and this is the next band of rain that will start moving on shore. it will not be as wet as yesterday but we will have rained on and off throughout the day. we're seeing low level moisture making it into the east bay hills but it will continue on and off through the better part of the day. the main storm has already gone by and behind it we have the next wave that is developing and about to move on shore. the models are not picking it up very well but it is likely to keep going throughout the day. plan on wet weather and mild temperatures. we will keep the temperature is fairly mild in the '50s and '60s. >> there is worry that the santa cruz beach boardwalk this morning. the san lorenzo river is out of its banks because of more than 9 in. of rain in the santa cruz mountains. the river is rushing along the edge of the boardwalk and the big concern is water eroding that structure. crews have tried to keep water

out. the senate cruz sentinel reports that flooding has already done thousands of dollars of damage. >> karen is that the bay bridge were there is a high wind warning among other things. >> good morning. i know that lawrence said earlier that there is only a light drizzle around the area and if anyone is painful for that is this group. we are feeling little bit of the wind gusts but it is very different compared to yesterday. the storm caused major damage around the area. high wind brought down several trees leaving dozens of people in the dark in foreign debt and lafayette and pg&e says all power has since been restored. in sonoma county three trees were toppled onto a home there yesterday. this is a the mont rio near the russian river. it was a chain reaction taking

down wires and a utility pole and in oakland, a candy store remains closed after water came pouring down through the ceiling. the owner says heavy rain and a claude roof combined to cause 1000, $100,000 of damage. even the cash register was destroyed. the owner hopes to reopen in time for easter. even though it is still a light drizzle out here by the bay bridge, earlier this storm caused major damage around the bay area. we're hoping for a little bit of an easier day today as we continue with storm coverage. >> we thank you very much. >> despite the week's rain, this week has been unusually dry in the bay area, especially in santa clara valley. less than 4 in. has fallen in

san jose since the rainy season began, only one-quarter of normal. one of the reasons is what experts call a rain shadow >> some of the images i have seen in the last 24 hours are some of the most dramatic showing this affect >> it happens when clouds coming off the pacific ocean are forced higher in the sky by the santa cruz mountains and it causes the clouds to drop a lot of rain on the amount so that they are dry by the time they reached the valley. the water district says that reservoirs' are at a decent levels and apparently we can have all whole lot of fun in the rain and mud. >> the rain has forced crews to delay opening new toll lanes in milpitas until tuesday. the valley transportation authority was supposed to open them today to solo drivers on a 4 mi. stretch of highway 237 and 880 but clear skies on monday night will help with overnight

this should be in the clearing stages east bound 80 by university. a car slammed into a bunch of sand barrels. be extra careful, it is wet and windy. >> today is the deadline for schools in california to warn employees who might be laid off by next fall. there is a new proposal for tax increases aimed at restoring money for education and other programs. the revised plan calls for raising the state sales tax by a quarter cent per dollar. it would have a 1 percent tax site for people making over $250,000 per year and 3% for those making more than $1 million per year. the governor worked out the plan with other groups that were working on a tax increase plan for the ballot. the idea is to unite behind one tax initiative on the upcoming ballot. the governor had been trying to convince the other groups to drop their initiatives so voters

would not have three tax plans on the ballot >> i feel like i am helpless. i see all the merchandise is getting wet. >> the income tax hike would last seven years. sales tax increase would expire after four years. south san francisco police are trying to find a five year-old girl believed to be abducted by her own mother. investigators say she shares joint custody with the girl's father but left his home sunday with his car and their daughter if. the car is described as a gray 2011 honda accord coupe with a license plate on the screen. police are concerned for the girls welfare because her mother had reportedly made suicidal threats in the past. >> they have increased police patrols in the oakland hills due to a series of burglaries. tuesday morning an elderly

woman was locked in her bathroom by two men who stole cash and jewelry. the oakland tribune reports she was not freed until eight hours later and police still do not know if the recent burglaries are related. there is new information about the injury to a former marine during the occupied protest in oakland. he said it was a bean bag projectile that caused olson's skull fracture. the chronicle reports that is what police determined. it had been thought that a tear gas canister had hit an. his lawyer says that because it was a bean bag might have been fired intentionally. >> protesters in afghanistan are demanding that a u.s. soldier be prosecuted in that country for the shooting death of 16 civilians. yesterday military officials transferred the suspect to the country of kuwait. they told cnn it is because kuwait has the infrastructure to handle the situation. president obama emphasized the incident will not change our

subdue her. the crew member does not want to press charges saying that the erratic behavior was a result of a mental health issue. the tsa is starting to light up a little in terms of airport security so starting monday it will allow passengers 75 years and older to leave their shoes. it will be in chicago denver portland and orlando. similar rules have already gone into effect for young kids. it is a new and profitable proposal to get drunk drivers off california roadways. a state senator wants to offer a $100 reward to anyone who reports an impaired driver. the southern california lawmaker says the money would be paid for by the drunk driver and awarded only after a conviction. anti drunk driving groups and the aclu have not weighed in yet. >> we're getting a first look at

the federal government to quit smoking campaign. some of the images you are about to see might be hard to look at. >> it began with my big toe, that was my first amputations >> burgers disease >> a 54 million-dollar multi media blitz is called tips from former smokers and is designed to educate smokers about the dangers of smoking through the stories of former smokers who suffer a variety of illnesses. the campaign starts tomorrow. schools will have the option to take pinked slime off the menu. the department of agriculture will announce it will give public schools a choice in ground beef purchases after so- called pink slime became a hot social media topic last week. it is ground beef that is partially treated with ammonia to kill bacteria. the fed said it will give schools the option to buy lean meat without the treatment although they say the treated

make it legal for teachers to have relationships with their students. christine olson says she is disgusted about the modesto teacher who left his wife and children for his 18 year-old student. >> we discovered that in 23 other states, this would have been illegal. it would be a felony conviction even if she were 18 years old. >> the proposed legislation would also give a school district the power to take away teachers' pension and retirement benefits if such a violation occurs. >> a truckee man has been identified as one of the victims of an avalanche in alaska. the 26 role died yesterday at a hospital in seattle where he was flown on tuesday after being rescued from under 8 ft. of snow. he was part of a group of people on a ski outing in southeast alaska. one other man was also killed.

the avalanche risk in the sierra is considerable this morning because of all the snow and freezing rain and high winds that we obscene. driving conditions are also hazardous. snow ski resorts are loving it. some saw as much as 27 in.. >> it is this time of year when people start thinking about golfing and little league so fresh snow will get everyone ready to come back. >> resorts expect a busy weekend and some are hoping for another 3 ft. of snow by saturday morning. i was up there last week and the snow started coming down sunday >> you guys can't go back! >> we have more storms lining up and moving on shore. we will see more heavy snowfall in the sierra nevada. more heavy drizzle showing up out there but you can see another band of rain beginning

to make its way into the north bay and that will keep things going on and off for the better part of a day. your petaluma and near brauner park you have a cell moving into the mountains but more rain will be on and off today. how about this? showers as you head out the door. temperatures into the fifties and even mid-60's this afternoon but the rain will be on and off for the better part of a day. the next band of monster just about to longshoremen will keep things going for the better part of the day today so plan on another wet one outside. another series of storms lining up off the coastline. the jet stream is really helping to open the door for more rain over the next few days. computer models show showers on and off through the better part of the day. more impressive rain fall especially on friday. a especially late in the day.

be very careful traveling, a winter storm watch in the sierra with another two-3 ft. of snow. 65 in livermore, rather mild. 61 in san francisco. more showers today, more rain tomorrow and the possibility of thunderstorms over the weekend. showers continuing into sunday and monday and we might catch a break in the middle of next week. >> we are following a couple of serious accidents. this is the scene of a fatal accident in oakland, in the southbound lanes of highway 13 as you approach park boulevard. while all lanes are blocked off. the corner has just been called out. apparently there is a tree in the roadway and at one point someone was trapped underneath the tree and they are using chainsaws to help clear the roadway. the accident could be there for a while.

there will need to be a fatal accident investigation. people are using on ramps to get by so they are detouring cars around that stretch. we're sending a crew to the scene and we will have a report in just a moment. southbound highway 13 at park boulevard, all lanes are blocked off. highway 70 and as you approach the summit, another tree in the roadway. both directions might be blocked and they are working to clear it out. right now we do not see any major delays. let's take you outside. it is obviously not as rainy this morning but the roads are still slippery so you will want to take it slow. this is a live look at the san mateo bridge. a high wind advisory is in effect for the bay bridge and the sand fell richmond bridge. 883 oakland it looks ok. much more traffic coming up

>> it is for 54, sad news to report, the dog that was voted the ugliest in the world last year has passed away. he won the ugliest dog contest at the sonoma fair in petaluma. brauner said she simply passed away in her sleep on saturday but she will keep her title until the new ugliest dog is crowned in june. >> we have one angry bird that is putting humans in a parking lot in missouri. most people duck when they see the goose flying at them. analysts say it looks like a bird is protecting his family and they point out there is a mother goose nearby. both of them assume a protective posture >> these are incredibly good parents which is one of the reasons they are so successful. they raise babies every year and they will fight off anything >> some humans are surprised to
