captioning funded by cbs is is the "cbs morning news" for thursday, april 17th this is the "cbs morning news" for thursday, april 17th, 2014. good morning. good to be with you. i'm anne-marie green. this morning the rescue teams are racing against the clock off the coast of south korea. more than 280 people are still missing after a ferry capsized on wednesday. at least nine people are confirmed dead and the rescue effort is being slowed by poor weather condition. coast guard searchers were able to make a dramatic rescue of a 6-year-old girl from a ship. she is hospitalized with no serious injuries, but her parents are still missing. and this morning a man identified as the ferry's captain apologized while being questioned at a coast guard office. the shift left off south korea's coast with hundreds of high school students but sank before it could reach the resort island of jeju. ter terry i okita has more as famil are waiting for more word.

>> reporter: crews are looking for passengers missing after a ferry boat capsize wednesday, distraught families are waiting for word. most of the missing are teenaged students headed to a tourist island on a class trip. some family members hired their own boat to go out to the site. this woman yelled at south korean politicians before collapsing in tears. one father said it's getting dark and we have to see what happened to our children. the captain sent a distress call after the ferry began listing to one side. passengers were told not to move from their seats. that instruction might have cost many lives. who told them to stay inside the boat, this relative said. does that make any sense? rescuers scrambled to save as many passengers as they could, but divers were unable to get inside the wreck because the current was too strong and the visibility was poor.

survivors were treated for broken bones and hypothermia. there were a lot of students who did not get out of the ship, he said. passengers who made it out say the severe tilt of the ship prevented people from reaching the exits. teri okita for cbs news. the crisis in ukraine took a deadly turn this morning. pro-russian separatists attacked a national guard base on the black sea in eastern ukraine. at least three separatists were killed. the attack is likely to overshadow a key meeting today in switzerland. tara mergener is in washington with the latest. good morning, tara. >> good morning to you, anne-marie. yes, the crisis appears to be growing more violent by the day, and by most accounts, not much progress is expected. president obama says if russia doesn't de-escalate, it will pay a price. hours before secretary of state john kerry arrived at geneva for a peace conference with russia, ukraine, and the eu, president obama told cbs news chief white

house chief correspondent major garrett moscow will face more penalties including sanctions if it keeps fueling the crisis in ukraine. >> what i've said consistently is that each time russia takes these kinds of steps that are designed to destabilize ukraine and violate their sovereignty, that there are going to be consequences. >> reporter: the comments wednesday came as pro-russian insurgents took over ukrainians and their vehicles. today ukrainian forces continue to face setbacks further south. when pro-russian activists and their supporters surrounded them. moscow maintains it is not backing the insurgency, but president obama disagrees. >> not only have russians gone in to crimea and annexed it, what they've also done is supported at minimum non-state militias in southern and eastern ukraine. >> reporter: while most analysts don't think today's meetings will lead to a breakthrough,

ukraine's acting minister hopes to use diplomatic means to calm the situation. ukraine wants russia to stop supporting insurgents and to withdraw troops from the eastern borders. and in eastern ukraine since launching the uprising earlier this month. anne-marie? >> tara mergener in washington. thank you, tara. kkayvon edson who was at the finish line will be evaluated. he's being held on $100,000 bail on charges of possessing a hoax device, a rice cooker in a backpack. police say he knew what he was doing but he said, quote, the performance got the best of me. his mother says edson has bipolar disorder. now police say they are ramping up security to protect spectators and runners following that backpack incident. joe shortsleeve of our boston station wbz has the latest. >> we're going to increase

visibility over the next couple of days because of that incident. we'll have bike patrols down there. >> reporter: watch as our cameras capture the barefoot 25-year-old wakefield man stumbling along just minutes before being arrested. and then there's this video from a bystander seconds before the arrest. now, you can see in this video marathon survivors are all gathered at the finish line when police are alerted by an unidentified man that the individual is approaching. at the top of the screen seconds later you can see what appear to be officers taking a barefoot man into custody. >> he went on the street, he had a backpack, and within a minute our officers were on him, and we had the backpack back down on the ground. >> he's the captain in charge of this detail, and he is from the bomb squad. >> reporter: we showed several of the videos to former boston police commissioner ed davis. >> i did have a high-ranking

police official yesterday confide in me that one of the thinks they're worried about are copycats. i think that they did exactly the right thing here, but you'd like to be able to grab it before they got that close or further down the road and i believe there'll be protocols for people acting out like this, to get them under control as quickly as possible. >> wbz's joe shortsleeve reporting. now, in denver, an investigation is under way to determine whether police responded quickly enough to a woman who was shot to death while on the phone with 911. christine kirk told the dispatcher on monday that her husband was hallucinating and asking her to shoot him. >> police say kirk was shot

pricing for smaller screens on mobile devices. yahoo! fire d henrique decastro with a huge severance package. decastro walked away with a package worth $58 million. that was more than double what yahoo!'s was paid. they require a four-year college degree. the president toured a training classroom on wednesday. he said that if you're willing to do the work, america should give you every opportunity to move upward in your career. he spoke to cbs chief white house correspondent major garrett about the importance of job skills training. >> what you end up seeing is not only folks getting jobs when they don't have work, but also people inside their own companies who want to advance suddenly seeing careers open up to them. that's good for the entire economy. >> mr. obama announced over $600 million in grants for students

except for rain in the northwest. an investigation is under way into why two fire trucks from different companies collided in a los angeles suburb. both trucks were responding to a call when they slammed into each other on wednesday. one of the trucks careened into a restaurant. 15 people were injured, including six firefighters, one seriously. say the letters s.a.t. to a high school student and they'll probably wince. the scholastic aptitude test, once was the dominant college admissions test, but it was eclipsed by the a.c.t., forcing it to make changes. ben tracy takes a look. >> reporter: the s.a.t. is considered a necessary evil by many college-bound students, true or false. the college board, which administers the test, apparently believes it's true. it posted on its website that no longer will students use flash cards to memorize obscure words. only to forget them the minute

they put their test pencils down. students and parents were querulous, so the new s.a.t. opz takes more relevant words such as "intense," and makes students know their meaning in a sentence. >> there are some questions where it feels like it may be a little straightforward. i wouldn't necessarily use the term "easier," and there are other sample questions that are, quite frankly, challenging. >> reporter: there are others that focus on math that matters such as ratios and fractions. the essay is now optional and the test returns to a 1600-point scale. when president david coleman announced changes were coming, he acknowledged standardized tests are failing students. >> it's time to admit that the s.a.t. and a.c.t. have become far too disconnected in the work of our high schools. >> reporter: but the s.a.t. is
