vice president, joe biden met in kiev with the new leader this is morning. he arrived yesterday for a visit designed to show support for the prowestern ukrainian government. meanwhile, separatists show no sign of backing down and russia shows no signs of abiding by an agreement they signed last week. suzanne mcginnis is in washington. good morning. >> reporter: good morning, anne-marie. vice president biden just spoke and says he stands ready to achieve a united ukraine. tough words from the u.s. government. it's from moscow's actions that this high-level show of support is not going to have much of an impact. vice president joe biden is in kiev ukraine meeting with the acting president and prime minister to show u.s. support. he's expected to offer technical

assistance to help ukraine implement economic and energy reforms to become more stable. >> the idea is to reduce ukraine's need to depend on russia for oil and gas. >> reporter: biden is the most senior u.s. official to visit ukraine since the start of the crisis that only continues to escalate. pro-russian separatists haven't surrendered buildings in ukraine a key part of an agreement reached in geneva last week. >> if there's not progress, we remain prepared along with the g-7 partners to impose additional costs on russia. >> reporter: russia and ukraine are pointing the finger at each other. they claim they have identified several militants in photos seen here. monday, russia's foreign minister accused the government of violating the accord and blamed ukrainian extremists for

the deaths in a shootout on sunday. vice president biden said the upcoming presidential election, may 25th in ukraine will be the most important in the country's history. >> susan mcginnis in washington. thank you, susan. president obama leaves on an eight day trip today. he will stop in oso, washington where a mudslide killed 41 people. it's 55 miles northeast of seattle. the wall of mud destroyed three dozen homes. two people are still missing. the president will meet with survivors and victim's families. this morning, a crewman from the south korean ferry that sank last week said by the time they tried to launch lifeboats, the ship was tilted too much. at least 108 people were killed. this morning, the search resumed for the more than 200 people still missing. prosecutors asked for warrants to arrest six more crew members. south korean officials now say the ship did not make a sharp

turn as previously reported. debtth doane has more. >> this video shows the captain receiving medical treatment on shore while hundreds remain trapped on board. the captain was not on the bridge when the ship got into trouble. instead, the ship's third mate was navigating that stretch of water for the first time. a transcript of the ship to shore communication shows confusion and indecision after the ferry started listing. at 9:12 a.m., controllers on the shore asked, are the people on board on the life rafts or lifeboats? the crew member says no, we are not yet. the ship is too tilted, we can't move. 12 minutes later, it's clear the evacuation order hasn't been given. they asked, if the ferry evacuates passengers, will they be rescued right away. radio traffic said the captain should make the final decision

and decide quickly, whether to evacuate passengers or not. we found another member of the sewol recovering in the hospital. how is it for you to watch what happened? i feel a tremendous guilt, he told me. we weren't able to get to the passengers. we couldn't rescue them. we were not trying to save ourselves. divers, including kim ju-nan have been able to swim into the submerged vessel. it's really murky, you never know what touches you, he said. we want to recover the bodies, so you go in. more bodies were carried ashore in a grim, familiar procession. the captain has been arrested and has five charges, including negligence of duty. the third mate what was steering was also arrested.

seth doane, cbs news, south korea. baa back in this country, a gang member died after he was shot during his trial in utah. he attacked a witness who was testifying about gang initiation rituals yesterday. he was shot six times says witnesses. the fbi says he was acting in an aggressive manner. >> the defendant may have grabbed a pen or pencil and charged the witness stand. >> somebody behind us said get on the floor and everybody dropped. >> he was shot in the chest multiple times, boom, boom, boom. >> the witness was not injured. he was one of 17 gang members indicted for assault, robbery and weapons defenses. the city of boston is breathing easily. yesterday's marathon went off without a hitch one year after the deadly bombing at the finish line. the race was held under extraordinary security.

there were extra police, multiple check points, surveillance cameras and backpacks were examined. more than 30,000 people took part. meb keflezighi was the first american to win this in 32 years. rita jeptoo won for women. many of the runners wrote the names of the victims of last year's attack on their bodies. more than 260 people were wounded. three people were killed by the bombs and m.i.t. police officer sean collier was shot after the race by the bombing suspects. 8-year-old martin richard was the youngest to die. norah o'donnell has the family story. >> reporter: they came to watch the runners cross the finish line. when the second bomb went off, 8-year-old martin was killed instantly, his sister, jam, lost a leg. mother denise lost sight in one eye and his father's eardrum

burst. larry is a family friend. >> they were determined they were going to make something positive out of this and give permanent meaning to their son's life. >> reporter: a year later, a foundation in martin's name raised over $1 million. it was inspired by this picture of martin, holding a sign spawned by the newtown school shooting. no more hurting people, peace. boston mayor, marty walsh. >> we are going to send a message around the world. talk about peace and love. >> reporter: 100 people ran for team mr8, named for his initials and favorite number. tatiana mcfadden won the women's wheelchair race. >> i run for martin, his family and i run for any others who were affected by the bombing last year. this race is for them. >> reporter: earlier, the richard family released this video of their daughter in rehab. last week, the young girl and

netflix is going to raise its rates. the streaming video company says fees could go up by as much as $2 per month this summer. it's only for new customers. current subscribers continue to pay eight bucks a month. the increase is to help pay for original programming like "orange is the new black." the supreme court will hear a case that could change the way you watch tv. the mayor networks, including cbs distribute their shows to paying customers online. broadcasters say if they win, they could move their most popular free shows to cable. looks like powdered alcohol isn't going to be available anytime soon. it's called palcohol and can turn water into rum or vodka. it was supposed to be approved by the government, but federal agencies say it was a mistake. the company that makes it will resubmit their labels.

here is a look at today's forecast in cities around the country. in the nba playoffs, an exciting game two in the thunder/grizzly's series. oklahoma city star shining bright, russell westbrook scores 29 points. kevin durant finishes with 36 including a three-pointer in the final minute. zach randolph comes up big time in overtime. he scored eight points in the grizzlies tie up with a 111-105 win. in the only other nba game, the clippers tie up their series with the warriors. los angeles blows out golden state in game two, 138-98. in the nhl playoffs, one goal was all that was needed to

here is a look at today's forecast in some cities around the country. time now for the national forecast. a powerful system will push through the northwest bringing showers and thunderstorms. strong winds and warm temperatures will cause high fire danger levels from southeast california to southwest utah. a cold front will trigger thunderstorms in the northeast. the teenager who stowed away on a flight from california to hawaii won't be charged for the crime. how he managed to avoid security is raising questions about the safety of our nation's airport. bigad shaban takes a look at how the boy managed to survive at

38,000 feet. >> reporter: this teenager was taken away on a stretcher but unharmed after hiding inside a plane's wheel well during a 5 1/2 hour flight to maui. >> he was weak. he hung from the wheel well and fell to the ground and regained strength and stood up inside walking to the front of the aircraft. >> reporter: he ran away after a fight with his parents, then jumped a fence at the san jose airport sunday night to get on to the runway. according to the faa, 105 people stowed away. the teen is only one of 25 survivors. a lead e.r. physician at ucla medical center and a pilot of 39 years. he says the teen's good condition is remarkable. >> if you think of the stresses your body undergos at extreme altitudes, he should be brain dead and frozen into a popsicle. >> reporter: federal and local authorities are examining video to see how he snuck in unnoticed.

san jose airport says their safety program exceeds federal requirements. they say the breach exposes weakenses. >> the perimeter of the airport is large and covers many miles. it's difficult to know what's happens in every foot of that perimeter. >> reporter: child welfare services is working to get the boy back to his family in california. bigad shaban cbs news. two most recognizable faces at the boston marathon have said farewell. 74-year-old dick pushed his son rick, who has cerebral palsy across the finish line 30 times before. they planned to retire last year. because of the deadly bombing, they didn't finish. they decided to race one more time. it was an emotional final journey. >> we made it tougher. all our fans out there were supporting us. it was unbelievable crowds and the noise they made. someone said it was a million, i thought it was 2 million. that's how good the crowds were. >> he wants to keep doing

auto show. >> it is do other things. >> reporter: they say the vehicles could be in dealerships in less than five years. >> by the push of a button, the car takes over and does the driving for you. >> reporter: we couldn't take it for a spin in new york, but volvo is testing in sweden and several other companies are on a similar track. mercedes travels through the streets in germany. nissan is testing the technology in japan. gps, cameras and a series of sensors gives a 360 degree view of the road telling it when the brake, steer and accelerate. >> we have a number of sensors being spread out such as this radar sensor. >> reporter: this is a sensor here? >> yeah, it's a radar sensor. >> reporter: you can barely see it. governments are preparing for self-driving cars. they want to equip the vehicles with radio wave technology dzhokhars can talk to one another. >> this is a very complicated
