more than 24 hours ahead of schedule. the westbound lanes of the bay bridge, they are back open today. the changes that drivers are going to have to get used to though. plenty of clouds and showers through the bay area. will they continue through the rest of president's day? we will talk about that coming up. it is slick starting off your monday commute. all the traffic hot spots coming up. good morning, everybody. happy president's day. it is monday, february 20. i'm frank mallicoat. >> i'm grace lee. it is 4:30 a.m. we begin in oakland where police officers had opened fire on a suspect injuring him. >> it happened late last night on seminary avenue in east oakland. this morning, police have just cleared the scene. lisa washington is in oakland with the latest on the investigation. lisa, good morning. >> reporter: good morning to you, frank and grace. and yes, as you said, oakland police have just wrapped up their onscene investigation for this officer-involved shooting at 11: 30 last night in the

1900 block of seminary avenue. we have video. a spokeswoman with oakland police say one person was shot. it appears that person's injuries are not life- threatening. no officers were injured in this shooting. and now, their shooting actually happened about 24 hours after two deadly shootings in east oakland over the weekend. both of them very early sunday. the first was reported just after midnight on sunday. and the 9700 block of c street. and now that second shooting was reported in the 2100 block of seminary, just two blocks from this officer-involved shooting that happened, about 11:30 last night. and both cases of those deadly shootings, the victims were pronounced dead at the scene. and now, police are searching for a named suspect in that first deadly shooting. they don't have a suspect in the second one. so frank and grace. serm a very busy -- certainly a very busy week for oakland police as they have many investigations to contend with. >> lisa washington in oakland, thank you. >> 4:31 now. the other big story, you can

drive from oakland to san francisco, and the bay bridge this morning. gil diaz is at the bay bridge where cars replaced construction crews and this happened more than a day ahead of schedule. this is great, gil. >> yes, it is great news. good morning, grace. i'm sure a lot of the viewers might be caught off guard with the piece of news and the westbound lanes opened just after 7:00 last night. more than 24 hours ahead of schedule. now, the bridge was not supposed to be reopened until tomorrow morning at 5:00. but the good weather allowed caltrans to keep on working. crews had a checklist of over 40 different tasks. such as paving. and painting traffic lanes. and the major project was to move part of the westbound entrance lane 30 to 40 feet south from its current location. so that is crucial work on the new bridge. and with the new detour, caltrans is now asking everyone to be careful. >> as you come through the metering lights area, and go into the merge, the configuration has changed.

there's nothing new that will require decisions but it is the first time through this. so go easy and be safe. >> reporter: according to caltrans the next time the bridge will be closed, they will be closed and reopen the bridge completely and that is estimated labor day weekend and next year, but behind me, traffic is moving very smoothly on the westbound lane. i'm sure a lot of people have the day off. and hopefully it will stay like this all day. to tell us more about traffic today, and other detours, let's turn it to elizabeth wenger back in the newsroom. >> good morning, gil. that's right. heading out of town for the long holiday weekend, good news for them, they don't have to use alternates to get back home. richmond san rafael bridge, i want to mention this is an ?eat alternate but the bay bridge is now open. there is an accident westbound 580 on the san quentin side towards marin. blocking one lane. not much slowing on the sensors

yet. a live look at the golden gate bridge. our time saver traffic camera, everything is light. it is the holiday. we're not expecting a lot of commuters today. slick out there but the chp reports have been relatively busy so far this morning. mass transit might be a good option if you're heading somewhere this morning. bart, ace, muni, cal train and ferries are all reporting everything on time. we will have much more traffic coming up throughout the morning. in the meantime, drizzly out there. let's get a check of the forecast. >> a little wet. i like the rainbow. that is beautiful. we are expecting more showers around the bay area today. it looks like things are a little unsettled this morning. by the afternoon, looking good. high def doppler showing the moisture moving on through overnight tonight. as we make our way through the day today, skies part a little bit. but still a couple of scattered light showers heading to the south and east. a weak cold front overnight with the showers and that heads out of town and set the stage for what looks like some fantastic weather as we head toward the middle of the week. temperatures right now cloudy skies and 47 degrees in san

jose. and showers there. 49 in oakland and 48 degrees in san francisco. and 45 in santa rosa. by the afternoon, some partly cloudy skies, and the temperatures up in the 50s and the 60s. but get a load of this. the next couple of day, the temperatures popping up in 70s. maybe some mid-70s as we get in toward wednesday and thursday. looking good through friday, cooling off though next weekend. that's the latest forecast, guys. back to you. >> it is winter? >> beautiful. i love it. >> fantastic. >> thanks, lawrence. 4:35 now. federal investigators are looking into a midair collision between a helicopter and a small plane in solano county. the crash happened around 7:00 last night. near rio vista municipal airport. but an official there told the contra costa county times neither aircraft had a connection to the anticipate aircraft. the robinson 22 helicopter landed about eight miles south of that airport. >> the helicopter pilot had no major injuries and no passengers. the pilot of the beech craft bonanza plane managed to fly

south 20 miles before landing just short of byron airport. the pilot and the passenger had only minor injuries. it is 4:35 now. there is a new legal twist in the domestic violence case involving san francisco sheriff ross mirkarimi. the attorney for mirkarimi's wife, eliana lopez is trying to keep evidence from a neighbor out of court. lopez reportedly confided in that neighbor, ivory madison, the day after mirkarimi allegedly caused a bruise on her arm. but the lawyer wants the video tape and everything else linked to those conversations thrown out of court. saying lopez was only seeking legal advice from madison, who is an attorney. an almeda man charged with berkeley's latest homicide is expected in court on wednesday. the suspect was arrested saturday night. less than a block from the murder scene near grizzly peak boulevard and shasta road. the victim was beaten outside his home when he went to tell a stranger to leave. the chronicle reports police were slow to arrive because officers were busy monitoring

an occupy oakland march in the city of berkeley. and today, some occupy oakland protesters plan to go to marin county. they will be part of the occupy san quentin rally this afternoon. activists are holding a national day of solidarity in support of prisoners across the country. parking is restricted near san quentin today. the oldest survivor of the 1906 earthquake has died. rose clibore was 109 years old. born in san francisco in 1902. she was 3 1/2 years old when the quake hit. she lived in a retirement home in santa rosa. she was often a guest at the annual quake anniversary celebration in san francisco. organizers say this year's event will be dedicated to her. three people killed in an avalanche in washington state. the stevens pass ski area had 21 inches of fresh snow at the time. investigators say several groups were out skiing in and out of bounds areas in the backside of the mountain. most were able to free themselves from the snow.

shooting, east of downtown. just some developing news, san jose police are investigating an early morning shooting. this is just east of downtown. these are live pictures that you are looking at right now. just after 1:00, someone brought a 19-year-old victim to a local hospital, saying the man had been shot east santa clara at 24th street. and dispatch had received calls about gunshots in the area. police describe the victim's wounds at potentially life- threatening. so far they have not made any arrests. the motive is still unclear at this point. traffic from highway 101 is being diverted away from east santa clara street during this investigation. take note there. 4:41 now. some politics. a republican presidential hope rick santorum is taking aim at president obama now.

santorum of course continues the surge in the polls including in michigan which holds a primary a week from tomorrow. it just happens to be mitt romney's home state. he grew up there. his dad was governor. over the weekend, santorum took aim at the president's agenda and says the president's environmental policies are hurting americans. >> it is not about you. it is not about your quality of life. it is not about your job. it is about some phony ideal, some phony theology. oh, not a theology based on the bible -- >> former pennsylvania senator says obama's world view as he puts it favors ideas of so- called radical environmentalists who oppose greater use of natural resources. obama's campaign says it is wrong for republicans to attack the president's faith when criticizing his policies. united nations inspectors arrived in iran this morning for talks about the country's nuclear program. that program has escalated tensions in the region. israel is pondering an attack on iran's nuclear

infrastructure. and iran has warned ha it could cut off the narrow strait where oil tankers sail in and out of the persian gulf. the u.n. watchdog is the second in tehran in less than a month. more unrest in greece over the country's financial crisis. in athens yesterday, protesters pelted police with rocks during a demonstration. against the government's economic reform policy. officers responded by firing tear gas at the protesters. and detaining some of them. the euro's own finance ministers are meeting in belgium today hoping to reach a deal to save greece from default. 4:43 now. fremont police need help finding brazen copper thieves who steal out in the open. the thieves make it a two-day operation. the first day, they cut off the power to light poles. the next day, they return to steal copper. fremont city councilman bill harrison is outraged about the thefts. >> we save about $2 million, so

we don't have to make major cuts and we could use half of that in a snap of finger by copper wire thieves. >> the fremont city council is talking about amending the contract for streetlight repairs and maintenance. the theft could cost the city $800,000 this fiscal year. and livermore police are searching for suspects who launch large river rocks at several homes. investigators are releasing a photo of a get away car you see here. police received nine reports of vandalism early saturday morning. in one case, a rock smashed through a window and landed next to a child's crib. anyone that might have information urged to give the livermore police a call. some people in lafayette say that it is time for stronger regulations to control the massage industry. they say the number of those businesses is on the rise, and they have reason to believe that some are offering a little more than a massage. they say sexually explicit review us of some of those businesses are posted on the internet. the new owners of melody massage though say their business is legitimate. and they say all their workers

are certified therapists and they would welcome any inspections. >> well, i think that we're losing our customer base. now, if there was a bad clientele that was coming here before, we don't want them here anyway. >> city officials say they are looking into how to address this situation. a lawsuit that claims facebook violates wire tap laws has been transferred to california. the federal judge has moved the suit out of mississippi, as part of an effort to consolidate 11 similar lawsuits. the latest suit claims facebook sets a tracking cookie to record user's internet browsing history without permission. facebook has denied that allegation. 4:45. breathing in caffeine. >> the new scrutiny over inhalable coffee. whitney houston laid to rest over the weekend. this morning the demand from hotel guests who stayed on the same floor the singer did down in beverly hills. another reason for moms to be to quit smoking. how nicotine patches can harm

francisco is once again safe from falling metal objects. crews removed a large box that california street in san francisco is once again safe from falling metal objects. crews had to remove a large box that was dangling from a crane on the bank of america building on the financial district. scary stuff. that closed five blocks while crews took it down. the first phase of fuel removal from a capsized cruise ship is finally completed off italy's coast. italy's civil protection agency says all steel had been removed from the -- all fuel had been removed from the tanks in the front part of the ship. the costa concordia had around 500,000 gallons of fuel. when it struck a reef near tuscan island next month.

divers are still hoping to find the 15 bodies still missing. 17 were found in the past few weeks. 4:48. fans of whitney houston said fime goodbyes and the pop singer buried yesterday in her home state of new jersey. the procession traveled nearly 12 miles from the funeral home to the cemetery in westfield. there were gates and flowers and sign. and the actual burial was hidden from the public with the big privacy tent. she was laid to rest next to her father who passed away in 2000 tlene. several guests who were staying at the whitney houston hotel where whitney died are demanding refunding saying their stay was uncomfortable because of the night she passed away and the ploor was on lockdown and told by security to stay in their rooms. reports say the hotel had not granted refunds at all but is telling guests to file formal complaints. are you a fan of a popular

comedy central show? it is resuming production today. the network halted protection of the colbert report on wednesday and he had to care for his 91-year-old mother but he tweeted a message to fans thanking them for their thoughts and their prayers. we're glad that they're back on the air. troubled actress lindsey lohan about to make the first mark on the comeback trail. going to host saturday night live. nbc says her guest host appearance will be march 3. her can career has been sidelined by personal and legal problems and it is the fourth turn as host of the late night comedy show, she hosted it in 2004, 5:00 5:00 and 6:00 before her career took a turn to the worst. a couple of raindrops around. but things are settling down behind the frontal system as it

moves by. and the showers are trailing to the south and east. as you head out the door, a few more showers out there. and things settling in for the afternoon. skies beginning to part just a bit. temperatures in the 50s and 60s. and a much brighter day, and warmer days ahead. and showers moving through early on as the system slides on through. the ridge begins to build in and temperatures start to warm up. we have a couple of scattered showers to start you out this morning. by the afternoon, skies dry out and skies begin to part. as we head into the overnight hours, patchy dense fog in the valleys, that's the worst over the next day or so. in the meantime, the temperatures are a little on the cool side if you're headed out on president's day. 61 in san jose. and 57 degrees in pacifica. and 57 in hayward. as you make your way into the east bay, temperatures in the 50s and the 60s. partly cloudy skies, by the afternoon. and then we will see some sunshine. but still some cool temperatures and a few clouds in toward santa rosa by the latter part of the day.

59. 53 bodega bay. and temperatures warm up toward tomorrow. wednesday and thursday, that's when the offshore wind will crank up. some of the temperatures in the mid-70s. staying nice and dry. it looks a little cooler though as we look toward next weekend. that's a look at weather. let's check on traffic with elizabeth. thanks. the big traffic story of course this morning the fact that the bay bridge has reopened ahead of schedule. caltrans really got to work this weekend. the weather cooperated. and they were able to reopen the bridge about a day and a half ahead of schedule. so if you do have plans today, you can use the upper deck of the bay bridge. reopened about 8:00 last night. other time saver traffic cameras, it is a little slick out there as you head out the door. a live look at the golden gate bridge. no major issues across the span. looking good across southbound 101 headed toward san francisco. other cameras coming off of 280, heading out of downtown san jose. not too bad across this stretch. i do want to zoom in right here. we're getting word of a new accident southbound 101 near the capital expressway. there is a problem there.

it sounds like one person is reportedly trapped inside their vehicle. we know at least one lane is blocked and we're already starting to see some slowing on the sensors behind it. so again, the southbound 101, right there by capital expressway. otherwise, the nimitz, 880 through oakland, looks pretty good up and down. pretty good all the way out of oakland and the downtown oakland area and heading southbound, it looks pretty good as well. past the airport, heading down toward hayward. and there is a game tonight, the warriors take on the l.a. clipper, 7:30 by the oracle. you could see extra heavy traffic up and down the nimitz late other on this evening. -- later on this evening. 880, 237 commute, so far in the green. all the way out to san jose. but we're seeing a lot of green on a lot of the sensors, major routes for the east bay, and so far, so good, on westbound 24 through walnut creek. and 580 out of the altamont pass. the east shore freeway is nice and quiet. 18 minutes from the carquinez bridge to the bay.
