bay area prices have soared 16 cents a gallon since yesterday and some places you can't get gas in california because they ran out. the problem is because of refinery and pipeline problems all over california. >> as a person in the middle class it's hard to save and have a family in the bay area and keep paying these prices. >> we have never seen a price like this. >> i can't pay no bills right now. if this going to keep like that we'll have to close the doors. >> regular is $4.60 san francisco. oakland $4.52. some costco stations are out of gas. in the bay area, costco has gas. you can find the cheapest gas in your area by going to our

website, cbssf.com/gas. if you haven't heard there are a few big events planned in the bay area this weekend and that will likely mean traffic gridlock. cbs 5 traffic reporter elizabeth wenger joins from us san francisco to explain which areas to avoid. good morning. >> reporter: good morning. we're at a hotspot along the waterfront. it's called carmageddon san francisco, trafficpocalypse. you might want to avoid san francisco unless you want to be part of the fun. here at pier 32 we have the big navy vessel for fleet week and we also have some of the america's cup sailing yachts. these will be two busy draws, a loud weekend if yesterday was an indication. this is video taken yesterday of practice rounds. that's the blue angels flying overhead. don't drive. this shouldn't be a shocker but

parking will be hard. to avoid the most gridlock avoid the waterfront. use side streets less popular bridges like the san mateo bridge we made a map of a few of the other things going on. we have hardly strictly bluegrass at golden gate bridge. giants games at at&t. 49ers, castro street fair, italian heritage parade and outside the city we have florence and the machine in mountain view, madonna in san jose, a cal game, whoo, i'm exhausted and i haven't named all the events this weekend. so use mass transit. that's the best advice. bart, ferries, muni are stepping up service this weekend. by the way, we have learned that bart actually had two of their top 10 ridership days earlier this week and they only expect those numbers to soar continuing into saturday and sunday. so to get all the latest on information on how to avoid this traffic mess expected this weekend and all the events, go

alternating lanes from moss beach to val mar. here's lawrence with the forecast. >> low clouds and fog onshore today. temperatures going 10 degrees below average toward tomorrow. cloudy skies into fairfield now. we have 57 in livermore. 58 in san francisco. looks like that low continues to sit off the coastline and because of that, well, it is bringing with it those clouds outside. in fact, looks like things are going to stay cloudy for the better part of the day especially coastside. you will see the clouds just hanging out high clouds overhead as you make your way across the bay area today. but looking toward the afternoon, those clouds are going to be slow to break up and the temperatures are going to stay down. it will be a cool friday. 70s and 80s usually on the average. friday afternoon these temperatures running 11 degrees below average in santa rosa. and getting cooler for the weekend. of course we have all those things going on, too. we'll talk more about that coming up. >> we should switch last weekend with this weekend. it would be perfect. the sun isn't even up yet

and american airlines has already canceled two flights out of the bay area. cbs 5 reporter cate caugiran down at sfo and this time, cate, it's not about the pilots but i guess the seats on the plane? >> reporter: that's right. if flying wasn't a little nerve- racking enough, imagine sitting in your seat and having the seat in front of you fall on your opinion lap! that was the reality for some american airlines passengers earlier this week. but american airlines says they do have a fix. but that will mean delays and flight cancellations nationwide. the repair work has canceled 44 flights today including two from san francisco to miami and orlando. earlier this week some passengers vowed never to fly again after what they recall was a terrifying experience. >> seats flipped backwards. it was actually a complete nightmare. >> we're going through the fleet and we're adding an additional locking feature on top of this that will, what we believe, prevent this from happening again. >> reporter: the airline says they have traced the problem to

saddle clamps which secure the seats to the floor of the plane and so far, workers have identified a loose row of seats on six planes and they said they also attribute the problem to wear and poor design. federal officials say they are continuing a safety investigation. now, this all stems from two separate incidents that happened on monday but american airlines says they plan to be back on track by tomorrow. live at sfo, cate caugiran, cbs 5. >> thank you. pg&e says it should not have to pay punitive damages to people who survived the san bruno pipeline explosion. the san francisco-based utility made its argument in a new court filing saying it did not know the pipe was fatally flawed. pg&e is trying to settle dozens of civil suits related to the explosion which killed eight people and injured dozens of others two years ago. civil rights attorneys are calling for a federal takeover of the oakland police department citing opd's chronic failure to make mandated reforms. attorneys have filed a motion to appoint a receiver to

oversee the department now. the oakland police department was ordered to reform operations back in 2003 following the rider scandal but they reputedly failed to meet deadlines to make those necessary changes. san francisco police say they arrested a man in connection with murders that happened over the summer. 23-year-old keith wilkins was already in custody for a probation violation. investigators believe he killed two gang members in the visitacion valley neighborhood back in july. the killings were part of multiple shootings within a week in that area. the man who sparked riots and protests in san francisco's mission district is expected to be arraigned today. 22-year-old oliver was shot by an officer during a chase last month. investigators say he pointed a gun at officers. barcenes a suspected gang member was allegedly on the way to kill someone. in other headlines around the bay area, albany police say there were multiple alleged victims of the teacher arrested for committing lewd acts with a

minor. that teacher 28-year-old james izumizaki was found dead monday. investigators are also confirming it was a suicide. the morgan hill mom accused of ditching her daughter at a safeway after a botched shoplifting attempt is back in the bay area. police say marcy keeling told her girl to push the cart out and abandoned her when she was caught. keeling was caught in nevada. today is one year since the death of silicon valley pioneer steve jobs. the cofounder of cupertino- based apple was 56 when he lost his battle with pancreatic cancer october 5, 2011. in his honor today, the flag will be flown at half-staff at the cupertino civic center. jobs made his final public appearance there at a city council meeting. 4:38 now. contra costa county health officials will explain today why you should never handle bats and other wildlife. a 34-year-old contra costa man died of rabies two months ago

while working overseas. they think he contracted the fatal disease in march when he came into contact with a bat in southern contra costa county. it is the county's first rabies death in nearly 20 years. hundreds if not thousands of patients could be at risk for a rare meningitis infection. a tail end steroid drug is being blamed for an outlook of fungal meningitis in six states including right here in california. symptoms are headache, nausea, dizziness and fever but they are also linked to other medical conditions. >> that makes it different and perhaps some patients and certainly some doctors wouldn't think of meningitis right away if the patient presented primarily with those kinds of symptoms. >> 35 cases of fungal meningitis have been reported across the country and five people have died. we are less than an hour away from getting the latest employment report from the labor department. economists predict the unemployment rate inched up to

8.2% in september. it was 8.1% in august. yesterday the government reported a slight jump in first time mortgage claims. mortgage buyers, the average rate on a 30-year loan now is 3.36%. record low rates have led more home owners to refinance their homes. experts say that trend could help jump-start the economy, as well. in the presidential race mitt romney says he was completely wrong when he commented that 47% of voters are dependent on the government. he told fox 11 news' sean hannity he believes in supporting all americans. romney and president obama both hit the campaign trail yesterday following their first debate in colorado. the president acknowledged romney's stellar performance but questioned the republican challenger's accuracy. >> when i got on the stage, i met this very spirited fellow to claims to be mitt romney. you about i know it couldn't have been -- but i know it couldn't have been mitt romney because the real mitt romney

[ laughter ] happy friday, folks. out the door today, low clouds have stretched well onshore. that sea breeze really kicking in. the temperature, what a difference from just a few days ago. numbers right now running into the 50s, mostly cloudy skies inside the bay, partly cloudy into some of the valleys and, of course, cloudy at the coast. this afternoon, well, we'll see some mild temperatures becoming mostly sunny in the valleys but only mid-70s on the warm end in there. looks like 70s and 60s around the bay and 60s at the coast. this area of low pressure has moved a little closer to the coastline and that's helping

to ramp up that sea breeze and, of course, you see those high clouds stretching across the skies, as well. it looks like throughout the weekend the temperatures are going to stay cool. actually probably cooler toward the next couple of days. today sfo mostly cloudy start partly cloudy by the afternoon no delays just yet but we'll watch that closely. houston not too bad about 84 degrees. chance of a few showers and maybe even some snow showers in the denver area. chicago a chance of some rain there and about 55 degrees. new york 79 and some partly cloudy skies. around the bay, these temperatures really dropping off 20 degrees from the other day. 70 high milpitas, 71 san jose, 64 pacifica, east bay temperatures up into the 70s into places like brentwood maybe one of the warmer spots about 75 degrees. inside the bay a lot of 60s and as you approach the coastline, that sea breeze will be ramping up so it is going to be a cool day as you approach the beaches. cooler enough over the weekend to mix out the low clouds and fog. we have fleet week this

weekend and we want to be able to see the blue angels. then on columbus day there is a chance, can you believe it, of a few showers, gianna. here we did. >> i'm not ready! i need more time for more sunshine. let's go to the bay bridge toll plaza right now where traffic is very light. in fact, it is "friday light" as we like it say no delays as you head toward the pay gates clear across the upper deck into san francisco. no delays on the lower deck. roadwork though expected around 7:00 this morning on the lower deck of the bay bridge. so just a heads up. elsewhere jumping over to our mans this morning, if you are taking 880 or plan to, so far, so good lots of green on our sensors so not seeing any problems. in fact, live look at conditions along 880. you can see traffic looks good in both directions north- and southbound. of course, eastshore freeway looking good as you work your way towards the maze. we have a trouble spot westbound 80 at leisuretown. it was blocking lanes but they are wrapping things up there. you can see green on our sensors so not too much of a problem on the roads this morning. now, we did have some roadwork. highway 1 in pacifica near

devil's slide they are alternating lanes through there wrapping up by 7:00. moss beach highway 1 between vallemar and 10th street you will see roadwork there. so expect delays until 7:00. elsewhere, if you are working your way along 880 at mission boulevard roadwork here as well will be there at least until 6:00. that's affecting traffic in both directions. looks like various lanes closed. both directions may be affected 880 at mission. here's a live look along the golden gate bridge. so far, so good. nice view as you head into san francisco. south 101580 to the golden gate bridge toll plaza only about a 15-minute ride right now. no word of any trouble spots just north of here for construction. traffic is moving well 101 in the area. of course it is going to be a busy weekend here in san francisco. so mass transit will be a very good choice and everything is right on time of the that's a look at traffic. back to you guys. >> thank you. in your world in morning, an american opened fire at a hotel in israel today killing a chef before police shot and

killed him. police in the resort city of alad say the shooting appears to be based on a personal dispute. the gunman's name hasn't been released. police say antiterror use the stormed the hotel and when the gunman fired at them from the hotel kitchen officers fired back. the u.n. security council official condemned syria for shelling a bordering town in neighboring turkey killing five. the council said the attack illustrates how the battle in syria has an impact on the entire region. it's the first time the security council has agreed to a resolution against the country. russia and china are allies of syria and both have veto power. it is 4:48 now. a moraga teenager's dream of becoming an eagle scout appears to be over after he told his family, friends and a boy scout counselor that he is gay. ryan a high school senior completed his final project just last month. it was an anti-bullying wall he helped create at his old middle school. but his troop is refusing now

the fee is expected to raise more than $84 million, money opponents say it will not be used to fight fires. scientists in lake tahoe are launching a new project to suppress a clam invasion. the program plans to treat a population of asian clams near emerald bay before it spreads. officials say the invasive species has turned to algae blooms. the treatment begins next week. there is a wildlife problem in the east bay turkeys, dozens if not hundreds of them invading hercules. take a look. they are just everywhere on the roof here of a house, running through the streets, destroying gardens and as you see here, on the roofs. some of them are apparently attack people. >> they are having eggs, babies and stuff, and one of the guy got attacked on the back of the neck and we got chair and start, you know, hitting them. >> reporter: you started hitting the turkeys with a chair? >> the guy was getting hit, so
