the supreme court expected to deliver landmark rulings today that will determine the future of same-sex marriage in the united states, one day after justices strike down a key provision of the voting rights act. edward snowden remains in hiding as russian officials refuse a u.s. request to hand over the man who spilled government surveillance secrets. captioning funded by cbs this is the "cbs morning news" for wednesday, june 26, 2013. good morning. good to be with you. i'm anne-marie green. this is the final day of the current supreme court term, and the court is expected to rule on two high-profile cases involving same-sex marriage. one involves federal law, the other the california state law that bans it. 12 states recognize same-sex

marriage. more than 30 have laws prohibiting it. tara mergener is at the supreme court. good morning, tara. >> good morning, anne-marie. well, the waiting is almost over, and today's announcement by the high court will have national implications. believe it or not, this was an issue that barely existed just a decade ago. >> what do we want? >> equality. >> protesters and supporters of same-sex marriages have been stationed outside the supreme court anticipating rulings on two cases involved those rulings. first involves a state-wide ban on same-sex marriages that california voters approved in 2008. >> it affects over 7 million voters in california who want to protect marriage. >> it could impact up to 35 states which have approved similar bans, but during oral arguments in march some of the judges hinted they may not be interested in issuing a ruling with such widespread implications.

>> is there any way to decide this case in a principled manner that is limited to california only? >> the second case involves the 1997 case involving the defensive marriage act or doma. it defines marriage as a union between a woman and a man. it was argued that doma violated the constitution's equal protection laws because it treats same-sex couples differently from heterosexual marriages. >> there are two kinds of marriages, the full marriage and some skim milk marriages. >> even supporters believe the supreme court will strike down the law. >> i have no doubt that doma, the defensive marriage act under the federal rule is doomed. >> and both cases come amid growing support from the public on same-sex marriage, but divisions among the 50 states. anne-marie? >> tara mergener at the supreme

court. thank you, tara. well, president obama says he is deeply disappointed by yesterday's supreme court decision that struck down a key provision of the voting rights act. the 5-4 ruling ends federal oversight of states' voting laws based on their voting rights record. the ruling allows nine states, mostly in the south, to change their voting laws without federal approval. almost immediately following the ruling, texas announced a voter identification law that can go into effect. and congress wants to pass a new law passing voter. unless it does, a slew of state and local laws undermining reg station can go into effect. and this morning the man who leak details on national security programs remains holed up at a moscow airport. russian president vladimir putin refuses to hand over snowden to the united states. snowden flew to moscow sunday,

and it's unclear where he plans to go next. bob orr has our report. >> reporter: in a clear swipe at washington, president vladimir putin says snowden has not violated any law in russia so he will not be expelled. snowden is a free person, putin said, in a newscast. he added, the sooner he chooses his final destination, the better it is for him and russia, but there is no outward signs snowden is preparing to leave moscow and his future travel plans are unknown. >> i'm no different from anybody else. >> while snowden is carrying some of america's most sensitive intelligence files, putin says his security services are not working with the former nsa contractor, but the u.s. is suspect. the countries have swapped prisoners and suspects before. again, the white house asks snowden be returned to face criminal charges. in a statement, a national security council spokeswoman

said there is a clear legal basis to turn him over. we're asking the russian government to take action to expel mr. snowden without delay, and u.s. secretary of state john kerry says not to damage their relationship with russia. >> i would ask for a period of calm and reasonableness in a moment where we don't need to raise the level of confrontation as something that's, frankly, basic and normal as this. >> but the u.s. prosecution is no more closer to getting the man. there's a growing concern that one spokesperson said we probably had a better shot when he was in hong kong. bob orr, cbs news, washington. well, former south african president nelson mandela remains in critical condition this morning. family members have gathered at his rural hometown in eastern south africa as the 94-year-old anti-apartied leader battles a lung infection. allen pizzey is outside the

pretoria hospital where mandela is being treated. allen, good morning. >> reporter: good morning, anne-marie. well, there's been no official word on mandela's condition other than one which was issued a couple of days ago that he remains in critical condition. this is his 19th day in the hospital. among those who were allowed in to visit him -- we don't know if they actually saw him -- was the archbishop of cape town, and afterward he posted a message on his facebook page. he said everyone should pray for manatee mandiba, and wish for a peaceful end. family members, including grandchildren and tribal elders gathered in his home village yesterday. they did not speak to the press, but it is understand that the median discussions about the family graveyard and his ancestors' bones.

that has to be resolved before they get around to burying mandela. there's been a bit of in-fighting within the family and it's a bit ugly, so it's a good thing it's not being reported. well hch wishers showed up and pinned messages on a wall and released doves and do something that's very traditional of south africa. they sing and dance. some might think it's disrespectful, but it's a way of paying homage to a man everything reveres. >> congressman ed markey has been elected senator of massachusetts. markey, a democrat, easily defeated gabriel gomez in a seat previously held by john kerry. markey won 55% of yesterday's vote. kerry resigned to become secretary of state. and coming up on the "morning news" an anti-abortion

jurors also saw pictures of martin's body the night he was killed. susan mcginnis reports. >> reporter: a neighbor who witnessed part of the confrontation between george zimmerman and trayvon martin testified about what she heard and saw the night martin was killed. >> it sounded like "no" or "ugh." i saw figures and arms flailing. they tried to discredit her by saying she supported a facebook page that demanded justice for trayvon martin. earlier the jurors were shown crime scene photos from the night trayvon martin was killed. trayvon martin's mother listened to one of the first officers on the scene describe how he tried to revive her son. >> were you able to get a pulse? >> no, sir, i was not. >> prosecutors are trying to convince jurors the neighborhood watchman went too far when he decided to follow the teenager.

challenge whether an irs supplying adviser properly imevoked her rights in a hearing last month. that was part of the investigation into the agency targeting political groups that were seeking tax-exempt status. now the irs is involved in a new scandal. this time an irs contractor is accused of winning questionable bids worth up to half billion dollars. nancy cordes has more on the investigation. >> reporter: braulio castillo began winning hundreds of millions of dollars with the irs within months of founding his technology company, strong kals, castle in earl 2012.

>> we have found the kind of wrongdoing that should have caused this contract to be canceled. >> reporter: republican darrell issa chairs the house committee. they found that just before opening strong castle castillo filed for a disability rating with the veterans administration citing a foot injury he suffered in 1984, 27 years ago, while playing sports at a military prep school. that rating enabled castillo to register strong castle as a service disabled veteran-owned small business, eligible for preferential treatment in bidsibid bidding contracts. >> understand, never served a day of duty, went to a school that was at taxpayer expense. >> reporter: castillo also chose carefully where to locate strong castle, in the heart of chinatown, washington, d.c., says his company website, a formerly blighted area now bursting with shots and restaurants. but chinatown is still
