southern storm. the southeast gets ready for another blast of winter weather. officials in atlanta concerned that this latest round of ice and snow could once again cripple the city. meanwhile, warm conditions at the winter olympics make for sloppy snow. and cast doubt on one of the most popular events at the games. and thousands of four-legged competitors are on the trail of the biggest prize in all of poochdom. the westminster dog kennel show gets under way here in new york. this is the "cbs morning news" for tuesday, february 11th, this is the "cbs morning news" for tuesday, february 11th, 2014. captioning funded by cbs good morning. good to be with you. i'm anne-marie green. well, this morning, a

significant winter storm is bearing down on the south and southeast, packing heavy snow and dangerous ice. there are winter storm warnings and watches posted from texas to delaware. states of emergency have been declared in mississippi, louisiana, alabama and georgia. this storm could be worse than the one last month that crippled atlanta. and there are already reports of sleet and snow in georgia. omar villafranca is in atlanta. >> reporter: georgia isn't waiting for the snow and ice. salt trucks are pretreating the state's highways as forecasters warn of another winter storm. >> ice is probably one of the worst events that we face. we're talking about the amount of ice that we're looking at, it's catastrophic. >> we are making every effort to be prepared for the events. >> reporter: state and local-elected officials are promising action, something they failed to deliver three weeks ago when three inches of snow and a coating of ice brought atlanta to a standstill.

students slept in schools, drivers abandoned thousands of cars on highways and governments learned a hard lesson. >> we're not looking back. we're looking forward. we want to make sure that we are as prepared as possible and that we can respond as quickly as possible. >> reporter: that means keeping roads and bridges clear. nonessential employees have been told to stay home and many schools have canceled classes but that's just georgia, the storm is to expected to bring even more problems to the northeast where it's only been a week since the last snowstorm. omar villafranca, cbs news, atlanta. meteorologist erik fisher of our boston station wbbz says the latest storm will last several days before it heads to the northeast. >> well, here we go again. more wintry mess across the deep south. already seeing some of that this morning. i'm looking at one wave of low pressure to bring ice and snow across northern georgia and south carolina in particular. another strong wave moves in wednesday night into thursday. over the next 48 hours this area

to watch, northern louisiana through mississippi, huntsville, birmingham, atlanta, and south carolina and north carolina are some of the heaviest freezing rains that should come down. the reason, big pressure over the northeast. cold pressure funneling down the east coast, we call this a wedge. right up along the appalachians and east of there. this is where the coldest air can get tucked in and tough to get out. colder surface, warmer above it. this is a perfect setup for freezing rain and sleet. this is where we expect the highest impact from the storm. quarter to half inch of ice building up from metro atlanta towards augusta. across much of south carolina and into north carolina. this is the type of setup that could create widespread power outages that could last for days. something along the order of what we saw in philadelphia just a short while ago. then the storm heads up the coast as we head through thursday night, thursday and friday morning. significant snow is likely. there will be a rain line close to the coast, around the boston, new york, philly, d.c., corridor. we'll be working that out.

certainly big snow potential in the major cities. i'm cbs meteorologist erik fisher for cbs news. well, the midwest will be dry today but bitterly cold. the temperature in chicago dropped below zero for the 20th time this year. the windchill in northern illinois reached 39 below zero. school districts around the state have delayed opening this morning. and many areas are on track to rod one of the top-ten coldest winters on record. another round of rain and snow is expected in the pacific northwest today. this follows a much needed weekend soaking in northern california thanks to a weather phenomenon known as the pineapple express. but the heavy rain aused flooding in california and snow trapped trees and power lines. for the first time since president obama proposed a new restriction of the u.s. of drones. the u.s. is considering a deadly attack on an american citizen who is a suspected member of al qaeda. cbs news has confirmed the

suspect is living in pakistan, a country that does not allow u.s. military action on its soil. the new u.s. policy says suspected americans overseas can only be killed by the military. not the cia. the suspect is allegedly planning attacks on u.s. targets overseas. and now, a rare look at american special operations commandos at work. they're seen capturing, anai al libi. david martin has our report. >> reporter: al libi's car stopped in front of a house before dawn. delta commandos leapt out. freeze the video you can clearly see one of them standing in front of the car, this pistol trained on the front seat. another van pulled into blocking position as the second commando went for the driver's side door. the commandos wrestled al libi out of his car and into the van and sped away. the next day, al libi's family described the attack which was presumably recorded by this

security camera. a few dings and one broken window were the only evidence of the violent confrontation. by then, al libi was being interrogated aboard a u.s. navy ship in the mediterranean. he's believed to have once been close to osama bin laden and is accused of playing a role in the 1998 bombings of two american embassies in africa, which left more than 200 dead. from the ship, he was taken to new york where 15 years after, he is awaiting trial for the embassy bombings. he has pleaded innocent to the charges against him. american commandos have been carrying out capture raids virtually every night in afghanistan, and before that, in iraq. but it is extremely rare to actually see them in action. especially in a country where the u.s. is not at war. david martin, cbs news, the pentagon. more legal problems for new jersey governor chris christie. a special committee issued 18 more subpoenas monday. they're investigating last

september's massive traffic gridlock near the george washington bridge. the committee is also trying to force two of christie's former aides to testify. christie maintains he knew nothing about the lane closures. on the "cbs moneywatch" now, the new fed chair speaks. and the latest obamacare delay. jill wagner is at the new york stock exchange with that and more. >> good morning. here's the new chairwoman of the federal reserve janet yellen begins two days of testimony on capitol hill. it will be her first public comments since she replaced ben bernanke. analysts believe yellen will continue its plans to wind down the fed's economic stimulus program. asian stocks were higher ahead of policy announcements in china. hong kong's hang seng added nearly 2% for its best day in three months. the shanghai composite gained nearly 1%. tokyo's nikkei is closed. in this country it was a quiet day on wall street. the dow jones finished 7 points higher.

the nasdaq gained 22 points in light trading. for the second time, the obama administration is granting a delay in part of the affordable care act. this one affects about 115,000 midsize businesses with 50 to 99 full-time employees. they will not have to provide insurance coverage in 2015. but employees will need to be covered in 2016 or the business will face a penalty. another delay allows companies with more than 100 employees to cover 70% of their full-time employees instead of 95%. they'll have to reach that 95% level by 2016. uncle ben's is recalling rice it sells to food service divisions like schools, restaurants and hospitals. the rice that's being recalled is sold in five and 25-pound bags. children in three states had skin reactions that were linked to that rice.

anne-marie. today is the first time in american history that women will be taking flight in the ski jump. the top 30 competitors will have two jumps each in their quest for gold. on monday, united states picked up one medal. julia mancuso won the bronze in the supercombined alpine skiing competition. mancuso now owns four medals from three separate olympic games. the u.s. women's hockey team is thinking gold. team usa improved 2-0 in the games after blowing out switzerland 9-0. amanda kessel scored twice and finished off a three-goal burst in a span of 20 seconds. amanda kessel's big brother phil is also in sochi. he's one of 25 nhl players representing team usa in ice hockey. team usa arrived yesterday and got in ice hockey time on the rink. they also have to face off against slovakia thursday and face the russians on saturday. here's a look at the medal count

after monday's event. canada, netherlands and norway, 7 medals apiece. united states has 5, including 2 golds. anne-marie. >> alphonso, i'm seeing a lot of snow and ice out there. but i'm also looking at how you're dressed. we're more bundled under here in new york than you are in sochi. it's pretty warm there? >> reporter: now, early days, a bit chilly here. more recently, once the games got started, sochi is definitely living up to its reputation as a subtropical defendant nation. temperatures are expected to hover in the 50s and 60s this week. and you know, anne-marie, that is causing some problems on the slopes. organizers canceled the last training session because of poor weather conditions. and competitors of the halfpipe including shaun white, have complained about the quality of the snow. and to be fair, they're complaining about the quality of the structure itself. saying that the walls of the structure are a little too vertical and the flat bottom is a little too bumpy.

but chicago, high of 13. dallas will see snow and sleet and sunshine in los angeles. president obama will host a state dinner for french president francois hollande tonight at the white house. on the menu, dry aged beef, american caviar and a performance by mary j. blige. susan mcginnis has more on hollande's trip. >> reporter: preparations are nearly complete for tonight's official state dinner at the white house. in honor of french president francois hollande. president obama greeted hollande monday and whisked him off to virginia where they toured monticello, the estate of thomas jefferson. >> i thought this was an appropriate way to start a state visit because what is signifies is the incredible history between the united states and france. >> reporter: today, the focus turns to issues of importance to both nations including syria and iran's nuclear program. president hollande made the trip

to washington alone following his headline-making breakup with long time girlfriend valerie. the couple broke off after tabloid reports of an affair between hollande and a french actress. the question is, who will be sitting next to him at tonight's dinner at the white house. anita mcbride, laura bush's chief state said terrible arrangements are not a worry. >> there's tremendous flexibility at the white house and they're able to respond to changes rather quickly. >> reporter: former president sarkozy also attended a dinner stag after shortly after announcing divorce from his wife. but at that dinner there was no cotton candy. anne-marie, the president of france hollande will also head to san francisco to meet with executives of facebook, google and twitter. >> susan mcginnis from washington. thank you.

tonight at the westminster dog show. this year, the competition includes new breeds and for the first time mutts get a chance to strut their stuff. alexis christoforous went back stage and met some of the pampered pooches. >> reporter: these pooches are getting ready for their close-up. >> gar thinks this is like dying and going to heaven. >> reporter: from pugnacious poodles to proud pugs. they're getting washed, blown and coifed to compete in the 138th westminster kennel club dog show. 3-year-old abba is making her debut. >> where did you get the fur? can i get one, too? 190 breeds are competing from as far away as thailand. 14-year-old samantha van buren from egan, minnesota, can't wait to show her 4 1/2-pound long-coat chihuahua. what are you doing to calm her down? >> i pet her and give her treats and tell her she's a really good dog. >> reporter: this old english sheepdog is one of nearly 3,000

pure reds competing for fame and fortune. are you nervous? 5-year-old tahoe was born in the backseat of a chevy tahoe. and hope goes home in the driver's seat. 6-year-old jonesy is a veteran show dog. are you ready for our big show? strong but silent type. for the first time, mixed breeds were allowed to show their chops in a separate competition for agility. >> i'm just representing everybody who sits at home with their dog on the couch and loves them becaue they're just their pets. >> reporter: three new purebreds will make their debut at this year's show including this portuguese podengo pequeno. the dogs finds out who gets bragging rights. alexis christoforous, cbs news, new york. here are some contenders. nathan, the blood hountd, won the hound group last night.

in florida, a dramatic rescue. some men were working under an overpass on i-95 near ft. lauderdale when their scaffolding collapsed monday. three remained dangling until firefighters took them down. police said one worker fell into debris and was taken to the hospital. the severe cold weather in the midwest has been good for one thing. for the first time in five years a popular tourist attraction is open. jamie yuccas of our minneapolis station wcco shows us around. >> reporter: each step is a challenge for the thousands making this mile-long hike across ice. to an isolated stretch of coastline on lake superior. this is the reward. >> wow. >> reporter: caves seem to be

covered in crystal. and icicles dangle from cliffs two stories high. >> it's just fantastic. it's a lot better than we thought it would be. >> reporter: jim mclaughlin is from hayward, wisconsin. can you guys give me one word that describes this place for you? >> awesome. awesome. >> reporter: the 1-billion-year-old sandstone is full of cracks. lake water seeped in and froze on the walls and ceilings. james fuchs came here twice from shoreview, minnesota. >> it's so unique to see water in so much different forms and different colors and the way it's sculpted, it's just incredible. and you couldn't dream this up. you couldn't have a mind's eye to almost create this. you have to come and see it. you have to come and see it. >> reporter: winter access to the cave is only possible when the ice is thick enough to safely walk on it. conditions haven't been right for this to happen in five years. some fear this unusual event could become even more rare.
