stepping outside. a few degrees warmer than yesterday at this time. gusting conditions. in fairfield gusts up to 30 miles per hour. going to shape up nicely into a sunday afternoon. details in a little bit. all right. thank you, tracy. let's head to traffic. here's a live look. not a lot of cars. so far so good. we'll keep you updated. back to you, guys. thanks, you guys. it is 4:31. more police will be patrolling oakland's crime hot spots. >> all thanks to a major federal grant. we are in oakland where the police academy reopened this morning. good morning, sharon. >> good morning, frank and elizabeth. this morning at 8:00, the oakland police academy set to open its doors on the fifth floor of the administration building. this is the first time that oakland is running a police academy since dozens of officers were laid off in july 2010. the money comes from a federal grant that allows oakland to put a total of 25 officers back

on the streets. ten of those officers come from the academy. their training was put on hold when the layoffs occurred. they'll be reassigned to the 100 block where 90% of the city's crime happens. they'll be patrolling around the middle schools in particular to get to know the kids and help them get to school safely. in addition, four former oakland police officers will get their jobs back, and there are 11 other officer openings that can new be filled. police chief howard jordan says there are 60 applications so far for those 11 openings. so frank, and elizabeth, a lot of people are interested in working as a police officer in oakland. good news for the city. >> yeah, it is good news. okay. sharon chen live for us in oakland. thanks. it is being called the flu. a big job in the number of employees calling in sick this year. according to the mercury news, the police chief says high stress levels might be the

reason for a lot of sick calls. there's been a 40% increase in sick time taken by employees this year as compared to last. sick time is up 81% from just four years ago. six-figure pensions will be top on the agenda in san jose this week. the city council will tackle the heated topic of pension reform. a new analysis by the mercury news find a third of san jose's retired police officers and firefighters collect a hundred thousand dollars a year from the city, and more city workers are retiring early. so on tuesday, the city council will try to come up with a measure for the june ballot to cut costs. >> no doubt that over the past 10 years, we've seen not only an increase in the pension benefit, but increases in salaries, and the two of those have combined to create larger and larger pension benefits for our employees. >> city leaders say it is a pressing issue because of san jose's budget deficit; but union leaders say they've been shut out of discussions and are

warning about potential lawsuits. 4:33 now. this morning, governor brown will release details of a plan to raise taxes ahead of next year's budget deficit. voters could weigh in on a tax increase. also a hike on high-income earners, people making $250,000 a year or more. in addition helping balance the budget, much of the money would be dedicated to schools. snail mail is getting even slower. later this morning, the postal service will announce cuts to first-class service that will eliminate the chance for stamped letters to arrive the next day. a roughly 250 mailing processing centers all going to be closed as soon as march. they estimated $3 billion in reductions are all part of an effort by the postal department to cut costs rapidly to try to avoid bankruptcy. we're going to have a live report coming up at 5:00. iowa got plenty of visits this week from the presidential

hopefulfuls. their next debate on saturday. we are a month away from the first voting in the iowa caucuses. newt gingrich putting his ads on tv as you see there. the former house speaker gained the most when cane dropped out of the race over the weekend. other candidates say cane's departure is helping them. >> a lot of her man cane supporters have been calling our office, and they've been coming over to our side. >> if you look at every poll we've been moving up slowly. >> cane dropped out of the race due to the allegations of sexual harassment. on capitol hill today, senate democrats are expected to offer a new proposal to extend the payroll tax cut into the new year. the payroll tax cut for millions of americans expires at the end of the month. both democrats and republicans want to continue the cuts cuts, but can't agree on how to pay for it. a move to keep warm ends

with dozens of people arrested over the weekend. demonstrators build a 15-foot tall at the encampment yesterday. not a good move. they claimed the structure met specifications. police didn't see it that way. they warned protesters to take down the permitless makeshift shelter. when they didn't, officers on horse-back and foot moved on in. thirty-one people were arrested. >> some occupyers claiming this morning they were duped. they say their encampment in front of the courthouse was torn down while they were away. they say they were busy deoccupying a camp. >> we knew we were tied up with the building and surrendering it to the city. they knew our personnel were gone. they were over there dealing with that, and they swooped in and took the structures because they were undefended. >> police have cordoned off the area and are patrolling it to make sure the occupy crews do

worth of damage. i hope they have good insurance. >> painful to watch. weatherwise we are looking good. a cold start, but looks like a good week. kick it over to christy and find out what is going on. >> temperatures will be consistent throughout the week in that respect. close to seasonal. we enjoyed the nice temperatures in the 70s the end of last week, but we'll see more of what we should be seeing this time of year as we make our way later on into the week. as you're stepping outside this morning, clear for the most part. a little bit chilly if at the bay. we are seeing breezy conditions in the inland spots, gusts up to 30 miles per hour reported at travis air force base. temperatures in the 30s and 40s for the most part. gotten a few low 50 degree readings in spots warmer this morning. but this afternoon, the difference between temperatures will definitely narrower. in the low 60s throughout most of the bay. a lot of sunshine across the board as you can see here. the numbers, as they started to drop have brought us to where they should be for the beginning of december. high pressure in the picture

today. keeping us, at least for the next several days. we are going to continue to see breezy conditions today and into the evenings. going to see a similar pattern over the next couple of days. cold conditions because we're in the clear. we don't have the cloud cover to give us extra warmth. definitely want to keep a heads- up about that. we have advisories and warnings for frost and freezing in effect. we'll talk about that later on in the show today. but highs for today that you get to enjoy when the sun comes out. 64 mill pee das and fremont. hayward topping out at 59 today. a few degrees warmer in coopertino topping out at 62. in our far inland valleys, temperatures in the high 50s. we are breaking the 60-degree mark. in pleasant on the, concord 59, napa making it to 61 today. the north bay once again similar readings, seeing high 50s, some low 60s as well. santa rosa one of our warmer spots today. sausalito at 58.

the roadways. if planning on stiping the freeways, take mass transit. a good choice, twenty-one trains are on time. no delays to report. the rest of mass transit checking in problem-free. the train left two minutes ago. they're right on time as well as muni, cal trans. elsewhere as you hit the roadways, so far so good. lots of green on the sensors. the traffic is on time this morning. working to westbound 80. headed to the bridge all the way to the toll plaza, traffic free-flowing in both directions, and is a for, no word of construction on the lower and upper decks of the bridge. so things should be moving nicely through there. if headed through san francisco, traffic looking good in both directions along 101. now south 880 at first street. the off ramp was closed. they wrapped everything up ahead of schedule they were saying at least until 5:00. now looking good this morning. you can see some slight delays as you approach the southbound side of 880 as things wrap up through there, and caltrans picks up the last of the cones
