mason is with us as we end 2013. >> they're already hung over in australia. >> happy new year to you. >> happy new year to you. great to be here. >> we're going to talk about 2013, of course, today but we begin with the weather because much of the country is finishing the year in a dangerous deep freeze this morning. the temperature in northern minnesota dropped to -- get this -- 27 below overnight. single-digit lows stretch all the way to chicago. and on top of that, snow is making things tough for drivers around the upper midwest. >> meanwhile, the northeast is shivering in bitter windchills. it feels like 6 degrees in boston this morning. and more snow is coming just as utilities in maine finish a week-long effort to restore power after last week's ice storm. meteorologist megan glaros of our chicago station wbbm is monitoring the cold and the storms this morning. megan. >> norah and anthony, the new york storm begins in the midwest and quickly tracks eastward as it joins with a low pressure system from the

atlantic, it will deepen, bringing more snow potentially to parts of the northeast and what it will do for the midwest. you can see that system there bringing all kinds of snow into thursday and friday for the east coast. the low pressure originates, though, in the midwest what will likely dump as much as 3 to 6 inches of snowfall around chicago, in towards toledo as well. deepening with that low pressure system from the atlantic it begins to work into new england and the northeast. where the lows emerge that will make the biggest difference in terms sees the heaviest snowfall. if they merge off the coastline, new york city and philadelphia will see less snow. but if they merge right over those areas, we could see a very big storm system coming into the end of the week. the beginning of 2014. times square forecast, mostly clear with a 28-degree temperature. windchills from 8 to 14. norah, anthony. american athletes are expressing concerns this morning about their own safety in bombings in russia that killed 38 people.

the winter games are set for 38 days in sochi. snowboarder seth wescott said he will likely steer clear of the opening ceremonies if he qualifies. the two-time gold medalist says there's a lot of negativity around sochi and security is part of the problem. this morning, security forces are flooding volgograd where the attacks took place. they're detaining dozens of people in sweeps across the city in the hunt for suspects. holly williams is isn't london. holly, good morning. >> reporter: gorge anthony -- good morning, anthony and norah. no one has claimed responsibility for the bombings yesterday, but many people in russia believe they were the work of islamic rebels who have called for violent attacks to disrupt the winter olympics. russian president vladimir putin has promised that the sochi winter games will be the safest in olympic history. more than 2,500 athletes from 90

countries and tens of thousands of spectators will descend on the resort town in the coming weeks. russia spent an estimated $50 billion preparing for the event. but the recent attacks are raising concerns. >> people should be reminded that olympic games acts of terrorism including bombings continue to occur in russia. >> reporter: the white house is monitoring the situation and said in a statement, the u.s. government has offered our full support to the russian government in security preparation and we would welcome an opportunity for closure cooperation. >> our diplomatic security personnel have been working with the russians for many months. >> reporter: putin has ordered police to beef up patrols at transportation hubs across the country. additional measures include a zone 60 miles along the coast and 25 miles inland. passport screenings for spectators. constant sea and aerial patrols. and a ban on cars beginning next week and ending one month after the games.

although sochi will be virtually locked down, the city is close to the unstable north caucasus region. they've been battling insurgents in places like chechnya and dagestan for more than two decades. >> matrix where you have to design a layered security program. >> reporter: the security coordinator for the 2002 olympics in salt lake city, the first games after 9/11. >> we have to have a plan that has both protective measures in it, crisis response measures and then a consequence plan if it has to be initiated. >> reporter: the russian government clearly hopes that the olympic games will improve the country's image. the security measures they've implemented will be some of the tightest ever seen at a sporting event. anthony and norah. >> holly, thank you. and today, people living in north dakota and that community are being told to leave their homes this morning after a fiery train derailment. several tanker cars carrying

crude oil exploded on monday sending flames and noxious fumes into the sky. and they're tracking it over the city in casselton, as jamie luke was from wcco reports the access araising concerns about shipping oil by rail. ntsb investigators are on the way. the accident is raising safety concerns about shipping oil by rail. >> reporter: the 106-car train carrying crude oil slammed into another freight train near castleton, north dakota. the blast rattled off for more than an hour after the crash as train cars engulfed in flames. >> all of a sudden, we heard this big boom. and we ran outside and seen black smoke and then orange smoke. >> it was the third explosion that rattled the house and the doors and the windows were all shaking. and the flames were so high.

and it was like it was right happening behind us. >> reporter: thick black smoke consumed the area and burned through the night. law enforcement officials are urging all 2,400 residents to evacuate. they remain concerned about wind gusts pulling the fire closer to stranded train cars, filled with oil. they're also concerned about the spread of potentially dangerous smoke. >> there's a very heavy plume of smoke and carcinogen coming from the burning wreckage of those cars. as we understand, there's a pressure system above it, that's going to push the plume down, not allow it to go up and out. >> reporter: in a statement, bnfs railways, the company that operates the train, said they're thankful there have been no injuries and there are bnsf claims personnel onsite to passist with residents' concerns. this is the third major accident involving oil trains in recent months. this summer, 47 people were killed when a runaway crude oil train derailed and exploded in quebec. and in early november, portions

of a 90-car oil train derailed in alabama. the incidents have increased pressure for tougher standards when it comes to transporting oil by rail. mainly outdated tankers. but changes are costly and oil shippers have opposed new regulations. following monday's incident, the federal railroad administration said accidents involving hazardous materials are down 16% over the last decade and that they would launch a full investigation. for "cbs this morning," jamie ucheis, minneapolis. the fate of ooh california teenager declared brain-dead remains in the courts this morning. on monday a judge ordered jahi mcmath to be kept on life support for another week. the hospital had planned to disconnect her life support yesterday. as john blackstone reports, the case pits the girl's parents against her doctors. >> reporter: a mother's fight to keep her 13-year-old daughter on a ventilator continues after a last-minute court ruling barred doctors from taking the girl off

life support monday night. >> i'm going to fight for jahi until i don't have no fight left in me. >> reporter: it's been more than three weeks since 13-year-old jahi mcmath had what was supposed to be routine surgery to remove her tonsils. complications led to cardiac arrest, depriving her brain of oxygen. >> jahi mcmath is unfortunately deceased. no amount of prayer, no amount of hope or any type of medical procedure will bring her back. >> reporter: doctors at oakland children's hospital declared the teen brain-dead and a judge last week ruled they could take her off life support against the family's wishes. the latest decision gives the family until january 7th to appeal. >> my daughter is breathing. she moves. when i go in there and touch her, she moves her whole body, her legs, her shoulders. how can you possibly say my child is dead if she responds to my voice? >> yes, people who are on ventilators who are deceased can show signs of moving, but that

is not a sign of life. >> reporter: two neurologists have backed the hospital's assessment that jahi is brain-dead and beyond recovery. and jahi's doctors say it would be unethical to insert a feeding tube or perform surgery for a permanent breathing machine on a personal legally declared dead. jahi's loved ones are not giving up, as they seek a facility willing and able to put her on long-term life support. >> this case is about is jahi. but even more importantly, it's about choices and who gets to make these choices regarding your children and health care in this most intimate and fundamental choice will you live or die. >> reporter: for "cbs this morning," john blackstone, san francisco. and formula 1 racing champion michael schumacher is showing surprising but slight improvement in a brain scan this morning. doctors performed a second operation on him overnight. they say he still has extensive

bruising on his brain and he is not out of danger. schumacher suffered severe injuries while skiing in the french alps on sunday. he fell and hit his head on a rock. he was wearing a helmet at the time and he arrived at the hospital in a coma. a rescue effort on the edge of antarctica is shifting from sea to air this morning. dozens of passengers are going to leave a russian research ship by chopper as soon as the weather allows it. that could take a few more days. don dahler is with us. don, good morning. >> good morning. it was nature that trapped the passengers on christmas eve. strong winds pushing their ship into an area where it got lost in ice ten feet deep and mother nature is keeping them there into the new year, a storm that's preventing rescue by helicopter. the research vessel was setting it sights on another ship, the icebreaker aurora to break it

out. but research scientist chris tierney got bad news before we reached him via skype. >> the australian icebreaker the aurora just couldn't get through. we just heard that from the captain. we are going to get helicoptered out. >> reporter: the helicopter would come from a chinese ship waiting nearby. it was able to do a flyover to assess the situation over the weekend before the weather turned bad and made any flights impossible for the time being. >> the forecast was maybe for friday for some clear weather, some good visibility. that's been pulled forward to thursday. >> reporter: when the weather does clear, the passengers will airlifted out, the russian crew will stay with the ship until an icebreaker is eventually able to break through and reach it. >> we're just preparing a helicopter pad here on the floe next to the vessel. when we get the call, the chinese will fly the helicopter over land see the engines turning over get the first 16 passengers in.

that's the plan. we'll do that four times. >> reporter: right now, passengers are backing up, waiting for that fateful call. >> we must be ready to go as soon as possible, in the meantime, a lot of waiting here. >> reporter: for chris, another experience while he'll always remember this experience. >> my wife and children are here as well. the idea was to show them antarctica in all of its beauty. as a result, they got an amazing expedition experience out of it as well. >> but there are reports this morning that the chinese vessel is now stuck. that means that a helicopter rescue is not possible. which means they have to wait for a u.s. coast guard vessel to reach them. anthony and norah, that will take ten days. >> wow. i had no idea that there were spouses and children on board. >> oh, yeah, they're having a good time. >> wow, ringing in the new year. speaking of the new year, it's already 2014 on the far side of the pacific ocean. auckland, new zealand, rang in

the new year with fireworks and parties. in new york city about 1 million people are expected to pack times square tonight ready to celebrate in the cold. elaine quijano is at the crossroads of the world. good morning. >> reporter: good morning, anthony, norah, our viewers out west. the barricades are up the pens are all set. now we just need the people. when those crowds arrive later tonight, they are expected to face temperatures in the 20s with windchills in the teens. nevertheless organizers are still expecting about a million people to pour into the streets in and around times square here. when those crowds do arrive they will find some tight security. no trash cans in times square and people will not be allowed to bring in any backpacks. the nypd will be using radiation detectors and hand-held metal detectors to check people for explosives and other dangerous devices. in addition, counterterrorism helicopters will be surveying the scene from the air.

officials say there is no specific threat. as for the ball drop itself u.s. supreme court justice sonja sotomayor will lead the 6 60-second countdown. she is a proud new yorker who grew up in the bronx. also this year, a modern twist to the tradition. fans will be able to follow the ball on twitter. last night, in fact, the ball tweeted, "good night, new york. i got to run. got this thing tomorrow." for all you trivia fans out there, this year the ball weighs 11,875 pounds. it's covered by more than 2,500 waterford crystals. we are told, anthony and norah, this year more than a billion people around the world will be watching the ball drop here later tonight. >> elaine quijano, thanks. five head nfl coaches are looking for new jobs this morning.

they were sacked after disappointing performances in the regular season. the casualties are jim schwartz of the detroit lions. minnesota vikings leslie frazier, and greg schiano, and the washington redskins mike shanahan. and the cleveland browns rob chudzinski was fired after one season. >> time for some of this morning's headlines. in "the washington post," younger vets are outraged after cuts in pensions. the bipartisan budget deal signed by president obama last week includes a 1% cut in their annual cost of living increase. veterans say that means on a solemn pact with those who sacrifice for this country. many lawmakers vow to roll back the cut when congress returns to work next week. "the new york times" says an official who supervised the troubled rollout of obamacare is retiring. michelle snyder is the second administration official to leave in the wake of the problems at healthcare.gov. she was actively involved in efforts to repair the site. the "los angeles times" said the state of california is running out of money to map

earthquake faults. the maps are crucial for enforcing building regulations and new construction. the funding is expected to dry up early next year. our new york station wcbs says horse-drawn carriages may ride off in the sunset. new york mayor elect bill de blasio plans to get rid of the carriages saying they're not humane and not appropriate. he wants to replace them with antique electric cars. this is the last full day in office for his predecessor, mayor michael bloomberg, who served for 20 years. and the "usa today" says the census bureau predicts the population will grow by 3 million to more than 317 million. it's the slowest growth rate since 1937. the places with the fastest growth rate, north dakota and washington, d.c. the only states to lose populations, maine and west virginia. they blame the ageing baby booming population and slower immigr a lot of clouds making

injured during a high-speed chase that ended in san francisco's good morning, everyone. i'm frank mallicoat. get you updated on headlines. an officer and suspect injured during a high-speed chase that ended in san francisco's haight- ashbury neighborhood last night. officers initially tried to pull the driver over in the bayview district. a judge has extended an order continuing jahi mcmath's ventilator until january 7. relatives say they have now found a facility willing to take the 13-year-old who was pronounced brain-dead after complications from tonsil surgery earlier this month. traffic and that big new year's eve forecast coming up right after the break. stay right there.

drone. this was actually flown in afghanistan. it's the use of drones behind other applications that's really behind this faa announcement. in the high-flying world of aviation technology very few projects have taken off as quickly as drones. battle-tested in conflicts overseas drones are going domestic. the faa has already approved limited use for unmanned aircraft over american soil helping customs and border patrol agents on the u.s./mexico border. and giving local police departments a better view. but drones also have significant commercial applications. >> we're talking about delivery here? >> we're talking about delivery. so there's an item going into the vehicle. >> reporter: something charlie rose discovered when he visited amazon headquarters for "60 minutes." in response for the faa on drones, the faa has said it has chosen six sites around the country for testing including university of alaska texas a&m university and a former air

force base in new york. at each location drone performance will be studied across a wide spectrum of conditions. cold in alaska heat in texas. and a busy airspace in upstate new york. >> it's the next big step in the civilization of drones. >> reporter: the brookings institution peter singer said the drones will create more than just buzz. >> this will be a multibillion dollar industry. >> reporter: why? >> for those six test sites it's a lot like becoming the potential robotic version of silicon valley. >> reporter: it says drones could bring $86 million

people that the drones fliering over. >> thanks jeff. wall street opens at yet another historic high this morning after its 51ord close of 2013. the dow jones industrials is on track to finish higher. with us is john dobosz. good morning. >> good morning. >> you almost couldn't lose if you had money in stocks? >> that's true. >> it's bear market it has what they call a wall of worry. the unemployment is still high but coming down. interest rates, one thing to keep an eye on if you owe bonds, you certainly have felt pain. as interest rates go up the

volume of bonds go down. ben bernanke and the feds are putting people into the market. >> where should you put your money? >> specifically, the technology sector, the financial sector and energy stocks. you hear about twitter, but the company has month profits. facebook has stocks but i'd avoid companies like that. but go to old school technology companies like microsoft. microsoft is getting a new ceo. the dividend is about is 3%. apple, about three years now that steve jobs has passed they don't have a great wow product. but they just got into china with the iphone. it's a great stock dividend. >> what about the adage, buy low, sell high. the market seems high. do you think it's still going to go up? >> keep in mind you can also buy high and sell higher. and that momentum works, you

know. whether it's with automobiles or with the stock market. things that are in motion tend to stay in motion. i mentioned interest rates. that's one thing to look at. oil, oil has been not that expensive. it's been coming back lately. we produced a lot of energy here in the u.s. fracking. all of the oil coming out of the earth has been coming out. >> stocks to capitalize on? >> a company that makes white sand used in fracking. hicrush. and pipeline company. a great dividend 6.5%. sunoco and big play there, energy transfer partners. and in the drillers transocean that's an offshore deepwater driller. they have rigs obviously involved in the horizon drilling but that's a couple years.

and endsco also drills for oil. >> why do you think they're doing well in 2014? >> stock forecasters make weather forecasters look great. i think they look good in the wrong run. i can't tell you that they're going to pop next year but trading more cheaply than they have in the last five years in price to sell and price to earnings. you won't get burned with them the way you could in a high-flying tech stock. >> thanks john. and the new year marks the beginning of the end for some of america's most popular light bulbs. it's part of the government's plan to help save energy but as bill whitaker shows us not edge is seeing the light. >> reporter: at stores across the country, traditional light bulbs are slowly fatdding out. >> even my christmas lights were l.e.d.

>> reporter: starting tuesday, the country will stop producing incandescent bulbs as the country works to shrink its footprint. it's part of a law signed by former president george w. bush which requires new bulbs to meet tighter standards. 75 and 100-watt bulbs are being phased out. >> the old-fashioned incandescent bulb actually wastes 90% of the energy it uses. instead of light it goes to waste heat. and that means more pollution and also that we pay more on our bills. >> reporter: according to the for, light bulbs use 25% less energy and last 25 times longer. while the new bulbs cost more at the register it estimates americans will save billions in

the long run. >> that's the cheapest thing you can implement as a homeowner. ultimately using one-fourth or one-sixth the energy to provide the same amount of light. a significant savings. >> reporter: still, not everyone is ready to make the switch. according to ail recent survey 30% of consumers plan to load up on incandescent bulbs while they're still available. as the countdown began, americans were tweeting out pictures of their stockpiles. one user wrote, stocking up on 60-watt light bulbs before the provision. where is the speak easy? for now, stores are allowing to sell traditional bulbs while supplies last. pop star beyonce is under fire this morning from the families of fallen astronauts the song bringing back memories of a national tragedy. that's next on "cbs this morning." ♪

well, gayle, norah anthony, we're talking about a major storm system. we get it first in the midwest where they already have winter weather advisories that have been posted. those areas shaded in purple could see as much as three to six inches of snowfall. then the low pressure pushes eastward joins forces with a low that will move up the coastline. that will be the problem. helps the low pressure system tap into extra moisture. a good likelihood for snow in new england. questions remain for accumulation in philadelphia. this is a look at what will happen as the snow pushes all the way through the northeast heading for new england. and eventually off the coastline going into friday. by the way, in terms of your new year's eve forecast, it will be bitterly cold everywhere with the exception of miami. a high of 75 degrees today. norah, anthony, gayle? >> megan, thanks very much. severe weather is also an important focus for nasa.

a special team is taking the the sky looking for another big super storm like sandy. manuel bojorquez flew with them. >> hoping to find the perfect storm over the gulf of mexico. his team is flying this dc 8 in order to better study cloud formations. dib says these clouds remain a mystery to scientists, but they contain clues that can help understand changes in the earth's atmosphere. >> we understand the fundamental physics of clouds and all the different kinds of clouds but not well enough to be able to accurately model them over and over again. >> reporter: this is a flying laboratory. there are stations set up throughout the aircraft with 40 instruments gathering data. it's nasa's most complex airborne science campaign of the year. data gathered on this flight can
