champion, confessed during an interview he taped with oprah winfrey yesterday. armstrong has been under increasing pressure to come clean. he was stripped of his titles following a scathing report by the u.s. anti-doping agency. "60 minutes sports" highlighted the investigation including allegations armstrong threatened riders who testified against him. the head of the u.s. anti-doping agency travis tygart said he too, was threatened. >> your investigation showed that there were personal threats made against riders who had decided to come clean. i wonder if there were any threats against you. >> there were, scott. >> these threats came from where? >> emails, letters, anonymous. >> yeah. can you remember any of the lines from the emails or the letters? >> the worst was probably putting a bullet in my head. >> did you take that seriously? >> abs y. >> we have more. >> reporter: lance armstrong

completed his fall from grace monday, confessing to oprah winfrey that he used performance enhancing drugs to win the tour de france. armstrong was stripped of his seven tour titles last year after an exhaustive investigation by the u.s. anti-doping agency. the group questioned 11 of armstrong's former teammates and accused him of masterminding a team-wide operation and intimidating those who threatened to mention it. the agency's chief executive spoke it the report to "60 minutes sports." >> we heard the evidence. we heard the stories from the athletes. and it supported without question every allegation that we put in that letter that obviously now has been shown to be true. >> reporter: armstrong had always denied he uses performance enhancing drugs. >> we've got nothing to hide. we know that everybody knows that. we've proven time in and time out that we're clean. >> reporter: when confronted with the evidence, armstrong decided he would no longer fight the charges in court.

he issued a statement last august that said, "there comes a point in every man's life when he has to say enough is enough. for me that time is now." winfrey told cbs news he was emotional but didn't elaborate. she tweeted, "just wrapped with lance armstrong. more than 2 1/2 hours. he came ready." cbs news. >> and oprah winfrey will talk about her interview with armstrong coming up later on "cbs this morning." today vice president biden will formally hand over recommendations from his gun control task force to president obama. the president will likely unveil his plan to reduce gun violence as early as tomorrow. meanwhile, new york state is expected to pass the most restrictive gun law in the nation later today. it includes tighter restrictions on assault weapons and ammunition. susan mcginnis is in washington this morning with more. good to see you. good morning. >> reporter: terrell, good morning. the president facing a lot of opposition here on capitol hill is now looking at 19 steps he

can take to curb gun violence with no congressional approval. the white house believes that acting fast gives it the best chance of success with the wounds from the connecticut school shooting still so wide open. meanwhile, parents of the children killed there are coming together. president obama says he's putting together his plan to reduce gun violence. >> members of congress i think are going to have to have a debate and examine their own conscience. >> reporter: the president's plan will be based on recommendations from vice president joe biden's task force. likely proposals include mental health background checks, longer prison sentences for gun traffickers, and more information on violent video games. the president also wants a ban on assault rifles, but many gun rights advocates including mike emerson are opposed. >> the people who want to get them to do evil things are not going to be deterred by the ban. >> reporter: the president is facing opposition from the nra and many lawmakers on capitol

hill. even top democrats do not believe an assault weapons ban can pass through congress. the president says if congress cannot pass federal legislation, he may go it alone and use an executive order. >> if there is a step we can take that will save even one child from what happened in newtown, we should take that step. >> reporter: parents of the children killed in newtown, connecticut, talked to reporters for the first time on monday. they're forming an organization called sandy hook promise aimed at preventing another tragedy. >> i do not want to be someone sharing my experience and consoling another parent next time. i do not want there to be a next time. >> reporter: the group did not address gun control directly but said it's looking for common sense solutions to prevent gun violence. now the president's plan could also include federal dollars for schools that want to hire armed guards. terrell? >> susan mcginnis in washington on a tuesday morning. thank you very much. a connecticut town has decided to rename a school for a teacher killed in last month's

newtown massacre. 27-year-old victoria soto died trying to protect her students at sandy hook elementary school. the town council and stratford, her hometown, voted yesterday to rename its elementary school after her. back to washington now. a relief bill for the victims of superstorm sandy is running into opposition in the house of representatives. voting on the $50.7 billion emergency spending measures expected to begin today. the senate has already passed a $60 billion aid package. house conservatives want to reduce the aid package and have offsetting spending cuts to pay for the recovery effort. and another battle has heated up on capitol hill over the debt limit. the president says it would be absurd to allow the u.s. to default on its own loans. meanwhile, treasury secretary geithner has notified congress that the u.s. will reach its debt limit next month, earlier than expected. danielle nottingham reports. >> reporter: president obama used the last press conference

of his first term to call out republicans who are threatening not to raise the debt limit. >> to even entertain the idea of this happening, of the united states of america not paying its bills, is irresponsible. it's absurd. >> reporter: republicans want drastic spending cuts in exchange for increasing the amount the government can borrow. but the president says he will not have the debt ceiling tied to the bills congress has already racked up. >> what i will not do is to have that negotiation with a gun at the head of the american people. >> reporter: the debt ceiling deadline is just one of three budget showdowns the white house and congress face in the coming months. house speaker john boehner said if laws do not tackle the debt and spending at the same time, it will cost americans jobs. in a statement, senate minority leader mitch mcconnell said "the president and his allies need to get serious about spending." danielle nottingham, cbs news, the white house.

military suicides have reached record levels. so bad that the secretary of defense calls it an epidemic. the pentagon says there were 349 suicides among active duty personnel last year. that's more than the number of combat deaths in afghanistan. experts say iraq and afghanistan war veterans suffering from depression and post traumatic stress are at the highest risk. secretary of state hillary clinton will testify next week about the deadly attack on the u.s. mission in libya. clinton will appear before the house foreign affairs committee. she had been scheduled to testify last month. that was canceled when she fell and suffered a concussion. four americans died in the september 11 attack including ambassador chris stevens. former president george h.w. bush is at his houston home this morning following a seven-week hospital stay. mr. bush was released yesterday. he had been treated for bronchitis and a lingering cough including a week in intensive care. we'll take a quick break. when we come back an

[ peggy ] grab viva and break the rules on all your tough messes. this is amateur video showing new york's finest lifting a 3,800-pound taxi by hand after it hit a teen, pinning him underneath. this is out in the bronx. at least a dozen police officers helped pull the vehicle off the ground. police say the man ran into traffic as officers responded to a dispute outside a restaurant. the rescued man is now in critical condition. that taxi driver is not facing charges. a rare cold spell has gripped parts of the west for five days now. the mercury dipped into the 30s in the los angeles area yesterday. the howling winds made it feel even worse.

a freeze warning remains in effect for california. in arizona, farmers are struggling to save their crops from the frigid weather. cbs "money watch" time. there's a new number-one carmaker in the world. and a soda giant takes on obesity. ashley morrison here with more. good morning to you. >> reporter: good morning to you. asian markets were mixed this morning. new stimulus measures in japan sent the nikkei up more than half a percent, finishing at a 32-month high. hong kong's hang seng lost a fraction amid profit-taking. stocks ended mixed on wall street amid uncertainty over the battle over the nation's debt limit. the dow finished up nearly 19 points while the nasdaq fell 8 points. fewer iphone 5s will be rolling off the production line as consumers move toward rival phones running google's android system. apple reportedly cut its orders for some iphone 5 components because of weak demand. apple's stock fell 4% following that report. toyota unseats general

motors as the world's top-selling automaker. the japanese carmaker sold about 9.7 million cars and trucks last year. 400,000 more than g.m. for more than 70 years, g.m. reigned as the top-selling automaker before losing the title to toyota in 2008. a new survey shows home prices surged 7.5% in 2012. the most in the past six years. core lodge ig-- logic says stronger demand, fewer homes up for sale, and fewer sales of bank-owned property led to the spike. the company predicts values to rise 6% this year. and coca-cola launches an ad campaign touting its commitment to ending the obesity epidemic. >> the long-term health of our families and the country is at stake. >> in a new commercial, coca-cola lays out its record of offering more and more beverages with fewer calories and in smaller sizes. the soda company points out that

of three states that for now has avoided being hit hardest by the flu. >> we've certainly started to see an uptick over the last two weeks i would say. >> reporter: dr. reka murphy is the director of epidemiology at cedars-sinai medical center in los angeles. during the first week of december, not a single flu patient was admitted. last week, they admitted 20. >> seeing roughly about 15 to 20 a week. about half of those are hospitalized patients. >> reporter: is that a significant jump? >> that's a pretty significant jump. it signifies an earlier flu season than we normally see. >> reporter: california has administered or distributed 16 million doses of flu vaccine and has 3.7 million doses of anti-viral drugs such as tamiflu. while there'll is no shortage here, california is not sharing any of its supply with states that are running out. it's being saved for the weeks ahead. at cedars, they have vaccinated all employees and every patient admitted gets flu vaccine unless

they refuse. masks and hand washing supplies are being stockpiled, and the microbiology lab is returning flu test results in a half-hour. if there are people on the west coast saying the flu isn't bad, i don't know the vaccine, are they wrong? >> they're wrong. will be here and will follow the patterns we're seeing in the rest of the country. >> reporter: california's flu season typically peaks in february or march, so doctors are urging patients to get inoculated to allow the two weeks needed for the vaccine to reach full strength. ben tracy, cbs news, los angeles. an amber alert this morning in pennsylvania after a 5-year-old girl was abducted right out of her classroom. naehla robinson hasn't been seen since yesterday morning. police say a woman dressed in muslim-style clothing walked into the school at a philadelphia school and took the girl saying she was her daughter. i'm terrell brown for cbs news. ng she was her daughter. i'm terrell brown for cbs news.

there are new questions about the death of actress natalie wood. on monday, the l.a. county coroner said fresh bruises on her arms, a scratch on her neck, and a scrape on her forehead happened before she entered the waters off southern california and drowned 31 years ago. last year her death was changed from drowning to drowning and other undetermined factors. a sheriff's investigation is ongoing. in texas, a state law went into effect at the beginning of the new year that cuts funding to groups that support abortion rights like planned parenthood. as anna warner reports, four women who depend on that group for services are being caught in the middle. >> reporter: college student emily howell depended on her local planned parenthood clinic. now she and nearly 50,000 other texas women will have to find a new place to get free breast cancer screenings, pap smears,

and birth control. >> it feels scary not knowing where i'm going to go. and also knowing that i'm not going to be able to go where i felt comfortable going for ten years. >> reporter: texas legislators cut planned parenthood out of the state's women's health program by banning participation of groups that support abortion rights. >> i feel like they send the message to women that they don't care about them. >> reporter: how do you feel about that? >> it makes me really angry. >> what do we want? >> health care! >> reporter: critics say there aren't enough doctors and clinics to treat all the planned parenthood patients. >> i happen to believe that the texas legislature makes the right decisions. >> reporter: governor rick perry defended the decision whether we spoke to him last spring. >> we've got providers that are out there that we trust are not going to be involved in the delivery of -- of abortion services. >> reporter: you believe other providers will be able to pick up the slack? >> absolutely. >> reporter: what if they can't? >> they can.

i mean, you know, i don't -- >> reporter: what -- >> i'm not in the game of what ifs. >> reporter: texas' revamped program began this month with this web site designed to help women choose from participating doctors or clinics. but when we randomly selected 25 in the austin area and called, we found just four were participating in the program. 15 didn't offer women's health services at all. a spokesperson for the agency that runs the program told us "we are having more issues than we anticipated with the web site." >> i feel like all of the women that are being affected by these choices are being used in a political game. >> reporter: planned parenthood has filed suit in both state and federal court. emily howell won't be able to wait for a resolution. she says now she has no choice but to find another doctor. anna warner, cbs news, boston. coming up after your local news on "cbs this morning," oprah winfrey tells us about her exclusive interview with lance armstrong.

it's cold. out the door freezing temperatures, everywhere you go numbers dropping down into the 20s and the 30s right now. you can see that air making its way from the land to the sea that offshore flow continuing so it is cold and going to stay cold for the better part of the morning and then things begin to moderate over the next couple days. freeze warnings are up in the north, south bay and east bay valleys, frost advisory inside the bay, very cold temperatures early on this morning. by the afternoon, a little warmer into the 50s. but we could see some 60s maybe mid-60s coming up in the latter part of the week. we'll talk about that coming up. >> thank you. the cold weather we're having is probably going to hit you in the pocketbook. cbs 5 reporter elissa harrington is over at larkspur reporting produce prices are on the rise. >> reporter: consumers are going to feel the effects of the cold weather
