left behind two daughters. sitting in the courtroom, his family felt no remorse for the gunman. >> it doesn't matter. >> reporter: do you forgive them? >> no. them? no. >> reporter: oftentimes it is the little details that makes your shake your head. when the robbers took his wallet they got $1. ken? >> all right. thank you, kit. so the two men behind the murder of an oakland journalist

will be spending their lives in prison. today, the judge sentenceed the leader of the bakery three life terms. a jersey found the men guilty for the shooting death of bailey in 2007. procedures will be in effecr the 49ersare going into game time this week with tough new rules. revised security procedures will be in effect for tomorrow night's game against the texans. linda spoke to fans. >> reporter: by the 2nd half of the 49ers and raiders game all of the action shifted to the fans. fistfights and drunken bromes inside and out of the stadium.

so, with this weekend' game, they are laying down the law, including no more tailgating. >> they are taking it away from the game. >> reporter: hank is saying that taking away the postgame parties is unacceptable. >> that's the best part of the whole thing. sitting out there watching the people leaving after a good game instead of going up the stairs, falling down. >> reporter: during last week's game, 77 people were ejected, compared to 20 in other games. two people were shot and a third fan beaten. so, new restrictions will include -- no loitering in the parking lot when the game starts. tickets will be revoked for unruly behavior. no alcohol sales after the 3rd quarter. management teams will roll through the stadiums and dui check points after the game. some fans want it rules. >> it is about time they have to come corporate something.

question, where is moammar gadhafi. bailey peterson reports from libya. >> reporter: in tripoli under pressure from the rebels. moammar gadhafi forces are retreating and scattering. the rebels now control most of the country. moammar gadhafi has the loyalty of tribal areas where he can hide, but rebels are reinforcing their attacks aided with british fighter jets. now, there is growing alarm about moammar gadhafi's weapon arsenals. 30,000 missiles that can down a commercial jet. sources have detected a fall in the missiles in arms market. suggesting that there is a lot of these out there, probably flowing out of libya and perhaps flowing into the hands of terrorist like al-qaeda. according to al-qaeda website, 600 people are among those set

free after rebels stormed the main tripoli prison. one thing working for moammar gadhafi is his propaganda machine. a satellite tv channel. today the aired what it claimed is a live report of aboring masses celebrating moammar gadhafi's greatness. in truth, rebels took the square in the city. people come here to celebrate, celebrate the end of moammar gadhafi. the end seems near, if not for moammar gadhafi himself, for his forces who are on the run everywhere. barry peterson, cbs news. all right. city, state and federal efforts to try to reduce crime in oakland. the police chief is saying that the u.s. attorney general is going to send special attorneys to the city. they will file heavier charges for gun offenses in oakland. that will be with help from more officers coming from the

state. then decreasing crime has to come from the community. >> the biggest part, we have to get this community involved. here in oakland, we have a lot of programs. as a city, not just as a police department, a council or a city, we're going to have to retool what we do and look at what is work and not working. >> crime is up across the bay area. the chief plans to say with the department for his three year contract, because this work is not done. two men fishing for crab had to be recued this afternoon. after their boat run into time prosecutorspeller problem. the boat left berkeley this morning and was stuck near the lighthouse. the net that there used to catch crab was tangled in the boat's propeller killing the engine. one man was able to jump into the rock. the second man had to be airlifted off of the boat.

he was taken to the hospital and treated for hypothermia. it is foggy outside in san francisco tonight. lawrence -- pea soup out there. >> yes. very thick in the bay area. i best the east coast folks would love to have that problem, but they got this guy. this is hurricane irene, it is whipping up trouble on the eastern seaboard, it is a category 2 and expected to weaken to a category 1 before making landfall, but this is enormans storm. we're talking about hurricane force winds extending 90 miles outward from the eye. tropical storm winds 300 miles. so, this is like a buzz storm and the storm surge of 9 to 11 feet on the coastline in north carolina. the rainfall, 8 to 10 inches. there will be widespread flooding as well. all right. back to the west coast. we're looking at patchy fog and

very thick right now. drizzle around the bay area this evening, but a brighter day on the way. tomorrow, mostly sunny. the temperatures up into the 80s and 90s as we head in towards the interior valleys. lots of sunshine is coming our way as high pressure building in overhead out of the desert southwest. it is bringing in tropical moisture. we're looking good. mostly sunny on the way. here we go. talking about great weather for tomorrow. lots of sunshine. temperatures heating up, 80s and 90s inland and 70s in the bay and 60s on the coast and nicer on sunday with a weak offshore wind. then after that, here comes that fog again. racing in on the coastline. on monday we start to cool things down. below normal as we head towards next week. >> but we have the weekend. >> yes. a nice weekend indeed.

east bay thieve well, it turns some of your cars pollutants into harmless exhaust. it is a hot item among east bay thieves these days. there are have been several threats of catalytic convicteds. form returners and trucks have bun hit the hardest. those vehicles are higher off of the ground, giving thieves access. today, a car dealership offered help. concord toyota will install free hardware on the vehicles. >> we're trying to make it a little tougher. they cannot just unbolt them, they have to cut them off. make more noise and be there longer. we want to mark them in?
