possibly got into a third car or they were just with the other group that was allegedly stripping a car at this time from what the copter's saying. and we've got one apprehension on the subjects. we've still got three out. we've got a good perimeter on the two that ran westbound. go up there and cuff him. man: get him off! okay, get up. he's already handcuffed. where are you at, colonel? okay, it's cracked. there's keys in it. that's a fake key. the ignition is in the "off" position. they punched the column on the other side. started it with a screwdriver. but they stuck a key in it so if the police pull up they think the police will think the car's not stolen 'cause they see the key. however, if you're a good police officer you'll see that it's not cranked forward which would give

us a hint that the car was stolen. irwin: it went up the alley just west of 31st and graceland, northbound and then they bailed out mid-alley. four of them jumped out. the vehicle continued northbound and hit a fence. we took off on foot after two of them. the subject in the orange hat was the driver the subject in the green michigan jacket was the back seat passenger. this car that you had in pursuit it's stolen. it's punched, no keys in it and the owner's signing a verification right now. okay, that's what we needed. looks like a pretty decent quantity of cocaine. so, not only have we got a stolen car he fled in the vehicle which is a felony to flee in a vehicle and jumped out of the vehicle while it was running and also he had narcotics besides the vehicle being stolen. you got four stolen cars. and then the other car

was stopped behind the van. then the van had six guys in it. roger got two guns out of it. then we had an abandoned car that they tried to get into and steal the radios out of it. plus, they find narcotics in the car. are you going to write these guys down as suspects on this stuff? i don't think they can be identified with it. i think they're just stuck with the guns. these are the guns that were taken out of the van. a very old colt .38 special. had six in it. it was lying under the passenger-side front seat of the van. if i'm correct it was on the driver's side. the beretta nine millimeter was under the passenger-side seat. if they're into stealing cars like they are they were a cover car. there's too many cars for this...

officer emmanuel toliver: i always use my tour of duty as if i was playing baseball. it takes a lot of people to win a game. each position is an important position. if you're the catcher you got to know what the pitcher will do. if you're the first baseman you got to know where the guy is on second. if you're in the center field you got to know who will score the next run. life is the same way-- you got to realize where you are and how you'll get there. everybody get a chance to bat and when this is your turn you do your best. you might get a walk or you might get a homer. you might even get a grand

officer david schutz: i'm on a tactical shift. we run between middle and late shift. all through school i never really went to bed before 2:00 in the morning. this shift's from 7:00 to 3:00 in the morning. it suits me pretty well. man broke into the house and is beating up the subject. it's 18 michigan. twenty-four, 16th and osh. we got a subject that just broke into a house attempting to beat somebody up. ...parking violation on hold. we know the gentleman. between michigan and ( indistinct ). that's right. male subject.

puff it till it blows your house down so to speak. and, uh, a lot of times what they'll do is they'll also take paint, typical paint-- white. doesn't matter. and they'll put their face around it and, um... a pretty common indicator is a big white ring all around their mouth. she's probably tallywagged out. you've heard of a crack house. this is kind of a toluene house a glue house in essence and, uh, they just get about six or seven people in here and all they do is huff and puff and even the dog upstairs is high. it's shivering and shaking so you really don't know what's going on. the dog is probably about as high as everybody else. if you stay in here longer than ten minutes

you're going to end up testing positive on something. we're going to roll on back to the garage where apparently they've got their own lab of sorts. it looks like they caught it on fire too. toluene can there. as you can see there's burnt toluene cans right there. there's one, two, three, four, six... seven. you have to realize this is the cheapest way to get a buzz. it's about five dollars a can for a whole gallon. it's a lot cheaper than, uh...cocaine it's a lot cheaper than, uh... cigarettes. it's a lot cheaper than beer. the main problem is it will kill you in about... half the time. officer: i've got him at gunpoint. dispatcher: gunpoint, 132 and bush. cover is code three.

the bay area. if you are driving through, the traffic continues to look pretty good. if you are driving on 24 westbound. the commute looks good on southbound # 80. now back to the desk. in over night news police chased a stolen taxi cab from san francisco to pacifica and back opinion paul chambers is at san francisco state university where the-it a hole. >> the cab ended up on san francisco state university. police told me it all started when the cab was dropping off a person that had too much to drink. this were able to track the cab by gps from the cab company. as the driver was able to help someone out, another person unrelated jumped in the car and took off. the suspect drove the car

in the picture hit the pole at foothill boulevard and church street at 1:30. the transformer blew and the pole fell on to the street. 3500 customers instantly lost power. pg&e was able to restore power to all but five customers. the driver ran off and has not been found. a large water leak that flooded part of buy row. that was about 9:30 last night. this continued until 4:00 this morning. cal water had to dig to find the source of the problems. sympathy strike is expected to effect trash service in five bay area cities today. the cities in question are daly city, pacifica, half-moon bay, fremont and fairfield. they are all serviced by allied waste republic services. union workers are supporting a strike in youngstown,
