your realtime captioner is linda marie macdonald. breaking news. an explosion blows a house off its foundation. what investigators are looking for right now. >> and san francisco police officers injured in a bad crash overnight. rescuers using the "jaws of life." we have a live report on their conditions. good morning, everyone. it is tuesday, it is the 1st day of november. i'm frank mallicoat. >> i'm grace lee. it is 4:30. and we begin this morning with breaking news from the east bay. an explosion so strong, it blew the house off its foundation. it happened just about 2 hours ago. anser hassan reports from

richmond. investigators are still trying to determine what happened. let's give you a look at this hours. there was a minor explosion. at first, they thought it was natural gas. but there was one person with minor burns. there may have been three people who lived in the house. the area hasn't been evacuated but as you can tell a massive explosion. the front windows are blowing out. you can see the destruction. the blinds are on the street. we're trying to get information from pg&e. no reports of serious injury but there has been one person with minor burns. we'll have the latest coming up the rest of the morning. >> can you tell us how many people were inside the house? and it's amazing there are just

minor injuries. >> reporter: yeah, absolutely. looking at the destruction, it's pretty bad. we were told there may be 3 to 4 people inside the house but only one with minor burns. we'll get more information. >> anser, i know you just got on scene but do you have any idea if this affects the house around the with the explosion? > >> reporter: there are no other neighbors on the street so it looks like it's confined to one area and no evacuations in place at this time. >> thank you, anser hassan live in richmond. several san francisco police officers are in the hospital this morning after they crashed in the mission district. kristy seifkin reports. >> reporter: a car has crashed

into a power pole or a light post here. this is an unmarked police vehicle that around 1:30 crashed apparently on the southbound eastern side of potrero so obviously the opposite side of the street from where that car should be. the tow truck is moving away. a door had fallen off the vehicle and was being picked up by officers when we arrived on the scene. investigators are on scene this morning. bob melrose from kcbs was able to speak with an officer earlier, who confirmed that there were three officers in the vehicle, plainclothes officers. initially we thought one of the officers may have sustained serious injuries and the other two more minor injuries. we have been updated that all three will be fine. they are at sf general now. the car was totaled and there is a large crime scene set up taped off just north of 19th

street and then a little bit south of 19th street as well on potrero so once we get a chance to talk to an officer, we'll share details as soon as we can. oakland city hall is getting extra patrols from the police department as well as private security. officials are concerned about protestors at today's city council meeting. the "occupy oakland" forces are calling for a general strike in oakland tomorrow. the goal, to shut down banks and the port of oakland. some city workers are expected to participate as well as some school district employees. >> "occupy oakland" called for all banks and corporations to close for the day of the general strike or demonstrators will march on them. >> i think it's a major mistake. strike for what? >> and police attacks on a communities to defend our schools and libraries against closures and against this economic system. >> the police department will

be fully staffed with scheduled days off being cancelled. >> oakland mayor jean quan says the last thing they need is an expensive recall campaign. that's her first response to a recall effort against him. the people behind her say quan is ignoring public safety as oakland's most pressing issue. the next step is gathering signatures to put it on the ballot. the san francisco sheriff's department says that it is not likely that one of its deputies caused the injury to a former marine in oakland last week. occupy activists used video to identify three san francisco deputies they say were involved in the scott olsen injury. "the examiner" says only two deputies carried projectiles in oakland and neither fired theirs. san francisco supervisors are expected to go on record today as supporting the "occupy" protestors. the supervisors committee approved a resolution yesterday to express support. it asked that no force be used

to remove protestors. things are fresher at the "occupy sf" encampment. portable toilets there were overflowing and unusable until a crew arrived yesterday to clean the plaza. no word who paid for the service. the portable toilets were given to the protestors by private donors. >> a big thank you to whoever did that, man. >> they're all saying hal leah for that. i think everybody is. >> well, i guess today is the beginning of the end of some nice weather. >> it's the beginning of the end? >> i wouldn't go that way. >> that depresses lawrence. >> we have already heard prediction like that earlier this year, frank. >> nostradamus! it looks like temperatures not bad. numbers in the 50s, although already 62 in fairfield, 55 in san jose and 54 in pacifica. by the afternoon, we are enjoying some gorgeous weather and yes, folks, this is probably the last day we'll see numbers like this in a while. 70s and 80s inland, maybe 60s and 70s at the coast and plenty of 70s inside the bay. tomorrow another nice one. by thursday, can you believe it, some rain makes a return. things unsettled into the weekend. chance of more showers, another storm moving in saturday night into sunday. that's a look at weather. let's check on traffic with elizabeth. >> we are going out to mount hamilton. word of a new situation a problem spot where they have gone ahead and issued a traffic alert. they are about 13 miles east of san jose in mount hamilton, highway 130 there closer towards alum rock avenue word that all lanes are blocked. there is a big rig that ran

down an em bankment. hopefully we'll have live pictures this morning. also, coming into san francisco, we have been dealing with this situation. car versus light pole. this happened before 4:40 this morning, westbound 80 before fifth street. there may be activity. at one point it was blocking lanes. chp has been on scene for a while with that one. we are not hearing of any serious injuries. elsewhere roadwork to contend with 880 between 237 and dixon landing road. various lanes blocked for at least another 20 minutes or so. that is traffic. back to you. a surgical team at palo alto will begin a difficult and risky process today trying to give normal lives to a set of conjoined twins. angelina and angelica were born in the philippines but they have been living in san jose. the two-year-olds are attached at the chest and abdomen. the procedure is expected to

home on ohio avenue at the time of the explosion. one of them was taken to the hospital. investigators say that there was an explosion at 2:21 this morning but no fire. they don't think it was caused by natural gas and they don't think it was drug-related. we'll have a full report coming up. the california high-speed rail authority will announce a new estimate, this morning, for linking the bay area with southern california. and it's high. it's expected to be $98.5 billion. that's up from $43 billion. but once built it won't require public operating subsidies. opponents will say california can't afford it. the governor and legislature have to approve it. last month's test failure wasn't the first time there was a problem with a pg&e gas pipeline near bakersfield. "san francisco chronicle" reporting pg&e knew that line ruptured almost four decades ago all because of problems with a seam weld. the newspaper says despite

that, pg&e had been relying on inspections methods which was not capable of finding that kind of problem. solyndra is auctioning off its surplus assets this week. starting tomorrow, buyers can bid on things like the bankrupt company's office microwave, artwork or heavy equipment. since the company is still up for sale, its facility and major manufacturing equipment won't be auctioned off. the auction will end thursday at 5 p.m. public nudity would be restricted in san francisco under legislation being considered today by the board of supervisors. the proposal would outlaw nudity in restaurants and would also prohibit sitting on benches or other public seating without first laying down some sort of cloth or towel. supervisor scott weiner introduced the law last month after complaints about unsanitary behavior in the castro district. and michael jackson's doctor has a deadline this morning to make a decision. dr. murray told the judge in

his involuntary manslaughter that he was not yet decided whether he was going to testify. the judge gave him until 8:30 this morning to make up his mind. meanwhile the prosecution got a defense witness to admit murray should have called for help sooner. >> as i said earlier, i think he should have called 911 sooner. i do not, however, think it would have made any difference in the outcome of this case. >> today could be the final day of testimony in dr. murray's trial. it is 4:46 now. the federal reserve begins a two-day meeting today to discuss the direction of interest rates. fed chair ben bernanke will hold his quarterly news conference at the conclusion of the meeting. most people believe the interest rates will remain unchanged. global markets are lower on renewed worry about europe's debt crisis. greece is calling an referendum on last week's new bailout package for the country.

most of that toward santa cruz. otherwise clear skies inside the bay and spots inland. enjoy it while we have it. 70s and low 80s inland but breezy in the hills as we'll see gusty winds. already seeing that this morning. some winds over 30 miles per hour. still, skies mostly clear. that you have patchy fog down toward the santa cruz area and that's about it. and then looks like high pressure building in overhead for today and lookses like tomorrow but then things begin to change so today probably the warmest day of the week. tomorrow slightly cooler but still a nice day. winds are going to be blowing especially above 1,000 feet so red flag warnings until tomorrow morning as fire danger runs high as high as 40 miles an hour winds. a fantastic day ahead weather- wise, up to 80 in campbell, 78 redwood city, 75 in hayward, 70 and low 80s inland valleys for today and as you make your way

inside the bay plenty of sunshine even about 70 out toward daly city. wouldn't be that something? gorgeous weather. enjoy it. thursday we're talking rain. partly cloudy into friday, lingering showers. another storm moves in late saturday night and into sunday, elizabeth. looks like we're snapping back toward more of a winter like pattern. >> all right. thank you, lawrence. let's take out towards san francisco. we're following this developing story in the mission district. this is a crash where three police officers were hurt overnight. their patrol car crashed into a light pole. this is right there at potrero and 19th. 9th is closed in both directions. they have completely blocked off the area. that patrol car had major damage as well as the officers. three people were transported to the hospital. non-life-threatening injuries but this happened around 1:45 this morning. the investigation continues. the area is still blocked off and we still don't have an estimated time when they will

get streets reopened. in the meantime we're also following a situation in mount hamilton 13 miles east of san jose where a big rig ran off the road down the embankment. bridges are fine on the bay bridge. no issues into san francisco. we had an earlier problem on the skyway westbound 80 approaching fifth avenue. that's now cleared. that was where another car hit a power pole in the area, a light pole in the area. overnight roadwork possibly blocking lanes until 5:00 when caltrans told us only one lane was getting by on 880 between dixon landing and 237. so through milpitas. roadwork should be clearing

shortly. southbound traffic by the coliseum is okay, overnight roadwork in lanes on northbound 880 between 980 and fruitvale. mass transit is on time. that's your traffic, back to you. thank you. stanford university researchers have published a new study on breast cancer. they say there is no increased cancer risk for a woman even if she is closely related to a woman with a genetic mutation that's link to the disease. now, this research conflicts with another study done four years ago. a massive trick or treat candy haul can leave parents dreading the impact on children's health but there are some things you can do. a dentist says keep in mind anything that gets stuck between your teeth is going to cause decay and hard candies
