i'm anne-marie green. well, there is no joy in mudville or anywhere else they're playing baseball this morning. major league baseball will look to suspend some of the game's biggest stars who are allegedly connected to a florida clinic suspected in a doping scandal. espn reports at least 20 are involved. the clinic's founder has agreed to testify, name names, and provide incriminating records. among those allegedly linked to the clinic are alex rodriguez and ryan braun. susan mcginnis is in washington. susan, good morning. >> anne-marie, good morning. yeah, the man who ran that clinic, tony bosch, will reportedly give up a lot of names to investigators within days. some of the biggest names in baseball, and he'll give details. for example, bosch would get late night text messages telling him to go to a-rod's home where he would inject him with performance-enhancing drugs. once he talks to investigators, the suspension could come down within weeks.

some of baseball's biggest stars, including alex rodriguez and ryan braun, could be suspended for 100 games for using performance-enhancing drugs, according to espn. new york yankees' manager joe girardi worries about the scandal of america's pastime. >> i worry about baseball being affected, the game as a whole thing and what it's been through the last 15 years, and that's my concern. >> espn tells it that the owner of the miami anti-aging clinic tony bosch has agreed to talk with the investigators and give them the dirt on the players. the league first became aware of bosch's name last summer and his list includes 20 players including washington national's pitcher gio gonzalez. >> and he hits that one high and deep to left. how far will this one go? oh, my goodness.

>> milwaukee brewer ryan braun has said in the past his name appears because he hired bosch as a consultant during his appeal of a 2011 positive test of performance-enhancing drugs. >> i don't know the specifics. i've already addressed it. >> fans at last night's game says he hasn't come clean. >> he lied. he lied to every brewer's fan out here. he lied. >> some of brewers' youngest baseball fans don't want to believe it. >> it would kind of make me upset. >> major league baseball won't comment on the report. now, all of the players named in those records of the clinic obtained by espn denied using performance-enhancing drugs. anne-marie? >> susan mcginnis is in washington. thank you, susan. well, today the house armed services committee will consider several senate proposals on the to change the way the military handles the cases of military sexual assault. yesterday they were taken to task by lawmakers over the issue, but the military's top brass say they don't want to

give up their authority on the matter. david martin reports. >> reporter: with one exception, the senior officers who marched into the senior committee room were all men, and they all objected to legislation to take the decision to prosecute sexual assault away from commanders in the field, but committee members, including seven women, were ready to take them on. >> not every single commander can distinguish between a slap on the ass and a rape. >> reporter: senator kiersten jill brandt was referring to the sexual assault cases that left two thirds of the victims feeling like they were being retaliated against. >> you have lost the trust on the men and women who rely on you, that you will actually bring justice in these cases. they're afraid to report. they think their careers will be over. >> reporter: one of the most controversial cases is that of lieutenant colonel james wilkerson, convicted by a military jury of molesting a female guest in his home. he was kicked out of the air

force and sentenced to prison, but his general, general franklin, threw out the verdict, using a line that incensed senator mccaskill. >> it was astoundingly ignorant. he opened it that she didn't get a ride home when she had a chance. are you fricking kidding me? >> reporter: wilkerson remains in the air force but is now under investigation in an unrelated case for fathering a child out of wedlock. it was admitted they're playing catchup on military sexual assault. >> we failed in this in the past. it has not been a top priority in the years past, the decades past. if it was, we wouldn't be here today. >> reporter: and joint chiefs chairman general martin dempsey says that included him. >> frankly i'll speak for myself. i took my eye off the ball a little bit. >> reporter: the military chiefs insist that this time they

really mean it. zero tolerance for sexual misconduct, but several members say you can't change the culture without first changing the system. david martin, cbs news, the pentagon. a treasury department report spells out some high end living by the employees of the internal revenue service. the excessive spending includes a conference that cost more than $4 million. meanwhile conservative groups testified what it was like when the agency singled them out for extra scrutiny. danielle nottingham reports. >> reporter: these six leaders of conservative groups say the irs unfairly signaling them out for their political beliefs. >> this was not an accident. this is a willful act of intimidation. >> reporter: becky gerritson testified the irs ignored her application for tax exemption for more than a year and then asked her alabama tea party group for all copies of emailed speeches and donor list. >> i'm a born-free american woman, wife, mother, and citizen, and i'm telling my

government that you've forgotten your place. >> reporter: attorney john eastman claimed the irs committed a felony when it released information about his group's donors who opposed same-sex marriage. >> there's a reason some people want to have their activities confidential so that they don't get harassed. >> reporter: several lawmakers on the panel were equally outraged. >> no american should be targeted by the government for their personal views. >> reporter: and the irs is facing cleanup from another scandal. this brand-new inspector general's report details how the agency used taxpayer dollars on lavish employee conferences. >> it suggests to me that we have an organization, a very powerful organization that feels that it's above the law. >> reporter: lawmakers say they plan to continue their investigation in a transparent way so the irs can work to regain the public trust. danielle nottingham, cbs news, capitol hill. well, on the "cbs moneywatch" now, a chrysler

recall controversy and home prices jump. ashley morrison is here in new york with that and more. good morning, ashley. >> and good morning to you, anne-marie. well, chrysler refuses to call nearly 3 million vehicles that the government says has a dangerous fuel tank defect. u.s. safety regulators want the u.s. automaker to recall jeep grand cherokee and 2002 through 2007 jeep liberties. they say the vehicles' fuel tanks could leak in a rear end collision and catch fire. chrysler insists they're safe, claiming the government relied on incomplete data. tokyo's nikkei lost nearly 4% to a two-month low, while hong kong's hang seng fell about 1%. for the past 20 weeks, tuesday produced gains for traders on wall street, but all winning streakings eventually come to an end. the dow dropped 76 points yesterday, while the nasdaq shed 20 points. >> the housing market is turning

red hot with prices soaring 12% in april, the biggest leap in seven years. real estate data provider core logic found the biggest gain in nevada where prices are up 25%. the u.s. banned imports of apple's iphone 4 after ruling the popular smartphone violates a patent owned by rival samsung. the iphone 4 is assembled in china, which means the import ban means apple won't be able to sell more of the devices in the u.s. introduced in 2010, it is the oldest iteration of the device still being made. apple can appeal, and president obama can invalidate the order. and today an fda advisory committee begins a new review of a former blockbuster diabetes drug, deciding whether safety restrictions placed on it in 2010 are too harsh. the fda is taking another look at avandia's heart attack risk now that a recent review found

afghanistan, she played parts of her conversation for a reporter. she said her call with her son dzhokhar occurred last week. speaking from a hospital last week, the accused boston marathon bomber told his mother he was recovering from gunshot wounds. she asked if he was in pain. no, of course, not, zdzhokhar said. next portions of the call, he warned his mother not to discuss the case. everything is good. please don't say anything, he says. while he's talking to his mother and father, dzhokhar is no longer talking to the fbi and prosecutor, but sources say before he was being read his rights, he did confess to the bombings. dzhokhar said he and his brother tamerlan wanted to avench the killings of muslims overseas. after the phone call dzhokhar's mother insisted again her sons

transplant. with so few pediatric lungs available, sarah murnaghan's family has appealed to the government. to suspend a rule that bars children under the age of 12 from joining a waiting list for adult lungs. but on tuesday, health and human services secretary kathleen sebelius said she will not intervene. >> reporter: sarah murnaghan is on a ventilator in children's hospital in philadelphia. the 10-year-old is at the end stages of sis stick fibrosis and is in desperate need of a lung trant plant. her family says sarah doesn't have much time left. >> her doctors told us they thought we had weeks, not months. >> reporter: sarah has been on an organ transplant list for 18 months. she's at the top of the list, but with few pediatric lung donors, sarah's parents urged the government to change the a rule barring children younger than 12 from being on an adult transplant list. health and human services secretary kathleen sebelius

ordered a review of the regulations last week. on tuesday she declined to suspend the rule. >> this is an incredibly agonizing situation where someone lives and someone dies. >> reporter: sarah's doctors say they're confident the transplant of adult lungs would be successful despite her age. lawmakers pressed sebelius on the issue during a hearing on capitol hill. >> a study you have ordered, and i appreciate that, a study will take over a year, and this young lady will be dead. >> why wouldn't we do it. >> why do we do so much bull crap around this place and we have a chance to save this life -- there's no logic to this. >> 40 people in your home state are waiting on a -- >> she would be -- >> sir, there are 40 people in the highest acuity list waiting for a lung in pennsylvania. >> reporter: worried that her time is running out, sarah's family is making a plea to potential donors. >> if there's a family out there who is in just a gut-wrenching decision of making the gift of

the defending stanley cup chants get out to a 2-0 lead against chicago and go on to win, 3-1. but the blackhawks still lead the series, two games to one. in baseball, phillies' outfielder john mayberry jr. does a full game's worth of work in the extra innings. in the tenth he ties up the game with a solo home run to left field and in the next inning he comes to plate with the bases loaded. it is gone. a walk-off grand slam as the phillies beat the marlins, 11-3. a washington man is under arrest. surveillance video shows the thief grabbing the mannequin. the bottom falls off, but he makes off with the top half. then later that night, wearing the mannequin's wig, he breaks in again and he takes some sex toys and lingerie. he tries to make a getaway on his bike, but deputies follow the trail of stolen merchandise as he left behind as he tried to get away. coming up after your local news on "cbs this morning" -- there's not much to say about

as the busy tourist summer season gets under as the busy summer tourist season gets under way, a busy seaside touring in california faces a problem. as bill whitaker reports, it can't easily be fixed. >> reporter: la jolla, california, is known for the wealth of its residents and wealth of natural beauty. they're just yards from sea birds and sea lions. now the wildlife that draws people is repulsing and with a powerful accurate stench. george howard has owned a restaurant atop the bluffs for 29 years. >> the smell was so overpowering that we had guests get up and leave. they said they couldn't imagine eating with that sensory overload going on. >> reporter: two years ago la jolla built a fence to keep

people from trampling the fragile bluff. now undisturbed the beasts and birds have settled in and started to stink. the stench wafting up from the bluffs comes from -- well, there's no pleasant way to say it. from bird exkrement -- but the birds and the bluff is essentially wrapped this prop up in governmental red tape. with locals gagging and business owners howling, george howard started a petition to get something, anything done. so far every proposal from hosing to shoveling has been blocked. >> we're not short of regulations here, and i must say that many of them, particularly the environmental ones, make sense, but they shouldn't be an obstacle and so inflexible. >> reporter: to complicate things further, this is national parkland. the federal government also has a say. local lawyer mark evans has been trying to find a solution, a
