>> glor: good evening everyone i'm jeff glor with the western edition of the broadcast. the deal was reached in november. we didn't learn the all important details until today. the clock starts on the nuclear deal with iran, a week from tomorrow. january 20th. it's a deal lasting six months. the president was quick to comment today and for more on all of it we want to get to our chief white house correspondent major garrett in washington. >> the best hope in a decade from iran developing a nuclear weapon. on january 20th iran will stop enrichment of uranium above the purity required for civilian power. decreasing civilian stock piles, on the way to being weapons grade material down to a less pure form suitable for reactors. u.n. inspectors will be able, in

exchange the united states and its allies will provide gradual relief from economic sanctions valued at about $7 billion, and most of that relief will come at the end of the six month compliance period. the next big step, persuading iran to abandon its program entirely. no better than a 50-50 proposition. the white house jeff is urging congress to give this first deal a chance to succeed. >> major garrett, thank you very much. from high winds to heavy snow, unusual winter weather continues in the west tonight. some of that could be seen before the nfl playoff game between the chargers and the broncos in denver, holding flags nearly impossible. for all of this we turn to meteorologist brian hackney of our san francisco affiliate, kpix. brian. >> one moved through the pacific

northwest and that's what's spreading snow and strong winds in the northern and central rockies. out west, high pressure builds on top of this and that produces offshore winds. the temperatures are near all time highs. near los angeles they have red flag warnings looking out for fire, in the context we're experiencing one of the worst droughts on record, and looking ahead, nothing coming in in the next week or two which will change that, jeff. >> glor: thanks very much. students and faculty at the university of charleston which closed today. last thursday, chemicals leaked into the elk river, affecting nine counties. chip reid has more. >> after four days lining up for bottled area, some people in the charleston area are close to their limit. >> do you have a sense of how long it is going to be?

option ofs, companies are still reinventing their business and one thing that some are doing is going deeper into fewer niches, becoming specialists where they can charge opremium price. >> what should consumers be doing at the same time? >> get involved in any new project, that's where companies are putting all their attention. another thing some people have gone back to school and started to change careers. they have come out of community colleges and are working. go to networking groups, go to meetings. there's a phrase the career experts use, it's called reinventing in place. going deeper into your job, finding new ways to do your job, partnering with other people and dig deeper into that job if you still have. >> thanks for being here.

>> glor: event organizers say the idea was to sell the right to kill an african black rhino so the animal could be saved. >> there are fewer than 5,000 black rhinos left in the world. the african nation of namibia is the home of around 2,000 of them. hard to believe that killing any rhinos ask a good things thing. to raise money, an auction for one permit was handled under tight curt by the dallas safari

club. ben carter. >> namibia wildlife products trust which is their trust fund. 100% will be earmarked just for black rhino conservation. >> the unmarked winner paid $350,000 which broke the old record of $240,000. carter says the mature bull rhino namibia has been selected for hunt has been killing other rhinos. >> it costs money to take care of wildlife. >> but jeffrey flock.says this does more harm than good. >> it well may be one of those older animals that's no longer breeding but it's not about the individual. it's about the mess we're seeing in the world that these rare animals are worth more money dead than they are alive. >> although namibia has been issuing these permits for years,

>> it's been four years since the worst disaster in history. the earthquake in port-au-prince killed 14,000, did blts in damage and already strained country fractured wide often. but there are changes taking place that might surprise you. in the past four years the haitian government says 90% of the rubble left behind by the earthquake has been removed. now they are trying to remove the notion that haiti isn't a great place to vacation. >> we have an enormous potential for tourism. and this is something that haiti has not been seen as a tourist destination before because they talk more about some of our shortfalls than some of our assets. >> laurent lamothe, haiti's

prime minister believes haiti has some of the best beaches in the world. that's why the airport is putting up four new airports as well as billboards across haiti. >> we are one of the safest destinations in the caribbean. why is haiti always seen as not doing well as tourism, because we don't have enough tourism points. >> michael martelly is a former musician and club owner, lamothe was a telecommunications executive who is now dating a supermodel. they have given haiti's recovery a catchy title. >> the slogan is haiti is open for business. you're a business guy. is business the way back for haiti? >> haiti's open for business is a way for us to take care of the poorest in haiti by creating job by attracting foreign investment. >> still, enormous challenges

remain, the martelly government has faced a string of protests from opposition unions. highlighting haiti's horrendous water system and hundreds of thousands of people who lost their homes remain in tent camps. what the administration says haiti needs most is money. more than half the money pledged after the earthquake has not been paid. >> the country is coming back, we are 50 stories underground after the earthquake. right now we are 20 stories underground so we still have much to do. >>ful of the assistance after the earthquake came with conditions. haiti couldn't decide how to spend it. they say tourism could give them the money they need to spend as they see fit. for six astronauts board the international space station, it's better than ever.

in st. peter's square, half the cardinals come from countries outside europe including one from haiti. none from the united states. the italian navy said today it rescued 400 migrants from overcrowded boats south of sicily this weekend. 200 were jammed in just one of these boats, refugees from africa. two years ago the costa concordia capsized off the small italian island of giglio. after setting the ship upright last september, crews have been are preparing it for its final knowledge trip. al enpizzey has the story. >> 19 huge flotation tanks will

be attached to the coants so it can be refloated. >> we are very confident that we can remove the ship from the island within the month of june and this is not that far away anymore. and then a great job will have been done. >> in a new 19 hour operation a technique called parbuckling was used to put the ship upright. $19 billion, that doesn't begin to measure the real cost. the plaque on the wall commemorates the 32 passengers and crew who died in the wreck. the executive who was in charge of the cruise company is retiring with a payout of $1.7 million. that doesn't set well withing passengers. >> scrambling down the side of the ship or even jumping into the icy water have lodged

>> gray whales are both majestic and mysterious and typically this would be a rare sight. but not this year. >> it's made for a fantastic show. >> bobbie hedges is a whale watch naturalist. >> how would you compare to what you're seeing now to what you normally see? >> five times better. normally they are few and far between this time of the season. >> far from the coast, more census takers have counted more than they have in 30 years, nearly 500, in. >> we saw 18 gray ways including two calves. i don't think it's necessarily peaked yet. >> alisa schulman-janiger is the is the head of the gray whale census project. >> doesn't have to do with food since they don't feed on the

southbound or northbound migration. >> but it's not just gray whales. >> there he is, there he is. >> california has seen more whales of every kind and it's bringing out boat loads of amateur whale watchers, who in some cases have gotten too close. could the number of people chasing these whales impact their decision to take this route in the future? >> absolutely. particularly if you've got a younger whale that is having this bad experience with boats. isn't going to want to choose that near-shore route potentially in the future. >> so far there's no evidence the gray whale population is on the rise. when the migration is over next month scientists hope to have a better understanding of why these whales appear to have chosen the scenic route. carter evans, cbs news los angeles. >> that is the cbs evening news tonight. i'm jeff glor cbs news in new york. good night.
