engulfed the east coast and parts of the midwest. it's going be another day with temperatures in the 90s and oppressive humidity that's going to make it even warmer. all of this hot weather is straining power grids. one county is going to have to suffer through it without water. this morning there are heat advisories in warnings posted from new hampshire to delaware. >> the heat is no way to escape it. it's just there. you've got to deal with it. you've got to tough through it, you know? >> it's been three straight days of 90-plus temperatures in new york city. yesterday with the humidity it felt like 104 degrees. the city's largest power company activated its emergency command center, and with all of the air conditioners powering at full tilt, it's preparing for what could be record-breaking demand. >> all-time record-breaking history, something like 13,200 megawatts sometime probably 5:00 on thursday. >> it's the same story in parts of the midwest where folks are

being advised to stay indoors and drink water. and in the midst of the oppressive heat, there's a water shortage in one suburban washington, d.c. county. a water main in prince george county is being shut down for repairs for three to five days. some 3,000 to 5,000 people will be scrambling for water to bathe, drink, and flush toilets. area hotels will be shut down. >> we're contacting the health department to find out what our obligations are under these special circumstances. well, cbs news weather consultant david bernard is tracking the hot weather and says there's no relief in sight until at least the weekend. >> looks like there's no change to the hot weather just yet. in fact, high temperatures today are going to be every bit as hot as the last couple of days. 94 expected in birmingham. 96 in memphis, and it's going to be around 90 degrees in atlanta.

upper 90s for philadelphia and washington. new york, 92. syracuse, 93. even montreal, toronto getting in on the act with temperatures in the lower 90s. chicagoland not out of it. high temperatures today, 92. as hot as 94 degrees in minneapolis. again, that hot area of high pressure is stuck over the eastern half of the united states, and jet stream is way to the north. the good news is it looks like as we go into the weekend the high is going to retreat to the west and that means a cooling jet stream arrives at least into the eastern part of the united states for a little heat relief. i'm david bernard, cbs news, miami. meanwhile there is a new wildfire danger in southern california. a blaze in the mountains near palm springs has destroyed at least a half dozen homes and is threatening dozens more. officials say that fire doubled in size monday night and early tuesday morning. it is only 10% contained. the national forest service says the fire actually has caused

less damage than expected. on capitol hill, a fiery senate debate over filibustering was ended without using the so-called nuclear option. senate democrats canceled the controversial vote on changing filibuster rules after republicans agreed to allow several stalled presidential nominees to move ahead. one of those nominees richard cordray was confirmed yesterday as direct over the consumer financial protection bureau. he had waited two years for senate confirmation. meanwhile the house votes today on whether to vote on two key parts of president obama's health ca health care proposal. the white house has already put one of them on hold. tara mergener is in washington this morning with the story. good morning, tara. >> good morning, anne-marie. the house takes up key pieces of the health care law again today including that employer mandate. the republicans charge the white house's decision to put off its implementation only favors corporate america over the average citizen.

>> the bill is passed. >> the house will have another vote today on the affordable care act more commonly known as obama care. >> they've voted to repeal it 40 times. what's happened is, of course, it's been failed. which requires certain businesses and americans to purchase insurance or face fines. >> this really is a train wreck. >> earlier this month the white house pushed plans on the mandate to 2015 because businesses said they needed more time to comply. and last week it was reported some union leaders sent a letter to the president saying they had deep concerns about that part of the law. they believe businesses will cut employee hours to less than 30 a week in order to avoid paying for health insurance. >> this is undermining the fundamentals of a 40-hour workweek in the united states. >> while the white house is

willing to push back the employer mandate it says the individual mandate must start on time to make health insurance cheaper for everyone. >> it's unfair to protect big businesses without giving the same relief to american families and small businesses. >> democrats say rather than trying to get rid of the law, republicans should work with them to fix any problems. >> they should just get real and understand this is a law that's important and they need to work with us to improve it. >> even if the bills pass the house today, they have little to no chance of passing the senate. and the congressional budget office has said the employer mandate would have generated $10 billion in 2014, money that will be lost, anne-marie, due to the delay. >> tara mergener reporting from washington. thank you. four more jurors from the george zimmerman trial are speaking out to say that a fellow juror is not speaking for them. the woman known as juror b-37 tells cnn that she believes trayvon martin's own actions

weapons from cuba were found onboard. cuban officials say the materiel was obsolete. it's reported that it was on the ship when it was seized. when canal authorities stopped and searched the vessel, they found hidden beneath a cargo of sugar what panama's president called sophisticated missile equipment. that would be a clear-cut violation of u.n. sanctions against north korea. according to panama's president, the ship's captain was so upset at being caught that he tried to commit sue sight. sources said the equipment was part of a russian-made anti-missile aircraft system which was fielded in the late 1950s. during the cold war the soviet union was fidel castro's chief backer against the united states

bernanke mentioned scaling back those measures but then clarified it would only be done if the economy continues to improve. ford is introducing a software update for its hybrid vehicles that they say will boost its electricity. the free upgrade applies to ford c-max and fusion hybrids as well as the lincoln mkz from the 2013 year. the update increases the speed the car can drive under electric power and improves aerodynamics and minimizes the use of gas guzzling parts.
