allegations, the u.s. anti-doping agency said it was moving to strip armstrong of his seven tour de france titles. the agency also said armstrong would be hit with a lifetime ban. drew levinson is in washington with more. >> good morning, terrell. lance armstrong says it's finally time to put on the brakes. he says he's not a cheater. but the most famous american cyclist says it's time to quit fighting. >> lance armstrong's run of seven consecutive tour de france wins was historic. it will no longer be in the record books. the u.s. anti-doping agency says it will strip armstrong of his titles and ban him from cycling for life. the decision comes after armstrong announced he's giving up the fight to clear his name. armstrong released a statement to the associated press saying "there comes a point in every man's life when he has to say enough is enough. for me, that time is now." . the doping agency accused

armstrong of using testosterone, epo, corticosteroids and masking agents. >> we've proven time in and time out that we're clean. >> armstrong maintains he's innocent but the toll this has taken on my family and the work for my foundation and me leads to where i am today, finished with this nonsense. the head of the u.s. ada told reuters this is a heartbreaking example of how the win at all costs culture of sport, if left unchecked, will overtake fair, safe and honest competition. the latest challenge to armstrong's legitimacy started in june when the agency announced it had lined up ten former armstrong teammates who were willing to testify that the texan cheated. tyler hamilton told "60 minutes" he saw armstrong use performance enhancing drugs. >> i saw it in his refrigerator. i saw him inject it more than one time. >> armstrong denies the claims saying, i know who won those seven tours, my teammates know

who won the seven tours and everyone i competed against knows who won those seven tours. nobody can ever change that. >> the union that governs cycling says it will decided to whether it will appeal on lance armstrong's behalf. terrell. >> drew levinson, thank you very much. forecasters say isaac is unlikely to strengthen into a hurricane until monday when it enters into the gulf of mexico. this morning isaac is moving over the northern caribbean with sustained winds of 45 miles per hour. the storm center will be near or over hispaniola, the island shared by haiti and the dominican republic today. isaac could take a shot at western florida as the republicans are gathering for their convention in tampa. manuel bow harr kwez reports. >> inside the tampa bay forum, republicans were hoping for the best. >> as you see outside, the big sunshine, blue skies, calm seas and that's what we're going to have next week.

>> plans are in place for a storm that could arrive just as the convention begins. mayor bob buck horn. >> we literally would take off our convention hat and put on our storm hat. that would be really the only logistical difference. >> republicans will be meeting just yards from the hillsborough river. party officials and media will be an the tampa convention center, inside an area that would be evacuated if winds exceed 74 miles an hour. as many as -- in a zone that would be evacuated if tides rise above 15 feet. 400 buses would shuttle the delegates to safety. >> the city of tampa and the orange sea have been in lock step together. we will not make a decision without each other. all of the players that are involved in this will be looking at the same data at the same time and make the appropriate decision together. >> the final call on whether to suspend any events or the convention itself, where does that come from? >> the rnc.

the storm will affect security plans also. 3500 officers from across the state are expected in tampa to help. but they may need to stay in their towns to help with the hurricane. manuel bojorquez, cbs news, tampa. mitt romney is talking big business. sounding a lot like president obama. it was in june that republicans, including romney, charged the president was out of touch with the nation's economic woes for saying "the private sector is doing fine." but speaking in minnesota romney said big business is doing fine in many places. they can deal with the regulation, they know how to find ways to get through the tax code, save money by putting various things in place, where there are low tax a ens for their business. romney's plan for making energy independent by 2020 emphasizes the expansion of oil and gas produce over wind and solar production. >> that means we produce all the energy we use in north america

and there are a number of things i'm going to do to make at that happen. it is achievablchievable. this is not a pie in the sky kind of thing. >> his plan includes expanding off shore drilling and drilling in the alaskan wildlife preserve. you'll see much more of president bill clinton on the campaign. the obama campaign will deploy him. on thursday, the obama team unleashed a new tv ad featuring clinton. >> this is a clear choice. the republican plan is to cut more taxes on upper income people and deregulation. that got us in trouble in the breivik's sanity.

they'll determine whether he'll get a long-term prison sentence or psychiatric ward sentence. prosecutors are asking judge to get access to educational records where james holmes was a doctoral candidate. in a hearing thursday, prosecutors said the records would show holmes failed board exams, withdrew from the ph.d. program, made threats to the campus, was banned from the campus and ordered weapons and body armor while he was flunking. the defense moved to keep the records secret. holmes is charged with killing 12 people and injuring 58 others. first lady michelle obama met with relatives of victims of

merkel today to ask for more time to fix greece's economic problems. merkel and french president francois hollande discussed greece during a meeting in berlin on thursday. both suggested it must stick with tough economic reform targets. the greek prime minister meets with the french president tomorrow in paris. markets in asia pulled back as hopes dimmed for stimulus action. by the u.s. fed. tokyo's nikkei fell more than 1%. hong kong's hang seng also lost 1%. worries over the fed the dow lost 115 points on thursday. the biggest loss in more than a month. the nasdaq fell 20 points. mitt romney says he'll be looking for someone new to head the federal reserve if he's elected president. romney said thursday he will not reappoint chairman ben bernanke to a third term. some republicans have attacked bernanke's recession-fighting policies. romney did not say who should run the central bank. the federal reserve bank of new york has sold the last

securities of its aig rescue package. the risky bonds for insurance giant, american international group, were bought during the financial crisis four years ago. the sale netted taxpayers more than $6 billion. the treasury department still owns 53% of aig stock. and there's a fresh sign that the housing market is slowly improving. the commerce department says new single family home sales rose more than 3.5% last month to a seasonally adjusted annual rate of 372,000. that matches a two-year high set in may. still, the increase is well below what economists consider healthy. microsoft brings fast change to technology but it is slow to change its logo. on thursday, the software giant unveiled its first new symbol in a quarter of a century. the redesign uses a lighter straight-typeface. the red, blue, yellow and green colors from the flag appear in a box instead of in a curvy template.

in boston. second inning, the sox take a 6-0 lead on a homer. wouldn't last long. in the third, the angels come back to tie the game up on a single by chris iannetta. the top of the nine -- the top of the ninth, trumbo breaks a tie, but the bosox battle back. the solo home run ties this thing up at 12. very next inning now, in the angels morales answered with a homer of his own. that makes it 13-12 anaheim. goes on to win it 14-13. out west, the san francisco giants cruise to their fourth straight win. the giants picked up four runs in the fifth. a three-hit shutout into the ninth. giants top the braves 5-2. pre-season football now. green bay traveling to cincinnati. packers quarterback aaron rodgers usually known for throwing the ball used his legs. first quarter, he scores on a 12-yard touchdown run. later, rodgers does it again. this time using his wheels to

life. armstrong says he will no longer fight drug charges. tropical storm isaac is not expected to strengthen into a hurricane until monday when it enters the gulf of mexico. isaac is expected to move over haiti and the dominican republic today and cuba tomorrow and may threaten the republican convention in tampa next week. a navy seal involved in the raid that ended osama bin laden's life has written a book about the assault. it's written under the pseudonym mark owen. he's identified as a member of seal team 6. his real name has been reported by several news organizations but cbs news does not identify members of classified counterterrorism units. it's scheduled to be released in september. but it's already causing controversy. bob orr reports. the book is being promoted as the first inside account of the raid on osama bin laden's compound. it's written by one of t u.s. navy seals who led the assault. while much has been disclosed

about the raid, the publisher of the book dutton, quotes author mark owen as writing. it is time to set the record straight about one. ever the most important mission's in u.s. military history. no easy day is the story of the guys, the human toll we pay and the sacrifices we make to do this dirty job. sources say owen, who is no longer a seal, did not get his manuscript approved by the pentagon, the white house or the cia. as required. he could face legal problems if the government determines his book discloses classified information that could harm u.s. national security. but his publisher is more concerned that owen himself could face physical danger. retaliation from al qaeda or bin laden sympathizers. now that his identity has been revealed by fox news and the associated press. in a statement, dutton said, "owen has put his life on the line time and again for his country for more than a decade. we respectfully request that all news organizations consider these facts when deciding whether to pursue or publicize

a close call in east china. a little girl seen in white fell from a motorcycle and narrowly misses getting run over by the rear wheel of the car next to her. surveillance video caught the incident saturday. she suffered only minor scrapes and bruises. all the proof you need that not everybody should have children. be. it was a year ago this week that a rare earthquake struck the east coast. the 5.8 quake was centered in virginia but damaged structures in a wide area including the washington monument and the national cathedral. as sharyl attkisson reports, it could take a decade. to retore the cathedral >> as you see the -- >> joe alonzo has been a stone mason at the washington national cathedral for 27 years. >> let me show you this one here. today he took us up 300 feet to view the damage done to the

cathedral's 150,000 tons of stone in last year's earthquake. construction started back in 1907 and it was alonzo who placed the final stone when it was completed in 1990. >> we laid that stone 83 years to the day, to the moment, i believe, that they laid the first stone. >> come down probably the top -- >> today, he's in charge of the cathedral's masons and carvers. for 21 years, the job was all normal restoration and upkeep. >> then that all changed on august 23, 2011 at 1:53 p.m. >> you realized you were going to be in charge of putting this mess back together. >> having worked on the construction of it and immediately knowing wow. >> was that two pieces of stone? >> no. that was all attached to here. it was like this. it broke free up there and started creeping over with the vibrations, but the quake ended. again, another couple of seconds, i hate to think what would have happened.
