southern discomfort. atlanta scrambles to recover from an unusual winter storm that created chaos throughout the south. the federal reserve continues to wind down its economic stimulus program as president obama unveils a new savings plan. and justin bieber is charged with assault in canada, his second arrest in a week. captioning funded by cbs this is the this is the "cbs morning news" for thursday, january 30th, 2014. good morning. good to be with you. i'm anne-marie green. well, the south is struggling to thaw out this morning after that harsh winter storm. the entire region was paralyzed, but georgia seemed to have suffered the most. there were more than 1,400

crashes between tuesday morning and wednesday evening, more than 175 people were injured. governor nathan deal in atlanta are taking some heat for the way they handled the storm. both admit they could have been better prepared. mark strassmann has more from atlanta. >> reporter: drivers along many of the south's busiest highways spent much of wednesday trying to finish tuesday's commute. a rare winter storm brought several inches of snow and paralyzing ice from the gulf coast to the mid-atlantic. highways froze, and soon so did the traffic. all those cars meant salt and sand trucks could not treat the roadways. ron rivera and his truckload of bananas were stuck for more than 30 hours. >> nothing against the south, and i'm from the south. we're just not prepared for this type of weather on a regular basis. >> reporter: georgia's governor agrees. >> even with this type of forecasting i don't think anyone

totally predicted this was going have the magnitude of the short window of time in which it occurred. >> reporter: here the traffic is moving again. the focus is on the icy highways where so many people trying to get home had to ride out the storm. drivers slept in whatever warm place they could find, and more than 10,000 stranded students spent the night in schools. >> reporter: every single child in the city of atlanta has been reunited with their families. >> reporter: classes and government offices will remain closed on thursday when drivers will begin to retrieve their abandoned cars. mark strassann, cbs news, atlanta. well, it looks like better weather is coming not only for the south but the rest of the country as well. meteorologist eric fisher from our boston station wbz has the forecast. >> a lot of folks have been looking for a changing pattern here across the u.s. whether you're in the south or the west coast. we have that coming in the next couple of days.

more zonal weather. the cold restricted a little more than what we've seen recently. now, in terms of the ice storm and snowstorm recovery in the south, your thursday high temperature still very chilly. birmingham and atlanta, a little bit of melting but not much. then as we get into friday, finally some relief. we're in the 40s and 50s. down across florida, we're dealing with icy concerns. all that ice will be disappearing. certainly by saturday, many will be looking forward to this. 50s and 60s here. 70s and 80s for florida. in the midwest, people happy to see this. winter storm advisories all across the west including see area in california. we're watching a storm system that's dropping through. it's already in progress. it will continue through today. rain showers possibly down toward los angeles. they haven't seen a drop the entire month of january. and in terms of snow, big totals in colorado, wasatch, and the sierra, big snow totals. it's been a long time coming. i'm eric fisher, cbs news. >> on the "cbs moneywatch"

markets tumble after the fed announcement and a new clue in the target hacking attacks. joya dass is here with that and more. good morning, joya. >> good morning, anne-marie. good morning, everyone. they will continue to buy their bond buying purchases up to $10 million. the fed said on wednesday that the nation's economy does continue to get stronger, and just as important it says interest rates will stay near zero. the fed policy meeting was the last for ben bernanke who is stepping down as chairman for the last eight years. major stock indices fell on the fed decision and disappointed concerns about t emerging markets. the dow lost 189 points on wednesday. the nasdaq was off by 46 points. asian markets dipped after manufacturing numbers slipped to a six-month low. the shanghai composite down nearly 1%. hodge koj's hang seng is closed

for the holiday. president obama's plan is expected to be in effect by the end of the year. mr. obama signed the order on wednesday during a visit to pittsburgh. the program known as m.y.r.a. is similar to a roth ira. it would help workers who do not have retirement plans. google bought it two years ago for almost $12 billion. the sales suggest lenovo could become a big player in the smartphone business. finally target says hackers stole credentials from one of its vendors. you may recall in december that the discount retailers found that these same hacker mace have compromised credit and personal information for millions of its customers. target has declined to identify the vendor or say how it happened. they have tightened security on their computers. anne-marie, the story keeps getting worse and worse by the day. >> i know. hopefully they can wrap up this investigation because it has a

lot of people concerned about their credit cards. >> especially if they shopped at target. >> many being one of them. thanks a lot, joya. president obama is back on the road today visiting a general electric plant in wisconsin. he'll push something he talked about in the state of the union address. the state of minimum wage. nancy cordes looks at the pros and cons of paying people more money. >> reporter: 16 hours after the president's address, the democratic leader harry reid vowed to quickly bring a bill to the floor that raises the federal minimum wage by nearly $3 to $7.25 an hour to $10.10 an hour. but republican legislators are less enthusiastic. do you see that happening this year? >> you know, it's hard to say. it's probably unlikely. >> reporter: minnesota congressman erik paulsen says hiking the minimum wage will cause businesses to hire fewer workers to save costs.

>> from my perspective, one size fits all is not the way go. >> reporter: it was the way to go for his constituents who owned the pizza chain president obama highlighted. >> john just gave his employees a raise to 10 bucks an hour. >> reporter: hunch pizza is a nearly 20-year-old chain that employs 250 people at eight locations. >> we were finding as we grew we didn't have enough new people that wanted to come join us. and it's -- after we announced the $10 an hour starting wage -- >> -- our applications are about this high. >> reporter: how much does it cost you every year to pay people this much more? >> well, it's going to end up costing us $3 million over the next ten years. >> reporter: they think it will pay off through higher productivity and less turnover. that's true for carrie who has worked at punch pizza for a year and a half. >> that makes me want to stay here and do a really good job and represent the company. >> reporter: republicans say they're fine with the president going out and encouraging

companies to raid their own wages, but in the latest cbs news poll, 72% of americans say they support an increase in the federal minimum wage to $10.10 an hour. nancy cordes, cbs news, capitol hill. national intelligence director clapper lashed out against edward snowden wednesday. he said snowden's disclosures have caused profound damage and made the u.s. less safe. >> what snowden has stolen and exposed has gone way, way beyond his professed concerns with so-called domestic surveillance programs. as a result we've lot critical intelligent collection sources including some shared with us by valued partners. >> two norwegian politicians disagree though. that thing what snowden did has mailed the world more stable, so

they've nominated him for a nobel peace prize. pop star justin bieber turned himself in to toronto police last night. he was surrounded by people and a crush of fans when he got out of his suv. bieber is accused of hitting a limo driver in the head last month. this has nothing to do with the drunken driving charges in florida. his lawyer says bieber not guilty in both cases. bieber was released and is scheduled to be in a toronto court in march. coming up on the "morning newingsin newingsing," sick at sea. we'll hear from the cruise ship passengers on their ordeal after an outbreak sickens hundreds of people on their caribbean vacation. this is the "cbs morning news." vacation. this is the "cbs morning news." , he's agreed to give it up. that's today? the seas" cut short its trip. it's believed it was caused by a norovirus. passengers say what was supposed to be a good time at sea turned into a nightmare. >> it was violent for the first 24 hours. the first 12, 14 hours of it was really, really bad. you never felt better for four days. >> passengers will get a partial reimbursement for the cruise, and for their next cruise, the ship is being sanitized and is expected to sail on friday for another caribbean cruise. a new study suggests a link between testosterone and heart attacks. researchers looked at 55,000 men who used the supplement for over 90 days. it doubled for men over 65. it tripled for men younger than 55 who had a history.

the administration is reviewing the study. and another study is looking at childhood obesity. researchers discovered signs of obesity can be detected much earlier than first believed. adriana diaz reports. >> reporter: when this 10-year-old was a preschooler, her father let her eat as much as she wanted, but he had concerns about her weight. i would give her large portions because as a baby -- as a young kid, she loved to eat. >> reporter: new research suggests a lot of the research for obesity appears to be set early in life. >> they had four times the risk of becoming obese with normal weight kindergartners. >> reporter: researchers at emery's recall lynn school of public health followed 800 children. many were overweight by age 5. she says taking simple healthy steps when children are small is key. to prevented obesity. >> it's so easy to cut calories

jumper with just 12 seconds left. philly hustled down the court and evan turner sank a layup at the buzzer. the 76ers beat boston, 95-94 for just their third win in 13 games. and in college hoops a big win for northwestern wildcats playing 14th rank wisconsin in madison. senior drew crawford scored a season-high 30 points as north western beat the badgers, 65-56.
