there is no doubt they're going to bounce back but they need help. the words of president obama today as he toured the devastation in oklahoma following last week's tornado. he promised that help is on the way. we begin with vanita nair who is in moore. >> reporter: his first look at the devastation was from high above. but this amount of destruction looks different on the ground. >> obviously the damage here is pretty hard to comprehend. our heart goes out to the families who have been impacted including those who have loved ones who were lost. >> reporter: president obama walked through what is left of moore, oklahoma. 12,000 homes were damaged by the tornado, 1,200 of which were instantly leveled. >> i'm just a messenger here today letting everybody here know that you are not alone. that you've got folks behind you. >> reporter: after touring the neighborhoods, the president had the grim task of seeing the school.

seven third graders died at plaza towers elementary. principal amy simpson has been attending funerals all week. >> i think one of my other teachers described it perfectly. in that when you sit still, that's when it gets to you the most. >> reporter: mayor glen lewis met with the president who assured him the city will get all the federal resources it needs. so far more than 4,000 residents are asking for help. >> this is a strong community with strong character. there's no doubt they're going to bounce back but they need help. >> reporter: a memorial service this evening will pay tribute to the 24 victims. >> they include megan futrell who died at a convenience store trying to save her also deceased four month old son. four year old karrina vargyas died at home alongside her seven month old sister. each of these victims has a devastating story like shanon quick who died shielding her son. kenney and sharon tumblson lived near quick for years. their kids played together every day.

>> if there was 30 kids, she had 40 popsicles in her freezer, to make sure every kid had one. i mean you can't even explain what kind of woman she was. i mean she just... she was more than a neighbor. >> reporter: not all of the victims have been laid to rest. but justice memorials say they will all be remembered. >> jeff: vanita, thank you. flooding is still a problem in san antonio, texas, after record rain swamped the region yesterday and new storms today threaten more trouble. gary cooper of our cbs affiliate has the story. >> reporter: today san antonio and the surrounding brace for a second day of flash floods. at least two people drowned and one teen went missing after yesterday's unexpected downpour. in roughly six hours ten inches fell. the second most intense downpour in the city's history. the san antonio river broke over its banks, bernice sanchez says her grandson's house flooded with three feet of water. >> everything is wet. everything is destroyed.

>> reporter: the home has flooded twice before but she says not like this. >> it's heritage, it's family, nobody wants to move. even though we've gone through this so many times, nobody's going to move. >> reporter: others got swept up in rising waters and transportation was snarled. passengers on this bus were safely evacuated. others took inventory of the damage. joseph zachary the manager of this car dealership says he lost his entire lot, 130 cars. >> we're going to make it we're going to make it we're to the going to let this stop us. we know this is mother nature. we can't control it. but we're just going to move on and hopefully keep all our staff and keep them funded. >> reporter: with flood watches and warnings remaining in effect until later this evening, towns downstream are still under an evacuation watch. jeff? >> jeff: gary, thank you. cleanup of a crumbled highway overpass continued in southeast, missouri today. that follows this weekend's freight train collision which injured seven. it will take $3 million to replace the span and likely won't be done until september.

>> the n.t.s.b. says a collapsed bridge on a an interstate north of seattle should serve as a wake-up call. investigators still don't know what caused the truck to knock down the span thursday but say the incident is cause for a wider safety review. oregon police say that a teenager accused of planning to attack his school had a detailed checklist and bombs built for the alleged attack. the student who was 17-years-old attended school in albany, about 60 miles south of portland. as terrell brown reports tonight, he was arrested after police were tipped off. >> reporter: police said they found at least six bombs hidden in the floorboards of grant acord's bedroom. benson county district attorney said the 17-year-old had a plot to blow up his school. >> which includes a plan, diagrams, maps of the school, weapons, explosives, checklists. >> reporter: an explosives team recovered pipe bombs, a napalm

bomb, molotov cocktails and a bomb made with a drain cleaner. and a plan, investigators say, was modeled after the 1999 columbine high school shooting. >> this is a case where a person possessed several different types of bombs as part of a larger plan to carry out a deadly assault against the occupants of west albany high school. >> reporter: police conducted two sweeps of the school and found no bombs. they declared the building safe. still nerves have been rattled. parent kim crow. >> you send your kids off to school and you think they're going to be safe. and then something like this happens. and i'm just thankful there was no school today. >> reporter: the plot was interrupted thursday night when police received a tip and arrested acord. he's being held in a juvenile detention facility. acord faces charges that include manufacturing and possessing a destructive device and suspicion

of attempted aggravated murder. he will likely be arraigned on tuesday and will be charged as an adult. district attorney said acord did not target a specific person or group and his motive is unknown. >> jeff: thank you. now to britain where scotland yard has made yet another arrest in that brutal daylight killing of a soldier. this as the soldier's loved ones paid their first visit to the scene today. here's charlie d'agata. >> reporter: clutching a teddy bear, and unable to fight back tears. mother lyn rigby needed help to keep her from collapsing at the scene of her son's murder. soldier lee rigby's family laid flowers where thousands more had done so before them. his widow and mother of their two-year-old son tied a balloon with the words "dad in a million." this is one of rigby's accused killer michael adebolajo in a kenyan courtroom in 2010. kenyan officials confirmed today he was arrested on the somali border on suspicion of preparing to fight with al shabbab, an al qaeda linked group in somalia. the accused kenyan police of

abuse. >> they are mistreating, we are innocent. >> reporter: he was soon deported back to britain. >> the government, they don't care about you! >> reporter: on wednesday, a bloodied adebolajo is seen ranting moments after allegedly hacking british soldier lee rigby to death. investigators say they haven't been able to question him yet. he's recovering from gunshot wounds after a confrontation with police shortly after the murder. police continue hunting down others who might be linked to the killing. one more man was arrested today in addition to three last night. home sector essa may told the bbc, all the indication point to a lone wolf attack rather than a planned operation but investigators are searching every lead. >> but we now have around 500 officers and others who are working on the case, including some officers who had been brought through counter- terrorism units from elsewhere

in the country. in the wake of the kill, jeff, the british prime minister is launching a new task force to crack down on extremism in schools and mosques, and to fight radicalism over the internet. in a statement from downing street, the aim is to disrupt the poisonous narrative of hard line clerics. >> jeff: charlie, thank you. in france the hunt continues for the suspect who stabbed a soldier in a train station west of paris. the 23-year-old soldier remains hospitalized. his throat wound is not considered life threatening. for the first time syria's assad regime signaled it would take part in talks at ending the country's two-year-old civil war. they are set for geneva next month. the conflict has spilled into neighboring lebanon. with more battles between shiites and sunnis, gun fights raged again in tripoli today where 25 people have been killed in the last eight days. four people were wounded when a pair of rockets slammed into a beirut neighborhood. search teams are continuing to look for a cancer patient following the deadly crash of a angel flight in western new york. parts of the small plane were recovered from a pond along with the bodies of the pilot and the

patient's wife. investigators have not said what caused that plane to crash. later, commencement lessons for the class of 2013. why the winner of this year's boston marathon is giving his medal back. and inmates in california, in not just cells but cages. one product of prison over crowding. those stories when the "cbs evening news" continues. rising number of sexual assaults in the ranks. >> i want to salute the women who serve and are putting up with way too much crap. this needs to end. when a victim comes forward, they should have an advocate to walk them through the military justice system. and commanders who allow this to continue to flourish, quite frankly, should be fired. and the president spoke well of this problem. >> jeff: california governor jerry brown is asking the supreme court to intervene in a battle over the state's prison population. a federal court has ruled the state's prison system is overcrowded. and it's ordered thousands of prisoners to be released by the end of this year. in sacramento here's john blackstone. >> reporter: over the years california had sent far more criminals to state prisons than it has room for. jeff beard heads the california prison system. the california prisons are built to accommodate 80,000 prisoners, there is almost 120,000. >> that is because of the way you count. qr the state cut the number of inmates by 25,000 but a panel of federal judges has ordered 9,000 more released by the end of the

year. the state has taken the feds to court. >> because we don't believe that we have to further reduce the inmate population. >> there is not 9,000 prisoners in california that you could let go tomorrow and californians would remain safe? >> absolutely not. there is not. >> reporter: the federal judges are monitoring california prisons partly because of a lawsuit brought by san francisco attorney michael bien. this is group therapy for mental health reasons. but they're locked in cages. >> they're locked in cages, yes. >> reporter: he has been fighting for years to improve conditions for inmates in need of mental health treatment. showing pictures of those to judges seemed to have impact on the judges. >> well, apparently the judges may not like that, but the reality is that you are dealing with people who are in prison who sometimes don't always behave. >> reporter: whether california is behaving, the supreme court may ultimately decide. it's not cruel and unusual punishment? >> absolutely not. i would not manage a system that was being run in a cruel and

unhuman way. >> we make no bones about what they have done or that they need to be punished. but they also need to be treated in a humane and fair way. >> reporter: as for the picture of what is fair and humane, that may be in the eye of the beholder. john blackstone, cbs news, sacramento. >> jeff: in france protests against same sex marriage turned violent today. hundreds of police used batons to hit hundreds of teenagers. earlier it estimated 150,000 people took part in the protest. many waved blue and pink flags demanding the country's socialist government provide them with jobs, not new same-sex marriage laws. ahead, rolling thunder remembers those who served. this is america.

weekend the streets of washington d.c. roared with the sounds of the annual rolling thunder rally. thousands of riders took part. on new york's long island there was an airshow over the newly reopened jones beach. unlike years past, the navy's blue angels did not take part. they have been grounded by sequestration cuts. one vietnam veteran has literally been on the march to help severely injured vets from the wars in iraq and afghanistan. while this former marine has embraced wounded warriors, the tiny town of murphys california has embraced him. carter evans has the story. >> reporter: for ric ryan it began with a quest, walking every day. hoping to escape the demons of vietnam. >> are you the walker? >> i'm the walking man of murphy. >> reporter: in murphy, california, people began to notice. their attention first surprise then inspired him. >> what is going on? >> same old same, walking for the vets. >> reporter: each time someone
