a pair of deadly terrorist attacks in southern russia raises security concerns for the upcoming sochi olympics. utility companies are on alert as a new storm threatens new england with heavy wet snow. and a second rescue ship attempting to reach a russian vessel stranded in antarctica is turned back by severe weather. captioning funded by cbs captionided cbs this is the "cbs morning news" for monday, december 30th, 2013. good morning. good to be with you. i'm anne-marie green. well, a second deadly terror attack in less than 24 hours is raising new safety concerns in russia just 39 days before it hosts the olympics. a bomb ripped through a bus in volgograd this morning, killing

at least 14 people and injuring others. on sunday a suicide bomber killed at least 17 at a train station. volgograd is about 400 miles from sochi where the winter games are being held in february. susan mcginnis has the latest. in washington. susan, good morning. >> anne-marie, good morning. the death toll for both of these bombings could still rise from here. there is said to be widespread panic in volgograd and large worries about the upcoming olympic games with a rebel cheh chen leader calling specifically for attacks at the olympics. a burned out shell is all that's left after a bomb ripped through this bus in the russian city of volgograd. this is the second attack in the city in just two days. on sunday at least 17 died when a suicide bomber detonated a device at the entrance to the volgograd train station. this woman left the station just before the blast. she said i saw people running, human flesh all around, shattered glass, and broken doors.

after the first bombing, russian president vladimir putin ordered tighter security at the country's airports and train stations. security in russia is of major concern as the country prepares to host the winter olympics in sochi in february. putin has promised this will be the safest winter games ever, but they're already a target. in july a chechen rebel leader called for more terror attacks on civilians in russia and urged his followers to use maximum force to stop the games. astronomical amounts of money are being spent on security for the olympic games coming up in russia in february. one estimate puts the amount of the games at $50 billion, the most ever spent, anne-marie. >> wow. susan mcginnis in washington. thank you, susan. well, utilities in new england are bracing for more outages this morning. a fast moving storm is bringing heavy wet snow to vermont, new hampshire, and maine. lewiston could get up to 10 inches.

crews had finally restored power to nearly all customers a week after an ice storm knocked out electricity to tens of thousands. an arctic air mass is bringing extremely cold windy weather to the nation's midsection. the cold prompted warnings and advisories throughout minnesota. meteorologist lauren casey of our minneapolis affiliate wcco is tracking the weather. the cold air is entrenched in tupper midwest and temperatures will remain in the single digits and teens all the way through the new year and will travel eastbound and in times square in new york city the temperature will remain around 20 degrees at midnight on new year's eve. also heavy snow complicating conditions across parts of new england where they already dealt with an ice storm earlier in the week. and out west santa ana winds causing some problems as well. strong wind gusts at 60 miles an hour possible in placs like los angeles that can create

hazardous fire conditions. i'm lauren casey of wcco, minneapolis. the white house says i it doesn't dispute a new report on benghazi. a "new york times" investigation of the september 11th, 2012, attack finds that al qaeda was not involved in the attack. some fighters joined the battle spontaneously, angry about an american-made video denigrating islam. republicans are calling the report inaccurate. congressman mike rogers is chair of the house intelligence committee. >> there was some level of preplanning, we know that. there was son aspiration to conduct the attack by al qaeda in libya, we know that. >> four americans including ambassador chris stevens were killed in the benghazi attack. and there was a massive surge in signup for obamacare health coverage in recent weeks. more than 1 million americans will have insurance starting wednesday. as chip reid reports, it's a

major turnaround after a troubled rollout. >> reporter: for president obama vacationing in hawaii, it was the best health care news he's received in months. officials call it a welcome surge of 975,000 people signing up for health insurance coverage in december. that compares to only 125,000 sign-ups in october and november combined, largely the result of a disastrous start for the healthcare.gov website. on the sunday talk shows democrats predicted the number will continue to improve. former vermont democratic governor howard dean is also a doctor. >> i think the first year's going to be more successful than we think. i think a lot of people are going to have insurance that didn't have it before. i think people will have access and it's going to be cheap eric not for everybody. >> reporter: this week democrats and outside groups that support the health care law plan to roll out a new campaign on health care reform successes highlighting people who are pleased with their new health

care plans, but that campaign will only work if it's not overwhelmed by more stories of confused and angry health care consumers after coverage takes effect on january 1st. some who signed up say they received no confirmation and no receipt and worry if they're really covered. republican congressman darrell issa is a critic of the law. >> unfortunately it's a failed program taking the less efficient health care program and making it worse. so the damage that obamacare has already done and will do on january 1st, 2nd, and 3rd, will have to be dealt with as part of any reform. >> reporter: the next deadline for signing up for health insurance is the end of march. the obama administration hopes to have a total of 7 million people signed up by then. so it's 1 million down, 6 million more, and a very long way to go. chip reid, cbs news, honolulu. well, about 1.3 million americans start the new year without unemployment check. benefits under an emergency federal program ran out saturday. under the program the federal

government paid an average monthly stipend of $1,166. the loss of benefits could push hundreds of thousands of families below the poverty line. rescuers got within 10 nautical miles of an icebound ship near antarctica before turning back this morning. the research vessel with 74 passengers has been trapped since christmas eve in thick ice. a blizzard forced an australian ice breaker to return to open water today. it will try again when the weather clears up. a second chinese ice breaker has been stopped within sight of a ship. a multi-state manhunt came to a bloody end in phoenix saturday. police shot and killed a man they say is responsible for a string of robberies. don dahler reports. >> reporter: the sharp eyewitness in a restaurant drive-through who tipped off police about the masked suspect going into a bank had no idea the series of events his phone call brought to a close.

when police responded, 40-year-old mario edward garnett emerged from the bank with a bag of money and a handgun. police say he threw the bag into a rental car and opened fire on officers. >> i heard five explosion kind of like a big flat tire. >> reporter: what did it sound like? >> they sounded like boom, boom. >> reporter: steve lopez lives across the street. a detective working near the bank shot garnett who was pronounced dead near the scene. it wasn't until the fbi come paired his formal clothing, statements, and cell phone records that they realized a nationwide crime spree had come to an end. it started sunday morning when garnett tried to hold up a bank of america in atlanta. after failing to get money from the teller he robbed a person at the atm machine in the bank lobby. six hours later and 300 miles from atlanta surveillance video show him robbing a bank in tupelo, mississippi. when officers pursued him there was a shoot-out killing corporal

>> good morning, anne-marie. it's going to be a happy new year for more than a million workers making minimum wage. they're going to get a pay raise in 13 states. most increases will be about 15 cents an hour. in new jersey the rate jumps $1 to $8.25. washington state will have the highest minimum wage at $9.32 an hour. asian stocks were mostly higher as the yen hit a fresh owe. tokyo's nikkei hit a half a percent adding a six-year high in the last session of the year. hong kong's hang seng was unchanged. here on wall street another short week because of new years. investors will focus on the economy. reports on home prices, auto sales, and manufacturing are out this week. the dow ended down on friday dropping one point. the nasdaq fell 10 points. the u.s. is exporting more cars and trucks than ever before. "the detroit news" sas the number of u.s. built vehicles shipped to other countries could hit another 2 million this year. that's up from 1.8 million in 2012. almost half of the exports go to

mexico and canada but shipments to china that have grown to around 10%. the so-called millionaire's tax in france just got the green light. the country's constitutional council approved the measure sunday. originally the tax was supposed to be paid by individuals but the french courts rejected that, so this new tax will be paid by companies and soccer teams. it's expected to raise about $250 million a year. and at the box office dwarves and dragons froze out the competition for a third week in a row. "the hobbit:the desolation of maug" took top honors raking in about $30 million over the weekend. disney's animated kids' flick "frozen" came in second collecting more than $29,000 and will ferrell's "anchorman 2" the legend continues came in third. anne-marie, seeing any movies this weekend? >> no. i was stuck inside the whole time. but i want to see the hobbit. it's hotly debated whether it's smog or smaug. >> is that right? >> yes. i was reading all about it

fetus when you inject it into the body. i started looking into some things. there were no studies. you can't find studies because they were not done. >> her employer horizon health care services says mandatory flu shots protect patients, workers, and the community. and a historic change with the boy scouts starting new year's day. they'll accept openly gay youths. the new policy was approved in may, but openly gay adults are still banned from leadership positions. because of the change some churches have dropped their sponsorship. overseas now, a ferry caught fire in the middle of the night. helicopters rescued several people suffering from smoke inhalation. the ferry was headed for amsterdam and had returned to england. the fire was quickly contained. two men have been arrested. and a big honor for new york native supreme court judge sonia

a search is under way this morning for a passenger who jumped off a royal caribbean cruise ship. witnesses say the canadian man jumped as the ship was approaching puerto rico saturday night. the police deployed helicopters an a boat to find him. so far there's been no sign. during world war ii, a small group of women pilots played an important role. as carter evans reports these unsung heroes will be honorer at the parade of roses on new year's day. >> i think i was born wanting to fly. >> reporter: alyce stevens rohrer earned her wings as a w.a.s.p. she's one of a thousand who flew in the second world war. >> a lot of it was being

patriotic. a lot of it was waking up the country with doing what we liked best do, and that was flying airplanes. >> reporter: it was dangerous work. 38 were killed. once the war ended, the w.a.s.p.s were disbanded. >> i wanted to go on flying but there were no jobs for women then. >> reporter: so alyse became a history teacher, but ironically -- >> nowhere in the books, any of the history books. i don't think anybody wants to be just thoroughly ignored. and that's the way it was with us. >> reporter: there had been promises by their commanders of military honors, but a bill in congress in 1945 to do just that was mired in politics. full recognition finally came in 2009 with a congressional gold medal and this week with a float in the tournament of roses parade. >> i'm 86. i think most of the w.a.s.p.s feel the same way about it.

it's our favorite. >> they were breaking new ground. >> reporter: alex lewis's mother was a w.a.s.p. he organized and raised money do build the float. >> this is a chance to put in their minds what women were able to accomplish, what women now can accomplish. >> it's very inspirational. >> reporter: lesley kays came to volunteer along with her girl scout troops, a generation now where the sky's the limit. >> they can pave the way for them. it's not just a float. it's history. >> reporter: living history, but most of the remaining w.a.s.p.s are in their 90s, and as nice as it is in the rose parade, alyse would give anything for just one more flight. >> if i were capable, i'd take one of those planes up again right now, but i can't see well enough to land. >> reporter: but history's vision of the w.a.s.p.s is now clear. carter evans, cbs news, los angeles. finally getting the recognition they deserve.
