another blast of record-setting cold air is making its way from the midwest to the gulf coast. the deep freeze will make it feel like 40 below zero in some areas. a caribbean cruise is cut short after hundreds of passengers fall ill. and daft punk gets lucky at the grammy awards. ♪ get lucky captioning funded by cbs this is this is the "cbs morning news" for monday, january 27th, 2014. good morning. good to be with you. i'm anne-marie green. well, it's already one of the coldest winters on record, and this morning another bitter and dangerous blast of arctic air is causing temperatures to plummet from the upper midwest all the way to the gulf coast. there are blizzard warnings in minnesota, south dakota, and iowa.

by late yesterday, there were whiteout conditions in some areas, making travel treacherous. most schools in minnesota are closed today as are the chicago schools. the windchill there could reach 40 below today. and the cold and snow caused multiple crashes in michigan. the national weather service says most of the midwest will feel colder than barrow, alaska, today. eric fisher, chief meteorologist at our boston station wbz, told jeff glor the cold will extend from north to south. >> unbelievable cold. a lot of wind. not a lot of falling snow with that blizzard warning. it's in red here on the map, but gusts of 50 miles per hour. lots of snowing and drifting snow and windchills as cold as 50 below zero. that gets into life-threatening territory. it's really a time we have to stay indoors as much as possible. timing out some of the temperatures, feel like 20 below in chicago, 43 below zero in fargo, 40 degrees below in

minneapolis. it's feeling unrelenting. feeling like 10 in nashville and 15 in little rock. >> we're looking at the prospect of snow in new orleans. >> it sounds crazy, but it's true. these are winter storm warnings from the gulf coast right on down from the water to southeast texas clear over to north carolina. not just snow but freezing rain and sleet. as we head into tuesday morning, we time this out in the i-10 corridor. you notice down to the gulf of mexico itself stretching across georgia and into south and north carolina as we head toward tuesday evening. and on wednesday morning this will wrap up and move off to the east. pretty significant totals when you consider where there is falling. 1 to 3 inches. this is also going to be accompanied by sleet and freezing rain. and then, jeff, this is the area to watch. north carolina and south carolina. if this trend as little farther west, we could talk big totals for places that don't often deal with it. i'm meteorologist arab fisher for cbs news. >> well, a cruise ship has cut short its ten-day caribbean trip and is headed back to new jersey after several passengers and crew became sick. several federal health

inspectors boarded the ship in the virgin islands trying to determine the cause of the outbreak. terrell brown reports. >> reporter: when passenger on board the ship tweeted about her illness. all about the fun ship, she said. yep, i'm sick. the explorer of the cruise ship had to make an emergency stop yesterday after reports of vomiting and diarrhea from passengers. according to the cdc, nearly 300 of the ship's 3,000 passengers and about 20 crew members became ill. dr. william schaffner of vanderbilt universitity's medical school says it appears to be norovirus. >> passengers can bring this virus onboard. it's so highly transmittable that it spreads from person to person in this confined population that interacts so closely. >> reporter: norovirus is fairly common, but this incident comes at time when there's been increased attention on the cruise ship industry.

carnival headlines like the shop that lost power and were stranded for 42 days. in a statement royal caribbean said during the saling, "explorer of the seas" has experienced an elevated number of persons with a gastrointestinal illness. that was effective was over-the-counter-medication aboard the ship. they have sent a health officer to the ship to figure out the cause of the illnesses. for now royal caribbean plans to use special cleaning products designed to kill norovirus for the rest of the cruise. terrell brown, cbs news, new york. police are trying to determine why a teenager shout and killed two people at a columbia, maryland, shopping mall southwest of baltimore. the mall opens today for the first time since the attack. susan mcginnis is there with the latest. susan, good morning. >> reporter: good morning, anne-marie. there will be a strong police presence here when the mall reopens at 1:00 p.m. this afternoon. a motive for this crime continues to baffle police. they're still trying to figure

out why this 19-year-old arrived here by taxi at 10:15, saturday morning, waited an hour, and started shooting. the mall in columbia will be back open for business this afternoon two days after a shooting left two people dead including the suspected gunman. >> nothing's going to go back to normal. we always understand that. our job is to make sure this cornerstone of our community is open as soon as possible. >> reporter: police say 19-year-old darion aguilar came in and killed t ed brianna benl and tyler johnson, both employees. >> you don't think it's going to be you, but this time it was us. >> reporter: police still don't know the connection between the shooter and the victim. they still don't know what drove him to buy a gun and open fire in this mall.

police searched the college park, maryland, home where aguilar lived with his mother. they recovered more ammunition and evidence including a journal he kept. >> he expresses general unhappiness with his life. >> reporter: aguilar's mother told a baltimore radio station that she can't figure it out. she says he was a gentle boy. neighbors were also shocked. >> i started shaking inside for one thing, it's so sad. >> reporter: police say they don't think aguilar had any previous run-ins with the law. now, when the mall reopens at 1:00 p.m. this afternoon people will apparently be able to sign memory books and float flowers in the mall fountains for the victims. zumiez where this happened will reopen. we understand aguilar was a sporting enthusiast.

his advisers say mr. obama is prepared to take unilateral action between rich and poor if necessary. alex burns of politico says this will likely be a speech of contrasts. >> democrats are expecting barack obama to use this speech to set up the big differences between the two parties heading into the 2014 elections. what they view as sort of robust executive energy, focused on issues of economic fairness and income and equality versus a very slow moving gridlocked congressional republican caucus. >> following his speech the president will travel to maryland, pennsylvania, wisconsin, and tennessee to promote his proposals. and the family of marlise munoz is prepared her funeral after she was taken off life support at a texas hospital. munoz who was pregnant was declared brain dead in november after her husband found her unconscious at home. the hospital kept her on life support for the sake of her fetus. her husband sued the hospital and friday a judge ruled in his favor. she was removed from life support yesterday and allowed to die.

ending at 4,128. stocks in asia saw big losses amid a selloff in emerging market assets. tokyo's nikkei plunged 2.5%. hong kong's hang seng lost 2%. the national security agency may have done more than spying on individuals. it also may have conducted surveillance on foreign companies. former nsa contractor edward snowden made that claim during an interview with a german tv broadcaster. snowden said the spying was done even if it had nothing do with u.s. national security. the interview took place in russia where snowden has been granted temporary asylum. working age people now make up the majority of households that rely on food stamps. until recently, the main recipients were children and the elderly. a new federal study attributes the change to persistent high unemployment and stagnant wages. one in seven americans receive food stamps. the justice department reportedly is considering civil

in winnipeg, canada, about 4,000 people are without heat today. amateur video captured this fireball when a natural gas pipeline ruptured saturday. flames shot hundreds of feet into the air. residents will be without heat for at least several days, and today's high is expected to be minus 9 degrees. a suspected u.s. drone fired on an alleged militant in somalia with ties to al qaeda and al shabaab. it happened in a remote area along the southeast coast 130 miles from the capital of mogadishu. a military commander and his driver were reportedly killed in the attack. in ukraine anti-government riots are spreading outside the capital. on sunday 240 miles east of kiev, 3,000 people took to the streets hurling rocks at police. the latest round of protests comes after the government offered to make an opposition leader the prime minister. >> egypt's president has called for an early presidential

black crow attacked two white doves in front of children standing by the pope. tens of thousands watched the fight in st. peter's square. both doves managed to get away but one did lose some feathers. and thieves sped off with tens of thousands of dollars of high-powered rifles. surveillance video shows thieves crashing a stolen car through the store front. they quickly load up the weapons and take off. just moments later police arrive about, guns drawn, one officer is just 15 seconds away when he got the call. and the world's largest steam locomotive is now on a 1,200-mile journey to get the relic back on the tracks. this is the 600-ton locomotive known as big boy as it chugged out of pomona, california, on sunday on its way to wyoming for its restoration. the locomotive began its service in 1941, pulling heavy freight trains over the mountains between utah and wyoming. and coming up after your local news on "cbs this morning," the latest on the arctic air gripping the midwest. i'm anne-marie green.
