this is the "cbs morning news" for monday, may 27th, 2013. good morning and thanks for joining us. i'm alexis christoforous. it's memorial day when this nation stops to remember the troops who gave their lives in this country's service. for the fifth time president obama will honor the war-dead by placing a wreath at the tomb of the unknowns at the arlington national cemetery. earlier this month the pentagon estimated there were as many as 26,000 military members sexually assaulted last year, an increase over the 19,000 estimate assaults in 2011. and several recent incidents have added an emergency to the discussion. there are growing results. tara mergener in washington. good morning. >> good morning, alexis.

both president obama and the defense secretary addressed the issue in graduation ceremonies this week in saying sexual assaults undermine trust and discipline. and on capitol hill there are more cries now to protect military members. the obama administration made sexual assault crimes a front and center topic during speeches to the future leaders of the military this weekend. on friday president obama took up the issue at the naval academy graduation. >> we have to be determined to stop these crimes because they've got no place in the greatest military on earth. >> and saturday defense secretary chuck hagel delivered the same message to the army at the u.s. military academy. >> this scourge must be stamped out. we're all accountable and responsible for ensuring that this happens. we cannot fail the army or america. >> west point cadets have seen firsthand what sexual assault inflicts on personnel.

two weeks ago a first class sergeant michael mcclendon was charged with secretly filming female cadets in the showers at the bathroom. congress is also taking up the issue with legislation that would crack down on offenders and prohibit commanders from overturning sexual assault convictions. >> what has to happen here is legislation to ensure that we can take the reporting out of the chain of command. >> the bill would also punish military members found guilty of sexual assault with dismissal or a dishonorable discharge. >> commanders who allow this to continue to flourish, quite frankly, should be fired. >> a bipartisan group of female senators have announced plans to introduce a similar bill. and according to the pentagon, sexual assault in the military are up 35%, alexis, since 2010. >> tara mergener in washington this morning. thanks. floodwaters are beginning to drop in the san antonio, texas, area, but more rain threatens the region today. at least three people were

killed by the weekend flooding. on some roads the water was 10 feet high. san antonio recorded 9.8 inches of rain saturday. that's the second highest daily rainfall in history. president obama says the tornado destruction in moore, oklahoma, is, quote, pretty hard to comprehend. the president visited what was destruction a week ago. 24 people lost their lives when the massive storm destroyed some 12,000 homes. bigad shaban reports. >> reporter: students received a standing ovation and a public memorial service to honor last week's victims of the tornado. ♪ jesus loves me, yes, i know >> reporter: the teacher asked her students to play a singing game to drown out the sound of the tornado ripping through moore, oklahoma. >> debris started falling everywhere around us and then it turned black, and i don't remember for a while.

i just kept singing. ♪ we will rise >> reporter: through song and prayer, hundreds gathered for the emotional service. hours earlier president obama visited the hard hit town. >> letting everybody here know that you are not alone, that you've got folks behind you. >> reporter: the president toured plaza towers elementary school where seven students died. he asked americans to help moore rebuild. >> there's no doubt they're going to bounce back, but they need help. >> reporter: with entire neighborhoods wiped out here in moore, some residents worry how long it will take to rebuild. john and molly ring lost their home, and just a few miles away, so did their daughter. >> it's just awful because my two grandchildren live here, and there's nothing. >> reporter: the couple struggle to find anything they could recover. >> yeah. there's just nothing left. >> reporter: john and molly ended their search with just an empty suitcase, a few items for their grandkids, and a sense of loss they say they've never felt before.

bigad shaban, cbs news, moore, oklahoma. washington state officials say temporary bridges are expected to be in place across the skagit river within weeks. last thursday a truck with an oversized load clipped part of the interstate 5 bridge causing it to collapse. the bridge links one of the major travel corridors across the coast. a new permanent bridge is expected to be completed by autumn. a 17-year-old high school student will be arraigned tomorrow. he'll be charged in an alleged plot to carry out a deadly columbine-like attack at his high school in albany, oregon. when police searched grant acord's home, they discovers detailed plans. terrell brown has more. >> reporter: police say they found six bombs hidden in the floorboards of grant acord's bedroom. the district attorney said the 17-year-old had a plot to blow up his school.

>> which includes a plan, diagrams, maps of the school, weapons, explosives, check lists. >> reporter: an explosives team recovered pipe bombs, a napalm bomb, molotov cocktails, and a bomb made with drain cleaner that they say was modeled after the columbine high school shooting. >> this is a case where a person possessed several types of bombs as part of a larger plan to carry out assault on the occupants of west albany high school. >> reporter: police conducted two sweeps of the school and found no bombs. they declared the building safe. still nerves were rattled. >> you send your kids off to school and you think they're going to be safe. and then something like this happens, and i'm just thankful there was no school today. >> reporter: the plot was interrupted thursday night when the police received information. he's being held in a juvenile detention facility.

acord faces charges, including manufacturing and possessing a suspected device and attempted and aggravated more. he'll be arraigned on tuesday and will be charged as an adult. the district attorney said the court did not target a specific person or group and his motive is unknown. terrell brown, cbs news, new york. overseas, no one has claimed responsibility for two rockets fired into a hezbollah-controlled area of beirut. the rockets tore through an apartment and car dealership yesterday. four people were wounded. on saturdays he bow la's leader said the group had taken a side of the president in his battle against rebel forces. coming up on the "morning news," new trouble for rutgers university sports program. the newly named athletic director faces allegations of abuse from former players. this is the "cbs morning news." the "cbs morning news." capellas rough economic times have led to an increase in clinical depression. drug and alcohol abuse is up.

roared through the nation's capitol sunday for the 26th annual rolling thunder ride for freedom. the event is aimed at bringing attention to prisoners of war and troops who are missing in action. it gets its name from a u.s. military operation during the vietnam war. ten people were injured during a nascar race at the charlotte motor speedway in north carolina. a nylon rope supporting an overhead camera fell onto the grandstands and landed on the track sunday. the camera did not come down. a fan said it all happened so fast. >> that camera that was coming around is right over us, right in the "d" section. and something snapped on it, the cable went down, and just about 15 seconds later is when the cars started coming around. >> there were no serious injuries. no drivers were hurt, but several cars were damaged, forcing a 30-minute delay until they could be repaired.

kevin harvick won the race, his second victory of the year. rutgers university's embattled athletics department is dealing with a new controversy this morning. the school's incoming athletic director hired to clean up the program is being accused of mistreating student athletes when she was a volleyball coach at the university of tennessee, and this latest black eye for the school has governor chris christie promising to get answers. >> it is a new day, it is already fixed, and there's no one that doesn't agree about how we treat young people with respect. >> julie hermann was introduced as rutgers's new athletic director earlier this month. she was hired away from the university of louisville to fix a troubled athletic department. in april men's basketball coach mike rice was fired after video surfaced showing him miss trooeting pltrooet ing players after practice.

soon after director tim pernetti also stepped down. >> we will no longer have any practice anywhere any time that anybody couldn't walk into and be pleased about what's going on in that environment. >> reporter: but now there are allegations hermanm miss trooeted players while she was the women's volleyball coach at the university of tennessee in the 1990s. the new "star-ledger" uncovered the letter. the mental cruelty as we as a team have suffered sun bearable, the players wrote, and they accused herman referring to them as whores, alcoholics, and learning disabled. hermann tells the newspaper she does not recall the letter. but during her time at the university of tennessee, she was involved in another situation. an assistant coach says she fired heinlein for getting pregnant. it was used as evidence in the trial. >> i hope it's good tonight. we don't want you coming back in february with a few surprises.

a former u.s. marine is a former u.s. marine is going the extra mile for a cause. he's trying to help veterans who were severely injured in the wars in iraq and afghanistan. it's a unique effort for this vietnam vet, something that gets a lot of notice in the tiny town of murphys, california. carter evans reports. >> reporter: for rick ryan, it began with a quest, walking every day, hoping to escape the demons of vietnam. >> are you the walker? >> i'm the walking man of murphys. >> reporter: in murphys, california, people began to notice. their attention, first surprise, then inspired him. >> what's going on? >> same old thing. walking for the vets. >> reporter: each time someone waved, ryan would wave back and donate 25 cents to a ucla program called operation men for soldiers disfigured by war.
