4:01 am
good morning and thanks for joining us. i'm vinita nair. police in new orleans are conducting an intensive search for three suspects who shot at least 19 people. the gunmen opened fire at a mother's day parade near the french quarter on sunday. at many as 300 people were in the parade. it's unclear whether the shooting victims were marchers or bystanders. police say most of the victims who were taken to hospitals suffered minor injuries. they included two 10-year-old children who were grazed by bullets. friends and families of victims gathered outside the hospital. >> people are getting hurt because of other people's mishaps or misunderstandings or whatever they're going through, you know. other people are getting hurt and you've got to stop that. >> police say the shootings may have been the result of a gang war. as monica hernan daez of our affiliate station wwl reports, the violence has left the community angry.
4:02 am
>> it was marvelous. everyone was having fun for mother's day, you know. next thing you know, when it got to the stop sign, pow, pow, everybody went to running. >> reporter: bernadette tyler helps care for two victims who collapsed on her porch. one was shot six times. >> he said he was hit and he was hurt. he said he was going to die. we said, no, we're going to keep you. you're going to survive from all this. >> reporter: no one was killed, but three are in critical condition. as for the two children, they're recovering from graze wounds. >> they have to stop the violence. it's not cool. it's mother's day. who wants to lose a child on mother's day? it's not right. >> reporter: the shots rang out, even as officer worked the line. some of them saw three suspects running from the scene. >> what frustrates all of us is the great culture of our city sometimes stumbles a bit because of the selfish behavior. so we can tell you without doubt that this police department will find these guys. >> reporter: it's the area's second shooting in a week, and while police are still investigating a motive,
4:03 am
neighbors say the violence has to stop. >> we are hurting. we are hurting. the family is hurting. so we need to come together. some kind of "we." we need to get this thing right. >> that, again, was monica hernandez of our new orleans affiliate wwl. today house republicans continue their pursuit of answers on the terrorist attack in benghazi, libya. they want to know more about a review panel that found fault with the state's department of the handling of the u.n. consulate in benghazi and why then secretary of state hillary clinton has not taken more of the blame for the attack that left four americans dead including ambassador chris stevens. >> you had secretary clinton, but you didn't ask her any questions, and why not? >> because, in fact, we knew where the responsibility rested. >> former ambassador thomas pickering headed up the review board on the benghazi attack. on sunday he stood by the board's report that faltered leadership and management at the state department but did not blame hillary clinton.
4:04 am
republicans say the report is incomplete. >> i was surprised to hear they did not probe hillary clinton because obviously she was the decision maker of the state department. >> today mike mullen will be asked to give sworn testimony before the house oversight committee. congressman darrell issa leads the committee. >> hillary clinton is not the target. president obama is not the target. the question is how did we fail three different ways, fail to heed the warnings of the impending attack, fail to respond properly during the attack, at least we could have done better, and i think everybody knows that. >> but democrats contend the gop is targeting clinton in order to discredit her in case she chooses to run for president in 2016. >> the reason she wasn't interviewed was she didn't have any direct line responsibility for the decisions that were made, but they want to bring her in because they think it's a good political show, and i think that's unfortunate.
4:05 am
>> republican investigators are also seeking answers about why u.n. ambassador susan rice relied on watered down talking points to discuss benghazi in the days after the attack. on sunday senator john mccain accused the obama administration of taking part in a coverup. the internal revenue service is being accused of playing politics. the agency is accused of singling out conservative single groups applying for exempt status, and there are calls for president obama to address the issue. susan mcginnis is in washington with the latest. good morning, susan. >> good morning, vinita. the irs admits that the workers there used key word os to try to ferret out conservative groups and then target them for scrutiny. the head of the division apologized on friday and on sunday the republicans hit the morning talk shows to express their outrage. republicans are called on president obama to apologize for the actions of the internal revenue service.
4:06 am
the agency admits to using extra scrutiny with certain political groups during the 2012 election. >> the president needs to make it crystal clear that this is totally unacceptable in america. he points out that the irs is an independent agency. the irs apologized for unfairly targeting conservative groups and blamed low level employees for what it calls the inappropriate behavior, but cbs news has obtained a draft copy of the irs inspector general's report due out later this week. it shows senior irs officials knew in june of 2011 that tea party and other conservative groups applying for tax exempt status were being red flagged. republicans say the irs revelations are adding to the mistrust americans have for government. >> i don't care if you're a conservative, a liberal, a democrat, or a republican, this should send a chill up your spine. >> lawmakers raised concerns
4:07 am
over irs practices last march, but at that time, the agency's commissioner denied any wrongdoing. >> there's absolutely no targeting. this is the kind of back and forth that happens when people apply. >> there's got to be accountability for the people telling lies about it being done. >> at least two congressional investigations are under way, and more are expected. now, so far it's not clear whose idea it was to give extra scrutiny to conservative groups. douglas schulman who was the commissioner at the time who denied that anything was going on resigned about six months ago when his term ended. vinita? >> susan mcginnis in washington this morning. susan, thank you. well, there are more questions following the 12-year-old boy in the stabbing death of his 8-year-old sister. leila's body was found in her family home. her brother told police he saw an intruder running from their house. the brother was arrested saturday. police have not said what the motive for the killing may be.
