we might have some stormy weather on the horizon. >> not a bad start so far on the roadways. a full look at the commute coming up >> it is wednesday, really the first day of spring, march 21st. >> police right now are surrounding an apartment building in france where a suspected serial killer has barricaded himself for several hours. the 24 old frenchman of algerian descent is suspected in the killings of three jewish schoolchildren. three police officers were wounded during a firefight at the building today. he says he belongs to al qaeda and committed the murders as revenge for the deaths. >> crews are in the east bay working to clean up a big water

main break in berkeley. kate is are there to bring us the very latest >> unfortunately we do not know very much at this time. we of our initial reports that a water main break happened around 3:00 this morning. utility crews have been on the scene since we arrived trying to shut off water. it has been a steady stream of bubbling water in this intersection of seventh and addison. right now now we are not sure how long this will take to shut the water down. how many homes it will affect or if it will affect any but we just saw another utility worker arrive on the scene and we hope to get you more information and to see how many residents will be affected >> do we know when it broke? >> we heard that it was right before 3:00 this morning. >> ross mirkarimi says he is the

sheriff and the mayor has put someone else in charge. mirkarimi is facing an ethics investigation. >> this could go on for weeks. today the mayor is expected to file its official misconduct charges with the san francisco ethics commission and after five days, that commission will begin the process of making a recommendation to the board of supervisors. we could see weeks of hearings on this. mayor lee suspended ross mirkarimi yesterday after he pleaded guilty to a misdemeanor charge of false imprisonment involving a domestic violence charge with his wife. the mayor met with mirkarimi on monday and asked him to resign but the sheriff refused. >> i do not believe that the concept i have taken constitutes

official misconduct within the meaning of the law and i look forward to making my case to the ethics commission and the board of supervisors >> i've carefully reviewed the city charter and conducted my own review of the evidence and consulted with legal counsel. i also met with sherrif ross mirkarimi yesterday to give him the opportunity to resign. >> though the ethics commission will hold hearings on the misconduct charges within the coming weeks and then make a recommendation, once the misconduct case makes it to the board of supervisors, nine of the 11 members would have to agree to oust mirkarimi officially from his office. we saw a statement, yesterday from the deputies association saying they are disappointed in mirkarimi and that whole situation has affected morale.

i know you have more information on the interim sheriff who is just been appointed. >> a quick question, it did we hear from eliana lopez or from her attorney? >> she put out a couple of statements yesterday through her attorney and she says she would like her husband to say on as sheriff. she feels the whole thing has been blown out of proportion and by all accounts it appears as if the couple is planning to stay together. >> mayor lee selected former chief deputy vicki hennessy. she is coming out of retirement to become the first woman to head the sheriff's department >> i have great respect for all the members of the apartment and truly elite feel honored to lead them as they carry out their duties. i look forward to working with the department's staff and others to best serve the people of san francisco

in gingrich's third and ron paul trails badly with 3 percent of the vote >> president obama is kicking off a tour to talk about american energy policy. as for stop will be at a solar facility in boulder nevada. the state is trying to screen energy job to spur growth. other stops will include in mexico oklahoma and ohio. the president appears to be altering his stance on the keystone pipeline proposal. in january the administration denied a permit for the oil pipeline that would stretch from alberta to the texas gulf coast. a fast track for the permit process could be announced tomorrow for the southern portion of the project. pipeline supporters say it will create jobs and lower gas prices. >> there is widespread criticism of a decision by california state university to give raises to two top

administrators. the board of trustees approved 10 percent hike for the presidents of csu east bay and csu fullerton coming at a time of cuts and halting spring admissions next year. legislators say the trusties have misplaced priorities. state senator leave leave wants to prohibit raises during bad budget years. today second public hearing on the proposed changes to admissions at san jose state. the university is moving to end a promise to ignore all qualified high school graduates from santa clara county. the school would still give preference but not a guarantee. it is all the result of increasing budget pressure there. >> san jose's new branch libraries may soon reopen now that the council has approved the mayor's latest budget plan. experts projected modest $10

>> in mexico there have been several aftershocks. the largest was a 5.1. dozens of homes have collapsed and another 800 are damaged after yesterday's powerful earthquake was a 7.4. hardest hit was the coastal area city. several people have been injured but there are no reports of any deaths. the president's oldest daughter was vacationing in mexico with a school group the white house says she was never in any danger. >> a florida teenager called his girlfriend shortly before he was shot to death last month. it told her he was being followed. the man who followed him was a neighborhood watch person. he ended up shooting martin but

weekend although i think the first part of that weekend will be very wet. >> we're going to enjoy the dry commute while we have it. for right now, things are pretty quiet. the right side of your screen is the commute direction. we do have some road work this morning, this time in antioch. all eastbound lanes of highway four are completely closed. drivers are having to use the on and off ramps to get by. eastbound and westbound for are pretty sluggish. kind of usual stuff passed the

coliseum. a couple of southbound lanes blocked on 880. they should be wrapping that up pretty shortly. there were lane changes going on across the golden gate bridge so we saw the trucks to move past and right now and everything is pretty much good to go. we are following in developing story that since 3:00 this morning, a water main break in berkeley. there are streets closed by seventh and had a sense of coming up we will get a live report from the scene from our own reporter. in the meantime the south bay looks pretty good. no major delays on 280 or 101. mass transit is all on time. >> new studies suggest a daily low dose of aspirin can prevent and possibly treat cancer. in the study experts point out
