kick it over to elizabeth filling in for lawrence. chilly out there? >> it is cold out there. we got freeze warnings for much of the bay area. just about all the bay area we'll see a big swatch of red a freeze warning is in effect until 8 a.m. so all of the bay area except san francisco and the coast, temperatures in the 20s to mid- 30s. a lot of spots this morning waking up to below freezing especially in some of our inland valleys, our northern, eastern valleys. 24 degrees in napa. 21 out in fairfield. 23 in santa rosa. chilly temperatures. 37 in oakland. by later on this afternoon we're not going to warm up by much. temperatures are slightly below average for this time of the year. mostly what we saw yesterday hovering around the low 50s. 52 in san rafael. 53 in oakland. 54 your forecasted high in napa. so checking out the forecast over the next couple of days, we're staying dry today and then of course our big changes

come. so it looks like wednesday there will be a slight chance of rain, mostly putting those chances just north of the golden gate by the afternoon. but then check out thursday and friday. our best chances of rain are towards the end of the week thursday and friday. we could dry out saturday. best chance of rain sunday and into monday. this looks like a big rainmaker. frank, back to you. >> was that 21 in fairfield? >> i don't know. that was 30 seconds ago. >> it was, by the way. that is cold. [ laughter ] the freeze warning across the bay area has prompted people to take extra precautions. at a hardware store in pleasanton there's a run on pipe insulation. overs are covering plants with cloth tarps and sufficient. the national weather such. sales have been brisk for insulated dog houses and heated thermal kitty cabins. >> some people might think it's

a little excessive, but i find that there's a lot of them that still get cold, some with very little hair so in those cases it works out well for them. >> reporter: can you imagine leaving her outside? >> no, i wouldn't. no. i think even the really cold weather dogs would be pretty chilled if they are not used to it. >> so bring the pets inside. a freeze warning is in effect until 8 a.m. now to a developing story. explosions aboard that cruise ship that wrecked off the italian coast. italian naval divers set off the blasts today. [ explosion ] >> today's explosions opened four small holes in the hull to give divers a way to get in and search for the 29 missing passengers and crew. some of the survivors of the friday shipwreck want changes including a better prepared crew. >> we all made a pact that we would not go on a cruise until there are changes in what's going on with the cruise line.

there was no leadership. there was no direction. a lot of lives were lost because there was no help. things need to change. >> at least 6 people have died in the accident. investigators blame the captain, who will be in court today. they say he veered too close to shore and he denies that. some northern californians aboard that ship are happy to be home in the bay area. gil diaz is at sfo where they were welcomed home last night. i bet they're glad to be home, gil. good morning. >> reporter: hi, frank, good morning. yeah, talk about close calls. the roths were on that same cruise ship. the reason they were not part of the shipwreck is because they got off on the stop before the accident. jim roth and his wife arrived at sfo late last night. it was an ee emotional reunion with their son at the terminal. they are from houston 10 miles east of modesto. they took the cruise to

celebrate their 41st wedding anniversary. as we have been reporting the ship's captain has been arrested in this accident. jim roth had the chance to meet captain francesco schettino. he said he had a bad vibe about him. >> we actually met the captain several times. you know, the captain's table was right next to ours at our dinner seating and my first impression i even told my wife i says that captain there doesn't care about anybody but himself. just the whole air about him. you know? that's just a first impression. >> jim went on to say that nobody on that ship, whether it were the crewmembers or the passengers, were happy on that ship. he says very few announcements were in english. jim roth and his wife have taken several cruises. he says that by far, the costa concordia was the worst. back to you, frank. >> they just happened to get off on the stop before? or they were scheduled to get off?

>> reporter: i think they were scheduled to get off on that ship as part of their original itinerary. they didn't know -- who would have forecasted that the next stop would have been quite a tragedy for them. >> i guess so. good timing on their part. thank you, gil diaz live at sfo. a man who helped save his warship during world war ii will receive an award today. it will be presented to 95-year- old carl clark. he will get a navy and marine commendation medal. back this 1945, he was on the uss aaron ward when it was hit by six kamikaze planes. he put out fires and carried injured sailors to safety despite having a broken collarbone. today toll officials will talk about the planned closure of the bay bridge during presidents' day weekend. the span will be closed in the westbound direction. the entire upper deck will be closed to traffic for several days so crews can install a

detour near the toll plaza on the oakland side. the change will allow the new eastern span to open ahead of schedule in late 2013. oakland mayor jean quan and others will hold a news conference this morning for an update on 100 block initiative. the anticrime program began back in october. it's named after the 100 city blocks where the 0% of oakland shootings and homicides have taken place over the past several years. final vote will be held today on the number of dogs someone can walk here in san francisco. the limit would be 8 dogs. and the one person would also have to get a permit if he did that. if passed the measure would not go into effect until next january. this is the first day back to class for students at city college in san francisco since school officials announced someone had been hacking into the campus computer system for years. everyone is urged to change passwords and avoid making

purchases or doing banking on school computers. college officials are still trying to determine how much data was stolen. pg&e is assuring customers its new gas pipes are safer than the older ones. they are worried about the plastic pipes that are replacing older copper versions. they are worried the new pipes won't be strong enough. >> my thought was, you know, here in earthquake country plastic would be more brittle. >> the plastic piping that we're installing now is a very strong, very durable flexible pipe. so if there is an earthquake it will move with the earth instead of breaking, which is what a copper line would typically do. >> independent analysts have also confirmed that the plastic pipes are stronger than the copper. all metal distribution piping in the bay area is expected to be replaced by next year. as 49ers enjoy their big nfl play-off run, team officials are dealing with a thorn in their side regarding the plans for that new stadium down in santa clara.

santa clara place fair is a group that campaigned against the stadium ballot measure approved by voters two years ago. now "santa clara plays fair" started a petition drive hoping for its own ballot initiative. the group wants voters to decide on a stadium contract approved by the city council last month including about $850 million in city financed construction loans. >> the budget is shot to hell. >> to see them almost to the super bowl is totally awesome. and think about it. if they were here, think about all the extra people that would be here spending money here in santa clara. >> stadium supporters have been following the people gathering signatures urging voters not to sign that petition. yesterday was a holiday. today it's back to work for most everybody. let's check in with gianna and find out how traffic is going. >> thank you, frank. yeah, there's a couple things to look out for. no accidents, good news. but we have roadwork in effect as you work your way in some

now. yesterday, ed lee said he has no immediate plans to san francisco' mayor says sheriff ross mirkarimi will stay in office for now. yesterday ed lee said he had no plans to suspend the sheriff. am i correct america will be arraigned thursday -- mirkarimi will be arraigned thursday on domestic violence charges. his wife has used her twitter account to denounce domestic violence. "the examiner" reports eliana lopez we had to a message in spanish last month about and i crease in violence against women over the holidays. another tweet was against spanking children. mirkarimi is accused of violence against lopez on new year's eve. lawmakers returning to capitol hill today with a record low approval rating. a new "washington post" poll shows 84% of americans now disapprove of the job that congress is doing. the house gets back to work today while the senate reconvenes next week. their first objective is to figure out how to extend the

temporary tax break. now, the presidential election held today? we would have a new president. that's according to a new national survey. if mitt romney was the republican presidential nominee, 48% would vote for him. 47% supporting president obama. another spirited debate for the republicans. for the first time without jon huntsman who suspended his campaign and endorsed mitt romney yesterday in south carolina. as terrell brown reports, most of the debate's focus was on the front-runner. but i visit georgetown -- >> reporter: the gop pack is trying to stop mitt romney before it's too late. >> mitt, we need for you to release your income tax so the people of this country can see... [ applause and cheers ] >> -- how you made your money. >> reporter: at last night's debate they ganged up on the front runner slamming everything from his business background to his refusal to release his tax returns. >> what's happened in history is people have released them in about april of the coming year. that's probably what i'd do.

>> reporter: romney's record at equity firm bain capital came under attack again. >> there was a pat person in some companies, a handful of them, a pattern of leaving them were enormous debt. that is something he ought to answer. >> four of the companies that we invested in, they weren't businesses i ran, but we invested in, ended up today having some 120,000 jobs. >> reporter: romney is still dominant in south carolina. and across the country, a new poll out this morning shows most republicans believe he will clinch the gop nomination. >> you're exposing a voting record, i think that's quite proper. >> reporter: ron paul defended his use of negative ads while rick santorum and gingrich blasted romney supporters for using them. >> if i had something in the super pac that was supporting me that was inaccurate i would go out and say, stop it. >> reporter: romney insists he has no control over those groups. >> i can't call these people and direct them to do that as now because that would violate federal law. >> he apparently has no influence which makes you wonder how much influence he would have if were president. time soon. the gop continues its face-off again on thursday. terrell brown, cbs news, washington. >> that prior is saturday in south carolina -- that primary is saturday in south carolina. some of the internet's biggest websites will go dark tomorrow. wikileaks and others are protesting the stop online piracy act or better known as sopa. it would restrict access to sites that fuel it. if sopa passes, they would be able to get websites shut down. that could lead to americans losing access to thousands of sites all across the web. if you are interested in owning your own little piece of facebook, could you get your chance very soon -- you could get your chance very soon. this spring, multiple sources are hinting that the company could finally go public the third week of may. to do that, you know, facebook would have to fight proper paperwork with the sec in the

iraq war veteran, suspectedf stabbing welcome back. the orange county district attorney's office expected to file criminal charges today against an iraqi war veteran suspected of stabbing four homeless men to death. the 23-year-old is being held in isolation at central jail in santa ana for his own safety. ocampo's family said he returned from iraq a very different man when he was discharged in 2010. lindsay lohan back in court today in l.a. she will be giving a judge an update on how she is doing under strict probation requirements. lohan has been doing clean-up

work at a county morgue and also getting psychotherapy. she is on probation for two cases, drunk driving and theft. the 25-year-old actress must appear in court every month with an update. a snowshoer is being treated after being stranded for more than two days at mount rainier in washington. the 66-year-old man very lucky was leading a snowshoeing hike saturday when he fell down a slope. he told the others he would meet up with them at the park's visitors center but never made it. many expected the worst because of the amount of time and the winter conditions on mount rainier. rescuers found him yesterday, conscious, able to walk and should be okay the longest recorded winter dry spell in reno finally over. they got a little snow in the sierra. and in reno, as well. one inch fell. it's been 56 days since the area has seen any of the white stuff and if it were raining right now, we would have a little snow here in the bay

area. it is mighty cold. >> winter has finally come to northern california. we're waking up to really cold temperatures, some spots definitely at or below freezing. here's a live look at the transamerica building so definitely a clear cool start to our morning over san francisco and the bay area. here's checking some temperatures outside right now. mostly in the 30s, a few 40s and a lot of temperatures at or below freezing. check out santa rosa at 23 degrees. 31 in concord. so out the door, if you are heading out now, bring your jacket. we have a freeze warning in effect for all the bay area except for the san francisco and coast. especially inland, temperatures really dipping below freezing in a lot of spots. this afternoon, we're not warming up by much. temperatures are slightly below average for this time of year. mostly going to be in the lower 50s but we are going to see plenty of sunshine with those cooler temperatures. so high pressure remains in effect. it is keeping us dry today. but check out this low to the west of us bringing us some pretty big changes by as early

as tomorrow. yeah, the rain is returning. and it looks like it is sticking around through the weekend. today temperatures in the 50s. 52 in san rafael. 53 in oakland. 53 in fremont and 52 degrees in livermore. so yeah, we're all eagerly anticipating these big changes in our weather forecast. our first chance of rain comes wednesday afternoon. mainly north of the golden gate. so we're talking mostry northern counties but then check out thirst thursday and friday. the biggest areas of our biggest rainmaker thursday and friday and then the weekend looks unsettled. the next chance of rain is saturday night into sunday morning in time for football. this is the first big change in weather patterns that we have seen in a week. mass transit if you want to

avoid the freeways we did some roadwork out there. use mass transit 28 trains right now on time for bart so no delays there. south bay no problems. 280 northbound as you head through downtown san jose, looks very good this morning very light traffic conditions through that area. traffic conditions in the green means speeds above 40 miles per hour. so no delays along guadalupe parkway or one one. the bay bridge metering lights are off clear as you approach the toll plaza. know delays. roadwork scheduled. this roadwork is in effect until 5:00 this morning. they will hopefully wrap them up in the next five minutes. it gets under way at 7:00 until 2:00. various lanes blocked closed so expect delays later on.
