shooting. we can take a look at video. napa bureau they were watching a vehicle. police believe three men were inside. one of the three men they believe had a warrant out for an assault with a deadly weapon. one man got out and got into an altercation with the agent. that man started to shoot and shot the man in the torso. his condition, unknown at this time. the other two men were in the custody. we have yet to hear word back from the sheriff's department. as soon as we do, of course, we'll bring it along to you. paul chambers, ktvu channel 2 news. 7:02. overnight news, hayward firefighters had to call in police backup after a fire at

an apartment building. it was first reported after 3:00 a.m. on western boulevard. the building had five units. firefighters say when they arrived, everybody evacuated. but they say the crowd was large and confrontational. that's why hayward police were called in for backup. it appears the fire began in the kitchen of a bottom-floor unit. one woman was taken to the hospital with smoke inhalation. president obama is coming to the bay area this evening for a series of fund-raisers to benefit the candidates for next year's election. he's scheduled to arrive at 5:25 and then at 6:15, he will give remarks at some sty -- at tom stier and then he will speak at ann and gordon gety. he will stay overnight here and then tomorrow, heads to atherton for a brunch and then he will visit john and marcia goldman.

now, people opposed to the keystone excel pipeline are planning to protest tonight. this is video of a similar protest during a visit by the president of october of 2011. if approved by the obama administration, the keystone pipeline would carry oil from canada to refineries in the gulf coast. before president obama arrives here, he's stopping in colorado to condition the push for tougher gun chrome measures -- control measures. coming up, who will meet with the president today. berkeley's police union has sent out a survey to get the public's opinion about tasers. they do not use tasers now but they are considering whether or not they should. the organization sent out surveys to 19,000 people in berkeley to ask their opinion. the president of the berkeley police association says it's the first step in a long

process. a whole new ballgame in the battle of the as. the san jose mayor wants a meeting with the commissioner. janine de la vega has more. >> reporter: fans say it's been frustrating because they haven't seen any movement getting the as to san jose. but mayor reed sent this letter to bud selig pushing for them to resolve their issues. now, mayor reed sent the letter to bud selig to discuss the as coming to san jose and to avoid the possibility of any litigation. the city has set along land near the hp pavilion that it purchased with redevelopment money for the proposed stadium. the san francisco giants currently have territorial rights where it has its minor league and the organization is blocking the move.

this. janine de la vega, ktvu channel 2 news. 7:07. we want to go to sal right now there is a problem on the lower deck of the bay bridge that you've been following. what is it looking like there? >> reporter: they've canceled the sig-alert eastbound. but that problem still causing slow traffic because it has to unwind. eastbound on the lower deck of the bay bridge, a truck hit the -- i guess hit the top part of the bridge. you see treasure island. there's some debris there. and traffic was slow. it's still slow as they closed the lane to do that for about 25 minutes. now they just opened it. they just opened all of the lanes. if you are leaving san francisco for oakland, you still may see some slow traffic. westbound has not been affected. westbound traffic continues to move as normal. let's take a look at westbound at the toll plaza where the normal delay of about 20 minutes at the toll plaza. in the south bay, 237 westbound, you will see traffic, a little bit slow, not that bad. as you drive over to one.

ross tis'dale. he -- tizdale. tell us what happened. >> there was a call of a man down. officers arrived on scene and discovered a male in his 40s, suffering from trauma to his head. when ambulance personnel arrived, they later discovered he had three to four stab wounds to his stomach test area. at that point he was transported to a local hospital where he was later pronounced dead. >> reporter: these appear to be live/work units, have you been able to talk to any of the people nearby to see if there was an argument? >> at this time, officers are conducting a canvass of the area to see if we can get more information on the case. at this point, we don't have anything more than that. >> reporter: at this point, the victim died at the hospital? >> that's correct. >> reporter: anything more? >> that's it at this time.

california. supporters say that industry could be worth $82 billion by 2025. but opponents say the use of drones raises privacy issues that have outpaced current laws. lawmakers are considering a bill that would require police to obtain warrants for most drone surveillance operations. it turns out a winnie the pooh drawing auctioned off for thousands of dollars was a fake. it was donated to a goodwill store in sonoma county and last week, goodwill auctioned it for more than $7600. it was out thought to be an original. but goodwill did not authenticate the drawing before putting it up for auction. luckily, the buyer had not paid for it and goodwill's ceo has apologized for the error. delegations from sacramento and san francisco are making bids before nba owners in new york city. that committee will decide

there's a warning out for boaters after numerous sightings of whales. they migrate between march and may. in the past few days, whales have been spotted inside the bay and near san francisco's ocean beach. federal marine authorities say boaters should stay at least 300 yards from the whales. boaters are also being asked not to cross in front of the whales, make sudden moves or get between a mother and her

about ten minutes ago, police say a man was found on the 2300 block of international boulevard. tara moriarty is live on the scene with more. tara? >> reporter: well, police are canvassing the neighborhood right now trying to figure out

exactly how this fatal stabbing unfolding. you can see two balconies at this building. police are looking into whether the victim fell from one of them before he was stabbed. this happened around 5:15 this morning on the 2300 block of international boulevard. police say several 911 calls came in from a man in his 40s. he sufficiented three to four stab wounds from his stomach but his head was injured. >> we have blood coming from his head. i don't want to speculate what kind of head trauma he had. >> reporter: the man was rushed to the hospital where he later died. right now police are interviewing neighbors trying to figure out if there was some sort of an argument. they've been out here with their tape measures trying to get some approximate dimensions on everything that happened here at the crime scene. if we pan to the left, you can see that there's a woman here at the oakland bake shop.

they've been talking to her as well to see if perhaps she saw anything. so obviously police have a lot of investigating to do here to try to figure out who they are looking for and who is responsible for the stabbing. live from oakland, tara moriarty, ktvu channel 2 news. police are looking for the suspect in the shooting of an off-duty paramedic. quinn boyer was found in a ravine at keller avenue. police say boyer was at a stop sign when a man got out of a brown car and shot him. >> people are gonna want answers. people want to know what happened, why it happened. and what's gonna be done about it. >> police say they don't have a clear motive in the shooting but a law enforcement source told us when they found boyer, he mumbled the words, he tried to rob me. the last time we checked he was in critical condition with a gunshot wound to the head.

two lay fayette police officers are on administrative leave following a police shooting. investigators say a series of 911 calls brought officers to a home on woodview drive early yesterday morning. la fayette's police chief says the two officers were immediately forced to shoot a man who threatened them with a knife. the man shot by police underwent surgery and is expected to survive. yesterday, a man was tasered after stripping down and running around naked at sacramento's airport. deputies chased him down and tasered him. he was taken to the hospital for evaluation. this morning, caltrans has ordered a complete reinspection of owl parts from the -- of all parts that came from a supplier from dyson. failure of those rods have raised concerns about their ability to stretch during a major earthquake.

repairs could cost a million dollars. an ordinance calling for mandatory retrofits of san francisco's soft-story buildings could get final approval next week. the new law would require seismic upgrades on the city's most vulnerable buildings. some groups are concerned because most costs would likely be passed down to tenants which could amount to a rent increase up to $900 a block. the city is working on a compromise. the napa fire department was called to the rescue after a man became stranded inside an elevator at a courthouse. fire officials say the elevator got stuck between two floors yesterday morning. crews shut off the power and brought the elevator down to the basement where they were able to free the man. the man was not hurt. but was pretty upset after spending 45 minutes inside that elevator. west coast marijuana plantations may be responsible for killing off some endangered wildlife. the u.s. fish and wildlife

service says rat poisons used on thousands of illegal pot farms may be behind the deaths of a small predator called the fisher. that fisher feeds on rats that may have eaten the poison. hotel workers will continue their protoast outside hyatt hotels until they get a new contract. took off running. police made one arrest but are still searching for a second suspect. three people suffered minor injuries after a pickup truck ran into the back of a muni bus in san francisco. the accident happened at silver avenue and lizbin. the front end of the pickup truck was smashed in. but the bus did not appear to be significantly damaged. another bay area police department is taking part in a twitter virtual ride along today. at 4:00, the castro area office of the chp will broadcast a vifer of ual ride along with one of its officers. last month, several bay area police departments joined more than 200 police departments across the world for a 24-hour tweet-a-thon. the idea, to give the public an idea of the day in the life of an officer on duty. reuters says google will start selling a new version of the nexus tablets starting in

near the border. the move comes after north korea says they are in a state of war with south korea and would restart a nuclear reactor. more than 50,000 north koreans and several hundred people in south korea work at the industrial park which has more than 100 factories. israel has launched air strikes in the gaza strip for the first time since a truce was reached in november. no one was hurt and no damage was reported in today's air strikes. israel ordered the attack after palestinian militants fired missiles across the border for the second time in two days. secretary of state john kerry is expected to travel to israel on saturday to try and restart peace talks. a bipartisan immigration bill being crafted in the senate could mean big changes for the farm workers. the legislation could include a new visa program to bring foreign programs in the country

another police shooting in the bay area. it hatched last night in napa -- it happened last night in napa on gasser avenue. paul chambers joins us with more questions that still need to be answered. >> reporter: good morning, brian. we've been out here a since 4:30. we're at the sheriff's office because they are the lead investigators at this investigation. this did involve a napa police officer. they released very little information. police say this all happened just after 8:00 last night. napa special investigation bureau were watching a vehicle in this parking lot. police believe one of the three men inside the vehicle had a warrant out for an an say salt with a deadly -- for an assault with a deadly weapon. officers approached the vehicle with guns drawn. one of the men got out and got into an altercation with an agent. the officer fired one shot in the man's torso. he was taken to the hospital and his condition and name is still unknown at this hour. the other two men were taken into custody. now, police didn't say if the

police are trying to determine what camed ash -- what killed a man found on a sidewalk tara moriarty is live with more. snrferm police are trying to figure out -- >> reporter: police are trying to figure out if the man fell from behind me. the fire department has just arrived to hose down the sidewalk here. it was a pretty messy scene. they are looking into whether the victim was stabbed and then pushed or fell from the balcony. this all happened around 5:15 this morning on the 2300 block of international boulevard. police say several 911 calls came in about a man in his 40s who appeared to be latino and was lying face up on the sidewalk. he suffered three to four stab wounds to his stomach but his head suffered severe trauma. the man was rushed to the

hospital where he later died. he's not been identified. right now, police are interviewing neighbors where they are trying to figure out if there was an argument. they are interviewing the woman who rents some of these apartments bosh the businesses. we -- bosh the businesses -- above the apartments. we're hearing this could be a possible suicide. we're looking into that as well. tara moriarty, ktvu channel 2 news. 8:30. in overnight news, a woman was taken to the hospital after a fire at a hayward apartment building. firefighters believe the fire started in the kitchen of their bottom floor apartment and quickly spread. it was reported on western boulevard at about 3:00 a.m. the building was five apartments but none of the other units were damaged. the woman was taken to hot suffering from smoke inhalation. firefighters say they had to call in police backup because the crowd was big and angry when they arrived. berkeley's police union has sent out a survey to get the

public's opinion on tasers. right now, berkeley police don't use tasers but the police association is considering whether or not they should. the organization sent out surveys to 19,000 people in berkeley to ask their opinion. the president of the berkeley police association says it's the first step in a long process. it is 8:31. this morning, oakland police are investigating the shooting of an off-duty santa clara county paramedic. when we last checked, the paramedic quinn boyer was in critical condition at highland hospital with a gunshot wound to the yesterday. yesterday he was at a stop sign at keller avenue. witnesses say a man got out of a brown car and shot boyer. boyer sped off but drove into a ravine and that's where police found him. >> the shootings, the robberies and stuff really don't make it easy for people to go about their normal day? police don't have a clear motive for the shooting but a

law enforcement source says boyer mumbled the words "he tried to rob me." it was ash noon site for an airport runway. a man was tasered for stripping down and running around neighborhood at sacramento county's rio lib da airport. he was taken to the hospital for evaluation. 8:32. an ordinance calling for a mandatory retrofit of san francisco's soft story buildings could get final approval next week. the new law would require seismic upgrades on 2800 of the city's most vulnerable

oakland police are searching for a suspect after a chase involving a stolen car. police say the pursuit started just after 4:00 yesterday afternoon on park boulevard. it ended on 31st street and vallecito police near highland hospital. a driver and passenger took off running. police arrested one but are still searching for a sackd -- for a second suspect. an accident happened at silver avenue and lizbin at 8:15. the front end of a pickup truck was smashed in. the bus involved did not appear to be significantly damaged. another bay area police department is taking part in a twitter virtual ride along today. at 4:00 this afternoon, the castro valley area office of the chp will broadcast a virtual ride along with one of its officers. last month several bay area police departments join the more than 200 -- joined more than 200 police departments across the world for a 24-hour

stocks are down after weak reports on hiring and growth. service companies dampen the outlook. taking a live look, the dow is down 69. the nasdaq is down 17. s&p is down 10. it is 8:44. we're following another police shooting in the bay area. this one happened last night in napa on gasser avenue. paul chambers has been covering the story since 4:30. he joins us now with what he's learned so far. >> reporter: good morning. since our last report i did speak with the public information officer at the sheriff's department. she said she's astill waiting for investigators to get back to her and get the latest information so they don't have much to release at this time. but this is what we do know -- police say this happened after 8:00 last night. napa special investigators bureau were watching a vehicle in this parking lot. police believe one of the three men inside the vehicle had a warrant out for an assault with

a deadly weapon. officers approached the vehicle with guns drawn. police say that's when one of the men got out of the car and got into some type of altercation with one of the -- with you an of the agents. the officer fired one shot into the man's torso. was taken to the hospital. his condition and name, unknown. the other two men were taken into custody. officers have not said anything about the man, if he had a weapon or him or if there was a weapon in the car with the other man or if the person, in fact, did have a warrant out for their arrest. we'll stay on top of this and bring you the latest as it develops. back to you. >> thank you. 8:45. let's get you up to date on some of the top stories -- mayor reed is stepping up his effort to get the as to san jose. he sent a letter to bud selig

qg a meeting. pam cook is in our newsroom about a planned protest. >> the groups are keecking out about -- are speaking out about the keystone pipeline that would transfer oil from canada. people opposed to the plan question the environment impact and plan protests as they did during the president's visit in october of 2011. a national survey by the pew research center shows broad public support, two-thirds say they are in favor of building the pipeline. the protest could affect some traffic around the bay area as will the president's visit.

the president is scheduled to arrive at sfo at 5:25 this evening and head straight to pacific heights. at 6:15, he will deliver remarks at tom stier and then at 7:55. he's scheduled to speak at a dinner at the hole of ann and gordon getty. then tomorrow, he heads to atherton to brunch that costs $32,000 to attend. he will stop then at the home of john and marshal goldman. the state department is in the process of taking comments on its latest draft environment impact assessment of the pipeline. the pipeline has to conduct an assessment before making a final decision which is expected in july or august and then president obama will personally weigh in on the final decision. reporting live in the newsroom, pam cook, ktvu channel 2 news. out of afghanistan, suicide bombers disguyed as afghan

soldiers stormed a courthouse in an attempt to free more than a dozen prisoners. 34 civilians and nine attackers were reported killed in the fighting. the attack happened while 15 taliban prisoners were being transferred to the courthouse for trial. the taliban claimed responsibility for the attack. north korea has blocked south korean workers from a jointly-oinked industrial park near the border -- jointly- owned industrial park near the border. and israel has launched air strikes in the gaza strip for the first time since a true was reached in november. no one was hurt and no damage was reported in today's air strikes. israel ordered the attack after palestinian militants fired missiles across the border for the second time in two days. secretary of state john kerry is expected to travel to israel on saturday to try and restart peat talks -- piece talks.

boaters after numerous sightings of gray whales. gray whiles migrate from mexico to the -- whales migrate from mexico. they have been spotted inside the bay and near ocean beach. federal marine authorities say boaters should stay at least 300 yards from the whales. boaters are being asked to make sudden moves or get between her mother and her calf. rutgers university has fired its head basketball coach mike rice following a videotape that aired on espn and has gone viral. it shows him yelling homophobic slurs and kicking and shoving them. we've confirmed he's been fired. the calwomen's basketball team knows who they will face in the final four.
