[ grace laughing uncontrollably ] the winds have not kicked up just yet so we are seeing very thick fog around the bay

area. a lot of places reporting visibility around a quarter mile or less in spots. traveling this morning, be careful. fog is thick early on but it won't be long and then the winds are going to be picking up. the dense fog advisory continuing until 9:00 this morning. winds are going to be whipping up. some of the winds over the mountaintops over 55 miles per hour gusting very strongly so watch out for that today. it is going to blow very strongly over the mountaintops down below it will be a blustery day but nothing like places above 1,000 feet. elizabeth? >> once again, the fog just covering all our traffic cameras. this is a live look at the bay bridge toll plaza. for a third day now you have to be extra careful on the roads. once again we have fog advisories in effect for bridges especially bad on 280 as well and on highway 24 through portions of walnut creek and lafayette. so we'll show you where it's the thickest coming up in just a little bit. >> all right. thank you. it is 4:31 now. a massive tribute for a beloved father, a husband and a

basketball coach. >> this morning, officers around the state are going to be gathering they are going to say good-bye it officer jim capoot. -- to officer jim capoot. gil diaz reports. >> reporter: funeral services beginning this morning at 11 a.m. at corbett high school. the chairs are bought out, a podium set up. a big turnout especially among law enforcement officers. officer capoot was with the vallejo police department since 1993. prior to that, he was with the california highway patrol and he is also a marine veteran. after his death a growing memorial outside the police department's lobby, residents stopping by to bring flowers, note cards and prayers. he also coached girls basketball at vallejo high school. the man behind the killing,

henry smith, from fairfield. he pled not guilty to a slew of charges including capital murder and murder against a peace officer. if he was found guilty he may get the death penalty. his next court appearance is tomorrow. the shooting happened on november 17 along janice street. officer capoot cast chasing him by car. police say smith robbed a nearby bank of america chase. after that chase he got out of the car and a foot chase ensued. officer capoot chased after him and allegedly the defendant shot him. funeral services are planned this afternoon in danville for marine lance corporal joshua corral. the 19-year-old was killed in afghanistan november 18. thousands lined the streets of danville monday when his body

was returned home. his funeral begins at 12:30 at east bay fellowship church. the reward is now up to $35,000 to find the gunman who shot a toddler and six other people in west oakland monday evening in the park lot of a liquor store on willow street. a rap video had just finished taping. police aren't ruling out gang involvement and say the investigation is tough because some victims have not been cooperative. >> we know for a fact that there are a lot of witnesses who saw what happened and we are asking the public to help us identify who did this. >> no one has been arrested but police say they have identified some persons of interest. 23-month-old hiram lawrence, jr., in the meantime is in grave condition at children's hospital oakland with a gunshot wound to the head. still, family members have some hope saying that the boy is able to squeeze their fingers and kick his legs. 4:34 now. a developing story in l.a. police have moved in and shut

down the occupy los angeles encampment arresting more than 200 protestors overnight. the scene at l.a. city hall still chaotic as several protestors refused to leave. these are live pictures from southern california. close to 50 officers raided the campsite just a few hours ago. some fired rubber bullets and other officers arrested protestors who had ignored the eviction order. now, the mayor had served the "occupy" demonstrators with eviction notices just last week. today might be moving day for at least some of the "occupy sf" campers. the group's general assembly last night rejecting the city's offer to relocate it a vacant building in the -- to a vacant building in the mission district. a spokesman says some protestors plan to make the move anyway. they could leave justin herman plaza as early as as this morning when city trucks will be available to help them out. >> to me it's not a movement from justin herman plaza. it is a growth, an outgrowth of

what we're all about. >> "occupiers" who do move would have to sign a contract and add their a list of conditions at school. they include keeping the place clean and alcohol-free. minors will not be allowed in that camp. neither will stoves and protestors would have to leave by the end of june. the good news is the fog is leaving, the bad news is those gusty winds are coming in. strong winds are head our way today. it's expected to last through tomorrow ahead of any potential power outages, though, pg&e trimming trees with dangling branches. eucalyptus trees are begin special attention since they can start fires when their oil drips on the lines. gusty winds could mean more travel headaches. bay area airports are already experiencing delays because of the fog. flights out of sfo heading back east have been experiencing more than two-hour delays. arrivals are delayed by 70 minutes. runaway traffic could slow -- runway traffic could slow down

even more if the conditions persist. from you traveling, check your airlines -- if you are traveling, check your airlines. >> strong winds may blow out the fog. >> they can't coexist. you can't have both strong winds and tule fog together. it doesn't happen. we are seeing the fog all around the bay area. dense fog advisories in effect until 9:00 in the morning. some visibilities less than a quarter mile. that will begin to lift as the winds start to pick up especially over the mountaintops. high winds through the santa cruz mountains strong gusty winds. wind advisories in the valleys but the winds in the mountains going to be amazing. those winds blowing to 40 miles per hour sustained, gusts over 50, maybe some of the gusts over some of the higher peaks as high as 70 miles per hour. down below just a very breezy day, gusts up to 50 miles an hour, along the coastline or some of the mountain gaps. right now we are look be at

temperatures in the 30s and 40s. a lot of fog around the bay area again. by the afternoon, highs going to be a little milder mainly into the 60s outside. that's a look at weather. let's check on traffic now with elizabeth. >> thank you, lawrence. winds for the evening commute and we have, yeah, once again fog for the morning commute. let's go out live to san jose. we sent a photographer down to 101 near mckee. you can see how thick it is as cars drive past him. northbound and southbound 101 is getting by okay but this is the day when again you want to reduce your drive time and your drive speeds. so it is going to take you probably a little longer to get wherever it is you're going. i'd love to show you more traffic cameras but it's difficult to see all of them. this is actually a live look at the san mateo bridge. you can better make out the caltrans warning sign showing you the heavy fog advisory all across the span. should be about a 13 or 14- minute drive time on westbound 92. it looks like that drive time is up dating. same thing for the eastbound commute. once again you can't see our

milpitas camera very well. 880/237 a live look. they are doing roadwork on the lower deck of the bay bridge on the decline. watch out for fog. third straight day for our morning commute. that's traffic. back to you. >> okay, elizabeth. thanks. 4:39 now. two dozen cal students and community members are taking their claims of police brutality to court. they filed a 41-page complaint at u.s. district court yesterday alleging uc police officers used excessive force beating demonstrators during an "occupy cal" protest a few weeks back. attorneys accused the police of inciting the violence. the suit also asks that charges be dropped against protestors and calls for uc-berkeley's chancellor it resign. -- to resign. closing arguments are expected to wrap today here in san francisco in a civil suit against the bart police department. former bart officer johannes mehserle testified that the plaintiff kenneth carruthers of

oakland was about to attack another fellow officer some three years ago. carruthers admits he exchanged words with the officers but claims he was walking away when he was grabbed from behind, kicked and pickupched. the -- and punched. the judge gave dr. conrad murray 4 years in jail for involuntary manslaughter. murray will probably only serve half of that because of overcrowding in california prisons but he didn't get off easy. the judge scolded murray for almost half hour accusing him of tape recording a drug of michael jackson to blackmail him later. >> that tape recording was dr. murray's insurance policy. he engaged in this money-for- medicine madness that is simply not going to be tolerated. >> members of jackson's family did not speak in court. their attorney read a statement asking the judge to impose the

house may be nearing an end. but epublican welcome back. 4:43. there are growing signs that herman cain's run for the white house may be nearing an end. but for now the republican businessman plans to continue making appearances while reassessing the viability of his campaign. cain has been dealing with sexual harassment allegations from four women and most recently one woman's claim that he had a 13-year extramarital

affair with her. cain says all the claims are false. the campaign source told cnn a decision could come within a few days based heavily on whether cain's campaign funds dry up. another presidential hopeful governor rick perry experienced another verbal mishap on the campaign trail at saint anselm college in new hampshire. >> those of how are -- will be 21 by november 12, i ask for your support and your vote. those of how won't be, just work hard. >> not 21. the minimum age for voting in the u.s. hasn't been 21 since 1971. that's when the 26th amendment lowered the limit to 18. the texas republican's campaign says he simply misspoke. perry also got the november 12 date wrong. the general election is actually november 6. >> someone has to help that guy out a little bit, huh? someone has apparently made off with donations of toys and food collected by the oakland community center in the east

bay. the nonprofit says the items were for 300 needy families here in the bay area including close to 900 children. the donations discovered stolen yesterday afternoon from the almond grove elementary school just the toys alone worth over $4,000. and mcdonald's restaurants have come up with a new way to get around san francisco's healthy meals initiative that takes effect tomorrow. the "chronicle" reports that they plan to charge 10 cents extra for the toys that are normally free with the happy meal. now, the new initiative says no free toys with meals that don't meet the city's nutritional standards, the money from selling the toys will help build a new ronald mcdonald house. so that's a good thing. facebook has settled with the feds over its charges that it deceived customers. >> that's right from. now on the palo alto-based company will have to get approval from its users before it changes how it shares data. they were accused of sharing information that it initially promised to keep quiet. the next frontier in

pictures from downtown l-a: police have moved in and shut down the occupy los angeles encampment arresting more than 200 protestors. the scene at the l-a city hall is still chaotic the occupy los angeles movement was shut down.

you can see dozens of "occupiers" lingering on the lawn there. apparently they have linked arms and refuse to leave. it's been chaotic through the morning. close to 500 officers raid the camp. they arrested 200 people. the mayor served the "occupy" demonstrators with eviction notices last week. in the meantime norway is closing its embassy in iran because of security concerns after protestors stormed the british embassy there. protestors in tehran set fire to a british embassy vehicle yesterday. they also pelted buildings with gasoline bombs. the demonstration apparently began as a state-approved show of anger over western sanctions against iran for its nuclear program. vice president joe biden is in iraq today. it's a previously unannounced visit to baghdad ahead of the pullout of american troops before the end of the year. the vice president is meeting with iraqi prime minister nouri

al-maliki who said it's designed to promote future cooperation. followers secretary of state hillary clinton is in the southeast asian nation of myanmar also known as burma. clinton wanted to see for herself how new civilian lead leaders are ending military rule and how they are ending nuclear ties with north korea. there is a new review for high-speed rail in california. "mercury news" reports california's top analyst says it is, quote, highly uncertain that the full project will ever be built. the current plan is to spend $6 billion in state and federal money to begin the system in the san joaquin valley. the analysts office says the money would be better spent elsewhere. and there is life at the end of the caldecott tunnel. the east and west side of the tunnels met and broke through yesterday afternoon. it marks the end of excavation

on the top part of the four bore. cool stuff. >> if you ever commute at the wrong hours from orinda into berkeley -- >> big problem. >> -- you are clapping right now the. they have to open one tunnel for eastbound and then they do it westbound and it gets all clogged up. so that will be quite a sight when that thing is done. big problem today weather- wise is wind. >> what's going on? >> got those winds kicking up. they haven't kicked in yet so we are still seeing dense fog around the bay area this morning and looks like that will stick around in the morning hours but as the wind kicks up the fog will blow out of town. many places reporting visibilities down a quarter mile. this is your golden gate bridge, foggy right now. livermore reporting some clear skies at this hour. a foggy start for most around the bay area and chilly temperatures mainly into the 30s and 40s outside right now. as we head in toward the afternoon, the fog will be long gone. winds will be howling especially over the mountaintops. very gusty winds expected there. sunny conditions though all

around the bay area. but even some pretty blustery winds down below. we have high pressure trying to build in here. we have an area of low pressure to the east and you can see some of that dense tule fog into the central valley here beginning to mix out and winds begin to pick up. this low passing to the east of us, you have high pressure building in behind it. really the difference in between the two is to crank up the winds outside and it is going to blow over the mountains especially toward tonight and into tomorrow morning. likely going to see some power outages and trees coming down around the bay area. all right. computer models picking up on some of the tule fog early on today. that should begin to break up as the wind kicks in, mixing out the low clouds and fog. so we'll get rid of the fog for a couple of days but the wind is going to be a real issue. temperatures by the afternoon planning on about 65 degrees in san jose. 64 in san francisco. about 61 in pacifica and 63 degrees in concord. next couple of days those winds will blow i think especially overnight tonight. we'll see the strongest winds as the system moves through.

then by friday they begin to settle down and over the weekend looks like it will be much improved. looks like it's probably going to stay dry now, elizabeth, for at least the next five to seven days. how about that? >> excellent. between the fog and the wind, yeah, we have had numerous issues on the road all over the bay area. and we are just getting word of this accident now. not sure if it's fog-related but likely not helping matters. southbound highway 85 in san jose approaching blossom hill road, car went off the roadway into a ditch. and so it doesn't look like any lanes are blocked, but chp is out there and really there is fog all over the south bay. we cannot see our traffic camera very well at all at that 280/880 interchange. in fact, we have seen a couple of accidents, including one southbound 101 as you approach the waldo tunnel heading through marin. apparently, traffic alert was just cancelled. that accident is now cleared to the right shoulder. but obviously, it is still slow and very foggy in a lot of spots. fog advisories once again third straight morning fog advisories in effect at all of our bridges including here at the bay bridge toll plaza. so far no delays, no metering

lights, they are doing some roadwork this morning on the lower deck of the bridge. so watch out for that. westbound 80 you will find fog all the way across the span on the oakland and the san francisco side. now, let's see where this is. it's hard for me to even tell. san mateo bridge you can see that they have their caltrans warning signs up but it is very difficult to see traffic this morning to make out a few taillights. this is westbound 92. our camera is near the toll plaza. and once again your drive time is up dating. it's still about 13 minutes out of hayward towards 101 in foster city. give yourself some extra time. mass transit is a nice option. bart, ace, muni and caltrain and your ferries are all on time. remember kcbs once you do hit the roads. they're our radio partners. and you can find them at 740-am and 106.9-fm. that's traffic. back to you.

>> thank you. 4:54 now. this morning, in healthwatch, one in five people with hiv does not know they are infected according to a new government report. the centers for disease control say among patients aware they are infected only half receive ongoing medical care and treatment. more than a million americans have hiv. experts say better testing and access to care are essential to slowing down that epidemic. it's cheaper today to lower your cholesterol. a generic form of lipitor is available today because the pfizer patent expired. lipitor is the top-selling drug in the united states in controlling cholesterol. it's one of several popular drugs for which generics will be available by the end of next year. the golden state warriors and other nba teams can start talking with players' agents this morning now that there is a tentative contract agreement. there could be talks but they have to wait until december 9 to sign any contracts. tomorrow teams can open doors
