the taliban. the "occupy" movement putting up a fight. the statewide protest and who they're targeting. this will be the wettest week in some time. we'll have details coming up. and a busy morning to start off with. we have a vehicle fire on the peninsula and roadwork. details in just minutes. good morning. it is monday, it's march 12. i'm frank mallicoat. >> i'm grace lee. it is 4:30. taliban are vowing revenge in revenge. the u.s. says an american soldier walk off base and for some reason went on a shooting rampage. >> reporter: villages pointed to a bullet hole as they examine the damage to a home after an american soldier allegedly went on a shooting spree in the southern kandahar province. witnesses say he went house to house sunday morning killing people in two villages. afghan president hamid karzai said the deaths of 16 people

mostly women and children cannot be forgiven. nato launched a full investigation. >> we are still looking with the local villages, with the elders into the background, what happened in the villages. >> reporter: the soldier is in custody. cbs news has learned he is an army staff sergeant from fort lewis, washington state, who was on his first tour of duty in afghanistan. president obama called afghanistan's president to express his condolences. the president says, the incident is tragic and shocking but does not represent the exceptional character of our military. the white house is on damage control. sunday's shooting is less than a month after soldiers burned the koran at a base in afghanistan. february's incident touched off riots and six american soldiers were killed in retaliation. >> what's not going to happen is that the mission is going to suffer as a result of this.

it's tragic. it's a very tragic incident but it would be a far greater tragedy for us to let this affect what we're doing at large in their country. >> reporter: american soldiers are training local forces to take control of afghanistan in 2014. duarte geraldino, cbs news, washington. . officials expect protests in afghanistan on monday in response to the weekend shooting. "occupy" protestors plan to gather in santa rosa to protest a broken system that led to the recent surge in foreclosures. the demonstration is set to begin at 9:30 at the sonoma county recorders office. the protestors hope similar demonstrations will take place at recorders offices in the country -- or in the county throughout the state. 4:32. this morning 140 potential jurors are due in san francisco's superior court some seated to hear the domestic violence trial of sheriff ross mirkarimi. meanwhile, there are more pretrial motions to consider still. mirkarimi's lawyer is trying to get a video showing a bruise on

his wife's arm kept out of the trial. similar moves by his wife's attorney have been rejected. the head of the berkeley police officers union says he is, quote, gravely concerned about maintaining the trust of the community they serve. some officers are upset about police chief michael meehan. he sent his public information to a reporter's house early friday morning to complain about a story about meehan's appearance at a community meeting on thursday night. the "chronicle" reports that meehan has apologized for what he said was an error in judgment. if you enjoyed the weekend, good, because the weather is about to change. it's going to rain, all kinds of interesting stuff to talk about this week. finally getting rain around the bay area. not today. i think this is a warm dry day around the bay area without having to worry about rainfall.

temperatures 30s and 40s right now through the day. we are going to see a couple of clouds passing by but nothing too bad. it should be dry but then you have this low dropping in from the gulf of alaska that's going to camp out. this whole trough along the west coast this week, meaning we'll see storms through next weekend. temperatures for today 64 in san jose, 59 san francisco. how about this for a seven-day forecast. we have a chance of rain and wind for tomorrow, expect rain heavy at times especially into wednesday. more showers continuing on thursday and friday. a much colder system dives in this next weekend to lower the snow levels. temperatures only in the 50s and more showers. let's check the roads with gianna. >> thank you. and good morning. let's go straight to pacifica. chp is on the scene of a vehicle fire northbound highway 1 at sharp park. no lanes are blocked. it's over to the right shoulder but lots of activity there so some slight delays past the accident or the car fire, rather, northbound highway 1 at sharp park. elsewhere, roadwork in effect

southbound 101 right at highway 1. that off-ramp is shut down. that's a long-term closure. a few delays through there. as you come off the golden gate bridge, not a lot of cars on the road now, very light this morning. nice ride southbound 101 from the richmond/san rafael bridge to the golden gate bridge so no delays there. most of our bay area bridges in fact look good. here's a live look at the bay bridge toll plaza. traffic is quiet and the san mateo bridge no troubles to report. back to you. >> thank you. today transportation officials in the south bay will celebrate getting federal money for an extension of bart from fremont to north san jose. lisa washington at the warm springs station where the new tracks will begin. >> reporter: good morning. there are going to be a lot of smiles today. this morning's celebration is for bart's berryessa extension project. the federal government's commitment of $900 million is

the largest in vta's history. this funding is for the first leg of bart's extension to the south bay. it will be a 10-mile extension with two new stations. one in milpitas near the great mall, the second will be just east of highway 101 at berryessa. of course, this will be a convenience for the many silicon valley workers who live in the east bay. the $900 million is the full amount that local leaders ask for from congress and now that the 60-day notification deadline has passed, it's pretty much a done deal. this agreement should be executed today. the groundbreaking is planned one month from today on april 12. now, the total cost for this project is $2.3 billion. and beginning in july, vta will begin collecting a 1/8-cent sales tax to help make bart and the south bay a reality. that celebration is scheduled for 10:00 this morning down in san jose. frank, back to you. >> lisa washington, thank you. for areas currently served

by bart, weekend service may become a little less expensive. good news there. bart director bob franklin wants the board to look into lowering fares on saturdays and sundays over the weekend. he told the "san francisco examiner" lower fares could attract more passengers on weekends when the trains are often empty. a small plane crash sparked a brush fire in southern california in a rural area in northern los angeles county. the sheriff's department says last night the pilot tried to make an emergency landing on a highway and then took off before crashing. the accident caused a fire that grew up to 10 acres. a helicopter crew rescued the two people on board including a passenger with minor injuries. a careless smoker is the likely cast of a fear that damaged or destroyed 26 apartments in mountain view. investigators believe the fire two weeks ago today was sparked by embers from a lit cigarette or cigar. they say it was accidental. the fire caused $1.5 million in damage to the complex on east dana street.

today a san francisco woman could be chosen for the congressional medal of honor. keena williams saved the life of a truck driver whose big rig flipped over on highway 101 and burst into flames last october. she ran through burning diesel fuel, dragged that driver back to her car, then splashed water on his face. williams is among 20 finalists to be narrowed down to the three award recipients. >> amazing story. remember that? >> oh, my gosh, yeah. it was breaking news all over. anne makovec was down there. pretty crazy stuff. lucky guy. all right. coming up, their video kony 2012 took the web by storm. the new controversy the group plans to address today in a second video coming up. >> plus, focusing on the south. how primaries tomorrow could narrow down the gop presidential race. >> i guess could you call it the opposite of a beauty pageant. the winner of this year's ugliest dog contest. boy, that's coming up.

to rest after a ceremony ong a funeral happens today for an american war correspondent killed in a rocket attack in syria. marie colvin will be laid to rest after a funeral mass on long island where she grew up. she was a long time reporter for the sunday times in britain. the british government has ordered an inquiry into her death. the organization invisible children plans to release another video today about wanted african warlord joseph kony. the video is to answer questions about the group's efforts to find him. last fall the under the circumstances sent combat troops to catch him. invisible children is working to keep the effort going. the first video the organization released last week was viewed more than 73 million times on youtube. tomorrow's another big day in the race for the republican presidential nomination. two big primaries. the biggest contests were alabama and mississippi. the latest poll by rasmussen

shows mitt romney leading in mississippi but the poll suggests romney is in a three- way dead heat in alabama with santorum and gingrich. gingrich appears to have the most at stake since he only won two primaries so far and the south is a region of strength for him because he is from georgia. things will be different in the june primary in california. it will be an open primary. one ballot lists all candidates for most offices. voters can cross party lines. then the top two vote-getters advance to a runoff in the november election. it's possible that the top two will be from the same party. >> to be able to make an independent. people don't change their reg station but may have a particular feeling about a candidate and i think it's a good idea not to be restricted. >> california voters created the open primary system when they passed prop 14 two years ago. it will not be used in the

presidential primary, though. bullying has become a hot button issue lately and now, there is a battle over a new documentary on the topic. the film entitled "bully" is due for national release at the end of the month backed by major studios as well as well known celebrities. but the motion picture association of america has given it an r rating because of six expletives. some say it's a must-see for young people but that r rating will prevent some from seeing it. >> i want and all of these people want the rating on the movie bully changed from r to pg-13. >> the motion picture association has not commented on the rating but plans to hold a screening and panel discussion on the film. for the second straight weekend, velorax is tops at the box office. >> okay. >> typical morning waking up

today, in a remote area of northeastern new this morning, an avalanche hits two villages today in a remote area of northeastern afghanistan. authorities says at least 45 people are feared trapped in that snow. so far, rescue teams have not been able to reach the area. but villagers are reportedly trying to do their best to find survivors. a day of remembrance in japan. yesterday marked one year since an earthquake and tsunami killed about 19,000 people. sirens wailed at the exact

moment the earthquake hit. bells tolled when the tsunami hit. a weekend ceremony was held in japantown here in california. a city is thanking the bay area for its help after that disaster. crews plant a cherry blossom tree. people in palo alto including students raised more than $16,000 in relief funds to help the recovery. >> we now see how many stewards there are for this tree. how many students will be coming back year and year and seeing how the tree grows and it's reflective of the relationship between the students. >> 16 middle school students from the sister city were there for the tree planting ceremony. they are in palo alto as part of an exchange program. the faa is investigating a plane crash in a backyard in

sacramento county. the small two engine aircraft went down in rio linda saturday night after both the plane's engines failed. the family who lives in the home near where it crashed was having dinner when they heard a noise from the sky. >> it took my attention to the east and i saw what appeared to be like a flashlight coming out of the sky then i heard a big thud. i just turned to my friend, i said call 911, a plane just crashed in our yard. >> family says the plane had not hit a telephone pole. it would have landed in their dining room if it hadn't hit the pole. three people on the plane suffered only minor injuries. okay, rain, storm door, whatever you want to say. it's open. >> kicking it open. >> so glad i get to share this with you guys this week. we are going to have a great week together. >> awesome. >> out the door it's dry. clouds floating by. temperatures in the 30s and 40s at this hour. throughout the day really your

dry day is today. if you have to get out today and get things done, this is the day to do it. temperatures by the afternoon some 50s and mid-60s showing up in some of the valleys. and a mix of sun and clouds inland. things are all about to change. high pressure moving east. this whole trough is going to start to camp out along the west coast. the jet stream is going to drop down for tomorrow. that means the rain likely to begin to move in tomorrow. and it's going to be stormy off and on for the rest of the week. computer models picking up as we move through the day. clouds gathering early tomorrow morning and then through the day tomorrow that rain will be pick up throughout the day tomorrow. gusty winds coming along with that and then it looks like that frontal system stalls and because it stalls, a place where it stalls is going to see a lot of rain. that's pointing toward the north bay. then stretches down across the rest of the bay area through wednesday. so definitely a couple of very wet days coming our way in the bay area through tuesday and wednesday. temperatures in the 60s in the south bay, 50s at the coast. east bay numbers running up into the 60s for the most part.

get inside the bay you will find 50s and a few 60s but i think the big story is, get ready. we have storm clouds coming. this looks like the most significant event as far as rain is concerned that we have seen all winter long. it's going to be on and off wet all week long. i think the heaviest rain will be wednesday. thursday showers. friday more showers. over the weekend, though, some very cold air moves in. we'll probably see some unusually snow levels maybe down to 1500 feet. folks wanting to get to high country tough to get up there. >> i thought winter was gone a month ago. >> we are just getting going. maybe it will last through summer. >> bring it! cold temperatures and rain? >> grace is ready to go. let's jump to the freeways right now. dry outside, good news. here's alive look at conditions through san jose. 101 near mckee. so far very light this morning. not a lot going on so easy tomb to be on the roads. jumping to the maps, conditions on our map here through the

south bay, speeds clocking in in the 60s for the most part. northbound 101 as well as along 280. guadalupe parkway problem-free. all this green indicates nice speeds out and about for your monday morning drive. 880/237 no overnight roadwork. everything is clear through this area, as well. if you are working your way along highway 1, sharp park car fire moved out of the way. things quiet there. along the peninsula through 101 they delays. san mateo bridge problem-free. 13 minutes between 880 and 101. no delays there. no wind advisories or fog advisories for our bay area bridges. golden gate quiet into san francisco. rest of the bay area bridges also problem-free. here's a live look at the bay bridge toll plaza. metering lights are off. a clear ride your opinion the
