good morning. good to be with you. i'm anne-marie green. we begin with the battle over the federal budget. if a deal between congress and the white house isn't reached, the government will run out of money in just 12 days. tomorrow the government controlled house plan as resolution to avoid a shutdown but strip away funding of obama's healthcare overhaul. susan mcginnis has more. susan, good morning. >> anne-marie, good morning. congress is about to embark on another game of brinksmanship. one senate republican calls the plan a suicide note, but house speaker john boehner is under pressure if the more conservative wing of hiss party as the critical deadline approaches. >> there should be no conversation about shutting the government down. that's not the goal here. our goal here is to cut spending and to protect the american people from obama care. it's as simple as that.

>> in an effort to placate his conservative members, speaker boehner hopes to pass a bill that extends the government spending for three months but defends the health care law. he plans to omit the law on health care and send the bill back to the house. president obama made it clear to business leaders the measure won't pass his desk. >> we have not seen this in the past that a budget is contingent on us eliminating a program that was voted on, passed by both chambers of congress, ruled constitutional by the supreme court, is two weeks from being fully implemented, and that helps 30 million people finallily get health care coverage. >> if the house doesn't act, the government will run out of mon on october 1st, and the house also wants to make raising the debt ceiling contingent on defunding the affordable health care act.

>> this is worth fighting for, a government takeover and a health care plan that's not ready. this is not a philosophy we're debating. this is chaos versus common sense. >> but if the measure passes the house, senate democrats are sure to vote it down. >> a small group of people who even republicans know are off the deep end on this issue have the republican leadership in the house so shaken and scared that that leadership's going along with this insane plan. >> now, yesterday the u.s. chamber of commerce, which is republican-friendly, and fed chairman ben bernanke both urged congress to cut deals on the debt and the bunt saying the showdown could hurt the u.s. economy. the debt ceiling measure is supposed to reach the house floor next week. anne-marie? >> susan mcginnis in washington. thank you, susan. well, with washington navy yard is set to reopen today three days after aaron alexis shot and killed 12 people.

president obama will attend a memorial service on sunday, but investigators have not determined a motive yet. the v.a. said he visited two hospitals in august but denied that he had thoughts of harming himself or others. danielle nottingham has more. >> reporter: investigators didn't have to look as far as aaron alexis's hotel room to find notes the killer left behind. he had two of them written on the side of his shotgun. etched into the metal gun was the phrase, "better off this way." the second read "my e.l.f. weapon." it may refer to extremely low frequency waves which the navy uses to communicate with submarines. it might have something to do with his complaint to the newport, rhode island, police. alexis said he thought stalkers were using a microwave-type machine to send, quote, waves into his body. alexis was being treated for

insomnia about the time he reached washington three weeks ago, but the v.a. said he never requested treatment for mental health issues. alexis's family said he had sought treatment. his mother expressed sorrow for her son's victims. >> aaron is now in place where he can no longer do harm to anyone and for that i am glad. to the families of the victims, i am so, so sorry that this has happened. my heart is broken. >> reporter: in the wake of the attack defense secretary chuck hagel has ordered a review of the security and review program. danielle nottingham, cbs news, washington. syrian president bashir al assad said a u.n. report finding sarin gas was used against opposition forces didn't hold up. assad met with the u.n. and russia yesterday. he disputed the u.n. findings that rockets carrying sarin gas

were fired by syrian forces. >> it's not realistic and not true. definitely so far as government we have evidence that the terrorist group has used sarin gas, and those evidences -- those evidence handed over to the russians. >> well, assad said syria's military did not use chemical weapons. assad also said they would abide by an agreement with u.s. and russia for them to give up their chemical weapons staff. on the "moneywatch," fed chair ben bernanke keeps the stimulus going. wendy gillette is here in new york with that and more. good morning, wendy. >> good morning, anne-marie. in a move that caught budget watchers and wall street off guard, the federal reserve said it will continue its stimulus campaign buying up to $85 billion a month in bonds. yesterday fed chair ben bernanke said a decision on when to pull

back the program will be based on the overall labor market. >> because the committee tied its asset purchases to the labor market, it's important to assess how that outlook has evolved. as i noted earlier, conditions are still far from what all of us would like to see. >> the fed announcement was good the federal reserve said it saw growth in tunlds lying economy but its strength will continue on for the time being. >> the dow jones jumped 147 points. the nasdaq rose 38 points. tokyo's nikkei added nearly 2%. hong kong's hang seng gained 1%. the nation's largest bank, jpmorgan, will reportedly pay more than $900 million in fine. two traders have been charged two traders have been charged with wire fraud and falsifying bank records in the $6 billion

loss. "the new york times" also reports the bank will admit to wrongdoing. today the coffee chain starbucks will begin running newspaper ads telling customers that guns are no longer welcome in its store. they stopped banned guns outright. they said we ore not pro gun or anti-gun. advocates have been pushing starbucks to ban guns while they have decided to defer to local laws. and unfortunately there is a winning ticket in last night's estimated $400 million power ball drawing. it was purchased in lexington, south carolina. the winning numbers are 7, 10, 22, 32, 35, and power ball 19. there are nonjackpot winners in seven states, prizes of between $1 million and $2 million. there's still reasons to check your tickets. but, anne-marie, i don't think you flew to south carolina yesterday. >> sadly it wasn't me, wendy. how about you? >> no. i'll keep working.

left. that's where we found jeff karr's crew, trying to fill the gaps with gravel. how hard is it just to get your equipment up here? >> it's pretty difficult actually because there's only one way in and one way out and that one way is a deep dirt mountain road that's not really, you know, maintained all that well. >> reporter: and it's dangerous work too. >> well, obviously. look at them down there in the river. >> reporter: many of the canyon roads here ran along the creeks that became torrents of water. >> this is by far the worst disaster i've ever seen. >> reporter: ted plank is the boulder county road supervisor. how many roads in the county are impacted in some way, shape, or form? >> at least 75% of the roads in the county sustained some kind of damage. >> reporter: across a 14-county area, at least 400 miles of road and at least 30 bridges have been damage order destroyed.

150 miles of railroad track may also need to be replaced. it could be a month before officials know the true cost of rebuilding road bus in boulder county, the figure is already $100 million. >> there are a number of areas in the county where roads have been completely washed out, and wherever people are there, there's no way to reach them with a vehicle. >> reporter: the u.s. department of transportation said it would give colorado an additional $30 million in relief funds for temporary repairs, but engineers say it will take years to repair what the floods washed away in one week. manuel bojorquez, cbs news, boulder, colorado. and for some colorado residents the costs of cleanup will be staggering. 19,000 homes were either damaged or destroyed, and most homeowners lack flood insurance. only about 1% have that coverage in colorado. those without it will be forced to take out low interest loans from the government or community-based groups. in indonesia thousands of residents have been forced from

texas takes a 3-2 lead over tampa bay when elvis andrus scores from first base on a single. but with the game tied again in the 12th, tampa bay has a runner in scoring position. >> here he comes. rays win it. >> desmond jennings drives in the winning run for tampa bay. the rays top the rangers, 4-3. the indians squander a chance to move ahead of texas. the royals are still in the hunt, but trying to make their first post-season appearance since 1985. and baltimore keeps battling. the orioles get a two-run single from chris davis in the seventh to get by boston, 5-3. the win puts baltimore just one game behind texas for the second a.l. wild-card spot. cleveland is a half game back while kansas city and the yankees are still 2 1/2 games out of the last postseason slot.

now, the picture is a little bit clearer for the national league. pittsburgh blows a one-run lead in the ninth inning and loses to san diego, 3-2. it's just the third time this year the pirates have lost the game after leading in the ninth. but pittsburgh still holds a slight edge over cincinnati for the first n.l. west spot. the two will meet in a one-game playoff after the regular season. ken norton who offered one of boxing's biggest upsets has died. >> seven points, norton, five points, ali. there it is. there it is. >> norton was a relative unknown when in 1973 he became just the second fighter to beat muhammad ali. in a split-division victory, norton also broke ali's jaw. he would later capture the heavyweight championship. but his three fights with ali, including a disputed match at yankee stadium, are what boxing fans remember.
