they're running. >>reporter: they were at it well into the night and unfortunately the two sides might have actually taken a few steps backwards. management says they offered or presented its last, best and final offer yesterday. the general manager said it was $7 million more than friday's offer, but the union says it's still not good enough. good news for commuters, though, deciding to give them one more day to come up with a better offer they can accept. >> we're not going to go on strike because the public deserves to have a riding system that works. we'll give them one more day, one more day to get it

together. >> we've given them two weeks to consider the offer. i hope they're going to take it seriously and look at it. it's time to bring this to a close. the bay area is tired of going to bed at night not knowing if they're going to be open. it's been long enough. >>reporter: the latest offer does come with an expiration date. management says they have two weeks to accept it before they take it completely off the table. negotiations will be in a few hours, and they'll be back at it again. >> this is different from saturday. we thought they were close to a deal. >>reporter: michelle, you're absolutely right. everyone thought that. because there's a gag order in place, we don't unfortunately know the specifics.

things got ugly fact and calling it the last and final. . >> once this is revolved, there there's thought to strikes and if they'll ever be banned. >> we're basically held hostage by the unions at this point, and we want to be set free. >>reporter: in this case they're workers, passengers and politicians. >> we cannot resolve everything

in one contract. >>reporter: in the contract they can't start training replacement workers until a strike actually begins. >> there are a number of things that are hard to remove, and the strike is used as leverage. >>reporter: there's talk in the legislature of a ban on strikes. >> given the rules, there's very little chance the legislature would actually go through with it.

>>reporter: until there's new law, the strike potential looms each time the contract is up. >> we're dammed if we do or don't situation. >> so in the event a strike does happen tomorrow, commuters do have a number of options. charter buses will be provided and there will be up to 15 buses at nine different stations. these could serve about 6,000 passengers a day with those buses. >> car pools lanes will be expanded from 5 a.m. to 7 p.m., and drivers are used to use fast track to speed things along and additional toll takers will be on duty. >> commuters can expect

to smile and give a thumbs up. he was found saturday north of the lake. he left his hunting partner to go find deer on his own, but fell down a ravines and was knocked unconscious. when he didn't show up for lunch, his hunting partners sought help. >> we want to give a special thanks to the hunters that found him that actually bumped into him and made a gurney from their jackets and lifted him all the way back up the road. >> he survived by eating squirrels and lizards and a snake. police say a speeding car slammed into a home and wound up well inside the home. the driver was suspected of driving under the influence, so was arrested. >> i was lying in bed and heard what sounded almost like an

explosion, and we decided to come outside and see what happened, and we saw the police cars and came over and looked, and the car was so far in the house i couldn't believe it. >> the house was already being renovated so no one was at home at the time of the crash. a massive construction project has neighbors complaining. it's along highway 101 where 100 ate units will sit. neighbors say it's monstrous and takes away the peaceful vibe of the neighborhood. it's set to be completed by next summer. we've got a live look at capitol hill as the government shut down enters week number three. the latest hope appears to rest on talks between senate

leaders, looking to forth an agreement and send it to the house to be adopted on a bipartisan vote. >> discussions were substantive, and we'll continue those. >> we don't run out of money in that moment, but investors are going to be really nervous and stocks could likely go down and bonds. >> as of thursday the government will have $30 million in its checking account, but the money won't be enough to pay the bills and the treasury department won't have the authority to borrow it. >> without a deal soon thousands of workers at lawrence national lab will be furloughed. some worry that could be the last straw. >>reporter: in less than a week these workers could be furloughed without pay, but unlike federal employees they're private contractors, which means there will be no

back pay when congress resolves the impasse. >> if we end up losing salaries because the lab shut down, it adds insult to injury. >>reporter: 7500 lab workers are among some shirty thousand across the u.s. who do not collect back pay. >> it's undeniable. >>reporter: if the budget isn't fixed, it could be a brain drain. >> we'll set the work they've done here for our national and energy security far behind. >>reporter: including clean energy and maintaining the nuclear stockpile an global warming. >> employees are very much committed to their areas of

discipline and making contributions to the country. >> you fear it's going to be lost. >> i think it is being lost. >> i'm going to do everything i can. i can't make any promises or guarantees, but i want the employees to know they have a fighter at the table who knows what they're going through and knows the value of their work and who will not rest until they're treated the same way federal workers are treated. >>reporter: lab employees have been told to do more with less for so long they're beginning to lose their luster, and the silicon valley is beckoning. >> about 6500 people work there. san francisco's cliff house is finally back in business despite the government shut down. a statement on the restaurant's website says the owners got permission from the national park service to reopen. the cliff house is privately owned, but does sit on federal land. they estimate a loss of about $10,000 a day for each day they

an explosion inside shutdowa terminal. police say dry ice in a pla bottle is what caused the s. no one was hurt but as a precaution authorities clos terminal 2. the fbi says the explosion happened in an employee bathroom in a restricted area. airport officials temporarily halted security screening, which lo up to four flights being delayed. oakland is being added to t list of bay area airports w passengers can be "pre-screened". the t-s-a program has been place at s-f-o for some tim it operates like an express lane. those passengers don't have to take off their shoe jackets... or remove laptops

skies staying nice and clear, and this is right through thursday. maybe a couple of high clouds, but otherwise temperatures looking great. weather this afternoon up in the upper 70s in the san jose. beautiful at the coast and inside the bay numbers in the 70s. beautiful day to enjoy. the next couple days we'll warm the temperature up a couple degrees through wednesday and cooling off slightly thursday and friday, but staying nice through the weekend. a pretty good monday so far. we've got no strike and a columbus day holiday, so good news for folks in the traffic world and commuters. bart is on time this morning. golden gate ferris no delay. one accident out there in

southbound 280. it's in the final clearing stages right now. here's your drive times for the east bay. so far still on the clear, including coming through the pass. so far you're in the clear to berkley. that is your latest traffic. people who use federal electronic benefits transfer cards to buy food ran into major problems over the weekend. a power outage caused the glitch that affected 17 states, including california. millions were unable to use the cards. xerox, which runs the system, says access was restored by saturday night and people were able to get emergency vouchers from local retailers during the

glitch. the glitch is the reason wal- marts decided to continue cards during the outage so customers could feed their families, and people loaded up their shopping carts and took home all they could while their cards were not showing any limits and cleaned out the stores. >> we walked through the doors and it was like a tornado came through. >> i've never seen it in that condition. >> the shopping frenzy ended when an announcement was made that the computer glitch was fixed. a number of people abandoned their grocery carts and left the store. a new investigation identifies hundreds of buildings in our state that could collapse if we had a big earthquake. one professor talked about the structure at greatest risk and how to fix them before it's too late. >>reporter: professor heeden says there's hundreds or possibly more than 1,000 older concrete building in los

angeles and surrounding cities that could crumble in an earthquake. >> tremendous loss of life. >>reporter: thousands of city records and building permits were looked at, and questionable buildings were identified that are concrete columns that are rigid. >> if it's brittle once it cracks, then it just comes apart. >>reporter: that's what we saw in the 1994 north ridge earthquake. >> those older concrete frame buildings will lose their columns and you'll see floors slam on top of each other. generally people do not survive that. >>reporter: he also believes many could be fixed just like this one. >> if we added all these walls, and this is where the load is taken, and the wall is here, no longer the column.
