officer bret satchwell: officer safety means a lot to me. i like to think i have a say in some of the people that in the future will be working around me. i think we have a good team up here in the north area. for instance, when people run from us, pursuits we try to set perimeters up right away. just try to outsmart people. everybody pitches together you can be a strong team no individuals. deputy scott jacobs: i'm not a uniform. i'm a person, too, just like anybody else. i have bad days, i have good days. i'm just doing what i've been trained to do and it's something i really want to do. being a cop isn't just a job actually. it's something that you are, but i'm a person too. we just got a report of a shots fired call just down the street here. somebody shot the windows out of a car and they're still in the area with the gun. could that be the units from..? no, there's somebody out there. hi. hi. mickey. what's your name?

what happened? i didn't call nobody. you didn't call anybody? no, i sure didn't. just my law books. hi. what's going on? man: the lady back here is shooting at us. she was shooting at you? what for? we don't know. there was people in the back shooting off fireworks. what did she shoot at you? you can see the hole in the gutter. she pushed the screen out the window, and shot out... there's two holes. right up there. you can't miss it. jacobs: you know her personally? woman: we don't know her real personally. she does. uh, her first name is karen. nickname is dolly. man: and somebody's home, because we see lights... jacobs: where exactly did it come from? man: it came out the screen here and our nine-year-old sleeps in that room right there. dolly come out and went off on us because people in the back shot off firecrackers.

and she started calling tracy all kinds of names. jacobs: you heard her? where was she at? okay, see where that tree is here in the middle? yeah, yeah. she got right there and then walked over to tracy's and got right in tracy's face. i said, "hey, dolly. this is getting all blown out of proportion." she said "don't call me by my f'ing name. you don't even know who i am." then she turned around and walked off-- first she told me ( bleep ), you know. she did? man, she was crude. she was vulgar. called tracy a ( bleep ). oh, the "c" word. okay, go ahead. she walked back in her house and tracy says "she's got a gun." as i turned around i just seen the flash coming out of the barrel. where was it at? out of the window. how many shots did you hear go off? just the one. she fired a shot outside and it hit the gutter? she fired it through the screen up into the gutter.

we heard the shot go off. we saw the gun coming out the window. we don't know if the screen rejected back into her and forced the gun up. ( dog barking ) ( whispering: ) watch my back. can you unscrew that light? ( barking ) ( knocking ) dolly: who is it? jacobs: sheriff's department. hi, dolly. come here for a second. come here for a second. who else is in the house? just my nephew. what's up with the gunfire? i heard firecrackers all day. what's up with the gunfire coming out of your house?

( unintelligible ) face the other way! now walk backwards to me and keep your hands up on top of your head. sorry, i just woke up. i didn't know what was going on. jacobs: where's your gun? it's right behind the door here. deputy: that's the shotgun. jacobs: tell me how that happened? dolly: that happened a long time ago. why would the other witnesses out here say it just happened and there's a bullet hole up in the gutter? there's firecrackers been going off all day long.

there's like ten witnesses out there that saw the muzzle flash. ten people are wrong and you're right? there's ten people out there? at least. that's about as many beers as you've had. you know what i'm saying? where's your handgun at? this is all dusty. this isn't it. officer: where's the handgun? is this thing... a .22, right? where's your handgun at? check under the mattress. is that where it is? check under the mattress. let's clear this all up, dolly. oh, son of a... what kind of dog do you have in here? huh? can you give me a good reason why you would fire a round out your window? officer: nobody's hurt, okay? i'm so disgusted with these people saying... i work nights. i sleep days. i understand that. so what happened? i'm disgusted with them. so you fire a round off at them? i didn't fire a round off at them. you stuck itcare them? yes, i did. it was all spontaneously, okay? jacobs: she told me she shot the gun out the window because she said she snapped and just gave them some fireworks of her own. i've had people confess a lot, and it's normally when they're intoxicated. she seemed like a normal person. i think maybe she did just snap. maybe she was tired of all the stuff the neighbors were giving her, and she just had enough.

woman: ...hung himself at my store. dispatcher: wait, wait, wait. what's the problem? woman: he hung himself. what do you mean at your store? can you tell whether he's still alive or not? i don't know. he's purple. i don't know what to do. we've got a guy that hung himself. we're not sure if he's alive or dead so we're going to head on out there. that's affirm on your end. ( siren blaring ) okay, we have fire... has already arrived on the scene here as well as an ambulance. yeah, there's the business right there.

we have fire in the back working on... doing c.p.r. on the man. they're trying to revive him right now. i don't know how long he's been there hanging but you can go straight on back. try and keep to the right a little bit. all right. do you want me to control this crowd out front here? madrigal: uh... yeah. okay, uh... what happened? what was he hanging from here? right there is the rope. we're not sure exactly how... it went once around the neck. it's a real small, thin rope. officer: she cut him down. she cut him down before we got here? part of the rope is still on the ground. we left the rest of it up here until they can get done. right now, there's no pulse. no pulse?

french: i guess when he... they cut him down when he fell. he had the, you know constricting so he's got the lividity in the face so when they cut him down, he hit his nose. all the blood from the lividity came out. you just walked back there, and..? woman: i yelled, "kelly, we need to go" and he didn't answer. i thought, "maybe he's in the bathroom." i had to go lock the back door and turn off the lights. i thought, "i'll just go back there and see." that's when i found him. man: we were riding downtown-- we had some pickups to do-- and i said, you know "is there something wrong?" he goes, "yeah." i said, "do you want to talk about it?"

and he said, "no," and i said, "okay." he was unusually quiet today? it's a nylon rope about this big around, right? mm-hmm. yesterday there was a hangman's noose tied in it. what time was that? oh, geez, it was... probably when i was doing the close up. and i noticed that the rope was laying there and it had the noose in it. he had a fetish for tying those. okay, like, numerous times in the past he would get cord and tie it into a hangman's noose? yes. the noose... it was not a drop. it was not a jerk. with his weight, everything and that cord, it would have had a real stretch. no rope burns. was his feet on the ground also? his feet were on the ground and he was bent and going forward. it's very possible that the rush was coming and he lost it...

on our basis that we're talking about. deputy beth sawyer: from the length of the rope it looked like he was maybe barely touching the ground and he had his knees bent. he was bent forward and it was tied around his throat. the fire department said he might have broke his trachea. he was dead on arrival or was he still alive? he looked like to me, he was dead. when they started, he was flatline, so... okay. did you know anything about the family? any family problems or anything like that? the only thing that we figured out so far is he maybe had financial problems. he owed them some money for phone bills... the business here he owed? yeah, he owed money to them. readily admitted it-- yeah, he did it and then we said "well, you know, you're a good employee "and you know you made a mistake "so we'll work it out so you can pay it off when you get paid a couple times."

after that occurred, when you approached him on it did his pattern of behavior change while he was working here, or did he go on just as usual? i didn't notice any difference. today was probably the worst. the other days they were normal days. today was the real quiet one. stomsvik: the real quiet day. okay. as a police officer, i see a lot of suicides, and i get paid to handle that kind of situation. this lady, she's going to be upset for a long time. you could really... it really shook her up. i think the husband was able to handle the situation a lot better but, uh, she's the one that went back there and, you know, just ten minutes before he was her employee, working away in the back and she goes back there and he's hanging and, you know, you really feel sorry for people-- both the family of the victim, and this lady that saw this.

witnesses, she went out the exit here which is over here behind this gas station turning left eastbound on 167th treat. now the victim was rushed to the hospital, luckily she had non-life threatening injuries and she is expected to be okay. they are expected to see which direction she is headed and witnesses say she is between 15 and 30 years old. the driver is ready to come forward. >> honesty is the best policy, being ford and always trying to take care, that is the best approach. the longer you wait to take care of something, there could be more charges you could potentially facedown the road. >> the vehicle is described as a light blue four-door vehicle, between the ages of 15 and 30 if you have any information, you are urged to contact chp.
