o be so harsh that congress would, of course come up with an alternative. here we are, 18 months later, four days to go and the republicans and democrats can still not come to terms. they cannot agree on cuts and taxes. the only area where they do seem to agree, that sequestration will have harsh consequences for the economy. >> well, everybody. >> president obama hosted dozens of the nation's governors at the white house last night. he did not specifically mention the sequestration deadline, but he did ask leaders from both parties to work together. >> while nobody in this room sees eye to eye on everything, we know that when we work together, democrats and republicans, north, south, east, and west, we can accomplish so much more than we can on our own. >> on sunday's "face the nation," two governors, democrat martin o'malley of maryland and republican bob mcdonnell of

virginia, urged congress to avert the sequestration. >> for whatever our differences might be, we understand this is an economic threat. >> it with us put to place to be a hammer, not a policy, and now we are a week away from getting it done. >> but lawmakers can't seem to agree on how to avoid the cuts. republicans are pushing back against any plan that includes tax increases. >> in terms of the democrats' plan, it seems like the first thing they come up is with is we're going to have to raise taxes. if you recall in january $600 billion over the next ten years without any spending cuts. >> half of the spending cuts will impact the military. they could result in longer deployments for troops in afghanistan. the white house is warning the reductions will impact federal agencies, resulting in flight delays and fewer food inspections, and education secretary arne duncan says up to 40,000 teachers could be let go. >> we don't have any ability with dumb cuts like this to figure out what the right thing to do is. it just means a lot more children will not get the kinds of services and opportunities they need.

>> now, the president is expected to address this issue during another speech today before the governors. meanwhile congressional leaders are apparently addressing a new deadline right now. march 27th, a continuing resolution to fund the government expires, so leaders here on capitol hill are apparently working on legislation to solve that one now. anne-marie? >> susan mcginnis in washington. thank you. now to the weather, and if this was a football game, mother nature would be penalized for piling on. the second major winter storm in less than a week is hitting the central plains this morning. colorado is one of at a least six states where blizzard warnings are posted. more snow and high winds are predicted in an area from west texas all the way to missouri. some areas that were hit by last thursday's massive snowstorm could see now an additional foot of snow or more. meteorologist jeff berardelli from our miami station wfor is tracking this latest weather system. >> yet another massive snowstorm moving through the plain states

during the day today, and on the warm side of this system, there's the threat for severe weather. some of the same places that were affected just four or five days ago with over a foot of snow in the plain states could see another foot of snow during the day today. here's the snowfall forecast. we're expecting in the strip of purple that you see, places like amarillo, texas, could pick up a foot of snow. again, central kansas that was just impacted by that huge storm a few days ago, they will see in some place over a foot of snow. that extends to kansas city. and during the day on tuesday, some of that snow will move into the great lakes around chicago. they could pick up a half a foot of snow, but it's in that purple strip that some places will pick up over 20 inches of snow in isolated areas. and on the warm side of this system that's across the gulf coast state, during the day on monday especially there's a threat for severe weather. we could see isolated tornados and damaging winds.

that's eastern texas. southern chaff o mississippi, southern half of alabama, and also into the florida panhandle. so it's going be a very stormy day across a good chunk of the nation. if you have any travel plans by air, make sure you call the airline ahead of time. i'm meteorologist jeff berardelli for cbs. well, overseas, the death of a palestinian being held by the israelis triggered fighting on the west bank. palestinians clashed with security forces after allegations the prisoner was tortured by israel's secret service. the prisoner died six days after he was arrested for stone throwing. this follows several days of marches in support of hunger-striking palestinians held by israelis. secretary of state john kerry is in england. this is the first leg of a nine-day tour, his first official over seas trip. kerry went to the prime minister's residence this morning to meet david cameron. kerry will travel to europe's main capitals, turkey and the middle east.

nominated for best picture. ang lee took that honor for "life of pi" which won four awards, the most of any movie. the academy awarded daniel day-lewis with the best actor trophy. he's the first male three-time winner of the statue. >> and the oscar goes to daniel day-lewis. >> reporter: meryl streep another three-time winner presented the award. >> i had actually committed to play margaret thatcher and meryl was steven's first choice for "lincoln." >> reporter: jennifer lawrence won for best actress for playing a troubled widow who dances her way to love in ""silver linings playbook." but she wasn't as light on her feet while accepting the honor. >> what went through my mind when i fell down? >> yeah. >> a bad word. >> reporter: but any embarrassment seemed to fade away as she celebrated during many of the after-parties. during the ceremony it was anne hathaway got one of the largest applauses.

fed chairman ben bernanke will address lawmakers on tuesday and wednesday, and we'll get new reports on home sales, consumer confidence. on friday the dow finished up 119 points, and the nasdaq rose 30. more pain at the pump, but relief could be coming soon. according to the lundberg survey, gas prices have spiked 20 cents in the past two weeks. the average price for a gallon of regular is $3.850 but lundberg says the speed of the inadvice has slowed and prices may even start to drop. a chinese company unveiled what it calls the world's fastest smartphone at the premier on sunday. a couple of oops moments though. they say it can display more than 100 themes, and that's important because ladies like flowers. he also said his theme is learning from apple how to make android software. apple is currently sueing the makers of android phones. and at the box office, "identity thief" grabbed the top spot. the adult comedy starring

the world's oldest marathoner is hanging up his sneakers. singh is 101 years old and he said he ran his last 10k on sunday in hong kong. he finished in 1:32:28. the indian born runner is the oldest man to run a full marathon. he did that in toronto in 2011. ah, man. he now i've got to go to the gym. he's making me feel bad. a small town in georgia has made a big impact in hollywood for the past couple of years. mark strassmann takes us on a tour. >> you have baby in a bar.
