jump the tracks in northwestern spain. local officials say at least 77 people were killed. more than 100 others were injured. the eight-car train derailed on a sharp curve near the city of santiago decompostela before sunset yesterday. the derailment was so violent that rail cars were thrown on top of each other. there were 218 passengers on board and many of them were trapped in the wreckage. alphonso van marsh has more. >> reporter: firefighters doused a smoking train car shortly after the derailment in northwestern spain. rescuers rushed to the crash that happened just before 9:00 p.m. wednesday on a curvy stretch of track by the city of sant santee yago. the eight-car train was traveling from madrid. this man says, i heard an explosion and when i arrived, one of the carriages was already over the road that comes out from over there. investigators spent the night combing through toppled rail cars. one was severed in two.

this government official says there's still no clear reason why the accident happened. a spanish newspaper says sources close to the investigation says the train was traveling more than twice the speed limit. the accident happened the night before the start of an annual religious festival that brings tens of thousands to the city. officials canceled all ceremonies planned for today. the train's operator is cooperating with investigators. early today a team began removing the train cars as they try to figure out what went wrong. this is the worst train accident in spain since 1972 when a train collided with a bus killing dozens and injuring more. well, the obama administration has won the first legislative showdown over the national security agency's controversial domestic spying program. last night a narrowly divided house defeated a measure that would scale back just how much information nsa could gather from the citizens.

tara mergener is in washington with more. good morning, tara. >> good morning, anne-marie. the white house is pushing hard against limiting the nsa power and in winning this legislative round. the president was backed by some unlikely allies. 134 house republicans. the amendment is not adopted. >> by a 217-205 vote the house rejected an amendment that would strip away some of the national security agency's ability to collect telephone data from hundreds of millions of americans. the amendments supporters wanted them to identify a specific target before collecting data. >> rein in problems, or get a probable cause or stay out of our lives. >> they pitted republican against republican and democrat versus democrat.

supporters of the surveillance program say it's a necessary tool to keep the u.s. safe from potential terror attacks. >> leading up to the september 11th attacks, a terrorist overseas called a terrorist living amongst us in the united states, and we missed it because we didn't have this capability. >> your name, your address is in the phone book. your name, your address is not in this national security database. >> despite the outcome of wednesday's vote, the agency could see its power scaled back. the white house said it's open to discussion on the scope of the nsa's spying capability, and lawmakers opposed to the program want the debate to continue. >> we'll still have a lot more discussion about the intelligence operations over the course of this government over the next essentially months as we deal with things like authorizing the intelligence agencies. >> the nsa surveillance programs were brought to light last month when former contractor edward snowden leaked details to a newspaper. snowden is still wanted by the u.s. government. he remains holed up at a moscow

anne-marie. well, good news for students borrowing for college just got cheaper. on wednesday the senate passed a bipartisan bill to lower interest on student loans. in july they double to 6.8%. the federal loans are linked to financial markets and will go up when interest rates eventually rise, but this fall the rates are locked. undergrads will pay 3.9%, grad students, 5.4%, and parents, 6.4%. president obama is urging the house to pass the bill quickly. house republicans may add a work requirement for people who get food stamps. they met wednesday to consider ways to trim the $80 billion a year program. 40 million americans received food stamps last year. the government says 92% are children, the others, elderly, disabled, or people already working. tokyo's nikkei lost 1% while

hong kong's hang seng lost half a percent. facebook didn't just beat the street wednesday. it blew it away. the social network delivered better than expected second-quarter profits with revenue from mobile ads leading the way. last year at this same time they actually posted a loss. facebook stock jumped almost 20% in after hours trading. weak earnings from caterpillar. the world's largest equipment company dragged on wednesday. the dow ell 25 points while the nasdaq went up slightly. two of the world's top bra makers are merging. hanes brand, which makes the wonderbra, has joined with maiden form. they face tough competition from victoria's secrets and spanx. the deal still needs to be approves by shareholders. the president of carnival and royal caribbean defended their industry before a senate committee. over the past five years there

as a coach for the team, i'm primarily responsible for bringing people into the football operations. >> reporter: the coach refused to answer specific questions about hernandez since it is an ongoing investigation. last month hernandez was charged in the execution-style murder of his friend, semipro football player odin lloyd. he was killed at a nightclub. hernandez has pled not guilty. prosecutors have asked for more time to prepare their evidence. his attorney objected. he said they've already had weeks. the hearing took place about ten miles away from belichick's news conference at gillette's staid yumt. >> it's time for the team to move on. >> reporter: and the team is clearly trying to distance themselves from hernandez and the crimes he's committed.

off massachusetts there's a batting brewing over the catch of the day. cod fishermen say their livelihoods are being threatened and as michelle miller reports, they're blaming the government. >> it was central to the economy of gloucester, massachusetts. al catone has fished here for three decades. >> it's the only job i ever had. i started when was 12, summers fishing with my dad, and when i graduated high school, i started full time. >> reporter: on a great day he could reel in 2,000 pounds, but new government limits have reduced his catch to 500 pound as day. he's on the water once a week now instead of six. >> reporter: how can you survive off a once-a-week catch? >> you can't.

>> reporter: you feel you're getting squeezed. >> i haven't been squeezed. i've been destroyed. >> reporter: in may the national ow . he says overfishing and climate change have reduced the cod supply to price's level. >> the water temperatures are warming. cod and many other species are moving north, they're moving east, and if we're going to rebuild these stock, we still have to limit how many fish can be taken. >> reporter: the government estimates there should be at least 127 million pounds of cod off the coast of new england. but its research in 2011 estimated there were only 21 million. so you question their number. >> yes, i do. i question their numbers. we can't possibly overfish all the stocks out there.
