unclear what caused the ceiling of a london theatre to collapse. the 112-year-old apollo theatre was packed when large chunks of plaster began falling during the performance of "the curious incident of a dog in the nighttime." a many as 80 people were injured, seven of them seriously. charlie d'agata is in our london bureau. charlie, good morning to you. >> good morning, to anne-marie. the ceiling collapsed about 45 minutes into the performance 678 now, one theory they're looking into is weather a torrential rainstorm may have had something to do with it. part of a ceiling collapsed in the middle of a performance of a blockbuster play packed with hundreds of creator goers. >> loud. bearing. i don't think the ceiling came down.

dust, chandeliers, wood, that sort of stuff. >> reporter: many thought it was part of the play. >> we thought it was part of the theater and then -- yeah. we just looked up and the whole ceiling -- it was like slow motion. it just came down. >> reporter: other london theaters became triage centers for the walking wounded. some were taken to a nearby hospital with serious injuries. >> we thought it was part of the play honestly, so that was our reaction, wasn't it? >> bang. everything. debris, dust, everything. >> everything, everywhere. and then it was like foggy. you couldn't see anything. you didn't know what was going on. >> police actually commandeered three london buses take some of the in juried to the hospital. they say the building is secure enough for the investigation to begin on this 112-year-old building. of course, the concern is this isn't the only old theater in town. anne-marie? >> charlie d'agata in london. thank you, charlie. potentially dangerous weather will begin to spread across a large part of the country today.

depending on where you live, it includes the possibility of strong rain, torrential flooding, and ice. eric fisher has more on the forecast. >> messy days of weather ahead. there's hail in southern california and some pretty heavy snowfall in higher elevations. this is the same energy that's going to track across the country. it's going to bring the whole kitchen sink. ice, snow, severe weather, heavy rain. we'll have it all. it comes together on saturday. there will be snow and ice on the edge of this one. we'll also look at a big severe weather threat on saturday. especially here, lower and mid-mississippi river valleys. could see damaging wind gusts. also several tornadoes could not be ruled out as we head through the course of saturday. then into sunday more rain on the east coast. the severe threat including charlotte and atlanta and significant ice will work its way into southern parts of canada. in terms of total rainfall, how much are we talking? >> 3 to 6 inches. maybe as much as a half foot here around the northern sections of the ohio river

valley, 1 to 3 for a wide swath including into the northeast. that could cause some flash flooding. then we talk about the ice. this could go along with 3 to 6 inches of snowfall across the northern sections. kansas city impacted up toward milwaukee and chicago. the biggest ice storm may be across northern new england and new york. as we head into saturday night and sunday, this could be a devastating ice event, one we'll be watch vrg carefully, but you may have to be prepared for big power outages. i'm eric fisher for the cbs news. the obama administration talks about the policies. they affect americans whose health insurance policies were canceled because of ob rry. these policies come just before monday's deadline to sign up for the new law. tara mergener is in washington with the details. tara, good morning. >> good morning, anne-marie. this 11th hour change is an exception to the individual mandate in some cases right before that january 1 deadline. despite the administration's insistence there would be no

delays. in a last-minute change to the affordable care act, people whose current insurance plan that was canceled may not face a penalty if they don't have coverage in a new year. in a letter to senate democrats, health and human services secretary kathleen sebelius announced people struggling to find a replacement plan may be exempt from getting coverage. they can also buy an insurance plan called catastrophic coverage, a bare bones policy which protects you if you're hospitalized or suffer a serious illness. sebelius wrote the premium for these plans which are otherwise only available to individuals under 30 years of age are on average about 20% lower than premiums for other plans available in the marketplace. the policy shift immediately came under fire. the group representing the insurance industry said in a statement this latest rule change could cause significant instability in the marketplace and lead to further confusion

and disruption for consumers. the obama administration estimates about half a million people who have lost their insurance have not chosen new coverage. the change was suggested by a group of democratic senators, anne-marie, facing tough midterm elections. >> tara mergener in washington. thank you, tara. well, congress passed a defense bill that addressed sexual assault in the military. the senate passed it last night. it was approved by the house last week. besides cracking down on sexual assault the bill provides for over $552 billion for the regular pentagon budget and over $80 billion for overseas operations including the war in afghanistan. backlash from the credit card security breach at target stores. some customers are worried about security issues and say they will no longer shop at target. target, the nation's second largest retailer, is advising its customers to carefully check their statements. chip reid has more. >> reporter: as customers poured into target stores to kick off

the holiday shopping three weeks ago, there was no way to know that millions of them were about to be scammed. here's how investigators believe it worked. first a sophisticated hacker probably a criminal organization broke into target's computer system and gained access to the company's credit and debit card terminals. then when customers swiped their cards to make purchases they stole data of up to 40 million customers including names, card numbers, expirations, and security codes. shaun henry formerly led the cyber crime division of the fbi and now heads the high-tech security company crowd strike. >> once they get that private data, they can try to sell credit card numbers of others for purchase for pennies on the dollar and those people down the line will try to use it through fraudulent purchases, et cetera. >> reporter: in a letter to its customers, target wrote, if you

shopped at target between november 22nd and december 15th, you should check your account for any unusual or suspicious activity. they said anybody who found anything unusual should contact their bank to make sure they're protected from loss. those who used a credit card were told don to contact target, but the facebook page was swamped with angry complaints from others who couldn't get through by phone. this kind of scam could happen to almost any company as big as target. >> you've got networks that are so vast and so large that it's virtually impossible to protect them from every type of attack. >> reporter: at this point it appears that only people who shopped in actual target stores were victimized by this scam. people who shopped online were not affected. chip reid, cbs news, falls church, virginia. well, coming up on the "morning news," defending "duck dynasty. bigad shaban reports. >> reporter: phil robertson is known to speak his mind on the a & e hit reality series "duck dynasty." but the network kicked him off the show indefinitely over comments he made in an interview with "gq" magazine. robertson was asked what in your mind is sinful. his answer, start with homosexual behavior and just morph out from there. beast alty, sleeping around. neither the adulterers, the idolaters, the male prostitutes, the homosexual offenders, the they won't inherit the kingdom of god. it's not right. he also compared it to swindlers and terrorists. he quickly announced his hiatus. >> a & e said they were putting phil robertson a on an indefinite hiatus, taking him off "duck dynasty" because they found his comments to be outrageous, offensive, and not keeping with the a & e brand.

the nasdaq was down 11. the senate vote on janet yellen as the next chair of the federal reserve is being tabled until next year. while a test vote for yellen's nomination is set for later today, the former vote won't happen until january 6th. if confirmed, yellen would be the first to leave the central bank. her term ended january 31st. new york city's crackdown on public smoking ban is widening. the city koubl has voted to ban electronic cigarettes and indoor public venues. few months and comes 12 years after traditional smokers were forced outside to light up. the world's largest tv makers are putting a new twist on the big screen. they're adding curves. samsung and lg are prepared to introduce bigger screens next month which carry four times the sharpness of regular hd sets and measure 145 inches diagonadiago. no word on a price tag. and imagine finding out that your secret santa is one of the richest men in the world. one woman found she was paired

in britain, a newspaper is accused of snooping on prince williams' voice mail messages. it is the first time that the "news of the world" has been accused of targeting the royal family. alphonso van marsh reports from london. >> reporter: affectionate voice mails from prince william to his then girlfriend kate middleton were hacked by a british newspaper. they were referred to in court. in one he referred to kate as babykins. another, all right, baby, lots of love, i'll speak to you soon, bye-bye. the revelations are part of a phone-hacking trial at this court where the employees of a now defunct tabloid face charges of wrongdoing. two "news of the world" employees have been convicted of hacking phones of royal aides. it was revealed the royals themselves were targeted too. some londoners say they're not surprised. >> people shouldn't have the right to listen in to people's

phone calls 100%. >> i think it's a sad indictment on the media itself. >> reporter: prosecutors said prince harry's voice mail was also intercepted. in one message prince harry pretending to be prince william's girlfriend called prince harry a big hairy fat ginger, a british nickname for redheads. alphonso van marsh, cb suh news, london. an oklahoma man didn't let a brush with the law interrupt his plans to put a ring on it last week. justin harrell was wanted on outstanding warrants. as a police officer in elk city tried to arrest him, harrell made an unusual request. >> he said can you give me five minutes, can you give me five minutes. he said, what's the deal? he said i'm just fixing to propose to my girlfriend. he said, you're kidding. he said, no, right now. he said, can i go ahead and do that. he said, yeah, go ahead and do that. can you uncuff me, no. >> the officer allowed harrell to make the proposal. perhaps more surprising his girlfriend said yes and the officer handed over the ring.

tomorrow marks the 25th anniversary of the lockerbie bombing. 270 people died when a terror bomb brought down pan am flight 103. over scotland. as wyatt andrews reports, some families have turned their loss into action. >> what about your father? >> hi, dad. >> reporter: this home video of 16-year-old molina hudson was taken one month before she died in the bombing of pan am flight 103. she was a new york exchange student then in england, and to her father, paul hudson, the tape captures her kindness and spirit. >> she was a beautiful 16-year-old teenager. she had always been strong willed. >> reporter: the tape held molina's last words to her family until nine months later

when residents of lockerbie recovered molina's possessions from debris. one in particular took hudson's breath away. >> one of them was a school notebook which she had done doodling on the outside cover and under that there was a statement, "no one dies unless they're forgotten." >> you felt like she was speaking to you. >> i felt like this was a motto as well as a cause of action. >> reporter: he responded to his daughter's call by organizing two separate groups of lockerbie victims' families. the groups demanded and won a more aggressive investigation of the bombing. >> the opinion of our group is overwhelming outrage. >> reporter: and they repeatedly pushed congress to improve airport security. >> how many bomb detectors have been installed? how many have been ordered? >> how many? >> zero. >> reporter: his mission continues today. he now leads a nonprofit group
