president obama starts his trip to asia by schajing russia saying the west would be ready to levy more sanctions if russia does not act to ease tensions in ukraine. >> so the fact that i haven't announced them yet doesn't mean that they haven't been prepared to seat up. >> the federal government wants to pull the plug on the sale of electronic cigarettes to minors. the food and drug administration unveils new proposals to restrict the fast growing industry. georgia approved the controversial gun law allowing concealing firearms into more public places including bars, churches, and schools. >> it's gone. >> and thrown out.

new york yankees pitcher michael pineda is tossed from the game when umpires determine he's using a banned substance smeared on his neck. captioning funded by cbs this is the "cbs morning news" for thursday, april 24th, 2014. good morning. good to be with you. i'm anne-marie green. president obama is in tokyo this morning, the first stop on a four-nation tour of asia, and while discussing critical security issues with japanese leaders, the crisis in ukraine was also on the agenda. mr. obama says russia is not living up to an agreement signed last week to defuse fencings. speaking at a news conference this morning, the president said unless russia changes its tune there will be consequences and no economic changes are ready to go. >> we have been preparing for the prospect that we're going to have to engage in further

sanctions. those are teed up. it requires some technical work and it also requires coordination with other countries. so the fact that i haven't announced them yet doesn't mean that they haven't been prepared and teed up. >> major garrett is in tokyo traveling with the president. >> reporter: as president obama said, those sanctions are prepared, they are teed up, but the president clearly is reluctant to open a new front on the economic war already under way with vladimir putin,ing the president of russia. he pleaded with the russian government, putin, to ease off the pressure it's been applying to this fragile transitional government which is runs as a free ukraine. the president also acknowledged he doubts russia will change course and he also doubts whether a new round of sanctions will actually punish russia enough sufficiently to change

ferry that sank last week said the crew was, quote, under command to abandon the doomed ship. initially as the ship started sinking, passengers were told to stay in their cabins. the search for bodies continues this morning. so far 159 bodies have been recovered. more than 14 remain missing. the high school where a majority of the students are missing reopens today. and it's another day of potentially severe weather in the nation's midsection. a powerful number of storms is moving from the mid east to missouri. some damaging winds and hail will be particularly severe especially in missouri and western illinois. wind-driven golf ball-sized hail pummeled oklahoma near the border with texas. several inches of hail accumulated on roadways. no injuries have been reported though. a corrections officer at an ohio jail is safe this morning

after being held hostage for some five hours. the hostage drama began yesterday afternoon at the trumbull county jail in warren southeast of cleveland. the corrections officer was making his rounds in an area where high-risk inmates are being held. >> three inmates ambushed officer joe lynn when he walked upstair. he was handcuffed and a homemade knife was held to his neck. at one point his cell phone was used to call our affiliate. lynn also got on the phone and said he was not hurt. >> martin is being held on a murder chancht he said he was upset about a newspaper article

twore two french daredevils in bright yellow winged suits set a new base jump world record falling just over 2,700 feet. they leaped off the burj khalifa tower, the tallest building in the world. they're not the first but they added a special platform that added 500 feet to their leap. and a guy known as the french spider-man used suction cups to scale a luxury hotel in macau. it took him 46 minutes to climb the 500-foot tower. in 2011 he climbed the same due bile tower his compatriots just jumped off. his latest stunt was to promote the new flick "the amazing spider-man 2." the agency says it's the first step in regulatin the fast growing industry. tara mergener is in washington. tara, good morning. >> good morning, anne-marie.

the industry has rocketed from thousands of users worldwide to millions just since 2006, but critics say it is attracting children and now the fda is cracking down. the food and drug administration wants greater control over e-cigarettes, specifically when it comes to who can buy them and what's in them. >> until we have the authority to regulate e-cigarettes, we cannot provide the information the american public wants about the relative risks and safety of these products. >> e-cigarettes use a battery to convert liquid nick oh teen into an inhaleable vapor. but they haven't been passed by regulation and consumption is rising fast. >> one thing we do know is there are more and more e-cigarettes out there and that many of them are increasingly targeted toward young people as well with flavors like strawberry and thin mint.

>> reporter: the new proposal would prohibit the sale of e-cigarettes to anyone under 18 and remove them from vending machines in public places where minors are allowed. they would also require manufacturers to register their products and report their ingredients. on its website the tobacco vapor electronic cigarette association says it supports response regulation of the industry. in an interview prior to the fda's announcement, the founder of e-cigarette maker says the devices are much healthier than regular cigarettes. >> this is a great product for people who are addicted to smoking, who just can't live without it. >> the fda says it's examining how e-cigarettes may affect one's health. and there are now 200 brands of e-cigarettes on the market. no word, anne-marie, on when the changes would take effect. >> all right. tara mergener in washington. thank you, tara. on the "cbs moneywatch" now, new home sales plunge, and the fcc propose new rules for net neutrality. jill wagner is at the new york

stock exchange with that and more. good morning, jill. >> good morning, anne-marie. new home sales fell dramatically last month, dropping almost 15%. analysts blame severe winter weather and higher mortgage rates, but new home prices hit a record high. the census bureau says the average cost last month was $290,000, 13% higher than in march 2013. asian stocks were mixed ahead of talks between president obama and the prime minister of japan. tokyo's nikkei lost 1%. hong kong's hang seng gained a fraction. here on wall street weak home sales sent stocks tumbling. snapping a six-day winning streak, the dow slid 12 points. the nasdaq erase 34d points. apple surprised the street yesterday. the tech giant announce add big stock flick, the first in nine years. they sold more i phones last year than analysts expect and that sent stocks soaring,

here's a look tod here's a look at today's forecast in some cities around the country. a controversil gun bill has just been signed in georgia. the nra says it's the most comprehensive pro gun reform in rese resent history, but critics call it the guns everywhere bill. mark strassmann takes a look at where concealed weapons can be carried in georgia. >> you know, i believe i'm in the safest place in the state of georgia right now. >> reporter: several hundred gun rights supporters, many with firearms on their hips cheered georgia's new law. state representative rick jaspers. >> no one should be scared of these people. they've done nothing wrong in the past.

it's appropriate that those good georgians if they choose to take responsibility to defend themselves, that they're qualified to do that. >> reporter: georgians must be 21, have no drug or felony convictions and not been a patient in a mental facility within the past five years. the law extends the same rights to visitors with permits from 24 states. on july 1st, they'll be allowed to carry guns into bars and churches that permit them and government buildings that do not have security screening. schools can decide whether to allow teachers or administrators to arm themselves. permit holders can also bring guns into parts of atlanta's airport, the world's busiest, including shops and areas outside the security checkpoint. katherine grant with gun sense coalition opposes the law. >> this is a sad day for georgia, not a day to celebrate. a dangerous law that will now put the lives of georgians and all who visit our state at risk. >> reporter: the law also limits the police. an officer can ask someone

carrying a firearm if they have a permit, but under the new law, the person will not have to show proof. cedric alexander is the public safety director of atlanta's dekalb county. >> a suspicious person walks down the street with a bulge, looks like a gun. under the new law, what can the officer do? >> under the new law, nothing. even if it's out in the open, we can no longer walk up to say, hey, do you got a license to go with that weapon? there has to be other extenuating circumstances to bring us to that person. >> guns are still not allowed to be carried on college campuses here. there are nearly 500,000 georgians who have concealed weapons permits. mark strassmann, cbs news, atlanta. well, coming up in sports, another strange turn in the yankees/red sox rivalry, and a baseball player's mom gets an

here's look at today's forecast in some cities around the country. in sports new york yankees pitcher michael pineda came under fire earlier this month when it appeared he had pine tar, an illegal substance, on his hand against the red sox. he was back on the mound last night against the red sox and in the second inning boston manager john farrell asked the umpires to check a substance smeared on pineda's neck. turns out it's pine tar. pineda gets ejected from the game and boston beats new york, 5-1. and what a birthday present for the mother of the minnesota twins d.h. chris colabello. she was interviewed when her son came to the plate in the first inning. >> let's hope chris gives you a
