a holiday weather hodgepodge. snow, ice, floods, and record-high temperatures. healthcare deadline as americans scramble to sign up for new health care policies. and touchdown king. peyton manning breaks the single season touchdown passing record. >> there's a record for peyton manning. captioning fby cbs this is the this is the "cbs morning news" for monday, december 23rd, 2013. good morning. good to be with you. i'm wendy gillette. about the only way to describe the nation's weather heading into this christmas holiday is bizarre. the crazy weather mix included freakishly warm temperatures in the northeast, a winter storm in the midwest, and deadly flooding down south. at least nine deaths are blameded on the weather that's hit at one of the busiest travel

times of the year. at least five people were killed by flooding in kentucky where high winds also took a toll. there was also flooding in neighboring indiana and as far east as vermont. in the midwest, winter's first official storm brought heavy snow. snow and ice knocked down power lines in oklahoma, which caused numerous house fires. >> we just go from one house fire to the next to the car wrecks. do what you can to protect yourself. we've already had one incident of a house without a smoke detector. >> the storm also knocked out power to nearly half a million homes and businesses from michigan to new england. >> when they get one line repaired, now another branch is coming up. so they're not catching up. they're not gaining any ground. when they think they even got one fixed, another goes down. >> the weather caused travel delays on the roads and in the air. by last night over 700 flights

had been canceled and over 7 thousand delayed. in the mid-atlantic and northeast, folks were walking around in their shorts. in central park the mercury reached 71 degrees, a new record. records were also set in philadelphia. meteorologist ed curran of our chicago station wbbm has more on the storm system. >> well, the storm system that brought us snow and severe weather is now moving off the east coast, and our main concern now is up in the far northeast . from boston up through maine, the chance of icing through the early morning hours here and in the shaded area an ice storm, ice storm warning in this area. this weather alert is for windchills. the pink area, windchill warning where windchills could get down to 40 degrees below zero for

this morning. the next batch of snow coming in, this clipper system comes through the midwest in perfect time for christmas eve and christmas day with a little bit of snow. ed curran, cbs news. bad timing. today is an important deadline for the affordable health care act. those who want coverage must be enrolled today. susan mcginnis is in washington. susan, good morning. >> wendy, good morning. today is the deadline for most americans in order to get that coverage by january 1st. if you remember, this deadline was extended from december 15th. now the white house has added more exceptions and exemptions for certain groups of people, and all the changes are giving the critics new ammunition. officials say they are ready for a last-minute rush of americans signed up for insurance in order to have coverage starting at the beginning of the year. government experts say healthcare.gov can now handle up to 800,000 people a day. >> the website is good. people are saying, wow, i am getting better care at a lower cost. >> but last week the white house

announced another change to the law. now people who have had their existing policies canceled can get a hardship exemption for getting a fine for having to go with the delay. a one-year delay of obamacare is needed. >> this whole 2014 will be a transitional year to find out where our glitches are and our little nuances that we have to work for. >> president obama shot down that idea before leaving for a christmas vacation in hawaii. >> the basic structure of that law is working, despite all the problems. despite the website problems, despite the messaging problems, despite all that, it's working. >> the president said a million people have enrolled for new insurance plans under the law through healthcare.gov, still far short of the administration's goal to make the law workable. now, the white house says it reserves the right to change this deadline again if any exceptional circumstances arise that provide barriers to people

trying to sign up before today. >> susan mcginnis in washington. susan, thanks. target spent the weekend in damage control mode. the nation's second largest discounter tried to reassure customers and as terrell brown reports, target slashed prices to win back business. >> reporter: target stores on saturday and sunday offered customers a 10% discount in order to temper some of the backlash caused by the massive data breach. the discount attracted shoppers like alan park, but he wasn't convinced his credit card data was secure. >> actually i used cash today specifically because i heard about this and i didn't want to risk using my card. >> reporter: target was trying to assure customers that payments were compromised between thanksgiving and mid-december and they're working with banks and law enforcement in conducting a thorough investigation of the incident.

chase announced daily atm withdrawals would be limited to $100. total purchases kept at $300 a day. the bank opened about a third of its customers who may have been impacted by the fraud. >> i'm frustrated right now. i can't continue my shopping. and this is my last weekend. >> reporter: rochelle kelly tried to buy a christmas gift for her mother but her card was declined. when she took out cash, she was rebuffed again. after she left the store she received notification from her bank that her card was compromised. chase plans to issue new cards to customers whose accounts were affected. jason runs the transaction association, a credit card industry trade group. >> the challenge we face as highlighted by the target breach is that these cyber security criminals are getting more sophisticated and it really does call for more sophisticated solutions to prevent breaches like this from happening in the future.

>> both target and the credit card companies we reached said customers who had unauthorized debits on their accounts would not be responsible for the fraudulent charges. terrell brown, cbs news, new york. a former top cia official says the nsa has not violated the privacy of any americans. mike morell is a member of the presidential panel that's recommending limits on government surveillance. but on "face the nation," morrell said nsa activities have been misunderstood. >> the nsa is not spying on americans. i think that is a perception that some have out there. it is not. it is not focused on any single american. it is not reading the content of your phone calls or my phone calls or anybody else's phone calls. >> the panel wants greater oversight of the nsa from the courts and it wants to remove the agency's ability to store data on americans. a plane clipped a building

last night. passengers on a 747 last night got pictures of the wing slicing through the brick building. four people on the ground were hurt. british airways say 182 passengers were on board and they all got on off safely after the incident. the flight was about to take off for london. fear is growing that violence in south sudan could turn into civil war. the african nation is the world's newest country created when it broke away from sudan in 2011. the u.s. has evacuated 680 americans and other foreigners. about four dozen u.s. troops are deployed there to help. that's on top of 45 sent to reinforce the u.s. embassy. four american troops were wounded when gunfire hit evacuation planes. plans are being made for a public memorial for claire davis. she was shot in the head more than a week earlier by a classmate who came to school heavily arm. the gunman killed himself shortly after. in a statement davis's family

a spacewalk scheduled for today at the international space station has been delayed until tomorrow. during the first spacewalk saturday american astronauts rick mastracchio and mike hopkins removed a cooling system pump with a bad valve, but they cut the walk short after mastracchio complained of discomfort. water was found in the suit. a backup suit is being prepared. al third spacewalk if needed would be carried out the day after christmas. on the "cbs moneywatch" apple and china strike a major

deal and cracker barrel reverses a ban on "duck dynasty." alexis christoforous is at the new york stock exchange with that and more. good morning, alexis. >> good morning to you, wendy. apple inked a must-have deal with a mobile carrier. china mobil has 700 million subscribers, twice the population of the u.s. while the two companies announced sunday china mobil will start selling the iphone 5c and 5s beginning next month. apple hopes to sell up to 30 million iphones next year but they've lost a lot of ground to china whose companies sell much cheaper iphones. hong kong's hang seng added half a percent. the shanghai composite gained a quarter percent and tokyo's nikkei is closed for a holiday. and christmas week should be a calm week here on wall street. experts say investors will be looking at economic data. last week the market skyrocketed into record territory. the dow added 465 points and the

nasdaq gained over 103. and after a month of increases, the pipe at the pump has gone down. the lundburg survey says the average for a gallon of regular is now $3.26. that's a dip of 2 cents over the past two weeks. and fans of the reality show "duck dynasty" quacked up a storm and cracker barrel listened. on friday the southern restaurant chain pulled some "duck dynasty" products after the family patriarch phil robertson made some statements about homosexuality, but yesterday the restaurant admit they'd made a mistake and put products back on the shelves. the "hobbit: the desolation of smaug" came in at number one, bringing in more than $31 million. it held off will ferrell's comedy, "anchor man 2:the legend continues." opened strong in second place with $26 million over the three-day weekend.

edgar bronfman billionaire businessman and philanthropist died saturday. bronfman was once chairman of the seagram liquor empire and once president of the world jewish congress and champion of the rights of jewish people everywhere. he was 84. a performance of the nutcracker ballet in washington features a dancer no one expected, a defector from cuba. he's now living in america and as margaret brennan reports, the last year of his life has been remarkable. >> reporter: 21-year-old hosui has a unique talent for landing on his feet. after just eight months in the u.s. the cuban defector is a rising star in the washington ballet. >> my dream is to dance. >> reporter: anywhere. >> yeah. if i'm dancing, i'm happy.

>> reporter: leaving his family behind in cuba, especially his mother was difficult. she reluctantly gave him her blessing. >> i talked to my mom. she was okay. >> your mom was okay? >> yeah. she told me, if this is the best for you, it's the best for me, too, so do it. >> reporter: while on tour in cancun for the national ballet, he fled with just a few sets of clothes and $400 in cash. after a 1,600-mile bus ride he walked across the border. by law any cuban who enters the u.s. is allowed to say. he said he feared for his life during the journey. >> i mean it was scary because you didn't know what was going to happen to you. >> reporter: a few months later he was discovered at a dance competition by the cuban director of the washington ballet. weber says it's true cuba has produced a large number of top tier dancers known for their
