of direct military action. the president says, quote, russia is on the wrong side of history. the pentagon moves to cancel military cooperation with russia. bilateral trade talks have been put on hold. the president called on congress to approve an aid package for the new ukrainian government. and the u.s. could get support from the european union which has called an emergency summit for thursday. secretary of state john kerry arrived in ukraine this morning. charlie d'agata is in the capital kiev. charlie, good morning. >> reporter: good morning, anne-marie. from a very soggy kiev. believe it or not, that is independence square behind me. let's get you up to date with events overnight. now, an alleged deadline to ukraine to hand over two ships to the russians, that has passed without incident. the tense standoff in crimea remains a tense standoff in crimea. it is still occupied by russian forces. they will remain there, russia says, until the situation in

their words is normalized. meanwhile, president vladimir putin has ordered 150,000 troops in western russia back to their bases. the fear was they were getting ready to advance into eastern ukraine. we are expecting secretary of state john kerry to arrive here in kiev later today. it's unclear exactly what sort of force he can bring in terms of providing some sort of diplomatic solution to this crisis. there have been and continued economic sanctions and maybe more despite all of those threats which has already seen russia's economy suffer. there are no signs of those russian troops budging. now, we are expecting a press conference from russian president vladimir putin later this morning. it's unclear what he will say. he's so far remained silent about the situation here in ukraine. anne-marie. >> charlie d'agata. in the capital of kiev. thank you very much.

crimea has strategic importance for russia, it's located on the north coast black sea and cbs' analysis mike lyons said it's important to the world. >> the black sea fleet is there. it's the way of controlling the shipping lanes and its only warm water port. a strategic location for russia. they had an agreement with ukraine to keep naval forces there for a very long time. could it jeopardize the naval presence there. he can't have that so it's in his best interest to make sure russia controls that and would never fall into the hands of somebody else because if russia loses that naval port they lose a lot of protection of goods and services shipped to russia to the rest of the world. >> lyons things russia's ambitions for the ukraine are limited to crimea. on the "cbs moneywatch" cleaner fuel will mean higher gas price us and who tops the list of the world's richest people.

jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, anne-marie. despite tensions in ukraine, asian markets were mostly higher on bargain hunting. tokyo's nikkei gained 0.5%. hong kong's hang seng added 0.5%. but the instability in ukraine had investors scrambling here on wall street. at one point, djia tumbled almost 154 points. the nasdaq dropped 30 points. president obama will unveil nearly $4 trillion budget plan for 2015 today. he'll propose expanding the earned income tax credit for low-income workers and give a break to parents on child care expenses. he also wants more money for infrastructure, education and job training but congress will most likely ignore. democrats and republicans just signed a two-year budget agreement.

the epa announced plans to drastically reduce sulfur in gasoline. the agency says the air will stay cleaner and save thousands of lives. it estimates it will only raise gasoline by a penny a gallon. but the oil industry says it will cost an extra 9 cents a gallon. the new rules start taking in effect in 2017. the dish network signed a deal with disney that could change the future of tv. it lets the satellite network stream abc shows over the internet like netflix. no start date has been announced. dish also reaches controversial ads for abc shows. and, anne-marie, the rich are getting richer. forbes says a record 1645 people made the billionaires list. microsoft co-founder bill gates is once again the world's richest person with an estimated $76 billion. next is telecom mogul carlos slim helu is next.

and amancio ortega is third. anne-marie. >> carlos better put on overtime hours if he wants to get back on top there. jill wagner at the new york stock exchange, thanks a lot, jill. the latest winter storm left thousands of flights chanced on the east coast and left roads slick and dangerous. in north carolina, icy conditions caused spinouts and wrecks. temperatures remain below freezing for this morning's commute. and as craig boswell reports, it's slowing life in washington. >> reporter: snowblowers and plows tackled heavy snow in washington, d.c. as a late winter storm shut down much of the nation's capital. janet hubnell travelled from colorado to her brother's courthouse wedding. >> that was plan "a." we don't know what plan "b" is. >> reporter: forecasters lowered expected snowfall totals but there's still enough on the ground annoy residents who have endured a harsh winter. does this come to an end anytime soon?

>> we hope so. we're about done with it. >> i'm done with it. i moved here from san diego. i'm ready for it to warm up a little bit. >> reporter: here in d.c., they didn't just close school. the house and senate canceled votes and the white house canceled press briefings. the snow dumped around north virginia and around philadelphia. rick stacey is hoping this is winter's last blast. >> i think we've seen enough, i think we're done for the year. i think we're done. >> reporter: and south of dallas, sleet and frozen rain from the same storm turned i-45 into a giant sheet of ice. backing up traffic for miles. some drivers have been stranded since sunday night. craig boswell for cbs news, washington. tv news reporter steve keeley has covered 15 storms for the philadelphia station. on monday, the storm covered him. as keeley describes road conditions live, a snowplow rumbled past. one kicked up a bunch of snow

and blasts keeley. but he stayed on his feet. he continues reporting, even telling viewers, quote, that is the beauty of breaking news. that's what he said on tv. i wonder what he said when he got off the air. president obama is calling on israel's prime minister to make tough decisions. at a white house meeting monday, mr. obama urged benjamin netanyahu to help salvage the peace process. netanyahu blamed the palestinians for the stalemate and said israel has been doing its part. jury selection resumes in the new york city trial of osama bin laden's son-in-law. sulaiman abu ghaith is the highest ranking al qaeda figure to face charges on u.s. soil since september 11th, 2001. he's accused of conspiring to kill americans. opening statements are expected to begin tomorrow or thursday. and the murder trial of oscar pistorius was briefly interrupted this morning. prosecutors say an image of a

witness testifying was shown but the trial resume. the double amputee known as blade runner said it was an accident when he killed his girlfriend last year. alphonso van marsh said the first day included a dramatic account. >> reporter: oscar pistorius showed no emotions when he arrived in court to deny charges he intentionally murdered his girlfriend. >> how do you plead? >> not guilty, my lady. prosecutors say the 27-year-old double amputee fired four shots at reeva steenkamp on valentine's day in his home last year. a neighbor testified with her face hidden say she heard a woman's screams then gunshots. >> it was something that leaves you cold. something you put -- you can't portray in the court. you can't explain it. you just know that woman's life was -- >> reporter: the runner's defense team said pistorius thought he was protecting his lover from an intruder when he fired the fatal shot. but prosecutors claim the olympian knew steenkamp was hiding behind the bathroom door.

>> reporter: 18 months ago megan boken was sitting in her car in a st. louis neighborhood. she was talking to her mom on her smartphone when she was shot and killed by a robber. paul boken is megan's father. why do you believe she was targeted? >> these people had stolen cell phones before. they had experience taking cell phones and selling them. so the fact that she was on her cell phone is what made her a target. >> reporter: two men pleaded guilty to the murder. 1.6 million americans were the victims of smartphone-related crimes in 2012. 40% of robberies in major cities involve smartphones which can sell overseas for hundreds of dollars. the bokens were with new york attorney general eric schneiderman. >> thieves are not going to stop stealing smartphones until they know the smartphones are worthless. >> reporter: a kill switch allows them to erase data and

make them inoperable. wireless companies warn the technology could theoretically be used by criminals or terrorists to cut off cell phone operations. >> we're very concerned it's secure. we don't want anything that's a hackable kill switch. >> reporter: but new york commissioner william bratton points out the industry profit when owners replace or ensure devices. >> they're making a fortune on this. they don't want to lose them. well, shame on them. >> reporter: in addition to a congressional bill, several states including california and illinois are also considering kill switch legislation. it makes it hard for manufacturers to resist. elaine quijano, cbs news, new york. well, getting mad can be dangerous to your health. a new study found two hours of an angry outburst heart attack increases nearly five times. and a chance of a stroke also goes up. researchers say more studies need to be done.

on fire scoring 51 points as the miami heat easily handled the charlotte bobcats. james made 22 of his 33 shots including his first eight three-point attempts. he had 24 points at the half. the 61 points were a personal best and a team record. miami beat the bobcats 124-107 for the eighth straight win. in brooklyn, the nets had an easy time with the chicago bulls. deron williams scored 20 points as new jersey beat chicago 98-80. jason collins, the nba's first openly gay player, made his brooklyn debut. it's reported he will sign a second ten-day contract with the nets. in college news, north carolina barely got by notre dame. carolina blew a 14-point halftime lead and it wasn't until james michael mcadoo hit a spinning shot late in the second half that they regained it. mcadoo finished with 14 points

russia as it strengthens its military control of the crimea region. and more travel headaches this morning from the latest winter storm. airlines will try to get passengers on their way after thousands of flights were cancelled on the east coast. roads remain icy for commuter in the southeast. cold lingers for the eastern u.s. the forecasters say it's going to be cold and rainy in new orleans today, but that's not going to stop thousands of revelers from having a great time during mardi gras. omar villafranca is in the middle of the festivities. >> reporter: before the bands to the floats to the beads. this week, new orleans is the nation's party destination. >> we're from michigan, we drove down here, it's about 18 hours. >> it's my birthday weekend. >> reporter: so party for you? >> yeah. >> reporter: the bacchus parade is held the sunday before mardi gras and is one of the biggest events. >> the food is great, the

the official national museum for the united states army is planned for construction in a few years and will be located just outside of washington, d.c. the museum will display for the first time the army's vast selection of artifacts. chip reid gives us a sneak peek. >> reporter: so what is this room we're walking into? >> we have over 150,000 artifacts of various sizes and types. >> reporter: magic? >> indeed. total darkness is our greatest ally in preserving this collection. >> reporter: chris semancik is chief of collections at the u.s. army's museum support center a massive climate-controlled facility at ft. belvoir, virginia. here, the nearly 240-year history of the u.s. army is preserved. >> every piece of equipment that a soldier would carry or wear

from the revolutionary war all the way up to current operation. boots, canteens, helmets. >> reporter: and what do you have here? >> this is the powder horn of levi gashet. he was a minuteman and answered the call on april 19, 1775, to respond to the crisis of lexington and concord. >> reporter: so this really symbolizes the u.s. army? >> it's quintessential americana. >> reporter: it looks like we're going from the revolutionary to the civil war. >> this is ulysses s. grant. >> reporter: so general ulysses s. grant actually wore this hat? >> yes, he did. >> reporter: the collection is growing by the day. it's now so large it included 16,000 works of arts. >> we have three original norman rockwell paintings that he produced for the army. every our rockwell focuses on the face of an american person from his hometown. this is for every man fighting in world war ii. >> reporter: hidden away in a
