it is 4:30. we begin with the rainy weather out there. all over the bay area. >> sure is. that means the morning commute could be very messy. gil diaz is at the golden gate bridge to show us the conditions. >> reporter: there is a wind advisory here. it's calm right now here at the golden gate bridge. we could see gusts at least 45 miles an hour. but most of the gusts will be within the 20 to 35-mile-per- hour range. now, yesterday we got some video of some rain in the pacifica pier area. please be careful going to work and school this morning because the morning commute will be a challenge. don't be surprised if you see broken tree limbs or fallen teresa long the way. so please keep your eyes on the

road. the strongest winds expected along the coast and coastal hills. it's calm now. so plan ahead. hopefully now with better news is lawrence karnow. >> good morning. they have just dropped the wind advisory now. we are seeing some pockets of gusts in excess of 20 to 30 miles per hour but doesn't look like we're getting the real strong winds that we expected with the storm system. nonetheless showers outside now. hi-def doppler picking that up. you can see the activity and really heavier stuff off the coastline. some of that also making its way into the east bay now. you can see the storms sliding through so pockets of moderate to heavier amounts of rainfall sliding through the bay area right now near dublin and san ramon and into oakland. off the coast you can see there's still plenty more to come. we'll see this move across the bay area. throughout the morning we'll watch the system rolling through and then toward the afternoon, it looks like we'll get to the back side of the thing -- it's going to split somewhat towards southern

california. temperatures will be cooler outside mainly in the 50s. i think toward the next few days we get through the rain today. after this, we dry back out. skies part quite a bit and temperatures warm up into thursday and friday. partly cloudy, cooler over the weekend. but it is slick on the roads, huh, elizabeth? >> it is. we can see it in all of our traffic cameras. i just checked our chp logs that come in to let us know about the latest incidents. so far nothing major on accidents. it looks like drivers are right now looking good as far as the speed limit goes. but yes, it is very slick out there on pretty much all our bridges. now, only one has a wind advisory in effect. this is separate than the wind advisory from the national weather service. these are issued by chp and they issue them for specific freeways so there is one in effect issued over night for the dumbarton bridge so it is our only one in effect in both directions of highway 84. in the meantime here's one more live look at our "timesaver traffic" camera at the bay bridge toll plaza.

we usually see puddling there in the middle lanes so be careful. we'll be monitoring the commute for you all morning long. back to you guys. thank you. it is 4:34. the next ruling of california's proposition 8 comes out this morning. it will come from a three-judge panel in san francisco. they took the unusual step yesterday of telling us in advance that the ruling would indeed be announced today. they will decide whether to uphold the ruling 18 months ago, that's the ban on same-sex marriage is unconstitutional. >> either way that they decide there's a very strong chance that the loser will try to get what is called an embanc hearing on the circuit to hear the thing all over again. this morning's announcement includes a decision on whether the trial judge should have recused himself since he is gay. the case will ultimately be decided by the united states supreme court. now to a developing story.

stanford police are trying to figure out if two campus attacks are connected. police say that the first one happened sunday morning at 1:45. a woman was walking home on campus when a man tackled her. 15 minutes later police say that a man entered a female student's unlocked room and climbed into bed with her while she slept. she woke up when he tried to take her clothes off. she managed to get out of the room. anyone with information is urged to contact police. the santa clara county d.a.'s office says it will not file charges in connection with a girl being hit on the head at a sharks game. 16-year-old maggie herger wore her had sharks t-shirt at the canucks game last year. she said she was harassed and hit in the head when the sharks scored. they cannot positively identify the woman and cannot tell if it was intentional. a new protest group to denounce violence and vandalism

connected with the "occupy oakland" protests. the recent events and protestors clashed with police and vandalized city hall. now 40 people have defected from "occupy oakland" to form a group called stand for oakland. they are trying to support local business owners and others adversely affected by "occupy"-related trouble. >> i'm representing the businesspeople who are willing to create and build in our city, not destroy. >> yeah! >> some days i don't have any business. i have no customers. it has drastically affected my bottom line. business is very bad. >> this evening, the city council will consider a plan to increase enforcement of pro has- related laws. two bay area women who were abducted for hours in egypt are returning to the u.s. today. the two women were kidnapped on friday by armed bedouin tribesmen on the sinai peninsula. they let the americans go later that day and the women say they

were treated well. the kidnappers are seek the release of two comrades accused of drug dealing. today thousands of syrians cheered russian's foreign minister when he arrived for talks. throngs of people waved flags as the russian motorcade snaked along the seaside boulevard. this is two days after russian and china vetoed a u.n. resolution aimed at pressuring syria. opposition leaders say more than 100 people died in government shelling yesterday. a shelter for domestic violence victims wants to put up a billboard related to ross mirkarimi's case. [ non-english language ] is trying to raise $4,000 by thursday to get that sign up. it would be placed near san francisco hall of justice. "domestic violence is never a private matter." the day he was sworn in, sheriff mirkarimi says his domestic violence was a private

matter. the staff of an l.a. elementary school is being removed from duty. the superintendent placed everyone on leave after arrests last week two of teachers on lewd conduct charges. no other staff members are suspected of any wrongdoing but district officials say given the gravity of the situation at the school, they felt drastic action was needed. many of the staff will likely be reinstalled though. a stanford football player faces charges of driving under the influence. junior linebacker shane scove was arrested on campus sunday morning january 29. the stanford daily reports that he was taken to the santa clara county jail after his arrest near his residence. the coach says skov will be responsible to adhere to any legal responsibilities regard, the event along with internal ramifications which will be determined by the program. the case is being sent to the santa clara county d.a.'s office, as well.

two silicon valley teenagers will be hanging out with president obama today. a 17-year-old from mountain view is a member of the robotics team at san jose's bellarmine college prep and angela of monte vista high school found a way to use nanotechnology to eradicate cancer stem cells. amazing, right? that won her $100,000 check in a contest. they are among a select group of students to take part in today's white house sciencee fair. >> amazing. another setback for a green company backed by the obama administration. >> plus a campaign showdown today in three states. the new poll that shows one candidate emerging from the bottom of the pack. >> had to get ready for this. had to get my full sleep, preparing, practicing for this peyton was playing you the indianapolis guys. he helped out. >> that was nice of him. i appreciate that. >> good stuff. fresh off his big super bowl

year. president obama wants to spend more than half a billion dollars on alzheimer's research next year. the national institutes of health currently spends $450 million a year on the disease. today mr. obama plans to ask congress for an additional $80 million in 2013. this is part of the administration's strategy to combine research into treatments with steps to help affected families cope with the illness. today is the first multi- state contest in this presidential primary season. it could provide a little momentum and some bragging rights for at least one of the republican candidates. caucuses in colorado and minnesota will help determine a combined 70 delegates, but those delegates won't be award immediately. polls show that rick santorum, who struggled in recent

contests, could do well in both states. >> you have an opportunity in colorado to reset this race. >> ron paul hopes to do well there as well since he tends to perform better in caucus states. missouri will hold a nonbinding primary, essentially a popularity contest. if mitt romney can sweep all three states, it will elevate his front-runner status. newt gingrich is not expected to have a good day. he is not even on the ballot in missouri. california might be closer to agreeing on a foreclosure deal. more than 40 states have already signed on. the deal would force the five largest u.s. mortgage lenders to reduce loans for one million households. negotiators worked well into monday night to persuade more states to join the settlement. a few weeks ago state attorney general kamala harris called this proposal inadequate. >> no one really knows exactly all the terms of the settlement. but we and our allies have been supportive of the attorney general. >> reports say part of the deal

would give people whose homes are under water a 20% markdown on their loans. ben bernanke is expected to stick with low interest rates when he appears before congress today. an electric car maker that received $500 million in loan guarantees is cutting jobs. they agreed to jobs up to $528 million for two electric car projects including the fisker luxury sports car. they temporarily are delaying work at their delaware plant and laid off 28 people. they are working to renegotiate the agreement with the government. >> if you are into apps it could mean a new career for you. a new study finds the demand for apps has created 466,000 american jobs since 2007. a tech trade group says two- thirds of those jobs are with companies that make apps. one-third are with firms that hired help because of more

customers. the study is expecting the boom to continue, as well. san francisco may soon follow the lead of san jose in make retailers charge customers 10 cents per paper bag. it's all part of an ongoing effort to phase out single use plastic bags and encourage customers to bring their own reusable bags to the supermarkets. san francisco supervisors are expected to vote today on the paper bag fee. we have backlash over a mcdonald's ad. >> how it came back to really bite them. also ahead. >> how do we come from behind? how do we come together? and how do we win? >> halftime in america. how the super bowl ad is stirring up a political fight plus the bay area firefighters who are featured in this spot. and eli manning talking with dave last night. his late night appearance. that's coming up, too. finally some rain returning to the bay area. how long are it stick around ?

don't just vacuum clean. resolve clean. cautionary tale with t-v therapist dr. phil. 4:48 now. former narcotics cop norman wielsch will not share his cautionary tale with tv therapist dr. phil. now, a federal judge overturned a ruling last week that allowed him to leave for l.a. for the taping. wielsch is facing federal charges of stealing and selling drugs extortion and conducting phony law enforcement stings. he was hoping to reach out to other law enforcement officers who may be under stress and encourage them to get some help. police are searching for a man who was using a clever way to rip people off at bay area gyms. there has been a rash of gym locker break-ins in vacaville, corte madera, walnut creek, even down south in orange county. surveillance cameras caught the suspect and police say this shows him using a credit card stolen from a gym locker. he usually buys a one-day pass

at a gym and cuts the lock off lockers to steal wallets and purses inside. no leads so far but police hope that someone had recognize him. there has been a dramatic increase in a certain population right here in the bay area. first there were just a few but now thousands have moved in. we're talking about those guys, crows and ravens. they're take over the bay area. scientists suspect they are flourishing here because for one big reason, there's a the love trash apparently and while their presence isn't likely to cause problem for people, they can be aggressive with other wildlife. >> they prey upon songbirds. they will take baby birds in their nests. >> the audubon society says a crow in an urban environment can live up to 30 years. come on, you guys remember banana sam? >> i do. >> i do, too. he is now heading home. the squirrel monkey stolen from the san francisco zoo will return to his exhibit on saturday.

zookeepers discovered the 17- year-old monkey missing from his enclosure back in december. visitors can bring banana sam a special valentine and get a dollar off zoo admission all weekend long. >> he's a star! >> he is. [ laughter ] here's something you don't expect to see in a major city. >> this is strange. a fox jumping around in the snow but we're in london. take a look. a resident in southeast london saw a fox outside her kitchen window. she captured the image jumping playing in the neighbor's yard. it bounced around the neighbor's collapsed snow fort. it was a lighthearted moment in the midst of a blast of winter weather. >> good camera work for an amateur. >> all you can see outside now are salmon spawning on the golden gate bridge. >> we are getting our blast of wintery weather around the bay area. right now, storm clouds moving onshore. the rain continuing outside looks like it will do so for a while. let's take a look at the doppler radar. heaviest amounts in the east bay, good batch off the coast

moving onshore throughout the morning today. so a wet compute if you are heading outside. we have storm clouds out there now. rain continuing. gusty in spots, 30 miles an hour in the san jose area. this afternoon, showers, sunny breaks, temperatures up only into the 50s so much cooler outside. but the system sliding through. you can see the rain moving through. the core on the back side is causing the system to split somewhat and head toward southern california. so slow move means we'll see rain on and off. carry rain gear if you are heading out this morning and by the afternoon scattered showers. here's the latest on computer models showing the system falling apart toward the afternoon. showers beginning to taper off into the evening hours and then it's gone and we're probably not going to see rain for some time to come as high pressure builds in. then looks like a return to above normal temperatures. rainfall totals another half inch plus as you make your way into pacifica today. same in san francisco over that

into santa cruz lesser amounts into pleasanton. temperature-wise should be mainly into the 50s outside. near 60 in san jose. next few days the ridge of high pressure builds in. temperatures going to be warming up very nicely but staying dry thursday and friday. partly cloudy over the weekend but after the storm, that's it, no more rain for quite some time. >> you sound disappointed. >> i am somewhat disappoint, yeah. i'd like to see us really get things going but it just won't do it. >> eventually. >> eventually. >> got to be patient. >> there may be something coming in march. we'll see. >> i hear april is supposed to be wet. all right, lawrence, thanks. mcdonald's has not apologized because it's time for traffic. too many accidents. that's the good news at least overnight. so elsewhere there is a stall reported on the san mateo bridge westbound 92 sounds like somewhere on the flat section of the span so watch out for that. it could cause some slight delays. overall our camera has been shaking a little. there are some breezy conditions out there. we only have one wind advisory in effect though issued by healthcare look. they did issue a -- issued by chp. they did issue a high wind advisory for dumbarton bridge. bart, ace, muni and caltrain and your ferries all on time. bay bridge live look at our "timesaver traffic" camera. obviously no delay right now. not much puddling in the middle lanes. the rain has to come down harder for us to see splashing in the center lanes before the pay gates. otherwise the nimitz, 880 through oakland off to a great start here. there is a warriors game tonight. warriors take on oklahoma city at 7:30. and hopefully by then the rain will end so shouldn't be too bad for people heading towards
