o be so harsh that congress would, of course come up with an alternative. here we are, 18 months later, four days to go and the republicans and democrats can still not come to terms. they cannot agree on cuts and taxes. the only area where they do seem to agree, that sequestration will have harsh consequences for the economy. >> well, everybody. >> president obama hosted dozens of the nation's governors at the white house last night. he did not specifically mention the sequestration deadline, but he did ask leaders from both parties to work together. >> while nobody in this room sees eye to eye on everything, we know that when we work together, democrats and republicans, north, south, east, and west, we can accomplish so much more than we can on our own. >> on sunday's "face the nation," two governors, democrat martin o'malley of maryland and republican bob mcdonnell of

virginia, urged congress to avert the sequestration. >> for whatever our differences might be, we understand this is an economic threat. >> it with us put to place to be a hammer, not a policy, and now we are a week away from getting it done. >> but lawmakers can't seem to agree on how to avoid the cuts. republicans are pushing back against any plan that includes tax increases. >> in terms of the democrats' plan, it seems like the first thing they come up is with is we're going to have to raise taxes. if you recall in january $600 billion over the next ten years without any spending cuts. >> half of the spending cuts will impact the military. they could result in longer deployments for troops in afghanistan. the white house is warning the reductions will impact federal agencies, resulting in flight delays and fewer food inspections, and education secretary arne duncan says up to 40,000 teachers could be let go. >> we don't have any ability with dumb cuts like this to figure out what the right thing to do is. it just means a lot more children will not get the kinds of services and opportunities they need.

>> now, the president is expected to address this issue during another speech today before the governors. meanwhile congressional leaders are apparently addressing a new deadline right now. march 27th, a continuing resolution to fund the government expires, so leaders here on capitol hill are apparently working on legislation to solve that one now. anne-marie? >> susan mcginnis in washington. thank you. now to the weather, and if this was a football game, mother nature would be penalized for piling on. the second major winter storm in less than a week is hitting the central plains this morning. colorado is one of at a least six states where blizzard warnings are posted. more snow and high winds are predicted in an area from west texas all the way to missouri. some areas that were hit by last thursday's massive snowstorm could see now an additional foot of snow or more. meteorologist jeff berardelli from our miami station wfor is tracking this latest weather system. >> yet another massive snowstorm moving through the plain states

during the day today, and on the warm side of this system, there's the threat for severe weather. some of the same places that were affected just four or five days ago with over a foot of snow in the plain states could see another foot of snow during the day today. here's the snowfall forecast. we're expecting in the strip of purple that you see, places like amarillo, texas, could pick up a foot of snow. again, central kansas that was just impacted by that huge storm a few days ago, they will see in some place over a foot of snow. that extends to kansas city. and during the day on tuesday, some of that snow will move into the great lakes around chicago. they could pick up a half a foot of snow, but it's in that purple strip that some places will pick up over 20 inches of snow in isolated areas. and on the warm side of this system that's across the gulf coast state, during the day on monday especially there's a threat for severe weather. we could see isolated tornados and damaging winds.

that's eastern texas. southern chaff o mississippi, southern half of alabama, and also into the florida panhandle. so it's going be a very stormy day across a good chunk of the nation. if you have any travel plans by air, make sure you call the airline ahead of time. i'm meteorologist jeff berardelli for cbs. well, overseas, the death of a palestinian being held by the israelis triggered fighting on the west bank. palestinians clashed with security forces after allegations the prisoner was tortured by israel's secret service. the prisoner died six days after he was arrested for stone throwing. this follows several days of marches in support of hunger-striking palestinians held by israelis. secretary of state john kerry is in england. this is the first leg of a nine-day tour, his first official over seas trip. kerry went to the prime minister's residence this morning to meet david cameron. kerry will travel to europe's main capitals, turkey and the middle east.

and now to the oscars where a film about a fake movie was named best picture and daniel day louis. edward lawrence is there with the latest. good morning, edward. >> reporter: good morning, anne-marie. from ben affleck getting his first oscar in 15 years to jennifer lawrence falling on the way to get hers. this was an oscars to remember. this was a party to remember and one oscar himself. >> one gulp of champagne, and i'm gone these days. >> reporter: even the nominees who didn't win appeared to be having a good time. ben affleck, the producer and director of "argo," hat one of the biggest smiles after seeing his name engraved on the oscars. >> i don't get too much into the oscaroloygy and the pontificating. it doesn't help me to read up on that stuff. it's the fourth time he was not

nominated for best picture. ang lee took that honor for "life of pi" which won four awards, the most of any movie. the academy awarded daniel day-lewis with the best actor trophy. he's the first male three-time winner of the statue. >> and the oscar goes to daniel day-lewis. >> reporter: meryl streep another three-time winner presented the award. >> i had actually committed to play margaret thatcher and meryl was steven's first choice for "lincoln." >> reporter: jennifer lawrence won for best actress for playing a troubled widow who dances her way to love in ""silver linings playbook." but she wasn't as light on her feet while accepting the honor. >> what went through my mind when i fell down? >> yeah. >> a bad word. >> reporter: but any embarrassment seemed to fade away as she celebrated during many of the after-parties. during the ceremony it was anne hathaway got one of the largest applauses.

[ giggling ] an estimated an estimated 100,000 people turned out for pope benedict's final sunday blessing. he spoke to the crowd from his apartment overlooking st. peter's square, and he said he's retiring to spend his final years in prayer. the 85-year-old pontiff has one more public appearance on wednesday. and then on thursday he steps down. in cuba, the rule of the castro brothers, which began in 1959, now has an end date. raul castro says he will step down as president in 2018. the 81-year-old said someday this will be his final five-year term. he also said he hopes to

establish term limits and age caps for political office. miguel diaz canal was named his vice president and will most likely replace castro when he retires. and the older brother of olympic star oscar pistorius is now facing his own homicide charges. carl pistorius facing a 2008 road accident where a woman was killed. the charges were dropped and reinstated. his brother oscar was released on bail friday. he's accused of killing his girlfriend on valentine's day. on the "cbs moneywatch," are the gas prices ready to come down and the world's fastest smart stone. ines ferre is here with that and more. good morning, ines. >> good morning, anne-marie. asian markets got a boost after word of a nominee for the next governor of the bank of japan. tokyo's nikkei rose more than 2.5% to a 53-month high. hong kong's hang seng added a quarter percent. a busy week for wall street.

fed chairman ben bernanke will address lawmakers on tuesday and wednesday, and we'll get new reports on home sales, consumer confidence. on friday the dow finished up 119 points, and the nasdaq rose 30. more pain at the pump, but relief could be coming soon. according to the lundberg survey, gas prices have spiked 20 cents in the past two weeks. the average price for a gallon of regular is $3.850 but lundberg says the speed of the inadvice has slowed and prices may even start to drop. a chinese company unveiled what it calls the world's fastest smartphone at the premier on sunday. a couple of oops moments though. they say it can display more than 100 themes, and that's important because ladies like flowers. he also said his theme is learning from apple how to make android software. apple is currently sueing the makers of android phones. and at the box office, "identity thief" grabbed the top spot. the adult comedy starring

here's a look at to here's a look at today's forecast in some cities around the country. new york, sunny, 46 the high. pretty warm in miami, 86 the high. chicago, 39 with some sun. dallas, it's going to be a windy day. los angeles mostly sunny, 68 the high. and time now for a check of the national forecast. blizzard conditions in parts of the midwest. some areas could get up to 15 inches of snow. heavy rain and thunderstorms will roll across the south. another storm will move through the northwest, and it will be quiet in the northeast. in sports now, a historic day at the daytona 500. danica patrick started the race as the first woman to sit at the pole, and at the checkered flag she had the best showing by a woman in the history of the great american race, but as adriana diaz tells us, patrick didn't win. >> the daytona 500 goes to jimmie johnson. >> reporter: jimmie johnson took the checkered flag at the daytona 500.

it's the second time the driver's won nascar's biggest race, but all eyes were on danica patrick in car number 10. she briefly took the lead about halfway through, the first woman to lead for a full lap at the daytona 500. >> so it was nice to lead later on in the race, just to have done that, to lead laps. >> reporter: patrick was in third place during the final laps, but fell back and finished eighth. as she prepared to take the wheel, patrick was laser focused. during the week she had the fastest qualifying time. at the starting line, patrick got a nod from actor james franco. >> drivers and danica, start your engines! >> there was quite a few people out there when we walked out for intros. i thought that was a hefty amount of people. >> reporter: it's been a dramatic week at the track. 33 fans were injured saturday during the final lap of another race. a car flew into the fence sending a tire and debris into the fans. 14 fans were taken to the hospital. two remain there with serious

the world's oldest marathoner is hanging up his sneakers. singh is 101 years old and he said he ran his last 10k on sunday in hong kong. he finished in 1:32:28. the indian born runner is the oldest man to run a full marathon. he did that in toronto in 2011. ah, man. he now i've got to go to the gym. he's making me feel bad. a small town in georgia has made a big impact in hollywood for the past couple of years. mark strassmann takes us on a tour. >> you have baby in a bar.

>> reporter: in sweet home alabama, reese witherspoon played a small town southern girl who wanted something grander. senoia, georgia, a small town, wanted the same thing. >> we live in mayberry. it happens to be a movie set as well. >> reporter: scott tigchelaar spotted the star power in senoia. population, 3,300. >> we're 25 miles and basically a hundred years from atlanta. >> reporter: this small town has played in more than two dozen pictures starting in 1989 in "driving miss daisy." >> miss dicey? >> stop saying that. you're making me lat. >> it's a little bit like universal's back lot. there's the temptations church. the fried green tomato's house. they ran around and put dirt in the street and it was all of a sudden 1930. >> reporter: in 2008 senoia was struggling through america's recession. georgia pass add major tax incentive to will filmmakers.

tigchelaar doubled down, investing $15 million to buy 22 commercial properties here and rolled out the red carpet for hollywood. >> we've done everything from 1930s' rural alabama to the post apocalyptic zombie world. >> reporter: amc's "the walking dead" is set in the fictional town of woodbury. all three seasons have been shot here in senoia. in 2008 main street here had a half dozen store. today there are 49 and a waiting list for more. "the walking dead" made the town come alive. melissa smith and her husband are among the recent arrivals. they own the redneck gourmet just off main street. >> we have people come in and eat that drive five to six hours just to catch a glimpse of one of the hours.

sinking sailboat. they think it's southwest of santa cruz. a distress call came in yesterday afternoon that a 29- foot sailboat was taking on water. a husband and wife, their 4- year-old son and young cousin were on the boat. an hour later a call came in that they had to abandon the boat using makeshift flotation. that was the last contact. family and friends are fearful about a bay area couple on a bicycle trip in south america. it's been a month since jaime neil and her boyfriend posted any pictures on their facebook pages. they were in peru apparently taking a bus to the capital city of lima. >> i'm worried. i understand that there's some dangerous areas in the places they were visiting. they have some warnings there for american tourists. >> there is a reward to find them. friends and family are trying to get travelers to south america to find
