the bridge with an update. the bridge is on schedule. these people who are driving around this part of the bay area some of them stuck in traffic will have this bridge back when they need it monday morning. take a look behind me. they are seeing work on the toll plaza here. it's a great time to get everything done so they are doing a lot of work out on the bridge doing work with wiring and telephone poles and painting. let's take a look at what's going on. there are twelve 30-foot sections to replacing. crews have removed six old ones and installed three new ones. they are putting a fourth in place. it stems from a crack in a support structure on the bridge two years ago. >> what happened was two years ago we discovered a crack in a wishbone shaped girther under the bridge. it was part of the seismic retrofit in the late '90s so we repaired it bolted steel plates

to the top and bottom of the girder but we knew we wanted more of an improvement than that. >> reporter: since the bridge was slated for seismic upgrade anyway they are doing all the work at once. weekend closure to do work on bridges began in 2006 or 2007 with a major project on the bay bridge. now says bob haus they are doing it regularly. >> when we did it for the first time with the bay bridge and successive closures since then we discovered it can be done as long as people have proper advance notice then and we do our best to pick the best time to do it and it hasn't been that bad. we have seen traffic levels heavier on the bridges and highways today but still not equal to that of what we see during a normal weekday. >> reporter: it is the new routine. so i suppose it will save us money and get things done in a hurry but right

now it's inconvenient. monday morning at 5 a.m. we should be back in business. >> thank you, don knapp. as you meet expect with the san mateo bridge closed a lot of people are taking the bay bridge to get on the other side of the bay. there are delays at the toll plaza. so if you need to get across the bay, give yourself extra time. to avoid traffic messes, go to our website, cbssf.com and click on current traffic conditions on the front page. the bridge closure didn't stop fans from going to cal memorial stadium. they couldn't miss the big game even though it came at an unusual time this year. traditionally it comes at the end of the season. for the first time in more than a century they played in october instead of november.

stanford fans say while it feels odd, what matters most is that they beat their hated rivals. >> october is pretty late anyway. they are talking about it in the papers starting late so i think it's great to just have it every year. it doesn't matter. >> we were sad to leave the game early but know the bears fought hard and all we can say is, go bears! >> the big game was pushed up because the schedule for this year's pac 12 title game, teams have been promised the big game will return as one of the final games of the season in the traditional spot. ston ford won. vern will have highlights later in sports. and tonight at 11, after 30 years, we'll look back at what's known as "the play." governor brown was in san francisco today campaigning for his tax initiative proposition 30. it's one of two competing tax measures on the california ballot. as cbs 5 reporter anne makovec shows us, that's causing confusion among voters and tensions between supporters and

opponents of both propositions. >> conspiracy theory. >> who the hell are you? >> reporter: you can tell how heated the debate is getting when just seconds into an interview with an opponent of prop 30 we were interrupted. >> there's a conspiracy theory that you're trying to propagate. if the news wants to take your conspiracy theory and run with it -- [overlapping speakers] >> reporter: this confrontation was outside of an event featuring governor brown. >> just in case you don't know why i'm here, i want to make it real clear. >> reporter: prop 30 would bring california an estimated $6 billion a year by temporarily raising the income tax on the state's highest earners and sales tax by .25%. >> proposition 30 is about a lot of things. it's about kids. it's about teachers. it's also about the credit rating of california. it's about social harmony. it's about hope. and it's about those who have

been most blessed who have an opportunity to give something back. >> reporter: brown is also warning that if 30 doesn't pass it would trigger $6 billion in automatic cuts most of it to schools. >> our students already suffer from four years of cuts that have already devastated public education. >> reporter: but opponents say the politicians are crying wolf. >> it's a big scam. they could go fix it. they could start by auditing every department. they are avoiding doing what's really necessary, which is a total overhaul of the budgeting process. >> reporter: polls on prop 30 are very close right now and one issue complicating the matter for a lot of voters is prop 38, a competing tax measure on the ballot. so there are two challenges for prop 30 proponents and with time running out . >> you're making fools of yourselves butting in here! >> reporter: --they are turning up the heat. anne makovec, cbs 5.

the state's political watchdog commission says a donation to a san jose city council campaign is illegal and must be returned. the $100,000 donation to the campaign of rose herrera came from a political action committee or pac controlled by mayor chuck reed. the city's police officers association had complained about the donation to the california fair political practices commission. >> we have reissued the letter that we sent to rose over a week ago calling for her to repudiate and disavow this illegal transfer of money from the mayor's committee to a committee supporting her re- election. even today, they're out together coordinating their campaigns walking door to door. they continue to flout the law and it needs to stop. >> st. mary reed says he did nothing wrong because the law only forbids transfer of funds -- mayor read said he did nothing wrong because the law only for bids tran first of funds from one candidate to

another and he was not a candidate. money wrapped inside a paper towel at a chase bank in modesto yesterday afternoon had tellers in hives. they were rinsed down by workers and taken to the hospital. they are expected to be okay. meanwhile, the sack of money has been taken to a crime lab for testing. police are now questioning the customer but no arrests have been made. fire crews in lake county are gaining ground in their fight against a wildfire. evacuation orders were lifted today. fire officials say the blaze is now 90% contained. full containment is expected sometime tomorrow. the fire started thursday afternoon outside the community of lower lake near highway 29. it burned 300 acres and burned one home. several outbuildings and vehicles were also destroyed. a major change in the way people in the south bay use their phones. they will need to dial -- why

introduced to the 408 area. people who have currently have the traditional 408 numbers will keep that area code. but everyone in the region will have to dial 1 plus the area code and the seven digit number even on local calls. it was a homecoming surprise months in the making. a u.s. army sergeant who just returned from afghanistan was reunited with her eight-year- old daughter in front of all her classmates. natalie brand was there for the happy reunion in oregon. >> reporter: after four tours of duty, months of being away from home, army sergeant melody webb just back from afghanistan counted down the seconds when she would be reunited with her little girl. >> she has no idea. >> reporter: what they didn't know at the elementary school the principal planned a surprise homecoming. a moment which brought families, friends and, of course, mother and daughter to tears.

the spartans are now 5-2. baseball, it's all about giants pitcher barry zito. wow. a remarkable performance last night on st. louis to force a game 6 tomorrow night here. zito 7 innings of shutout ball. before game five there was a social media movement on twitter where giants fans would hashtag rally zito and changed their avatars to zito. it was the number 2 trending topic worldwide. unfortunately, the real zito had no chance to see any of it firsthand. >> i tried twitter a couple of years ago and it was a pretty devastating experience for me. [ laughter ] >> i learned to not check the in box and so i got off twitter. but, you know, i'm excited that the fans are fired up and, you know, they are going to bring all that momentum into the stadium these next two

games. >> would he have worn that hat if he went two innings? peter magowan it was his decision alone to sign zito to the 7-year deal in 2007. magowan among others showing nothing but smiles and praise for number 75. >> anytime any player signs a contract like that, they put tremendous pressure on them, they put a bull's eye on their back. it's a lot to live up to when you have a contract like that. i think when you sign from an organization's point of view the contract like that, you have to believe in the character of the person, is this a guy that's going to represent the organization well? he was one of the best pitchers in baseball. you don't just look at the statistics at how good a pitcher he was. for that kind of a contract, can he provide the leadership? >> i think it was ecstatic for him. two things, we have seen how hard he works and how big of a teammate he is and how good of a teammate he is.
